Dans cet article, l’auteur tente de démontrer que, dans le Liban d’après-guerre, les unions matrimoniales entre Libanais et Palestiniens fonctionnent comme un système de pratiques intégratif tout en reconduisant les formes d’exclusion déjà à l’œuvre dans les sphères économique et juridique. Pour développer cette hypothèse, il commence par montrer la place et les enjeux du mariage dans la société libanaise en regard du poids social et politique des communautés. Dans un second temps, il examine les alliances matrimoniales libano-palestiniennes à partir d’un corpus d’entretiens permettant l’appréhension de la problématique dans une perspective diachronique. Ces pratiques matrimoniales mettent au jour différents types de groupes libano-palestiniens dans l’après-guerre ainsi que, pour la majorité d’entre-eux, les logiques d’exclusion qui caractérisent leur intégration sociale. In this paper, the author tries to sustain the hypothesis that in the Lebanon post-civil war, mixed marriages between Lebanese and Palestinians work like a practical system that integrate social actors but in the meantime reshuffle exclusion items that are still working in economic and law fields. To highlight this idea, he first shows the place and the stakes of marriage in the Lebanese society regarding the weight in social matters and in politics of these communities. Then, secondly, he examines Lebanese-Palestinian matrimonial ties through a set of interviews which allow one to understand the case within a historical background. The matrimonial unions tend to show different kinds of groups of mixed couples in the post-civil war. They also show that the majority of the Lebanese-Palestinian couples are experiencing social exclusion as a core process of their integration. Der Autor dieses Artikels versucht darzulegen, dass die im nachkrieglichen Libanon beschlossenen Ehen zwischen Libanesen und Palästinensern wie ein integratives System funktionieren und alle Arten von bereits vorhandenem Ausschluss, sei es ökonomisch oder juristisch beibehaltet. Zum Ausbau dieser Voraussetzung zeigt er zuerst den Platz und den Einsatz der Ehen in der libanesischen Gesellschaft, mit Betracht auf das soziale und politische Gewicht beider Gemeinschaften. Im zweiten Teil untersucht er die libano-palestinensischen Ehebündnisse aufgrund verschiedener Gespräche, welche das Problem in ein diachronisches Licht werfen. Diese Heiratsgewohnheiten bringen die verschiedenen Arten von nachkrieglichen libano-palestinensischen Gruppen an den Tag und, für die meisten, die Logik der Aussetzung, welche die soziale Integration kenntlich macht.

This article examines transformations in the roles and treatment practices of traditional Palestinian women healers in Israel. Comparing narratives of women healers residing in Jewish-Arab mixed cities in central Israel with those of their counterparts in the Bedouin community of the Negev reveals that traditional healing has not disappeared as a result of modernization but rather has transformed. Urban women healers are abandoning treatment of physical problems in favor of addressing life hardships; they distance themselves from problems whose cause and treatment are considered natural and prefer those perceived as derived from supernatural causes and treated through supernatural, magical and religious means. Despite these transformations, traditional Palestinian women healers appear as agents of preservation and conservatism, a role that imbues them with a central position in their community. Hence, their place is currently secured and expected to remain so as processes of modernization and acculturation increase in intensity. "Eines der wichtigsten Themen der globalisierungskritischen und Anti-Kriegs-Bewegung ist der Nahost-Konflikt. Pro-palästinensisch zu sein, scheint mittlerweile wieder mit zum Kernbestand linker Identität zu gehören. Immer wieder gerät dieses Engagement auch in der Kritik - wegen Israelfeindschaft und Antisemitismus. Doch es gibt starke nationale Differenzen im Umgang der Linken mit dem Problem. Während die britische Linke fast vollständig antizionistisch eingestellt ist, gibt es in der