Considering the strategic role that bilingual education policies have played in the present educational setting, in this thesis, I have problematized the ways in which the discourses about bilingual education policies in the Brazilian context have emerged as a condition for the inclusion of deaf subjects in contemporaneity. The following objectives have been established: to identify the historical and political moment in which we started investing in bilingual education policies for the deaf in Brazil; to analyze how the discourses about bilingual education for the deaf have emerged as a condition of possibility of inclusion of deaf subjects in contemporaneity; to problematize the processes of negotiation between the bilingual education policies for the deaf in Brazil and the Special Education Policy from the Inclusive Education Perspective. Two reasons justify my interest in this topic: firstly, the investment made by inclusive education policies and Brazilian deaf communities in the configuration of bilingual education policies in Brazil; secondly, the capturing movement of the discourse of bilingual education for the deaf by inclusive education policies. I have selected a set of documents of the historical files of the National Institute of Deaf Education, official documents of the Ministry of Education and documents formulated by the Brazilian deaf community. A genealogy-inspired exercise has enabled me to address the issues of provenience and emergence of the Bilingual Education Policies for the deaf in Brazil as a guiding axis to understand how the discourses about Sign language and Portuguese Language have not stemmed from an alleged chronological sequence in the history of deaf education; rather, they are intertwined with displacements and disruptions at linguistic, educational, economic and political levels. Concerning this return to the past, I have argued that, in the 18th and 19th centuries, the model of deaf subject required the ability to oralize so that the social order could be maintained, and, therefore, the subject could become useful and productive in society. Thus, a power of normalization was instituted and focused on those who were able to oralize and, hence, could be professionalized, and those who used only gestures. It is interesting to understand how the professionalization of deaf subjects was a great concern of the State. Another important point is the perception that the oralization and teaching of written Portuguese Language were conditions of possibility for the contemporary discourses about bilingual education, i.e. the acknowledgement and the importance of the Sign Language led to the understanding that deaf education was triggered by the political rationality then in effect. However, by understanding the deaf community as a linguistic minority, there are possibilities for its politicization and resistance to normalization practices, such as the inclusion of the deaf in regular school, the acknowledgement of Sign Language as an official language, and the methodologization of Sign Language in regular school. The discussions about the presence of a relationship between Sign Language and written Portuguese Language are still constant in the education of those subjects, thus causing mobilizations, tensions, and negotiations. Tendo em vista o papel estratégico que as políticas de educação bilíngue para surdos vêm exercendo no atual cenário educacional, nesta tese, problematizo como os discursos sobre as políticas de educação bilíngue no contexto brasileiro emergem como uma condição para a inclusão dos sujeitos surdos na contemporaneidade. Para isso, tomo como objetivos: compreender em que momento histórico e político passamos a investir em políticas de educação bilíngue para surdos no Brasil; analisar como emergem os discursos sobre a educação bilíngue para surdos como condição de possibilidade para a inclusão dos sujeitos surdos na contemporaneidade; problematizar os processos de negociação entre as políticas de educação bilíngue para surdos no Brasil e a Política de Educação Especial na Perspectiva da Educação Inclusiva.Justifico meu interesse pelo tema por dois motivos principais: primeiro, pela ordem do investimento tanto das políticas educacionais inclusivas quanto das comunidades surdas brasileiras na configuração de políticas de educação bilíngue no Brasil; segundo, pelo movimento de captura do discurso da educação bilíngue para surdos pelas políticas educacionais inclusivas. Elegi como materialidade de análise um conjunto de documentos do arquivo histórico do Instituto Nacional de Educação de Surdos, documentos oficiais do Ministério da Educação e documentos elaborados pela comunidade surda brasileira. Fazer um exercício de inspiração genealógica possibilitou, nesta tese, mobilizar a questão da proveniência e da emergência das Políticas de Educação Bilíngue para surdos no Brasil como eixo norteador para entender como os discursos sobre a Língua de Sinais e a Língua Portuguesa não provêm de uma suposta sequência cronológica na história da educação de surdos, e sim são perpassados por deslocamentos e rupturas nos âmbitos linguísticos, educacionais, econômicos e políticos. Sobre esse retorno ao passado, argumentei que, nos séculos XVIII, XIX, o modelo de sujeito surdo consistia em demonstrar quem era capaz de oralizar para manter a ordem social e, consequentemente, tornar-se um sujeito útil e produtivo para a sociedade. Dessa forma, instituía-se um poder de normalização que incidia sobre aqueles que tinham condições de oralizar e que, portanto, eram encaminhados para serem profissionalizados, e aqueles que usavam somente gestos. Com isso, foi interessante compreender como a profissionalização dos sujeitos surdos já aparecia como uma grande preocupação do Estado. Outro ponto de destaque no estudo foi perceber que as práticas de oralização e do ensino da Língua Portuguesa escrita foram condições de possibilidade para os discursos contemporâneos sobre a educação bilíngue, ou seja, o reconhecimento e a importância da Língua de Sinais permitiu entender que a educação de surdos foi agenciada pela racionalidade política vigente. No entanto, ao entender-se a comunidade surda como minoria linguística, criam-se possibilidades de sua politização e resistência às práticas de normalização, como a inclusão dos surdos na escola regular, o reconhecimento da Língua de Sinais como língua oficial e a metodologização da Língua de Sinais na escola regular. As discussões em torno da presença da relação entre a Língua de Sinais e a Língua Portuguesa escrita ainda são constantes na educação desses sujeitos, provocando mobilizações, tensionamentos e negociações.

Coordenação de Aperfeiçoamento de Pessoal de Nível Superior "Sensitizing" is one of the most often used verbs in the current inclusion policies in Brazil. Several documents have highlighted the historical urgency of access, participation and acceptance of all, particularly in the regular school, and the interaction between disabled and non-disabled people has been strongly encouraged in Contemporaneity. This thesis aims at problematizing the provenience, emergence, functioning and effects of this call in this country. In order to do that, it has addressed a set of documents, including magazines, handbooks, tests, guides and campaigns intended to raise awareness of the inclusion of disabled people by the school community. The central focus of this research has been to understand how neoliberal rationality has conducted modes of subjectivation from practices of sensitization for the inclusion of disabled students in school in Brazil. Such problematization has employed analytical tools developed by Michel Foucault, such as governmentality, government by the truth and subjectivation. Inspired by the genealogical method, the study has attempted to understand how we have taken up the sensitization practices as guidelines of self-conduct in relation to the disabled in the inclusive school. The analysis has evidenced the production of a ―pedagogy of sensitization to inclusion‖ that aims at mobilizing everyone to believe in the benefits, gains and advantages provided by active interaction with the disabled in the inclusive school. In those conditions, it has been possible to highlight the functionality of the sensitization practices to include the disabled in the school as practices of government of the self and the others which have been produced in the historical displacement from the risk of interacting to the risk of not interacting. On favoring the interest in the transformation of the self through partnerships between the disabled and the non-disabled and through leveling its very inclusive performance, the pedagogy of sensitization has become indispensable for both the consolidation and the maintenance of the inclusion regime of truth. Objectivation and subjectivation techniques that characterize other forms of conduction of conducts such as confession, direction of conscience and examination have been reshaped by the principles of cooperation and competitiveness, and this allows us to visualize the immanence between sensitization practices for the inclusion of the disabled in school and the neoliberal rationality in Brazil. "Sensibilizar" é um dos verbos mais chamados à conjugação nas atuais políticas de inclusão no Brasil. Vários documentos ressaltam a urgência histórica de acesso, participação e aceitação de todos, especialmente na escola comum, e a convivência entre deficientes e não-deficientes vem sendo promovida com grande destaque na Contemporaneidade. Esta tese propôs problematizações sobre a proveniência, a emergência, o funcionamento e os efeitos desse chamado no país. Para tanto, debruçou-se sobre um conjunto de documentos, que inclui revistas, manuais, testes, cartilhas e campanhas, os quais objetivam conscientizar a comunidade escolar sobre a inclusão de deficientes. O interesse central desta pesquisa foi compreender como a racionalidade neoliberal vem conduzindo modos de subjetivação a partir das práticas de sensibilização para a inclusão escolar de deficientes no Brasil. Tal problematização mobilizou ferramentas analíticas desenvolvidas por Michel Foucault, entre as quais, destacam-se: governamentalidade, governo pela verdade e subjetivação. A partir de uma inspiração no método genealógico, buscou-se entender como assumimos as práticas de sensibilização como diretrizes de autoconduta frente aos deficientes na escola inclusiva. A analítica indicou a produção de uma ―pedagogia da sensibilização para a inclusão‖ que busca mobilizar todos e cada um a apostar nos benefícios, nos ganhos, nas vantagens advindas da convivência ativa com os deficientes na escola inclusiva. Nessas condições, foi possível destacar a funcionalidade das práticas de sensibilização para a inclusão escolar de deficientes como práticas de governo de si e dos outros, que vêm se produzindo no deslocamento histórico de um risco de conviver para um risco de não conviver. Ao promover o interesse pela transformação de si, pela parceria entre deficientes e não-deficientes, pelo nivelamento de sua própria performance inclusiva, a pedagogia da sensibilização vem se mostrando indispensável para a consolidação e manutenção do regime de verdade da inclusão. Técnicas de objetivação e subjetivação próprias de outras modalidades de condução das condutas tais como a confissão, a direção da consciência e o exame são remoldadas pelos princípios da cooperação e da concorrência, o que permite visualizar a imanência entre as práticas de sensibilização para a inclusão escolar de deficientes e a racionalidade neoliberal no Brasil.

This research was developed and presented to Program of Graduate Studies in Education, Education Center, University Federal of Santa Maria, Research Line of Knowledge and Professional Development, as Doctoral Thesis. Started from a concern on the part of the author, himself a medical teaching in this institution, with respect to how a subject became a physician, a teacher and a teaching physician, if this is a process that carries a certain linearity or how it happens. Based on the concepts of Imaginary by Cornelius Castoriadis in which would be insured and on which act one habitus medicus - coming from the concept of Pierre Bourdieu's habitus - the research was directed to a holding with a group of medical school of this university attempting to access some views present in their imaginaries of these research subjects, mainly focusing attention on the construction and operation of a habitus medicus structuring role of these imaginary, individual and social. The methodology consisted of semi-structured interviews which were then subjected to content analysis. The consequent discussion with the categorization and unitarization of the corpus concluded that it is possible to identify a habitus medicus in research subjects, whose construction begins early, when entering to the undergraduate course in medicine, usually in the shadow of an habitus medicus of another teacher, older and influential, slowly and inexorably, leading to determine how to give future medical teacher's performance. The work of professionals, contrary initial expectations of the author of this thesis itself, does not put as opposed medical functions and teaching, but rather put them in line, inseparably united both technical and pedagogical teaching performance, varying only the intensity with which one or another aspect shown. Do evidenced by professors, research subjects, is the idea that their educational didactic training is deficient, as they themselves recognize, requiring major institutional actions to get around this. The adoption of the idea that there is a habitus medicus active in these individuals, giving the process a different dynamic, making that future actions implemented within the medical education 's universe could be reconfigured. Esta pesquisa foi desenvolvida e apresentada ao Programa de Pós-Graduação em Educação, do Centro de Educação da Universidade Federal de Santa Maria, na Linha de Formação, Saberes e Desenvolvimento Profissional, como Tese de Doutorado. Partiu de uma inquietação por parte do autor, ele mesmo um docente médico da instituição, com relação à forma como se constituem o médico, o docente e o docente médico, se este é um processo que guarda uma certa linearidade ou como ele se dá. Partindo dos conceitos de Imaginário de Cornelius Castoriadis no qual estaria inscrito e sobre o qual atuaria um habitus medicus - conceito oriundo do habitus de Pierre Bourdieu a pesquisa direcionou-se para uma exploração junto a um grupo de docentes médicos desta universidade intentando acessar algumas concepções presentes no imaginário destes sujeitos de pesquisa, focando principalmente a atenção na construção e atuação de um habitus medicus com função estruturante destes imaginários, individuais e sociais. A metodologia adotada consistiu na realização de entrevistas semi estruturadas que posteriormente foram submetidas a uma análise de conteúdo. Da discussão decorrente da categorização e unitarização do corpus concluiu-se que é possível sim identificar um habitus medicus nos sujeitos de pesquisa, habitus medicus este cuja construção se inicia precocemente, ao adentrar-se ao curso de graduação em medicina, geralmente à sombra do habitus medicus de um outro professor, mais velho e influente, paulatina e inexoravelmente, levando a determinar como se dará a futura atuação do docente médico. A atuação dos profissionais, contrariando algumas das expectativas iniciais do próprio autor desta Tese, não coloca em oposição as funções de médico e de docente, mas antes as colocam em consonância, indissociavelmente unidas tanto na atuação técnica quanto didático pedagógica, variando apenas a intensidade com a qual um ou outro aspecto se mostra. Do evidenciado pelos docentes médicos, sujeitos de pesquisa, fica a ideia de que a sua formação didático pedagógica é deficitária, conforme eles mesmos reconhecem, sendo necessárias maiores ações institucionais no sentido de contornar esta situação. A adoção da ideia de que há um habitus medicus atuante nestes indivíduos, conferindo ao processo uma dinâmica diferenciada, poderá fazer com que, futuramente, as ações implementadas dentro do universo do ensino médico sejam reconfiguradas.

