The purpose of this research paper is to investigate the determinates of Korean students in China to use e-government services. A total of 400 structured research questionnaire instruments was designed and administered to potential respondents of which 93.75% responded. The Technology Acceptance Mode (TAM) was used as a theoretical framework for this study. The data gathered was analyzed with SPSS version 20. The results show that all the predictors (Perceived Usefulness, Perceived Ease of Use, Perceived Service Quality, and Citizen Trust) investigated are significant positive determiners of Korean students' intention to adopt and use e-government services. The results further indicated that Citizen Trust positively and significantly moderated the positive relationship between perceived ease of use, perceived service quality and intention to use e-government services but failed to show any positive moderation effect on perceived usefulness and intention to use e-government services. The implications of these findings are further discussed.

This paper describes a program for attaining a Master’s degree at Harbin Institute of Technology in China, named “Belt and Road Think-Tank for Talent Strategy”. This program is especially designed for cultivating the talents who will link the countries along “Belt and Road” with China under the new Silk Road cooperation framework. The program has designed an elaborate scheme of lectures to equip its candidates with scientific techniques in analyzing social problems and offers many opportunities to encourage students to participate in international debates. After two years of training, candidates in will be shaped into top-notch talents with a deep understanding of China. The port of Piraeus in Greece is introduced in this paper as an exemplary research thesis made by program candidates within the framework of this program. By analyzing the stakeholders involved, assessing the impacts brought by the project and resolving the value conflicts among diverse parties, responsible innovation is applied in mitigating the confrontation between a Chinese company (COSCO) and local Greek communities.

INDETERMINATE DOMAIN (IDD)/ BIRD proteins are a highly conserved plant-specific family of transcription factors which play multiple roles in plant development and physiology. Here, we show that mutation in IDD4/IMPERIAL EAGLE increases resistance to the hemi-biotrophic pathogen Pseudomonas syringae, indicating that IDD4 may act as a repressor of basal immune response and PAMP-triggered immunity. Furthermore, the idd4 mutant exhibits enhanced plant-growth indicating IDD4 as suppressor of growth and development. Transcriptome comparison of idd4 mutants and IDD4ox lines aligned to genome-wide IDD4 DNA-binding studies revealed major target genes related to defense and developmental-biological processes. IDD4 is a phospho-protein that interacts and becomes phosphorylated on two conserved sites by the MAP kinase MPK6. DNA-binding studies of IDD4 after flg22 treatment and with IDD4 phosphosite mutants show enhanced binding affinity to ID1 motif-containing promoters and its function as a transcriptional regulator. In contrast to the IDD4-phospho-dead mutant, the IDD4 phospho-mimicking mutant shows altered susceptibility to PstDC3000, salicylic acid levels and transcriptome reprogramming. In summary, we found that IDD4 regulates various hormonal pathways thereby coordinating growth and development with basal immunity. Author summary This work illustrates the involvement of the IDD family member 4 in the regulation of defense responses against hemibiotrophic pathogens and in processes governing plant growth. IDD4 is embedded in widely-ramified regulatory pathways and exerts transcriptional control of key factors that shape and balance growth with defense. Mutation in IDD4 and overexpression affect the plant shoot and root growth. At the same time, IDD4 acts as a repressor of innate immunity against the hemi-biotrophic pathogen Pst DC3000. IDD4 interacts with and is in vitro phosphorylated by the immune MAP kinase MPK6. Genome-wide IDD4 DNA-binding studies revealed subsets of direct targets contributing to various developmental processes and immunity. Chromatin-immunoprecipitation and DNA-shift experiments identified the ID1 motif as the prime target site of IDD4 and revealed that phospho-modifed IDD4 shows altered DNA binding ability and thereby gene expression and pathogen resistance. Overall, these results indicate that IDD4 links signal transduction to gene expression of genes involved in basal immunity and growth and development.

The lack of Information and Communication Technologies (ICT) infrastructure in African countries is hampering the successful adoption, development and implementation of e-government in Africa. Electronic government is the use of ICTs to modernize government public administration processes and to provide government services to citizens with a purpose to enhance efficiency, accountability, and transparency in government's interaction with the citizenry. ICT application in public administration has the potential to modernize and create smarter government and improvement in public service delivery. China's Internet Plus policy and One Belt One Road strategy present a golden opportunity for countries in Africa to attract the huge financial investment through Chinese IT companies to develop and close Africa's ICT infrastructure gap. This study recommends the establishment of One Belt One Road ICT Infrastructure Fund for Africa (OBOR ICT Fund for Africa) to enable countries in Africa to source solely for the purpose of ICT infrastructure development in the public sector/government machinery which would in turn promote the adoption and development of e-government in the public sectors of respective countries in Africa., {"references":["Chatfield, A. Electronic government is the use of Information and Communication Technologies in the public administration processes to provide better public services to citizens and the general public. The adoption of e-government services is vital for the success of e-government projects. The purpose of this study is to investigate factors influencing the Russian students in China willingness to adopt and use e-government services. Predictors such as perceived usefulness, perceived ease of use, perceived service quality, citizen trust and language barrier would be explored. The Technology Acceptance Model would be used as the theoretical framework for the study. The questionnaire instruments would be administered to 500 Russian students in the City of Harbin. The data gathered would be captured and analyzed with SPSS while a further analysis would be conducted using the Structural Equation Model (SEM). Based on the data analysis, appropriate recommendations would be offered to improve public service delivery through e-government not only to Chinese citizens but foreign nationals who reside in China as well.