deutschen Linken eine anhaltende Diskussion zwischen verschiedenen Lagern. Mehr als anderswo finden sich in der Bundesrepublik auch linke Aktivisten mit pro-israelischer Grundorientierung, 'unparteiische' und von der Debatte 'Genervte'. Dieser Beitrag soll zunächst die grundlegenden die Konfliktwahrnehmung organisierenden Frames der deutschen und britischen Linken beschreiben. In einem zweiten Schritt geht es darum, die nationalen Differenzen mit Hilfe des Konzepts der diskursiven Gelegenheitsstrukturen zu erklären. Es zeigt sich, dass in der Bundesrepublik ein Lernprozess stattgefunden hat, der mit der damit zusammenhängt, dass der Nahostkonflikt mit einem der Grundprobleme der politischen Kultur der BRD, den Folgen des NS, verknüpft ist. Dies führte zu harten, ja oft irrationalen und die linke spaltenden Debatten u.a. um die Themen Vergangenheitsaufarbeitung und Nation, aber auch dazu, dass immer verschiedene Bilder des Konflikts konkurrieren. Unter diesen gibt es auch israel- und judenfeindliche Positionen, insbesondere Phänomene des sekundären Antisemitismus, die aber immer auch auf Widerspruch treffen. Anders gestaltet sich die britische Situation. Die dortige 'far left' ist viel stärker als die deutsche von einem traditionell leninistischen Weltbild geprägt, besonders der Trotzkismus hat großen Einfluss. Dies begünstigt die Wahrnehmung des Nahostkonfliktes in einem antiimperialistischen Schema, welches manichäische Feindbildkonstruktionen und unbedingte Solidarität mit der als antiimperialistisch definierten Seite erfordert. Die Wahrnehmung Israels als 'Kettenhund' der USA verstärkt die ohnehin vorhandene Sympathie mit den PalästinenserInnen. Antisemitismus wird nur als Nebensache oder Ablenkungsmanöver der IsraelunterstützerInnen gesehen. So entsteht eine sehr einfache und einseitige Sicht der britischen Linken auf den Konflikt, die nur von wenigen marginalisierten Gruppen nicht geteilt wird. Neben diesen und weiteren Bestimmungsfaktoren wäre zu diskutieren, inwiefern der Begriff des sekundären Antisemitismus auf die britische Linke anwendbar ist." (Autorenreferat)

Bush turned to diplomacy in order to achieve its goals in the region. However, when that change of attitude gradually evolved the credibility of his administration was already weakened to such an extent that none of the regional players appeared to accept them as a serious partner in the handling and, ultimately, resolving of the various conflicts. What is more, its rhetoric notwithstanding, the US also failed to offer a promising solution to the conflicts. At the same time, neither the so-called Middle-East Quartet (consisting of the US, the European Union, Russia, and the United Nations), nor the Europeans themselves have been able to step in and fill the growing diplomatic vacuum. Instead regional actors have taken on the task of settling the regional disputes. Saudi Arabia, Turkey, and Qatar, to only name a few. Their approach: refraining from proposing ready-made solutions, and instead focusing on the negotiation process, including the stake-holders and taking into account their specific interests, dealing with a single issue at a time, and not putting pressure on anyone by officially proclaiming a great breakthrough before anything has been officially agreed upon. What are the prospects of these regional initiatives? Has US engagement in the region become obsolete? And what implications does this have for the European Union? What should its role be? "For decades the Middle East has been one of the most unstable and unsafe regions in the world. Trying to resolve the regional conflicts is a prime goal on the agenda of many governments and international institutions. Nevertheless, most of the peace initiatives proposed by outside actors so far have failed, as their proposed solutions to the conflicts often did not really take into account the political realities in the region, but instead were more oriented towards the interests of the external actors. This instance is particularly apparent in the case of the current US administration. After having already failed at attempting to reorganize the political landscape of