This thesis approaches the journeys and meetings I have had in the teaching. Part of subjectivity understanding produced from multiple heterogeneous components, social experience and their singular routes. Today, more than ever, subjectivity is convened to singularize itself. It is in this perspective of singling that this research enplanes. The analysis was done by lines of affection, which were treated as potency to act, not as feelings themselves, but based on speeches and writings fragments, when I approached my perception of what produces me in teaching, rubbing with what I experience in the daily of Farroupilha Federal Institute - Panambi campus, and the readings I have done. The research is sustained in the theoretical assumptions of Gilles Deleuze, Félix Guattari and Baruch Espinosa, in particular in the concepts of arrangement, subjectivity, potency to act and meetings. The des/reterritorialization, lines of escape and the subjectivity out of the subject insert as folds in the research. In this cartographic confection, among authors and fragments, it was necessary to find a method that could sustain the intense anxieties that follow these moments of creation. Thus, the cartography allowed me to trace the intensive lines that gave rise to the concerns presented here. The care I had was to not fall into the representation of the subject who produces and who is produced on campus Panambi, but rather think of the arrangements that this space allows, because the individual only constitutes himself when broker. I highlight as one of the contributions of this study, the teaching when takes on new proportions, having the possibility to consider producing up teaching as a micropolitics found every step of the way, in a move that pulses, that intends and finds resonance in the creation, in the collective production, in the authorship, in the transversality of saying and listening, in the constitution of new senses to see in its vents, pipes that leaves the air circular with the outside, even at the risk of not always find good winds: this was my trip s script, this was my proposal. Esta tese aborda os percursos e encontros que tenho tido na docência. Parte da compreensão da subjetividade produzida a partir de múltiplos componentes heterogêneos, da experiência social e seus percursos singulares. Hoje, mais do que nunca, a subjetividade é convocada a se singularizar. É nessa perspectiva de singularização que esta pesquisa se insere. A análise se deu pelas linhas de afeto, que foram tratadas como potência de agir, e não como sentimentos em si, com base em fragmentos de falas e escritas, quando abordei minha percepção em relação ao que me produz na docência, friccionando com o que vivencio no cotidiano do Instituto Federal Farroupilha campus Panambi, e as leituras que tenho realizado. A investigação encontra-se nos pressupostos teóricos de Gilles Deleuze, Félix Guattari e Baruch Espinosa, em especial nos conceitos de agenciamento, subjetividade, potência de agir e encontros. A des/reterritorialização, as linhas de fuga e a subjetividade fora do sujeito inserem-se como dobras na pesquisa. Nesta confecção cartográfica, entre os autores e os fragmentos, foi necessário buscar um método que pudesse sustentar as intensas ansiedades que sucedem esses momentos de criação. Assim, a cartografia me permitiu traçar as linhas intensivas que deram origem às inquietações aqui apresentadas. O cuidado que tive foi o de não cair na representação do sujeito que produz e que se produz no campus Panambi, mas, sim, pensar nos agenciamentos que esse espaço possibilita, pois o indivíduo só se constitui ao se agenciar. Destaco como uma das contribuições deste estudo a docência quando assume novos contornos, tendo a possibilidade de considerar o produzir-se docente como uma micropolítica encontrada a cada passo do percurso, em um movimento que pulsa, que tenciona e que encontra ressonância na criação, na produção coletiva, na autoria, na transversalidade do dizer e do escutar, na constituição de novos sentidos para nela enxergar respiradouros, tubulações que deixa o ar circular com o exterior, mesmo com o risco de nem sempre encontrar bons ventos: este foi meu roteiro de viagem, esta foi minha proposta.

This assignment connects itself to the line of research Education and Art and seeks to problematize with the deaf, specially the deaf artists understand themselves such as, for their relationship or contact with the art or for the production and expression or for the display of their work. In order to achieve this, the research relied on three interviews with three artists from different parts of Brazil, and the way each one of them sees himself and expresses his own way of being a subject in the contemporaneity. The art in this research is understood as a device that triggers technologies to create ways and behaviours of the deaf. Acting in the deaf subjects and in their constitution, the art produces meanings through images and knowledge teaching ways of being, behave and being a part of their culture. This way the research connects to the field of cultural studies problematizing the several possibilities of the subject understand himself inside his culture. The art showed itself in this research process as a producer of concepts, subjects, institutions, speeches, developing itself through the narratives of the deaf artists as a device that emerges in this historical time in order to answer the urgency of the practices about the constitution of the deaf subject, here, the deaf subject artist. The deaf artists in this research developed themselves different in their times, places, ways of acting and also in their family relationship. Also in their relationship with the art, these subjects were able to set some type of relationship with themselves and do something with themselves. This do something with themselves meant for some of them search art courses, information and one artistic identity, produce in yourself a way of being an artist among other possibilities of inner transformation of myself.During their lives, the relation between the art and its interior had been transformed by them and also transformed themselves. This way, it was clear that the constitution of the subject doesn t have a nonmoving place and time; it s a process in which it comprehend as a subject of a relationship with yourself. Este trabalho filia-se a linha de pesquisa Educação e Arte e problematiza como os surdos, em especial os artistas surdos, têm se constituído por meio da arte, seja por sua relação ou contato com ela, seja por sua produção e expressão ou, ainda, pela circulação/exposição de suas obras de arte. Para tanto, a pesquisa contou com a participação de três artistas surdos de diferentes regiões brasileiras a fim de entender como eles foram e estão se constituindo sujeitos artistas e como cada um se subjetiva e expressa suas maneiras de ser sujeito na contemporaneidade. A arte, nesta pesquisa, desenrola-se como um dispositivo que coloca em funcionamento tecnologias que objetivam constituir modos e condutas dos sujeitos surdos. Operando nos sujeitos surdos e na sua constituição, a arte produz significados mediante suas imagens e saberes, ensinando-lhes modos de ser, de comportar-se e de estar na cultura à que pertencem. Esta pesquisa filia-se ao campo dos Estudos Culturais, problematizando as diversas possibilidades de o sujeito constituir-se em meio à(s) sua(s) cultura(s). A arte mostrou-se nesse processo de pesquisa, como produtora de conceitos, sujeitos, instituições, discursos, constituindo-se por meio de narrativas dos artistas surdos como um dispositivo que emerge neste tempo histórico a fim de responder à urgência das práticas sobre a constituição do sujeito surdo, aqui, o sujeito surdo artista. Os artistas surdos dessa pesquisa foram se constituindo diferentes em seus tempos, lugares, modos de agir e também na sua relação familiar. Também, na sua relação com a arte, esses sujeitos puderam estabelecer algum tipo de relação consigo mesmos e fazer algo consigo mesmo. Esse fazer algo consigo mesmo significou para alguns deles buscar cursos de arte, informações e uma identidade artística, produzir em si uma forma de ser artista, entre tantas outras possibilidades de transformação interior do eu. No decorrer de suas vidas, foram transformando a relação entre a arte e seu interior e transformando-se nessa relação. Desse modo, pode-se perceber que a constituição do sujeito não tem tempo nem lugar fixo, é um processo no qual ele se compreende como sujeito de uma relação consigo mesmo.

Coordenação de Aperfeiçoamento de Pessoal de Nível Superior This research is part of the Research Line Special Education of Postgraduate in Education Program from Universidade Federal de Santa Maria. This present study considered as objectives: analyzing how the Undergraduate Course of Special Education in the modality Distance Education from Universidade Federal de Santa Maria enables inclusive actions to its students with disabilities. We took as a reference this Course because it is pioneer in distance education (Educação a distância EaD) in this institution and because it has students with disabilities included. We elected as theoretical approach the works of Vygotsky (1997, 2007, 2009, 2010) which bases the conceptions about learning and development of the individual from his historical and social interactions. Authors such as Corradi (2011); Dias (2003); Santarosa (2003, 2010, 2012); Sassaki (2005); Sonza (2008) who bring theoretical basis to the questions of assistive technology, communication technologies and available information and accessibility to the learning virtual environment. We chose to work with the research with a qualitative approach (GIL, 2009), a case study, with the authors (GIL, 1991; LUDKE, ANDRÉ, 1986) through face-to-face interviews or virtual interviews with participants of the Course. The content analysis (BARDIN, 2008) was the technique elected to interpret the data and it allowed the achievement of the following results: EaD can be inclusive to any student, with disability or not; EaD can be favored by the use of information and communication technologies and to the students with disability to the technologies that are accessible to the computer; the educational inclusion in higher education is still a challenge in relation to formal and distance Education (EaD); the inclusion to students with disabilities in the Undergraduate Course of Special Education in the modality Distance Education from UFSM still demands resources and specific services of accessibility; the accessibility issues are being planned/organized according to the necessities of the demands from the students that start the Course; EaD was considered by the individual with disabilities that is included as a viable option to fullfil the dream of academic formation in the higher education level, because of the flexibility of space/time. From what was exposed and considering the preview objectives and the achieved results, the conclusions that can be found in the body of the text, point to some indicators, recommendations and perspectives to an inclusive education proposal in the distance education scope. Esta pesquisa insere-se na Linha de pesquisa Educação Especial do Programa de Pós-Graduação em Educação da Universidade Federal de Santa Maria. O presente estudo considerou como objetivo: analisar como o Curso de Graduação em Educação Especial na modalidade da Educação a Distância da Universidade Federal de Santa Maria possibilita ações inclusivas para seus estudantes com deficiência. Tomou-se como referência esse Curso, pois é o pioneiro na educação a distância (EaD) nessa instituição e por ter estudantes com deficiência incluídos. Elegeram-se como fios teóricos as obras de Vygotsky (1997, 2007, 2009, 2010) que fundamenta as concepções sobre aprendizagem e desenvolvimento do individuo a partir das interações históricas e sociais. Autores como Corradi (2011); Dias (2003); Santarosa (2003, 2010, 2012); Sassaki (2005); Sonza (2008) que trazem fundamentação teórica sobre as questões da Tecnologia Assistiva, das tecnologias da comunicação e informação acessíveis e acessibilidade ao ambiente virtual de aprendizagem. Optou-se por trabalhar com a abordagem de pesquisa qualitativa (GIL, 2009) do tipo estudo de caso, com os autores (GIL, 1991; LUDKE, ANDRÉ, 1986) através de entrevistas presenciais ou virtuais com participantes do Curso. A análise de conteúdo (BARDIN, 2008) foi a técnica elegida para interpretação dos dados e permitiu a obtenção dos seguintes resultados: a EaD pode ser inclusiva para qualquer estudante, seja com deficiência ou não; a EaD pode ser favorecida pelo uso das tecnologias da informação e comunicação e para os estudantes com deficiência as tecnologias acessíveis ao computador; a inclusão educacional na educação superior ainda é um desafio tanto no ensino presencial como na EaD; a inclusão para estudantes com deficiência no Curso de Educação Especial a Distância da UFSM ainda demanda recursos e serviços específicos de acessibilidade; as questões de acessibilidade estão sendo planejadas/organizadas conforme as necessidades das demandas pelos estudantes que ingressam; a EaD foi considerada pelo sujeito com deficiência incluído uma opção viável para a realização do sonho da formação acadêmica em nível educação superior, pela flexibilidade dos espaços/tempos. A partir do exposto e considerando os objetivos precedentes e os resultados alcançados as conclusões, que se encontram no corpo do texto, remetem para alguns indicadores, recomendações e perspectivas para uma proposta educacional inclusiva no âmbito da Educação a Distância.

