Este artigo apresenta o cenário das licitações sustentáveis na Comunidade Europeia (CE), contrastando com o cenário brasileiro, como instrumento de política ambiental. Neste estudo comparativo foram utilizados os seguintes parâmetros: Sustentabilidade Ambiental, Economicidade, Responsabilidade Social e Publicidade/Transparência. Tal estudo comparativo se justifica pela contribuição que pode trazer ao modelo de gestão de licitações sustentáveis no Brasil, uma vez que na CE as Diretivas possuem critérios socioambientais mais abrangentes, que objetivam a Sustentabilidade. Por objetivo, geral temos: destacar os parâmetros economicidade, responsabilidade social, sustentabilidade ambiental, publicidade e transparência, utilizados pela Comunidade Europeia e a brasileira, fazendo a relação entre os mesmos quanto às licitações sustentáveis. A metodologia empregada contemplou uma revisão de literatura, a partir da identificação, avaliação e a sintetização de estudos selecionados com critérios predefinidos. Analisou-se as legislações, e observou-se que os procedimentos se assemelham. No entanto, determinadas peculiaridades merecem destaque: na CE o menor preço é critério residual, prevalecendo a oferta (custo/benefício) mais vantajosa. No Brasil, há uma quase generalização da modalidade pregão eletrônico. Na CE, na execução das Diretivas, é exigido do contratante o cumprimento dos aspectos sociais, econômicos e ambientais em suas aquisições. Destaca-se, também, que em 1º de abril de 2021 foi publicada a Lei nº 14.133, trazendo aspectos importantes quanto à sustentabilidade, no procedimento de licitação, objetivando o desenvolvimento nacional sustentável. Abstract Sustainable bidding processes: comparisons between Brazil and the European Community This article presents the scenario of sustainable bidding in the European Community (EC), contrasting with the Brazilian scenario, as an instrument of environmental policy. In this comparative study, the following parameters were used: Environmental Sustainability, Economics, Social Responsibility and Publicity/Transparency. Such a comparative study is justified by the contribution it can bring to the sustainable bidding management model in Brazil, since in the EC the Directives have broader socio-environmental criteria, which aim at Sustainability. The main objective is to highlight the following parameters: economy, social responsibility, environmental sustainability, publicity and transparency, used by the European and Brazilian Communities, making the relationship between them in terms of sustainable bidding The methodology used included a literature review, from the identification, evaluation and synthesis of selected studies with predefined criteria. The legislations were analyzed, and it was observed that the procedures are similar. However, certain peculiarities deserve to be highlighted: in the EC, the lowest price is a residual criterion, with the most advantageous offer (cost/benefit) prevailing. In Brazil, there is an almost generalization of the electronic trading modality. In the EC, in the execution of the Directives, the contracting party is required to comply with the social, economic and environmental aspects in its acquisitions. It is also noteworthy that on April 1, 2021, Law No. 14,133 was published, bringing important aspects regarding sustainability, in the bidding procedure, aiming at sustainable national development. Resumen Licitaciones sostenibles: comparaciones entre Brasil y Comunidad Europea Este artículo presenta el escenario de las licitaciones sostenibles en la Comunidad Europea (CE), en contraste con el escenario brasileño, como instrumento de política ambiental. En este estudio comparativo se utilizaron los siguientes parámetros: Sostenibilidad Ambiental, Economía, Responsabilidad Social y Publicidad/Transparencia. En Brasil, existe casi una generalización de la modalidad de pregón electrónico. En la CE, en la ejecución de las Directivas, la parte contratante está obligada a cumplir con los aspectos sociales, económicos y ambientales en sus adquisiciones. También se destaca que el 1 de abril de 2021, se publicó la Ley n° 14.133, trayendo aspectos importantes en materia de sostenibilidad en el procedimiento de licitación, visando el desarrollo nacional sostentable. A pandemia pela covid-19 colocou o mundo em um cenário de incertezas e dilemas envolvendo os direitos humanos. Muitos países implementaram medidas não farmacêuticas para conter a propagação da doença, o que provocou um impasse jurídico, no qual se teve que analisar, interpretar e arrazoar acerca dos direitos fundamentais. Diante disso, o objetivo desta pesquisa foi abarcar a ação dos poderes Legislativo e Judiciário, no Brasil, em benefício da contenção da pandemia. Para tanto, utilizou-se uma revisão bibliográfica narrativa de estudos divulgados em plataformas acadêmicas e científicas concernentes aos direitos individuais e coletivos mitigados pela pandemia da covid-19 no país. Concomitantemente, realizou-se uma busca on-line para destacar casos e/ou processos jurídicos que circundam esse tema. Nesse ímpeto, considerou-se de fundamental importância que, em meio ao caos gerado, houvesse a compreensão sobre as reais circunstâncias que diziam respeito aos direitos dos cidadãos brasileiros, até mesmo para se reduzir a quantidade de processos jurídicos, muitos dos quais seriam evitados com a ponderação da situação vivenciada. Enquanto resultados principais, comprovou-se que, apesar de muitos direitos constitucionais terem sido relativizados pela pandemia, isto não significou que eles deixaram de existir. Eles apenas tiveram que ser adequados ao contexto atual em prol de um bem coletivo maior e de um direito máximo que é o da vida. Constatou-se também que as liberdades constitucionais do Brasil não podem ser ilimitadas. Desse modo, acredita-se que a pesquisa enriquecerá o conhecimento da comunidade sobre a temática abordada.