the Middle East through power politics, the administration of President George W. Bush turned to diplomacy in order to achieve its goals in the region. However, when that change of attitude gradually evolved the credibility of his administration was already weakened to such an extent that none of the regional players appeared to accept them as a serious partner in the handling and, ultimately, resolving of the various conflicts. What is more, its rhetoric notwithstanding, the US also failed to offer a promising solution to the conflicts. Instead regional actors have taken on the task of settling the regional disputes. Saudi Arabia, Turkey, and Qatar, to only name a few. Their approach: refraining from proposing ready-made solutions, and instead focusing on the negotiation process, including the stake-holders and taking into account their specific interests, dealing with a single issue at a time, and not putting pressure on anyone by officially proclaiming a great breakthrough before anything has been officially agreed upon. "Eines der wichtigsten Themen der globalisierungskritischen und Anti-Kriegs-Bewegung ist der Nahost-Konflikt. Pro-palästinensisch zu sein, scheint mittlerweile wieder mit zum Kernbestand linker Identität zu gehören. Immer wieder gerät dieses Engagement auch in der Kritik - wegen Israelfeindschaft und Antisemitismus. Doch es gibt starke nationale Differenzen im Umgang der Linken mit dem Problem. Während die britische Linke fast vollständig antizionistisch eingestellt ist, gibt es in der deutschen Linken eine anhaltende Diskussion zwischen verschiedenen Lagern. Mehr als anderswo finden sich in der Bundesrepublik auch linke Aktivisten mit pro-israelischer Grundorientierung, 'unparteiische' und von der Debatte 'Genervte'. Dieser Beitrag soll zunächst die grundlegenden die Konfliktwahrnehmung organisierenden Frames der deutschen und britischen Linken beschreiben. In einem zweiten Schritt geht es darum, die nationalen Differenzen mit Hilfe des Konzepts der diskursiven Gelegenheitsstrukturen zu erklären. Es zeigt sich, dass in der Bundesrepublik ein Lernprozess stattgefunden hat, der mit der damit zusammenhängt, dass der Nahostkonflikt mit einem der Grundprobleme der politischen Kultur der BRD, den Folgen des NS, verknüpft ist. Dies führte zu harten, ja oft irrationalen und die linke spaltenden Debatten u.a. um die Themen Vergangenheitsaufarbeitung und Nation, aber auch dazu, dass immer verschiedene Bilder des Konflikts konkurrieren. Unter diesen gibt es auch israel- und judenfeindliche Positionen, insbesondere Phänomene des sekundären Antisemitismus, die aber immer auch auf Widerspruch treffen. Anders gestaltet sich die britische Situation. Die dortige 'far left' ist viel stärker als die deutsche von einem traditionell leninistischen Weltbild geprägt, besonders der Trotzkismus hat großen Einfluss. Dieser Beitrag beschäftigt sich mit traditionellen palästinensischen Heilerinnen in Israel und mit den Wandlungsprozessen, denen ihre Rollen und Praktiken unterworfen sind. Verglichen werden biografische Erzählungen von Heilerinnen, die in Städten mit jüdisch-arabischer Bevölkerung in Zentral-Israel leben mit denen in Beduinen-Gemeinschaften in der Wüste Negev. Dabei wird deutlich, dass traditionelles Heilen im Zuge von Modernisierungsprozessen nicht einfach verschwunden ist, sondern spezifische Transformationen vollzogen hat. So befassen sich städtische Heilerinnen z.B. weniger mit "physischen" Problemen, für die eine "natürliche" Ursache und Behandlung angenommen wird, sondern eher mit allgemeinen Lebensproblemen bzw. mit Problemen, die als "übernatürlich" verursacht erachtet und die mit magischen und religiösen Mitteln behandelt werden. Auf diese Weise bleiben die Heilerinnen trotz erkennbarer Wandlungsprozesse Agentinnen des Bewahrens von Tradition und von Konservatismus, eine Rolle, die ihre zentrale Position in ihren Gemeinschaften fortschreibt., This article examines transformations in the roles and treatment practices of traditional Palestinian women healers in Israel. Comparing narratives of women healers residing in Jewish-Arab mixed cities in central Israel with those of