The purpose of this research is to problematize how the competency-based approach in Brazilian high schools is placed on discourse, analyzing the conditions that led to its emergence, and display some alternatives in reference to the role of the teacher within the system that promotes this approach. Considering that the official documents and programs in Brazil have been linked to competencies for at least the last twenty years with the enactment of the Law of Directives and Bases of National Education (LDB, 1996), we consider relevant to conduct an analysis that will allow us to problematize this reality from a perspective inspired by the ideas of philosopher Michel Foucault. From this point of view, we will try to visualize how this focus is brought into discourse and we will propose the possibility of thinking of it as a technology device within the school. We carry out research based on international documents related to the topic (Tuning project and reports from the European experience), Brazilian official documents (National Education Plan, Act Basic Guidelines and Guidelines for National Central High School), and a selection of articles of Brazilian academic production. Later we explore the construction of the situation which established the gradual entry and consolidation of this approach in Brazilian education. Considering the changes in the labor world, demands that new configurations of companies place on education, the apparent need for entrepreneurial training of workers to adapt to a reality that seems to be constantly changing, and some public policies that - according to official documents themselves - intend to position Brazil as a reference within the new global settings, we built an analytical framework that allowed us to establish some of the conditions of possibility to establish competencies in Brazilian education. With authors like Michel Foucault, Alexandre F. de Carvalho, Sylvio Gadelha , Alfredo Veiga -Neto, Peter Miller, Nikolas Rose and José G. Sacristán, among others, we seek to build an analysis that enables to visualize how the competencybased approach in Brazilian high school enters in a regime of truth that places it at the service of the system. Therefore, this work analyzes how the current neoliberal system, using governance technologies, favors the construction of subjectivities that sustain it and reconfigured it, in order to develop more efficient and effective strategies and structures able not only to keep it but also to improve it. Of these technologies, we focus on problematizing the school, and particularly the Brazilian high school, but trying to focus not only on the role of the school, but also on the contextualization that favors the development of these constructions. This work is linked to the research Practices and Public Policy School of Post-Graduate Program in Education (PPGE) of the Federal University of Santa Maria (UFSM). Os propósitos desta pesquisa foram problematizar como o enfoque por competências no Ensino Médio brasileiro é posto em discurso; analisar as condições de possibilidade que propiciaram a emergência do mesmo e visualizar algumas alternativas referidas ao papel do docente dentro do sistema que promove esta abordagem. Levando em conta que os documentos oficiais e programas do Brasil vinculam-se às competências de diferentes formas desde há pelo menos vinte anos com a promulgação da Lei de Diretrizes e Bases da Educação Nacional (LDB) de 1996, consideramos pertinente realizar uma análise que nos permitisse problematizar esta realidade partindo de um olhar inspirado pelo pensamento do filósofo Michel Foucault. Desde esta ótica tentamos visualizar como dito enfoque é posto em discurso e propomos a possibilidade de pensá-lo como uma tecnologia de governamento dentro do dispositivo escola. Para isso realizamos uma pesquisa baseada em documentos internacionais vinculados à temática (projeto Tuning e informes da experiência europeia), documentos oficiais brasileiros (Plano Nacional de Educação, Lei de Diretrizes Básicas e Diretrizes Centrais Nacionais para o Ensino Médio) e uma seleção de artigos da produção acadêmica brasileira. Posteriormente exploramos a construção da conjuntura que estabeleceu a paulatina entrada e a consolidação deste enfoque na educação brasileira. Considerando as mudanças no mundo do trabalho, as exigências que as novas configurações das empresas colocam na educação, a aparente necessidade da formação de trabalhadores empreendedores, que se adaptem a uma realidade que parece encontrar-se em constante transformação, e algumas políticas públicas que segundo os próprios documentos oficiais visam posicionar ao Brasil como referente dentro das novas configurações globais, construímos uma grade de análise que nos permitiu estabelecer algumas das condições de possibilidade para que as competências se assentassem no âmbito educativo. Com os autores Michel Foucault, Alexandre F. de Carvalho, Sylvio Gadelha, Alfredo Veiga- Neto, Peter Miller, Nikolas Rose e José G. Sacristán, dentre outros, procuramos construir uma análise que possibilite visualizar como o enfoque por competências no ensino médio brasileiro entra num regime de verdade que o coloca a serviço do sistema. Portanto, este trabalho analisa como o sistema neoliberal atual, valendo-se de tecnologias de governamento, favorece a construção de subjetividades que o sustentem e o reconfigurem, de maneira a desenvolver estratégias e estruturas cada vez mais eficazes e eficientes, capazes não só de mantê-lo, senão também de melhorá-lo. Dentre essas tecnologias, focamos nossa problematização na escola, e particularmente no Ensino Médio brasileiro, mas tentando olhar não só para essa parte do aparelho escolar, senão também para a contextualização que favorece o desenvolvimento destas construções. Esta pesquisa vincula-se à linha de pesquisa Práticas Escolares e Políticas Públicas do Programa de Pós-Graduação em Educação (PPGE), da Universidade Federal de Santa Maria (UFSM).

Coordenação de Aperfeiçoamento de Pessoal de Nível Superior This study is part of the Research Field in Special Education of the Post Graduation Program in Education. It has as guiding issue to understand how the inclusive educational policies have been investing in conducting strategies of the deaf students‟ conduction in the inclusive school. Such enterprise of research follows a post structuralist approach by using the Foucauldian studies, more specifically the concept of governmentality as a central tool of the study. I approach specifically the school inclusion of a deaf student who attends the second year of Elementary School in the school Arroio Grande. I elected two groups of materials which I think were satisfactory to answer to the essential problematic of this study: the first group is composed of interviews conducted with the people involved with the inclusion process of the deaf student at school; the second is constituted by an analysis of the material Specialized Educational Assistance People with deafness. Throughout the thesis I present some discoveries of this research which are divided in three analytical categories: capture of bilingual education through the State, in this category I realize that AEE is constituted as a very strong discourse which refers to the strategies of effecting the inclusion, I would even say it appears in the discourses of MEC as assurance of school inclusion for students with disabilities. Another category named as: the visibility and consumption of Brazilian Sign Languages (Libras), I bring the discursive recurrences which indicated Libras as a tool of technical support to help in the deaf inclusion. For the third category, the normalization as a strategy of inclusion it was possible to notice how the strategies employed to effect the inclusion regulate, oversee and control, managing the risk, in a way that, in order to have the expected effect with the strategies, it is necessary that everyone can occupy the same space, considering that for the educational inclusion, the best environment is the school. Este estudo insere-se na Linha de Pesquisa de Educação Especial do Programa de Pós-Graduação em Educação. Tem como questão norteadora entender como as políticas educacionais inclusivas vem investindo em estratégias de condução das condutas de alunos surdos na escola inclusiva . Tal empreendimento de pesquisa segue uma abordagem pós-estruturalista, fazendo uso dos estudos foucaultianos, mais especificamente do conceito de governamentalidade como ferramenta central do estudo. Abordo especificamente a inclusão escolar de uma aluna surda que frequenta o segundo ano do ensino fundamental na escola Arroio Grande. Elegi dois grupos de matérias, os quais penso que deram conta nesse, primeiro momento, de responder a problemática central desse estudo, quais sejam: primeiro grupo: entrevistas realizadas com as pessoas envolvidas com o processo de inclusão dessa aluna surda na escola. Segundo grupo: se constitui por uma análise do material do Atendimento Educacional Especializado-Pessoa com surdez. No decorrer da dissertação apresento alguns achados dessa pesquisa, divididos em três categorias analíticas quais sejam: captura da educação bilíngue pelo Estado, nessa categoria percebo que o AEE se constitui como um discurso muito forte no que tange às estratégias de se efetivar a inclusão, eu diria até que ele aparece nos discursos do MEC como garantia de inclusão escolar para alunos deficientes. Outra categoria nomeada como: A visibilidade e consumo da Língua Brasileira de Sinais (Libras) trago as recorrências discursivas apontaram para a Libras como uma ferramenta de suporte técnico para dar conta da inclusão dos surdos. A terceira categoria, a normalização como estratégia da inclusão, foi possível perceber o quanto as estratégias empregadas para efetivar a inclusão regulam, vigiam e controlam, gerenciando o risco, de modo que, para essas estratégias terem o efeito desejado, é necessário que todos ocupem o mesmo espaço, sendo que, para a inclusão educacional, o melhor espaço para que essas estratégias de efetivem é o escolar.

Coordenação de Aperfeiçoamento de Pessoal de Nível Superior This dissertation presents a study on inclusion of deaf students in the Federal University of Santa Maria (UFSM), an institution that presently has 15 deaf students enrolled in different undergraduate courses. Given this situation, there is a need to analyze how the processes of government of deaf students have developed in UFSM. The study was focused on both the admission and permanence of such students in the academic contexts of the University, aiming at analyzing government actions for access to UFSM that capture deaf students, understanding the government strategies that keep deaf students included and problematizing the effects of inclusion. The research took UFSM as its scenario and adopted a post-structuralist perspective on education, articulated with Foucauldian theorizations; Foucault s notion of governmentality and his understanding of government were central to this study. It was possible to perceive that, during the access procedures, there has been a strong investment in linguistic and cultural issues related to the deaf subject, for instance, edict and entrance examination in Brazilian Sign Language (Libras), differentiated writing evaluation, and extension project Libras Tri, among others. Thus, the subjects have been governed and captured through linguistic and cultural issues during their access to the University. Government strategies have also been designed to keep these subjects included after their admission, for example, deaf students have been exalted, tutored and become invisible to remain included. In the same way, in order to remain included, deaf students design strategies of government of self, such as the categories selected in this study: what matters is to be included and ways of communicating . From the analyses, it was concluded that such strategies of government of self and others have been operated for the deaf to invest in themselves and become productive and useful. Esta dissertação traz um estudo acerca da inclusão de alunos surdos na Universidade Federal de Santa Maria (UFSM), instituição que atualmente tem 15 alunos surdos matriculados em diferentes cursos de graduação. Diante disso, surge a necessidade de analisar como vêm se dando os processos de governamento dos alunos surdos da UFSM. Para isso, concentra-se o olhar no ingresso e na permanência desses alunos no contexto acadêmico da Universidade, a fim de analisar as ações de governamento no acesso à UFSM para a captura dos alunos surdos, compreender as estratégias de governamento para que os alunos permaneçam incluídos e problematizar os efeitos da inclusão. Esta pesquisa utiliza a UFSM como cenário e filia-se a uma perspectiva pós-estruturalista em educação, articulada com teorizações foucaultianas, tomando como centrais a noção de governamentalidade desenvolvida por Michel Foucault e o entendimento de governamento. Ao final da pesquisa, foi possível perceber que, durante o acesso, há todo um investimento na questão linguística e cultural do sujeito surdo, ou seja, edital e vestibular em Libras, correção da redação de forma diferenciada, projeto de extensão Libras Tri, entre outros. Dessa forma, os sujeitos são governados e capturados pela questão linguística e cultural durante o acesso. Após o ingresso, criam-se estratégias de governamento para que esses sujeitos permaneçam incluídos, por exemplo, o aluno surdo é exaltado, tutelado e torna-se invisível para permanecer. Do mesmo modo, para permanecer, o aluno surdo cria estratégias de governamento de si, como, por exemplo, as categorias elencadas para este estudo: o que importa é estar incluído e formas de se comunicar . A partir das análises, conclui-se que essas estratégias de governamento de si e dos outros são colocadas em funcionamento de maneira a contribuir para que os surdos invistam em si e se tornem produtivos e úteis.

