In the interests of social work clients, there is a urgent need for the fundamental review of the training programmes of the Central Council for Education and Training in Social Work (CCETSW) promised by the organisation's new chairman, Jeffrey Greenwood. The CCETSW has become so obsessed with political correctness and anti-racism that social work training has lost sight of the real needs of adults and children who have recourse to social workers. With the CCETSW having rejected liberal ideas about tolerance and individualism, a fundamental management reorganisation is necessary.

The article discusses the life and work of Richard Titmuss and the making of British Social Policy studies after the Second World War. It states that Titmuss is recognized as an accomplished, self-taught demographer and epidemiologist, but he knew nothing of economics and sociology. It cites that his conclusions on the objectives of social policy follow from his original principles and premises about the qualities of human nature. According to Titmuss, if people's social institutions were changed for better, people's natures and propensities for altruism would change.