their counterparts in the Bedouin community of the Negev reveals that traditional healing has not disappeared as a result of modernization but rather has transformed. Urban women healers are abandoning treatment of physical problems in favor of addressing life hardships; they distance themselves from problems whose cause and treatment are considered natural and prefer those perceived as derived from supernatural causes and treated through supernatural, magical and religious means. Despite these transformations, traditional Palestinian women healers appear as agents of preservation and conservatism, a role that imbues them with a central position in their community. Hence, their place is currently secured and expected to remain so as processes of modernization and acculturation increase in intensity., Este artículo analiza las transformaciones en las funciones y las prácticas de tratamiento de las curanderas palestinas tradicionales en Israel. La comparación de las narrativas de las mujeres curanderas que residen en las ciudades mixtas judío-árabe en el centro de Israel con las de sus contrapartes de la comunidad beduina del Negev, revela que la cura tradicional no ha desaparecido como consecuencia de la modernización, sino que ha sido transformada. Las mujeres curanderas urbanas están abandonando el tratamiento de los problemas físicos a favor de abordar las dificultades de vida, y se están alejando de los problemas cuya causa y tratamiento son considerados naturales y prefieren aquellos percibidos como derivados de causas sobrenaturales y tratarlos a través de medios sobrenaturales, mágicos y religiosos. A pesar de estas transformaciones, las curanderas tradicionales palestinas aparecen como agentes de la preservación y el conservadurismo, un rol que las impregna con una posición central en su comunidad. Por lo tanto, su lugar está garantizado y se espera que siga así en tanto los procesos de modernización y aculturación crecen en intensidad.

Mitte Januar 1997 fanden mit dem Hebron-Abkommen und dem Zusatzprotokoll zum Vertrag "Oslo B" monatelange zähe Verhandlungen zwischen der Regierung Netanyahu und der PLO ihren vorläufigen Abschluß. Innerhalb von acht Wochen sollen demnach die Verhandlungen über die endgültige Regelung für einen palästinensischen Autonomiestatus im Gaza und auf der Westbank beginnen. Prof. Norman Paech, der sich seit vielen Jahren mit dem israelischpalästinensischen Konflikt beschäftigt, sieht in der bis heute praktizierten SiedlungspolitIk Israels in den besetzten Gebieten das wesentliche Hindernis für einen gerechten Frieden in der Region. Die seit den 70er Jahren betriebene und auch nach den Friedensabkonunen 1993-1995 fortgesetzte Strategie der Kantonisierung der besetzten Gebiete sowie der faktischen Annexion Jerusalems ist für ihn durch die palästinensische Führung rechtlich akzeptiert worden. Sie selbst hat damit die Idee einer eigenen Staatlichkeit aus dem Bereich des Möglichen entfernt. Der Autor lehrt öffentliches Recht an der Hochschule für Wirtschaft und Politik in Hamburg. 'Nachdem es in Israel und den palästinensischen Gebieten seit Beginn der Zweiten Intifada im September 2000 zu einer neuen Spirale von Gewalt und Gegengewalt gekommen war, holte Israel im Frühjahr 2002 zu einer der größten Militäroperationen in seiner Geschichte aus und griff weite Teile der palästinensischen Autonomiegebiete an. Aus sozialwissenschaftlicher Sicht stellen sich zwei Fragen, eine normative und eine empirische: War die 'Operation Schutzschild' ein berechtigter Krieg, und aus welchen Gründen wurde er von Israel geführt? Der Aufsatz strebt einen Beitrag zur Klärung der normativen Frage an, indem versucht wird, die 'Lehre vom gerechten Krieg' auf den vorliegenden Fall anzuwenden. Um zu einer Erklärung des israelischen Verhaltens zu gelangen, wird auf der Basis des Konzepts des 'subjektiven Zweckrationalismus' geprüft, ob sich die 'Operation Schutzschild' als rational verstehen lässt, wenn man das offiziell von Israel betonte Ziel zugrundelegt, für die Sicherheit israelischer ZivilistInnen zu sorgen. Weiterhin wird die von KritikerInnen Scharons vorgebrachte Hypothese