This study aims to problematize how the discursive productions of care Specialized Education (ESA) have produced modes of being Special Education teacher in inclusive education and what are the effects of these discourses in their teaching practices. For this, we use a range of analysis tools extracted from the writings of authors who share their thinking and research using poststructuralist thoughts, like as: the notion of modes of subjectivity, for thinking about the discourses and practices that are in a network of power and knowledge defining, a certain way, teachers of Special Education and regulating their conduct, as well as the notion of experience and narratives of self, de Jorge Larrosa. The research involved the collaboration of six teachers of Special Education working in ESA, which made reports on their experiences in educational practice and how they constituted themselves as professionals in the currently prevailing neoliberal rationality. Thus, it was observed that the Special Education teachers are experiencing conflicts with regard to working in Resource Room Multifunctional and an uncertainty of their role in school. Given the problematization presented, noted that the Special Education teacher are feeling a "emptying professional" , that is , at the same time that you are given numerous assignments - perhaps more focused on the use of technologies and management - leave behind the pedagogical actions. Este estudo tem como objetivo problematizar como as produções discursivas do Atendimento Educacional Especializado (AEE) vêm produzindo modos de ser professor de Educação Especial na educação inclusiva e quais são os efeitos desses discursos em suas práticas pedagógicas. Para isso, é utilizado um conjunto de ferramentas de análise extraído de escritos de autores que compartilham um modo de pensar e pesquisar utilizando a vertente pós-estruturalista, como: a noção de modos de subjetivação, para pensar a respeito dos discursos e das práticas que estão em uma rede de poder e saber produzindo/marcando de determinada maneira os professores de Educação Especial e regulando suas condutas; assim como a noção de experiência e narrativas de si, de Jorge Larrosa. A pesquisa contou com a colaboração de seis professoras de Educação Especial que atuam no AEE, das quais fizeram relatos sobre suas experiências na prática educativa e como foram constituindo-se enquanto profissionais em tempos em que impera a racionalidade neoliberal. Para tanto, foi observado que as professoras de Educação Especial estão vivenciando conflitos no que diz respeito ao trabalho na Sala de Recursos Multifuncional e a indefinição de seu papel na escola. Assim, com a problematização empreendida, visualizou-se que o professor de Educação Especial está com a sensação de esvaziamento profissional , ou seja, ao mesmo tempo em que lhe são dadas inúmeras atribuições talvez mais voltadas para o uso de tecnologias e gestão deixa-se marginalizada as ações pedagógicas.

This study is part of the Research Line Special Education Program Graduate Education. Its guiding question to understand what effects the discourse on assessment are brought into service by Care Specialized Education - AEE, in the conduct of conduct of teachers AEE in Florianópolis - SC. This undertaking investigative inserts into a post-structuralism approach, in which I use the lens Foucault, specifically addressing the concept of governmentality tool. The corpus of empirical research is composed of two groups of materials: documents related to legislation and evaluation reports of students served and followed the AEE, prepared by the teachers care. After the analysis of the laws, I could understand that the evaluation is produced as a possibility for identification, investigation and diagnostic categorization of the subjects of the deviation and as a mechanism of control and regulation of the conduct of the student by the teacher AEE, making students and ways of teaching performance. Then to understand how the assessment is operating driving conduct faculty, through the analysis of 194 evaluation reports produced by the teachers of the AEE in Florianopolis. Recurrences discursive found, indicate three analytical categories: "Need to diagnose / schedule and meet: Strategy driven to lead as a teacher of the AEE", "Need to standardize: teaching practices in front of the student AEE" and "Need convincing: The search for the family as a partner for the state government and learner control deviation in inclusive schools ". It was possible to show that the search for the diagnosis turns on the need for standardization as a strategy to regulate the discipline and control of risk on these subjects deviating from the norm. Finally, we have the embodiment of a relationship 'more government under government' for everyone to be and remain in school, in an order consistent with the neoliberal rationality and security policies related to education, brokered with the discourses of human rights in order to convince everyone in mobilizing for inclusion to happen. Este estudo insere-se na Linha de Pesquisa de Educação Especial do Programa de Pós-Graduação em Educação. Tem como questão norteadora compreender quais efeitos dos discursos sobre avaliação são colocados em funcionamento pelo Atendimento Educacional Especializado - AEE, na condução das condutas dos professores do AEE no município de Florianópolis - SC. Tal empreendimento investigativo insere-se em uma abordagem pós-estruturalista, na qual faço uso das lentes foucaultianas, especificamente abordando o conceito ferramenta da governamentalidade. O corpus empírico da pesquisa está composto por dois grupos de materiais: documentos referentes à legislação e relatórios avaliativos dos alunos atendidos e acompanhados no AEE, elaborados pelas professoras do atendimento. Após a análise das legislações, pude compreender que a avaliação é produzida como possibilidade de identificação, investigação e categorização diagnóstica dos sujeitos do desvio e como um mecanismo de controle e regulação da conduta discente pelo professor do AEE, inventando alunos e modos de atuação docente. Em seguida, intentei compreender o modo como a avaliação está operando a condução da conduta docente, por meio da análise de 194 relatórios avaliativos produzidos pelos professores do AEE em Florianópolis. As recorrências discursivas encontradas, indicam três categorias analíticas: Necessidade de diagnosticar/marcar e conhecer: estratégia acionada para se conduzir como docente do AEE , Necessidade de normalizar: as práticas docentes frente ao aluno no AEE e Necessidade de convencimento: A busca pela família como parceira do Estado para o governamento e controle do aluno do desvio na escola inclusiva . Foi possível inferir que a busca pelo diagnóstico coloca em funcionamento a necessidade de normalização como estratégia para a regulação, o disciplinamento e o controle do risco sobre esses sujeitos desviantes da norma. Por fim, temos a materialização de uma relação de mais governo com menos governo‟ para que todos possam estar e permanecer na escola, numa ordem condizente com a racionalidade neoliberal e de seguridade das políticas voltadas à educação, agenciadas com os discursos dos direitos humanos de forma a convencer a todos na mobilização para que a inclusão aconteça.

This research had as challenge to think on how power and knowledge operations function, in the teachers and future teachers discourses, considering questions involving sexuality. The desire to think in this way is related to anxieties that seek reflecting on roles attributed to the teachers, such as, to make working, at school, knowledge considered necessary, through devices as public politics, in special, the ones that point out the treatment of sexuality questions, in the classroom, by the teacher. For that, it was carried out workshops with eleven future teachers of Biology Course from UFSM and eighteen teachers of a state school from Santa Maria/RS. The workshops were lead through the space opening to conversation, to talk about, to receive and bring troubles, from the diversification of particular and collective knowledge. The materials, employed in this context, were: a) the movie O Beijo no Asfalto (1981), based on Nelson Rodrigues work, which shows the transformation in a man life after a kiss; b) fragments of the work Mulheres que amam demais , by Robin Noowod (1995), which presents women troubles and their loving relationships; c) the kit escola sem homofobia , part of Federal Government actions, in order to give space to sexuality questions at school; as weel, d) articles, from internet, that bring the repercussion of the Kit at school context. With the teachers group from school, besides working with these materials, we talked about the short film Não gosto de meninos (2011), directed by André Matarazzo and Gustavo Ferri, which presents people report on how people deal with homosexuality as in family context as in social one. From the participants discourses, it was possible to perceived that the search for ready solutions about how to dealt with sexuality or the search for more appropriate ways to talk on sexuality can be reflected from what Foucault (1999a) presents about this subject, it means, that sexuality is a historical device, that penetrates in the bodies in a detailed way, controlling the people in a perspective each more global. The device, in this sense, is pointed out as a set of power and knowledge strategies, which establish connections to precise discourses, produce truths and these truths effects. In this way, how we had built the way of being in the world can be understood as effects from these connections of power and knowledge that act on our bodies and lead us to a model of teacher, of student, of relationships, etc. The written of this research allows to show how the process of this work caused surprises, challenges and transformations from the change of points of view and from the meaning construction in collective during the workshops. Essa pesquisa apresentou como desafio pensar como as operações de poder e de saber funcionam, nos discursos de professores e futuros professores, diante de questões que abordam sexualidade. O desejo de pensar nessa direção está relacionado a inquietações que buscam refletir sobre papéis destinados aos professores, tal como, o de fazer funcionar, na escola, saberes considerados necessários, mediante dispositivos como políticas públicas, em especial, as que sinalizam o tratamento de questões de sexualidade, em sala de aula, pelo professor. Para tanto, foram realizadas oficinas sobre sexualidade com onze acadêmicos do curso de Ciências Biológicas da UFSM e dezoito professores de uma escola estadual de Santa Maria/RS. As oficinas foram conduzidas mediante a abertura de espaços de conversação, de falar sobre, de acolher e suscitar problemas a partir da diversificação de saberes particulares e coletivos. Os materiais, utilizados nesse contexto, foram: a) o filme O Beijo no Asfalto (1981), baseado na obra de Nelson Rodrigues, que mostra a transformação da vida de um homem a partir de um beijo em outro homem; b) trechos da obra Mulheres que amam demais , de Robin Noowod (1995), a qual apresenta os dramas de mulheres e seus relacionamentos amorosos; c) o Kit escola sem Homofobia , parte de ações do Governo Federal para que o contexto escolar abra espaços para falar sobre sexualidade; assim como d) reportagens de sites de internet que mostram a repercussão do Kit no contexto social. Com o grupo de professores da escola, além de trabalharmos com esses materiais, conversamos sobre o curta metragem Não gosto de meninos (2011), dirigido por André Matarazzo e Gustavo Ferri, o qual apresenta relatos de pessoas sobre como lidam com a homossexualidade tanto no contexto familiar quando no social. A partir dos discursos dos participantes, foi possível perceber que a busca de respostas prontas para lidar com questões de sexualidade ou a procura de formas mais adequadas de falar sobre sexualidade podem ser refletidas a partir do que Foucault (1999a) apresenta sobre a mesma, ou seja, que a sexualidade se trata de um dispositivo histórico, que penetra nos corpos de maneira detalhada, controlando as populações numa perspectiva cada vez mais global. O dispositivo, nesse sentido, é indicado como um conjunto de estratégias de poder e saber, que se entrelaçam a discursos precisos, produzem verdades e efeitos destas verdades. Dessa maneira, a forma como construímos nossos modos de ser e estar no mundo podem ser compreendidos como efeitos dessas redes de poder e saber que operam em nossos corpos e nos conduzem a formatos como ideal de professor, de aluno, de relacionamentos, etc. A escrita dessa pesquisa permite mostrar como a caminhada desse trabalho provocou surpresas, desafios e transformações a partir de trocas de pontos de vista e da construção de significados em conjunto durante as oficinas.

This research have the comprehension‟s purpose of the character what a negro social group at São Vicente‟s city/Rs-Brazil handled here like a pedagogic contrivance exerted in cultural and identifier process happen in another group that have had experiences about to be negro . This way, how the researched group realizes him into social context and what categories arrange his speeches given meaning to it. The theoretical approach is in Cultural studies using methodological techniques by Hybrid and Themes of Oral History and it was used minutes, documents and photos. From recurrences of narratives was determined what analysis‟s categories that discussed about these themes: The regulation‟s behavior that provides utmost visibility and admission of Negro in the society; The production of identify and apathy and to know such as they are set in motion through Social group like contrivance; The relation‟s exercises between to be able/to know; The ambiguity of color‟s speeches and the negotiation this speeches; The introduction of the pedagogic racial; and The hybridism that typified the Union club. The results of research found with this contrivance shaped by dynamic bailiwick of negotiations, adjustments, regulations, changes and alliances. It was evidenced that doesn‟t absolute true about Negro‟s culture and unique narratives too, but speeches, impersonations and social practices that vary according to the moments with are subjected. Essa pesquisa teve por objetivo compreender o papel que um clube social negro existente no município de São Vicente do Sul/ RS exerceu no processo cultural e identitário de um grupo de pessoas que usufruíram deste lugar-comum. Buscou-se investigar também, de que forma foi conduzido e subjetivado no grupo pesquisado, um modo de ser negro‟ e, a partir de que categorias organizam seus discursos, dando a eles sentidos e significados. A abordagem teórica insere-se no campo dos Estudos Culturais, utilizando como metodologia, técnicas da História Oral Temática e Híbrida, pois, utiliza além da oralidade, outras fontes tais como atas, documentos e fotografias. A partir das recorrências nas narrativas foram definidas as categorias de análise que versaram sobre os seguintes temas: A regulação das condutas a fim de proporcionar maior visibilidade e aceitação do negro na sociedade; A produção das identidades e diferenças e, a forma com estas são acionadas pelo clube enquanto dispositivo; O exercício das relações poder-saber evidenciando atitudes e comportamentos de reação ao poder; A ambiguidade dos discursos de cor e a negociação destes discursos; A implantação da pedagogia da racialização e, por último, o hibridismo que caracterizou o clube União. Os resultados da pesquisa apontaram que este dispositivo configurou-se por um campo dinâmico de negociações, adaptações, regulações, trocas e alianças. Também evidenciaram que não existem verdades absolutas‟ sobre a cultura negra e tampouco narrativas únicas. Estas variam de acordo com os condicionamentos a que estão submetidas, ou seja, discursos, representações e práticas sociais.