The detection and identification of molecular traces in the environment as well as in the human breath are very significant for the development of a healthy society.

The electrochemical method is the most effective, facile, and economical approach for the detection of small molecules. The present article deals with the design and engineering of polymer–graphene-based thin films through an in situ facile synthesis technique for the development of high performance electrochemical sensors. We report a facile technique for preparing polyaniline (PANI) and polyaniline/graphene (PANI/G) nanocomposite thin films and their application as enzyme-free electrochemical sensors for hydrogen peroxide (H2O2). PANI and PANI/G films were deposited on a dopamine modified ITO substrate via spin coating and in situ deposition techniques. The in situ fabricated films, which exhibited better electrical properties and stability as compared to the spin coated films, were studied in detail. These thin films were characterized using UV-visible spectroscopy, FT-IR spectroscopy, Raman spectroscopy, scanning electron microscopy (SEM), and atomic force microscopy (AFM) to study their optical, chemical, and surface textural properties. Results show a homogeneous distribution of the constituting materials. From the AFM results, it was found out that the PANI/G film showed increased surface roughness (∼20 nm) as compared to the PANI film (∼15 nm). The electrochemical properties of the films were determined using the van der Pauw method and cyclic voltammetry technique. The conductivity of the PANI and PANI/G films was estimated to be 5.38 × 103 and 6.84 × 103 S cm−1, respectively. Finally, the electrochemical sensing performances of the PANI and PANI/G films were investigated towards H2O2 reduction in a wide potential range of −0.6 to 0.6 V in 0.1 M PBS solution of pH 7.0. This work demonstrates the application of thin-film technology for the development of nanodevice sensors.

INTRODUÇÃO: A gravidez ectópica (GE) é responsável por elevada morbimortalidade, sendo um tema relevante entre as síndromes hemorrágicas na gravidez. A sua etiologia envolve fatores de riscos como: história prévia de GE, infecções pélvicas, infertilidade, tabagismo e uso de dispositivo intrauterino. Acredita-se que esses fatores causam alterações funcionais e estruturais da tuba uterina. Contudo, a associação do uso prolongado de DIU como fator de risco para gravidez ectópica não apresenta explicações biológicas definitivas. É sugestivo que há uma relação entre maior incidência de GE com o uso de DIU. METODOLOGIA: Estudo na modalidade revisão narrativa, realizado nas bases de dados: Pubmed, Scielo, NCBI e Research Gate, entre os anos de 2012 e 2021 na língua portuguesa e inglesa. RESULTADOS: Estudo de coorte histórica de 2013 a 2017 relatou índice de Pearl de 0,19 para DIU com levonorgestrel de 13,5mg e índice de 0,006 para os de 52mg. Uma coorte prospectiva de 2006 a 2012 relatou índice de 0,26, mas não expõe o tipo de dispositivo estudado. Um ensaio clínico de 2009 a 2019 apresentou índice de 0,20 em DIU de 52mg de levonorgestrel. Outro estudo de coorte, de 2018, apresentou risco 3,99 vezes maior de GE em mulheres com DIU. Dois casos controle, um de 2013 e outro de 2011 apresentaram OR de 1,48 e 4,49 respectivamente. DISCUSSÃO: O uso do DIU pode ocasionar um processo inflamatório tubário e uterino, o qual possivelmente afeta a endossalpinge e o batimento ciliar nas tubas, dificultando o transito do óvulo, aumentando o risco de ocorrência de uma GE. CONCLUSÃO: O presente estudo identificou que o DIU reduz o número absoluto de gravidez, mas, dentre as falhas desse método o risco de se gerar uma gestação ectópica é alta, sendo sempre essencial observar os sinais e sintomas que possam apontar para essa hipótese diagnóstica. É essencial que mais estudos sejam feitos para que um consenso seja estabelecido.