geprüft, ob Israel mit seiner Kampagne das Ziel verfolgte, die Besatzung zu festigen. Ergebnis der Untersuchung ist zum einen, dass die 'Operation Schutzschild' gemäß der 'Lehre vom gerechten Krieg' nicht als berechtigter Krieg angesehen werden kann. Zum anderen erweist sich die Erklärung, dass der Kampagne primär das Ziel der Zementierung der Besatzung zu Grunde lag, als plausibel, während dem Ziel der Terrorismusbekämpfung nur eine sekundäre Rolle zugemessen werden kann.' (Autorenreferat), 'After a new period of violence in Israel and the Palestinian Territories had occurred since the eruption of the Second Intifada in September 2000, Israel started in spring 2002 one of its major campaigns in its history by waging war on large parts of the Palestinian Autonomous Territories. From a social scientist's point of view, two questions arise, one ethical and one empirical. Firstly, was 'Operation Defensive Shield' a legitimate war; secondly, what reasons drove Israel to wage this war? The article aims at contributing to an answer of the ethical question by examining the case on the basis of the 'Just-War Theory'. The attempt to find an explanation of the Israeli behaviour is based on the concept of 'subjective rationalism'. Two hypotheses are examined. Firstly, it will be asked whether the Israeli campaign can be comprehended as a rational action assuming that the aim was, as officially declared by Israel, to improve the security situation of Israeli civilians. Secondly, the hypothesis presented by Sharon's adversaries will be examined, i.e. whether the military action was guided by the aim of tightening the occupation regime in the Palestinian Territories. The result of the normative analysis is that 'Operation Defensive Shield' was not a just war. The empirical analysis comes to the conclusion that the campaign can be plausibly explained as an action primarily based on the aim of strengthening the occupation, whereas the aim of combatting Palestinian terrorism only played a secondary role.' Work of low-skilled migrant workers from developing countries in developed economies is a growing phenomenon and a key political and economic issue. An extensive literature has found (for the most part) that these workers come from the lower part of the skill distribution. This paper revisits the issue, using a self-selection model, a unique data-set on migrant workers as well as on workers that chose not to migrate (?stayers?), and direct estimation of the moments of the latent unobserved skill distributions. The main findings are that there are two dimensions to self-selection: in terms of observed skills, a substantial migration premium lures migrant workers, while very low returns to skills in the foreign economy deter skilled workers, leading to negative self-selection. In terms of unobservable skills, self-selection is found to be positive rather than negative. The latter finding entails substantial increases in mean wages and reduction in wage inequality, relative to random assignment and to the alternative of not migrating. The analysis also demonstrates that estimates of skill premia for migrants – an important issue in the immigration literature – are upward biased if selection is not accounted for. Relevant skills are multi-dimensional, hence assignments in this context are non-hierarchical.

It stresses that global education can be translated into various focal themes such as development, environment, human rights, intercultural relations, peace. However, such a translation should retain a common "broad" methodological approach centred on conflict transformation. A sociology of "translation" is needed for enhanced co-operation among practitioners in the region. (DIPF/Orig.), Der Autor betrachtet einige der Herausforderungen an das Lernen im 21. Jahrhundert und das Bemühen um "globale Themen" im Mittelmeerraum. Er postuliert, dass Globales Lernen sich in verschiedene Schwerpunkte übersetzen lässt (Umwelt, Menschenrechte, Frieden, interkulturelle Beziehungen). Eine solche Themenumsetzung bedarf aber eines größeren methodologischen Rahmens, der sich auf die Transformation von Konflikten fokussiert.