This work is central to understand how problematic movements deaf as a space of struggle and resistance is redefining deaf come to building a policy of education for deaf guided joints between sign language and deaf culture. To account for this investment research some goals that guided the study: understanding the emergence of movements in deaf education scenario of the deaf; identify different strategies to fight organized by the movement deaf to understand its effects on deaf education in contemporary. To this he joined the field of Cultural Studies in Education, with crossings of the field of Deaf Studies who understand deafness and deaf education from a cultural and linguistic context specific. The empirical corpus study is divided into two groups of materials: narratives of deaf leaders and a set of documents that consider the conditions of possibility for the emergence of a discourse that has been producing movement deaf from other arrangements, other experiments. These sets of documents are: Document "Deaf Education that we Want" 1999 Project Course Letters / POUNDS, Law 10,436 / 5626 and certainly Movement Bilingual School for the Deaf. To the narratives of deaf leaders, collected through interviews, I could track the movement deaf at two, ie, in two outbreaks of analytical power. The first stage focused on the emergence of the fight for the official recognition of sign language in the constitution of deaf identities and the second in the trading strategies of deaf culture in education. You can check in emergencies and in the possibilities of movement history deaf political organization linked with the education of deaf and negotiation of deaf culture in the contemporary scenario. O presente trabalho tem como problematização central entender como os movimentos surdos enquanto espaço de lutas e resistências surdas vêm se resignificando para a construção de uma política de educação para surdos pautada nas articulações entre língua de sinais e cultura surda. Para dar conta desse investimento de pesquisa alguns objetivos nortearam o referido estudo: entender a emergência dos movimentos surdos no cenário da educação de surdos; identificar as diferentes estratégias de luta organizadas pelo movimento surdo a fim de compreender seus efeitos para a educação de surdos na contemporaneidade. Para isso filiou-se ao campo dos Estudos Culturais em Educação, com atravessamentos do campo dos Estudos Surdos que entendem a surdez e a educação de surdos a partir de um contexto cultural e linguístico específico. O corpus empírico do estudo está dividido em dois grupos de materiais: narrativas de lideres surdos e um conjunto de documentos que considero com as condições de possibilidades para a emergência de um discurso que vem produzindo o movimento surdo a partir de outros arranjos, de outras experiências. Esses conjuntos de documentos são: Documento Educação que nós Surdos Queremos de 1999 Projeto de Curso Letras/LIBRAS, Lei 10.436/ Decerto 5.626 e Movimento Escola Bilíngüe para Surdos. Com as narrativas dos lideres surdos, coletados por meio de entrevistas, pude localizar o movimento surdo em dois momentos, ou seja, em dois focos de potência analítica. O primeiro momento centrado na emergência da luta pela oficialização da língua de sinais, na constituição de identidades surdas e o segundo nas estratégias de negociação da cultura surda no campo da educação. Pode-se verificar nas emergências e nas possibilidades da história do movimento surdo uma organização política articulada com a educação de surdos e com negociação da cultura surda no cenário contemporâneo.

This thesis seeks, from foucautianos studies and operating with notions of subject, speech and subjectivity and technologies of the self, undertake an analysis of the processes of Special Education teacher training of Special Education Course at the Federal University of Santa Maria. Analyze this course and what it produces have the sense to perceive it as a unique space training for over 30 years in the country. In this sense, the research project was given to examine how knowledge and strategies operating in the ordination of training and identify how training has been ordered and across subjects taking effect of subjective processes in a way of being a teacher of Special Education. The materials used to undertake the analysis of the projects were put into operation Course that training and fragments of narratives of academic course, taken from reports of Supervised Internship among the years 1990 to 2010. From this analysis, it was possible to understand the Special Education as knowledge field that in the conditions of possibilities of modernity brings out the subject as an object of knowledge in order that enables operating procedures to meet the purpose of knowing about it. From the construction of another way of thinking about the subject, it was possible to understand the professionalization as creating a position in which the subject engages in constituting itself within a discursive network that is a profession. For both, it is triggered at selected training and knowledge that constitute legitimate a regime of truth for the production of ways of being subject of disability and being a teacher of Special Education. Still, it was possible to understand that this formation emerges with the possibility of institutionalization of Special Education on the basis of political principles that evoke the Education for all and compulsory education. The strategies driven by Course in UFSM were identified as academic - linked to knowledge and ways of knowing; pedagogical - linked to the need to develop ways in which the professional activity, and strategies of subjectification - relating to how each produces the experience itself as a subject of desire and moral subject to exercise the position of professor of Special Education. Esta Tese busca, a partir dos estudos foucautianos e operando com noções de sujeito, discurso e subjetivação, empreender uma análise sobre os processos de formação de professores de Educação Especial do Curso de Educação Especial da Universidade Federal de Santa Maria. Analisar esse curso e aquilo que ele produz têm o sentido de percebê-lo como espaço inédito de formação há mais de 30 anos no país. Nesse sentido, o empreendimento de pesquisa deu-se em analisar como saberes e estratégias operam na ordenação da formação e identificar como a formação vem se ordenando e atravessando os sujeitos tendo como efeito processos de subjetivação de um modo de ser professor de Educação Especial. Os materiais utilizados para empreender a análise foram os projetos de Curso que colocam em funcionamento a formação e fragmentos de narrativas dos acadêmicos do curso, retirados dos Relatórios de Estágio Supervisionados entre os anos de 1990 a 2010. Da análise empreendida, foi possível compreender a Educação Especial como campo de saber que nas condições de possibilidades da modernidade faz emergir o sujeito como objeto de conhecimento em que a ordem de procedimentos para conhecer possibilita operar efeitos sobre ele. A partir da construção de outro modo de pensar o sujeito, foi possível entender a profissionalização como constituição de uma posição em que sujeito se ocupa em constituir a si mesmo dentro de uma rede discursiva que é uma profissão. Para tanto, são acionados na formação saberes selecionados e legitimados que constituem um regime de verdade para a produção de modos de ser sujeito da deficiência e de ser professor de Educação Especial. Ainda, foi possível compreender que esta formação emerge com a possibilidade da institucionalização da Educação Especial em função dos princípios políticos que evocam a Educação de todos e a obrigatoriedade de ensino. As estratégias acionadas pelo Curso na UFSM foram identificadas como acadêmicas ligadas aos saberes e aos modos de conhecer; pedagógicas ligadas aos modos como precisam desenvolver a atividade profissional; e, estratégias de subjetivação ligadas ao modo como cada um produz a experiência de si como sujeito de desejo e sujeito moral para exercer a posição de professor de Educação Especial.

The main purpose of this research is to problematize the relationship between the curriculum discourse of the Languages/Libras Course (UFSM Center) and the production of deaf teachers identities in the field of Deaf Education. Such investigation aims at analyzing the articulation between knowledges presented in the curriculum of that course and deaf teachers daily classroom experiences. This research has taken productions from the fields of Cultural Studies in Education and Deaf Studies as theoretical-methodological tools in order to understand how the curriculum has produced the teaching practices of deaf teachers that narrate experiences involved in the articulation between deaf community and deaf education. The empirical corpus of this research consists of three sets of materials: interviews with Libras deaf teachers, questionnaire applied to graduates of the Languages/Libras Course (UFSM Center), and the Proposal and Pedagogic Project of the Brazilian Sign Language Teaching Course. This study attempts to contribute to the deaf education area by regarding the forms of constitution of deaf teachers graduated in the Languages/Libras Course that represent their culture, their language and their subjectivity through the possibilities of meaning exchanges with the members of other deaf groups. It is understood that the narratives and experiences involved in Sign Language teaching are produced and conveyed during such meaning exchanges. Hence, deaf educators become producers of deaf difference, thus strengthening their pedagogical experience in the field of deaf education; such effects can be perceived in the deaf teachers education in the Languages/Libras Course. The deaf teachers negotiate, consume and spread different meanings concerning language, culture and identity in the context of inclusion education. Therefore, the deaf are seen as both producers and consumers of deaf culture. Inclusion education policies, regarded from the perspective of this analysis, are understood as a bio-political investment, since they are strategies that control, govern and rule deaf subjects actions and conducts by boosting Libras teachers self-government and self-investment practices. A presente pesquisa tem por objetivo principal problematizar a relação estabelecida entre o discurso curricular do curso de Letras/Libras (Polo UFSM) e a produção de identidades surdas docentes no campo da Educação de Surdos. Tal empreendimento investigativo propõe analisar a articulação entre os conhecimentos apresentados no currículo do referido curso e as experiências do cotidiano da sala de aula de professores surdos. Para isso, esta pesquisa toma como ferramentas teórico-metodológicas as produções dos campos dos Estudos Culturais em Educação e dos Estudos Surdos, a fim de compreender como esse currículo produz a docência de professores surdos que narram suas experiências envolvidas na articulação entre a comunidade surda e a educação de surdos. O corpus empírico da pesquisa está composto por três grupos de materiais: entrevistas com professoras surdas docentes de Libras, questionário com egressos do curso de Letras/Libras Polo UFSM e Proposta e Projeto Pedagógico do curso de Licenciatura de Letras Língua Brasileira de Sinais. Este trabalho de pesquisa pretende contribuir para a área da educação de surdos, entendendo as formas de constituição dos professores surdos do curso de Letras/Libras, que representam a sua cultura, a sua língua e a sua subjetividade através da possibilidade de trocas de significados em relação aos membros de outros grupos de surdos. Entende-se que, nessas trocas de significados, são produzidas e transmitidas as narrativas e experiências implicadas no ensino de Língua de Sinais. Com isso, o educador surdo torna-se constituidor de uma diferença surda, potencializando sua experiência pedagógica para o campo da educação de surdos; esses efeitos são perceptíveis na formação dos docentes surdos do curso de Letras/Libras. Esses docentes surdos negociam, consomem e fazem circular diferentes significados em torno das questões da língua, da cultura e da identidade no contexto da educação inclusiva. Portanto, os surdos são vistos como produtores e consumidores de cultura surda. As políticas de educação inclusiva, a partir da perspectiva em análise, são entendidas como um investimento biopolítico, pois se constituem como estratégias que controlam, governam e regulam as ações e as condutas dos sujeitos surdos, potencializando as práticas de autogovernamento e autoinvestimento dos professores de Libras.

Having lived through experiences that generated anxieties and concerns during my training and practice in Special Education, I wanted this work to analyze, through narratives of Special Educators, different sets of knowledge and power used in the process of subjectivity in order to understand how they Special Educators are and how to undertake a self-care in order to relate better with each other and improve their professional practice. I conducted this research using a Foucault reading which used the mechanisms of subjectivity and self-care as key tools to weave this dissertation. Through this work, I realize that we are constituted through relations of power and knowledge, truth games subjectivate us and cause us to act and we relate with others, with the world and ourselves in certain ways. We subjectified through binaries of right/wrong, normal/abnormal, among others that cause us to look at the subjects in certain ways. This work was composed in order to allow some resistance strengthened through self-care as a possibility to think about these games, in which we invariably inserted and, from these plots, can act in other ways about the world, on the other (that can be our disabled students) and especially about ourselves, enabling us to be a free subject and desiring to be under certain conditions. Tendo passado por experiências que geraram angústias e inquietações durante minha formação e prática profissional em Educação Especial, pretendi com este trabalho analisar através de narrativas de Educadoras Especiais, os diferentes jogos de saber e poder utilizados nos processos de subjetivação a fim de compreender como elas se constituem Educadoras Especiais e como empreendem um cuidado de si no intuito de relacionar-se melhor com o outro e melhorar sua prática profissional. Realizei esta pesquisa utilizando-me de uma leitura foucaultiana a partir da qual utilizei os mecanismos de subjetivação e o cuidado de si como principais ferramentas para tecer esta dissertação. Através deste trabalho, pude perceber que nos constituímos através de relações de poder e saber, jogos de verdade que nos subjetivam e fazem com que ajamos e nos relacionemos com os outros, com o mundo e com nós mesmos de determinadas formas. Somos produzidos através de binarismos de certo/errado, normal/anormal; entre outros que fazem com que olhemos para os sujeitos de determinadas formas. Este trabalho constituiu-se no intuito de possibilitar algumas resistências fortalecidas através do cuidado de si como possibilidade de pensarmos sobre esses jogos, nos quais estamos invariavelmente inseridos e, a partir destas tramas, conseguir agir de outras formas sobre o mundo, sobre o outro (que pode ser nosso aluno com deficiência) e principalmente sobre nós mesmos, possibilitando-nos ser um sujeito livre e desejante de estar em certas condições.