The urbanization process over the last 70 years has provided cities with a distance from their relationship with the natural elements that comprise their surroundings and urban formation. Highlights include urban rivers that have mainly been deteriorated and forgotten by the population. Rivers have always been linked to the history and development of cities, but this relationship has led to conflicts over the years, starting a process of degradation that has culminated in deteriorating the relationship between rivers and cities. Based on this, the present work aims to analyze the fluvial and environmental conditions of a stretch of the Espinharas River in Patos city, Paraíba State, pointing out its weaknesses and potential. Based on the results obtained, a framework is proposed with guidelines capable of establishing this connection between the urban and natural environment, based on a tripod formed by the integration of the river with the city, recovery of its waters, and raising the population´s awareness of the importance from the river to the local quality of life. The research uses the hypothetical-deductive method, and its methodological steps are performed in three phases: the first is the literature review; the second, diagnosing the stretch of the river under analysis; and the last step addresses the construction of the framework of the guidelines. Finally, an understanding of the current situation of the stretch of the Espinharas River under analysis and the hypothetical effects of applying all selected guidelines is obtained, thus contributing to the qualification of relationship between the river and cities.

The history of railway stations in Brazil played a structuring role in many cities in the country, reflecting exponential growth in various spheres of society. The deactivation of railway stations and/or their disuse in several municipalities and the lack of appropriation by cities and users of this urban transport equipment are a risk to their resistance/existence, weakening the important historical-cultural-social role to which they belong. The New Railway Station (Estação Ferroviária Nova) in Campina Grande city, Paraíba state, representing one of its facilities and greatly influencing the development of the city, is an example of the detrimental process due to the public and private sectors´ neglect, with its buildings (listed by IPHAEP) in ruin and without any pretensions of public policies to soften and/or reverse this process. This work aims to discuss the importance and structuring role of the New Railway Station in Campina Grande, as well as the historical and formal aspects that characterize signs of abandonment and how they can impact the uses and appropriations by the users. To accomplish this, steps were needed to collect information, such as field surveys; bibliographic and documentary research; literary reviews; databases in the city hall, among other forms of data composition. The present study resulted in a dynamic overview and chronological understanding of the apex of the New Railway Station, from its inauguration to its decadence; through historical, formal, social, and heritage expressions, it was possible to understand in which context the station was placed and the processes followed until its current state of deterioration.

We analyze episodes of dispute envolving public monuments, especially “Borba Gato” and “Às Bandeiras”, in the city of São Paulo, working with contributions from Henri Lefebvre and Rosalyn Deutsche and adding to the understanding of the nature of conflicts in the public space involving these monuments. Analisamos ações de contestação aos monumentos públicos, em especial o Borba Gato e o Às Bandeiras, na cidade de São Paulo, partindo sobretudo das reflexões de Henri Lefebvre e Rosalyn Deutsche e agregando ao entendimento da natureza dos conflitos no espaço público que envolvem esses monumentos.

Resumo: Este artigo tem como objetivo compreender como, de maneira aparentemente paradoxal no Brasil, com uma sociedade erigida em estreita relação com o Continente Africano, se construiu um Estado que desde suas primeiras décadas de existência mostrou-se hostil aos africanos e a seus descendentes, promovendo, ao contrário, a continuidade de uma civilização europeia nos trópicos. Abstract: This article aims to understand how, in an apparently paradoxical way in Brazil, with a society erected in a close relationship with the African Continent, a State that since its first decades of existence has showed itself hostile to africans and their descendants was built, promoting, on the contrary, the continuation of an european civilization in the tropics.