This research aimed to understand the speeches from experienced professionals in a school - - Associação de Pais e Amigos dos Excepcionais/APAE and also the selection and analysis of some materials documented as important in the process of subjectification of people with disabilities what effects have the production of certain discourses of disability, in the processes of subjectification of persons with disabilities. It is important to say that the research followed a methodological approach based on Foucault studies. Thus, had the main analytical tool, according to the studies of Michel Foucault, subjectivity. Therefore, when thinking about the subject does not understand his existence from a point of origin or founder of a practice, but through practices that according to the times and spaces will produce subjects and, therefore, they are understood as effects of a constitution. To this end, we analyzed the material issues highlighted above with the purpose of identifying some discourses on disability, and how the ways of being poor were being produced over time and according to each space in which these individuals were present. That is, as the institutional discourses, produced at different times, producing effects were felt in its constitution. We emphasize that the analysis of materiality and the general context of research, it was of significant importance such questioning, so that each fragment and/or transcribed speech was possible to find the brands institutional commented that even in the opening lines, as what is thought, came to establish the many ways of being poor that here is not intended to define, but to discuss that if you could reflect on the subjective processes by which individuals with disabilities are. Finally, it is intended that the reading of this construction may make you think and rethink all who are interested in this area as well as make possible the sharing of ideas with professional vision and differentiated approaches. Essa pesquisa propôs-se a compreender, a partir de discursos profissionais vivenciados em uma instituição escolar - Associação de Pais e Amigos dos Excepcionais/APAE e também da seleção e análise de alguns materiais documentados considerados importantes no processo de subjetivação de pessoas com deficiência, que efeitos têm a produção de certos discursos acerca da deficiência, nos processos de subjetivação das pessoas com deficiência. Faz-se importante dizer que a pesquisa seguiu uma perspectiva metodológica baseada nos estudos foucaultianos. Sendo assim, teve como principal ferramenta analítica, de acordo com os estudos de Michel Foucault, a subjetivação. Portanto, quando se pensa em sujeito não se compreende sua existência a partir de um ponto de origem ou de uma prática fundadora, mas sim por meio de práticas que de acordo com os tempos e espaços vão produzindo sujeitos e, com isso, os mesmos são compreendidos como efeitos de uma constituição. Para tanto, analisou-se as materialidades acima destacadas com o propósito de identificar alguns discursos sobre a deficiência, bem como a forma como os modos de ser deficiente foram sendo produzidos ao longo do tempo e de acordo com cada espaço em que esses sujeitos estiveram presentes. Ou seja, como os discursos institucionais, produzidos em diferentes momentos, foram produzindo efeitos de sentido em sua constituição. Vale dizer que com a análise das materialidades e com o contexto geral da pesquisa, fez-se de significativa importância tal questionamento, de modo que em cada fragmento e/ou fala transcrita foi possível encontrar as marcas institucionais comentadas ainda nas linhas iniciais que, conforme o que se pensa, vieram a instituir os tantos modos de ser deficiente que aqui não se pretendeu definir, mas sim problematizar a fim de que se pudesse refletir sobre os processos de subjetivação pelos quais os sujeitos com deficiência passam. Por fim, pretende-se que a leitura dessa construção possa fazer pensar e repensar a todos os que se interessam por essa área, bem como fazer possível o compartilhamento de ideias com profissionais de visão e abordagens diferenciadas.

This work intends to go deep into the discussion about the Recognition Theory and its possible contributions to the teachers formation in Special Education. Considered the intense debate which is set before the inclusive current practices, we may think over the comprehension and self-comprehension of the difference recognition in the formation of these professionals. As from the demands of inclusion, some issues guide this theoretical research: among the many discourses about difference, what do we effectively understand by the recognition of the difference? Does the formation of Special Education teachers reduce the difference in their practices or enlarge it in such a way that it is not recognized for its segregation or excessive fragmentation? In the search of some possible answers to reflections which impose themselves, the present research has as its main objective, grounded on Axel Honneth s theoretical view, to collaborate providing a new and revised hermeneutical self-comprehension of the formation in the Special Education area in order to potentialize the self-comprehension of teaching before the demands of the social recognition in others. Within a bibliographic study, we try to metaphorically relate the history of Special Education to Procrustes and Theseu s myth. Thereby, we historically notice that, upon launching pedagogical directions to people who have special educational needs, Special Education fosters situations which are similar to Procrustes . A proof of it lies in the observable redundancy in the current policy of Inclusive Education arising from the criticism assigned to these practices. If before, Special Education shortened the difference to have room in particular spaces, nowadays, Inclusive Education expands the difference to fulfill the blanks which were previously denied. In wide lines, we can list different deficits of recognition in the process of its historical happenings; therefore, while performing a hermeneutical reading of the historical texts and current policies of Special Education/Inclusive Education, we define a route between the extreme poles in the understanding of the difference. In this sense, the Recognition Theory cooperates with the hermeneutical self-comprehension in the teachers formation in Special Education in order to open new horizons to that practice understanding. Este trabalho pretende aprofundar a discussão sobre a Teoria do Reconhecimento e suas possíveis contribuições para a formação de professores em Educação Especial. Visto o intenso debate que se coloca frente às atuais práticas inclusivas, refletimos sobre a compreensão e a autocompreensão do reconhecimento da diferença na formação desses profissionais. A partir das demandas da inclusão, algumas questões orientam esta pesquisa teórica: entre tantos discursos sobre a diferença, o que, efetivamente, entendemos por reconhecimento da diferença? A formação de professores de Educação Especial reduz a diferença em suas práticas ou a amplia de tal forma que não a reconhece pela sua segregação ou fragmentação excessiva? No propósito de encontrar algumas respostas possíveis às reflexões que se impõem, a presente pesquisa tem como objetivo central colaborar, a partir da teoria de Axel Honneth, com uma nova e revisada autocompreensão hermenêutica da formação na área de Educação Especial, a fim de potencializar a autocompreensão docente frente às exigências do reconhecimento social do outro. Com um estudo de cunho bibliográfico, buscamos relacionar, metaforicamente, a história da Educação Especial com o mito de Procrusto e Teseu. Desse modo, percebemos, historicamente, que, ao lançar direcionamentos pedagógicos às pessoas com necessidades educacionais especiais, a Educação Especial cria leitos semelhantes ao de Procrusto. Prova disso está na redundância observável na atual política de Educação Inclusiva advinda da crítica atribuída a essas práticas. Se antes a Educação Especial encurtava a diferença para caber em espaços específicos, hoje, a Educação Inclusiva alarga a diferença para preencher os espaços que lhe foram negados anteriormente. Em largos traços, podemos elencar diferentes déficits de reconhecimento no processo do seu acontecer histórico; logo, ao realizarmos uma leitura hermenêutica dos textos históricos e das políticas atuais da Educação Especial/Educação Inclusiva, depreendemos um percurso entre pólos opostos do entendimento da diferença. Nesse sentido, a Teoria do Reconhecimento colabora com a autocompreensão hermenêutica na formação de professores em Educação Especial, no sentido de abrir novos horizontes à compreensão dessa prática.

Coordenação de Aperfeiçoamento de Pessoal de Nível Superior In the present study, conducted at the Graduate Program in Education of the Federal University of Santa Maria, in the line of research called School Practice and Public Policy, is investigated the motion produced by the Institutional Program of Initiation to Teaching Scholarship (PIBID) in the Philosophy Graduation course of the Federal University of Santa Maria (UFSM). Thus, it sought to understand how such program became a producer device of discursive practices about teaching philosophy. For this, the investigative pathways were: present the context in which is inserted the PIBID-Philosophy, considered as device of teaching practices, by analyzing the documents governing the teaching of philosophy, especially those relating to the UFSM Philosophy Graduation course. In the second stage, it examines the way by which was given the program operation in relation to the PIBIDPhilosophy resolutions, specifically, with regard to the purposes and justifications for it. Finally, it identifies, describes and analyzes the speeches of the interviewed scholarship students, mapping the discursive and non-discursive practices that emerged from there, placing them in evidence with the theoretical discussions hosted under the title Philosophy of Difference , dialoguing, more specifically, with the authors Gilles Deleuze and Michel Foucault. Na presente pesquisa, realizada junto ao Programa de Pós-graduação em Educação da Universidade Federal de Santa Maria, na linha de pesquisa denominada Práticas Escolares e Políticas Públicas, investiga-se o movimento produzido pelo Programa Institucional de Bolsas de Iniciação à Docência (PIBID) no curso de Licenciatura em Filosofia da Universidade Federal de Santa Maria (UFSM). Assim, buscou-se compreender como o referido Programa se constituiu em dispositivo produtor de práticas discursivas acerca do ensino de Filosofia. Para tanto, os percursos investigativos foram: apresentar o contexto em que se insere o PIBIDFilosofia, considerado como dispositivo de práticas docentes, analisando os documentos que regulamentam o ensino de Filosofia, especialmente os referentes ao curso de Licenciatura em Filosofia/UFSM. No segundo momento, examina-se o modo pelo qual se deu o funcionamento do Programa em relação às determinações do PIBID-Filosofia, especificamente no que diz respeito aos objetivos e justificativas apresentadas pelo mesmo. Por fim, identifica-se, descreve-se e analisa-se os discursos dos bolsistas entrevistados, mapeando as práticas discursivas e não discursivas que daí emergiram, colocando-as em evidência com as conversações teóricas alojadas sob o título de Filosofia da Diferença, dialogando mais especificamente com os autores Gilles Deleuze e Michel Foucault.

This work was developed for a Postgraduate Program, PPGE / UFSM, in the research line 'Education and the Arts' and offered to discuss: How to think about education and constitution of the body from the difference and their subjectivities? What place and/or between-place this body occupies in school? How the differences of this body have interfere in its constitution? How to think the body involved in these educational processes and subjectivity? The biggest problem, released as the first and interlaced to the others (goals), directs this research that elapses in a post-structuralist perspective and uses, between the different frames, of the theory and Deleuzian philosophy of difference as an important support to think these problematizations. From this, it is proposed to consider the school body and the language producer body in the same manner that the pure thought to the similarities and potential of the body. Such propositions are organized from the stance taken by the methodology chosen, the ABR (Arts-Based Research). This, in turn, allows a written constructed by different possibilities (performatives, literary, musical, poetic and visual) and connect with them as a way to describe every sensation and / or (in) conclusion. Finally, the thoughtful questions throughout the work and anchored in the experiences of an collaborator (Vitor) intersect in a final moment of connections in order to rescue the most that was possible to construct and deconstruct from the proposed - Wich education we are talking about when we consider such thoughts? Este texto dissertativo foi desenvolvido no Programa de Pós-Graduação, PPGE/UFSM na Linha de Pesquisa Educação e Artes‟ e se propôs a discutir: De que forma pensar a educação e constituição do corpo a partir da diferença e de suas subjetividades? Que lugar e/ou entre-lugar este corpo ocupa na escola? De que maneira as diferenças deste corpo interferem na sua constituição? Como pensar o corpo implicado nestes processos educacionais e de subjetivação? O problema maior, lançado como primeiro e entrelaçado aos demais (objetivos), orienta esta pesquisa que decorre por uma perspectiva pós-estruturalista e utiliza-se, entre os diferentes referenciais, da teoria deleuziana e a filosofia da diferença como importante suporte para pensar tais problematizações. A partir deste referencial propõe-se pensar o corpo escola e o corpo produtor de linguagem, da mesma forma que a diferença pura tida como as semelhanças e potencialidades do corpo. Tais proposições organizam-se a partir da postura assumida pela metodologia escolhida, a IBA (Investigação Baseada nas Artes). Esta, por sua vez, permite uma escrita construída por distintas possibilidades (performativas, literárias, musicais, poéticas e visuais) e se encharca com as mesmas como uma maneira pessoal de descrever cada sensação e/ou (in) conclusão. Finalmente, as questões pensadas ao longo do trabalho e ancoradas nas experiências de um colaborador (Vitor) entrecruzam-se em um momento final, de amarrações, com o intuito maior de resgatar o que foi possível construir e desconstruir a partir do proposto De que educação estamos falando quando consideramos tais reflexões?

Through policies of school inclusion and Special Education, Specialized Education Services (ESA) established itself as being able to complement or supplement the training of the subjects with disabilities, pervasive developmental disorders and high ability / intellectual giftedness and therefore implicated in the production of forms of teaching in inclusive school. Thus, this Master of Education s dissertation aims to understand how, through ESA, is produced and managed the teacher s conduct working in multifunctional resource rooms. It is mapping the logical operations of this Special Education s service, and it is analyzing the relationship between ESA and the inclusive education practices in neoliberalism, questioning the teacher's governing in inclusive schools. In order to achieve this aim the materiality of research includes legal documents and textbooks related to the National Network of Continuing Education of Teachers in Special Education, as well as educational projects of the ESA courses that comprise the Program of Continued Formation of Teachers in Basic Education, developed by Universidade Federal de Santa Maria(UFSM) as distance education. From Foucault studies in Education, it was used the tool governmentality in questioning the effects of the current National Policy on Special Education in the Perspective of Inclusive Education in the organization and implementation of the ESA in inclusive schools, and specifically in the continued teacher s formation. Whereas the production of a teaching subjectivity for inclusive schools as a strategy of neoliberal political rationality that pervades materiality of this research; three analytical units were built as a way to question the tactics put into operation in this process, namely: teaching in the each game and all, teaching as wanting to modify and the teaching and solidarity practice. This theoreticalmethodological enterprise it is possible to understand that political rationality, through continuous training of teachers, ensures the development of processes of individualization and totalization in Special Education as a way to manage the risk of your audience and promote the consumption and the competition. Yet, to accomplish these processes by means of scientific truth, the ESA teaches to each teacher investing in yourself, in others for as entrepreneurs themselves, participate in joint practices. Then, the same political rationality, this serves as a reference for biopolitics, which promotes the entrepreneurial self-teaching, operates in the production of joint practices in inclusive schools to ensure the success of inclusive education. The ESA as a technology of teaching government in inclusive schools. Na contemporaneidade, através das políticas de inclusão escolar e da Educação Especial, o Atendimento Educacional Especializado (AEE) constituiu-se como capaz de complementar ou suplementar a formação dos sujeitos ditos com deficiência, com transtornos globais do desenvolvimento e com altas habilidades/superdotação e, por isso, implicado com a produção de formas de docência à escola inclusiva. Dessa maneira, esta dissertação de Mestrado em Educação visa compreender como, através do AEE, produzimos e gerenciamos as condutas docentes para atuarem nas salas de recursos multifuncionais. Trata-se, de modo específico, de mapear as lógicas e as operações desse serviço da Educação Especial na contemporaneidade; analisar as relações entre o AEE e a educação inclusiva nas práticas neoliberais; problematizar o governamento docente na escola inclusiva. Para tal, a materialidade de pesquisa contempla documentos legais e didáticos referentes à Rede Nacional de Formação Continuada de Professores na Educação Especial, bem como os projetos pedagógicos dos cursos do AEE que integram o Programa de Formação Continuada de Professores na Educação Básica, na modalidade a distância, desenvolvido pela Universidade Federal de Santa Maria (UFSM). A partir dos Estudos Foucaultianos em Educação, utilizou-se a ferramenta governamentalidade na problematização dos efeitos dessa atual Política Nacional de Educação Especial na Perspectiva da Educação Inclusiva na organização e implantação do AEE nas escolas inclusivas e, especificamente, na formação continuada de professores. Considerando a produção de uma subjetividade docente à escola inclusiva como uma estratégia da racionalidade política neoliberal que perpassa essa materialidade de pesquisa, três unidades analíticas foram construídas como forma de problematizar as táticas colocadas em operação nesse processo, a saber: a docência no jogo de cada um e de todos, a docência como querer modificar-se, a docência como prática solidária. Dessa empreitada teórico-metodológica, pode-se entender que essa racionalidade política, através da formação continuada de professores, garante o desenvolvimento dos processos de individualização e totalização na Educação Especial como forma de gerenciar o risco de seu públicoalvo e promover o consumo, a concorrência. Ainda, para efetivar esses processos por meio da verdade científica, o AEE ensina cada docente a investir em si mesmo, nos outros para, como empresários de si, participarem de práticas solidárias. Então, a mesma racionalidade política, esta que serve como referência para a biopolítica, que promove o empresariamento de si na docência, opera na produção de práticas solidárias na escola inclusiva a fim de garantir o sucesso da inclusão escolar. O AEE como uma tecnologia de governamento docente na escola inclusiva.

Coordenação de Aperfeiçoamento de Pessoal de Nível Superior This research has analyzed the processes of production of identities and subjectivities of the professional musician of Santa Maria, RS. It was done by questioning the discourses and the signification nets that are produced in and for the musical scene of Santa Maria. Inserted at the theorizations proposed by the Cultural Studies in Education, an investigation about this musical scene has been done, considering it as a pedagogical instance, which produces and rules behaviors, attitudes and ways of being a musician. Experiencing with a group of six professional musicians of the city, and also a set of documents which suggest the curricular directives of music courses, so as the pedagogicpolitical proposes of Federal University of Santa Maria and of REUNI governmental program, this task s objective was to understand the different ways by which the Santa Maria s musician individual is built, learning by working, learning inside the university and in so many other instances. The research itself was configured on the condition of possibilities for the emerging of three categories of analysis which served as basis for the analysis of this dissertation. The study tried to understand the symbolical productions between the discursive nets entitled as school of life and job market . A proposition of the task was to understand the circularity of these discourses, their strategies and negotiations on behalf of the musicians identity production. To guide this methodological path this investigation used an approach of ethnographical inspiration, which makes itself appropriate by allowing the researcher s professional condition to be legitimated as part of the explorations of the research, given that it was based on the Cultural Studies perspective. Esta pesquisa analisou os processos de produção de identidades e subjetividades do músico profissional santa-mariense, questionando os discursos e as redes de significação que são produzidos no e para o cenário musical da cidade de Santa Maria. Inserido nas teorizações propostas pelos Estudos Culturais em Educação, realizou-se uma investigação sobre o cenário musical santa-mariense, considerando-o como uma instância pedagógica, que produz e regula comportamentos, atitudes e modos de ser músico. Tendo como empiria um grupo de seis músicos profissionais da Cidade, e também um conjunto de documentos que sugerem as diretrizes curriculares dos cursos de música, assim como as Propostas Político Pedagógicas da Universidade Federal de Santa Maria e do REUNI, o objetivo deste trabalho foi entender as diferentes maneiras pelas quais se constitui o sujeito músico santa-mariense, que aprende trabalhando, aprende dentro da universidade e em tantas outras instâncias. A própria pesquisa configurou-se na condição de possibilidades para a emersão de três categorias de análise que serviram como base para as análises desta dissertação. O estudo buscou entender como se dão as produções de significados dentre as redes discursivas intituladas como a escola da vida , os discursos acadêmicos e o mercado de trabalho . Durante o trabalho, foi proposto entender a circularidade desses discursos, suas estratégias e negociações em prol da produção das identidades dos músicos. Para guiar a caminhada metodológica esta investigação utilizou uma abordagem de inspiração etnográfica, a qual se faz oportuna por permitir que a minha condição profissional fosse legitimada como parte das explorações de pesquisa, visto que ela foi baseada a partir da perspectiva dos Estudos Culturais.

This research aims to understand what is being produced on the accessibility for individuals with disabilities in higher education of Universidade Federal de Santa Maria UFSM, in the period 2007 to 2010, in the official documents submitted by federal prosecutors (MPF) to UFSM and what it was answered by that educational institution. Given this, it is proposed to qualitative research, being used content analysis as methodology. The official referrals were analyzed from three categories: legal developments, university environment and accessibility in relation to MPF and UFSM. The questions that guided this study sought to understand, basically, what these documents have on accessibility policy in the academic context, particularly the speech of each of the institutions (MPF and UFSM). To familiarize the reader in analyzing the results and discussion were elaborated three theoretical chapters, the first being: The Brazilian constitution and the processes of in-exclusion, with the lifting of the processes of inclusion and exclusion in the constitutions of Brazil, in collaboration with Alves; Barbosa, 2006; Cury, 2005; Duarte, 2004; Fávero, 2007; Marquezan, 2009; Mazzotta, 2005; Pinto, 1999; Pieczkowski, 2011; Santos, 2009; Teixeira, 2008; Veiga Neto, 2001, and others. The second chapter: Accessibility policy in the context of UFSM presents the institution context and its policy of accessibility, with the support of Castro, 2010; Cruz; Dias, 2009; Glat; Blanco, 2007; Guerreiro; Almeida, 2010; Moreira, 2006; Pereira, 2006; Sassaki, 2005; Watzlawick, 2009, and others, and finally, the chapter: The education and their protection by federal prosecutors that displays the MPF, its role as guarantor of the right to education and tools to enforce this guarantee, with Boaventura, 2005; Chizotti, 2005; Lima, 2007; Silveira, 2007; Oliveira, 1995; Tessmann; Sangoi, 2009, and others. The results indicate the production of the accessibility for the MPF, the architectural bias, based on the discourse of Law and UFSM, for carrying out communication actions, attitudes and pedagogic. Esta pesquisa visa a compreender o que está sendo produzido sobre acessibilidade para os sujeitos com deficiência na educação superior da Universidade Federal de Santa Maria - UFSM, no período de 2007 a 2010, nos documentos oficiais encaminhados pelo Ministério Público Federal à UFSM e o que foi respondido a este pela referida instituição educacional. Diante disto, propõe-se a pesquisa de cunho qualitativo, sendo utilizada como metodologia a análise de conteúdo. Os encaminhamentos oficiais foram analisados a partir de três categorias: desdobramentos jurídicos, acessibilidade no ambiente universitário e relação MPF e UFSM. Os questionamentos que nortearam este estudo buscaram compreender, basicamente, o que estes documentos produzem sobre acessibilidade no contexto acadêmico; particularmente, o discurso de cada uma das instituições (MPF e UFSM). Coordenação de Aperfeiçoamento de Pessoal de Nível Superior This research aims to discuss Deaf cultural productions from the media space You Tube, taking such context as a place of education, cultural demarcation, and for the constitution of identities. The culture, in the perspective which I take myself to conduct this work, is crossed by the discursive process and begins to be studied within its social complexity situated in an arena of conflicts generated by the search for meaning and, hence they are part of the games of the relations of power / knowledge. Inserted in these issues I direct it specifically to the virtual environment You Tube, where videos are posted for free access to internet users. The choice of this space to search the materiality of the research is related to the significant cultural content produced and released by deaf people. I seek, on the discourse of difference, to investigate the production strategies of deaf people nowadays, taking the videos here analyzed as output devices. Five videos inserted into two analytical categories were chosen, selected based on a cataloged spreadsheet that allowed a graphic display of the contents of cultural deaf, highlighting the humor and educational issues. Accordingly, the directions that follow in this research guiding the formation of these identities in the context of media and production of meanings is what keeps the deaf cultural difference. In the humoristic Field these meanings are put into circulation by producing representations that operate in contemporary logic, using comedy as a strategy to establish other deaf identities, not less cultural, but perhaps over other truths. In the educational field, these videos tighten the system of inclusive education, identifying such legal actions as a threat to deaf cultural constitution of subjects. These tensions still make sense in these times that the inclusion takes the stage of discussions in contemporary educational policy. Grounded in the field of Cultural Studies in Education, I take the methodological research projects from a posture of suspicion, avoiding immobilization and ready methods, giving malleable directions to the research. Esta pesquisa propõe discutir produções culturais surdas a partir do espaço midiático You Tube, tomando tal contexto como um lugar de ensino, de demarcação cultural e de constituição de identidades. A cultura, na perspectiva à qual me filio para desenvolver este trabalho, está atravessada pelo processo discursivo e começa a ser estudada dentro de sua complexidade social, situada em uma arena de conflitos gerados pela busca de significação, que, portanto, fazem parte dos jogos das relações de poder/saber. Inserida nessas questões, direciono-me especificamente ao ambiente virtual You Tube, onde são postados vídeos de livre acesso aos internautas. A escolha desse espaço para busca da materialidade da pesquisa está relacionada com o significativo conteúdo cultural produzido e divulgado por sujeitos surdos Busco, diante do discurso da diferença, investigar as estratégias de produção de sujeitos surdos na contemporaneidade, tomando os vídeos aqui analisados como dispositivos de produção. Foram escolhidos cinco vídeos inseridos em duas categorias analíticas, selecionadas com base em uma planilha catalogada que permitiu a visualização gráfica dos índices de produções culturais surdas, destacando os assuntos humor e educação. Nesse sentido, os direcionamentos que se seguem na pesquisa balizam a constituição dessas identidades no contexto midiático e a produção de significados que mantêm a diferença cultural surda. No campo humorístico, esses significados são colocados em circulação, produzindo representações que operam na lógica contemporânea, usando a comédia como estratégia para constituir outras identidades surdas, não menos culturais, mas talvez sobre outras verdades. No campo educacional, esses vídeos tensionam o sistema de ensino inclusivo, identificando ações legais como uma ameaça à constituição do sujeito cultural surdo. Esses tensionamentos ainda fazem sentido nestes tempos em que a inclusão toma o palco das discussões políticas educacionais na contemporaneidade. Fundamentada no campo dos Estudos Culturais em Educação, tomo os empreendimentos metodológicos da investigação a partir de uma postura de suspeita, evitando os engessamentos e métodos prontos e dando à pesquisa direcionamentos maleáveis.

This dissertation presents discursive practices that produce the Countryman Musical Subject, a type of subjectivity of gauchismo of Rio Grande do Sul, which circulates in the Student Nativist Song Branch, a music festival which has been gathering, since 2002, at Liberato Salzano Vieira da Cunha Public School, in Santana do Livramento-RS, hundreds of students from Basic Education up to universities from that city and neighboring towns. The work is an ethnographic study and is linked to the Line of Research and Education and Arts-LP4 and to the research group DEC-Difference, Education and Culture, of the Post-Graduation Program in Education of the Federal University of Santa Maria. The Branch is considered, in this study, as a cultural teaching instance, where subjects immersed in relations of powerknowledge, based on Nativist Gaucho culture. Taking into consideration the approach from the Cultural Studies in Education, which understands culture as a set of significant systems that generate knowledge and constitute subjectivities, it is analyzed the circulation of narratives that spell out the production of the Countryman Musical Subject, a kind of subjectivity aligned to the musical practices of nativist discourses, embedded in the overall production and consumption of cultural goods. In the text, there is a description of markers of gaucho culture that produce Countryman Musical Subject, and from the narratives of Music workshops as well as teachers and students of the organizing committee of the festival. It is analyzed the experience of production of subjectivities of students and teachers participating in Nativist Song Branch. Esta dissertação apresenta práticas discursivas que produzem o Sujeito Musical Campeiro, um tipo de subjetividade do gauchismo do Rio Grande do Sul que circula na Vertente da Canção Nativista Estudantil, festival de música que reúne, desde 2002, na Escola Estadual Liberato Salzano Vieira da Cunha, em Santana do Livramento-RS, centenas de estudantes das redes do Ensino Básico e Superior daquela cidade e de cidades vizinhas. O trabalho é um estudo de inspiração etnográfica e está vinculado à Linha de Pesquisa Educação e Artes- LP4 e ao grupo de pesquisa DEC- Diferença, Educação e Cultura, do Programa de Pós Graduação em Educação da Universidade Federal de Santa Maria. A Vertente é considerada, neste estudo, como uma instância cultural pedagógica, na qual são produzidos sujeitos imersos em relações de poder-saber, tendo como base a cultura Nativista Gaúcha. A partir da abordagem Estudos Culturais em Educação, em que a cultura é entendida como o conjunto de sistemas de significação que geram o conhecimento e constituem as subjetividades, analiso a circulação de narrativas que enunciam a produção do Sujeito Musical Campeiro, um tipo de subjetividade alinhada aos discursos das práticas musicais Nativistas, inseridas no movimento global de produção e consumo de bens culturais. No texto, há a descrição de marcadores da cultura gaúcha que produzem o Sujeito Musical Campeiro e, a partir das narrativas de Oficinas de Música e de alunos e professores da comissão organizadora do festival. Analiso a experiência da produção de subjetividades de alunos e professores que participam da Vertente da Canção Nativista Estudantil.

Coordenação de Aperfeiçoamento de Pessoal de Nível Superior This study aimed to investigate and discuss "High Abilities/Giftedness (HA/G) Theme" under Educational Inclusion aspects (EI), as well as its accessibility. To this end, other dialogues possibilities with these themes were attempted to carry out undertaking approaches to some tools found in Michel Foucault's studies. The production process of subject "with high ability/giftedness characteristics" was the primary input developed by the Research Group on Special Education - Social Inclusion (RGSE) in 2009 at some Municipal school in Santa Maria City/Rio Grande do Sul State. One focus group was used with four members of RGSE that developed the research in such school, in order to rescue the official discourse of the mentioned group focusing the school context. Furthermore, four narrative interviews types were used with five issues driving the dialogue with teachers of Early School Years who indicated students in the survey performed by RGSE in 2009, with school managers, with the teachers of Special Education, and with the teachers of these students today. With this research, it was possible to consider other perspectives on the production of subjects with "HA/G" facing the context of educational inclusion, particularly to discuss some established truths about this theme that is understood by Special Education. Moreover, it can be noted that the RGSE speech articulates a wide range of truths regimes in that School context. It can be seen through the found discursive networks that HA/G speeches about verbal exchanges of Educational Inclusion permeate antagonism, i.e., subjects who have "high ability/giftedness characteristics " are "visible" in the context of Early School Years and "invisible" in the context of school management and teachers of Final Years of elementary education. Therefore, HA/G theme on Special Education may constitute a subjected know and subjecting the schooling contexts with particular cultures, so there is resistance that enables the inclusion/exclusion of subject. In that context, accessibility is discursively stated under architectural prism and face to HA/G may permeate the invisibility principle. O presente estudo teve finalidade de investigar e problematizar a temática das Altas Habilidades/Superdotação (AH/SD) sob tramas discursivas da Inclusão Educacional (IE), como também da acessibilidade. Para tanto, buscou-se realizar outras possibilidades de diálogos com as referidas temáticas empreendendo aproximações a algumas ferramentas encontradas através dos estudos foucualtianos. Tendo como subsídio principal o processo de produção de sujeitos com características de altas habilidades/superdotação que fora desenvolvido pelo Grupo de Pesquisa em Educação Especial: Inteiração e Inclusão Social (GPESP) no ano de 2009 em uma escola da Rede Municipal de Santa Maria/RS, a Escola X. Nesse particular, para atender aos objetivos dessa investigação como procedimentos de produção de dados foi realizado um grupo focal com quatro integrantes do GPESP que desenvolveram a pesquisa na Escola X, de modo a resgatar o discurso oficial do referido grupo frente ao contexto escolar. Além do mais, utilizaram-se quatro tipos de entrevistas narrativas contendo cinco questões propulsoras do diálogo que foram realizadas com os professores dos Anos Iniciais os quais indicaram seus alunos na pesquisa realizada pelo GPESP em 2009; com gestores da escola, com a professora de Educação Especial e com os professores atuais desses alunos. Com a presente pesquisa foi possível considerar outros olhares acerca da produção de sujeitos com AH/SD frente ao contexto da inclusão educacional, sobretudo problematizar algumas verdades constituídas frente essa temática que é compreendida pela a Educação Especial. Além disso, pode-se destacar que o discurso provindo do GPESP faz articular um vasto conjunto de regimes de verdades no contexto da Escola X. Pode-se observar, através das redes discursivas encontradas, que os discursos das AH/SD frente às tramas discursivas da Inclusão Educacional perpassam antagonismos, ou seja, os sujeitos que possuem características de altas habilidades/superdotação são visíveis no contexto dos Anos Iniciais e invisíveis frente ao contexto da gestão escolar e aos professores de Anos Finais. Portanto, a temática das AH/SD diante da Educação Especial pode estar constituindo um saber sujeitado e estar sujeitando os contextos de escolarização que possuem culturas particulares, havendo assim resistências que viabilizam o dispositivo de in/exclusão. Nesse contexto a acessibilidade discursivamente está sendo enunciada sob prisma arquitetônico e frente às AH/SD pode estar perpassando princípio de invisibilidade.

Coordenação de Aperfeiçoamento de Pessoal de Nível Superior Inserted into the line of research in Special Education, this work aims at investigating the contribution of Alternative Corporal Practice classes to its learning and development of mentally disabled students. It was characterized by a multicase study of descriptive nature and qualitative approach, which included three students with mental disability, enrolled in regular classes in Elementary School, Municipal School from Santa Maria, RS, from September to December of 2011. The school chosen for this research belongs to the east region of Santa Maria, and the subjects of this research were selected according to the inclusion criteria: Agate, Topaz and Emerald. Two weekly interventions were realized with each student, besides one hour of observation in the classroom, with each subject from the research. The instruments used were: the identification sheet from each student, descriptive opinion made by the researcher in the end of each intervention, field journal which collected information from the observations in the Physical Education classes, talking to the students principal, teachers and parents, and descriptive opinion made by the student s teachers, carried out in the first and the last day of the interventions. The first impressions about the school and the context of the subjects made the researcher worried. How can we change this reality? Would it be possible to realize the study and observe some kind of cognitive and motor improvement? The results were divided into three subtitles: Learning and Development of a Mentally Disabled student from ACPs: elements that facilitate the acquisition of higher psychological functions ; Contributions to Corporal Image and to communicative aspects from the study s subjects ; Acquisition of higher psychological functions of the mentally disabled student: possibilities from the Social-Interaction theory of Levy S. Vygotsky . Although this work has some new topics, with few studies and insights, it is a study that reinforces this new paradigm within the school context, which reveals that is possible to make progress in this field, being one more possibility in the universe of a mentally disabled student. The ACPs can be differential tools to promote inclusion and integration of MD students in the classroom and in the society. The development and learning of these students depends on the deep connection between student and teacher, goals and tasks, language and signs, school and community. O estudo foi inserido na linha de pesquisa em Educação Especial teve por objetivo investigar a contribuição de aulas com as Práticas Corporais Alternativas à aprendizagem e ao desenvolvimento de alunos com deficiência mental. O mesmo caracterizou-se por uma pesquisa de multicasos de natureza descritiva e de abordagem qualitativa,o qual contou com três alunos com deficiência mental, matriculados em classes regulares do Ensino Fundamental, de uma escola da rede municipal de Santa Maria, RS, no período de setembro a dezembro de 2011. A escola escolhida pertence à região leste de Santa Maria, RS, no qual foram sorteados, conforme os critérios de inclusão, os sujeitos da pesquisa: Àgata, Topázio e Esmeralda. Foram realizadas duas intervenções semanais por aluno, além de uma hora de observação em sala de aula, com cada sujeito da pesquisa. Como instrumentos foram utilizados: ficha de identificação do aluno, pareceres descritivos feitos pela pesquisadora ao final de cada intervenção, diário de campo que coletou informações das observações nas aulas de Educação Física, conversas com diretores, professores e pais dos alunos e parecer descritivo dos professores desses alunos feitos no primeiro e último dia das intervenções. As primeiras impressões sobre a escola e o contexto dos sujeitos deste estudo deixaram a pesquisadora preocupada. Como modificar essa realidade? Seria possível, realizar o estudo e observar algum tipo de melhora cognitiva e motora? Os resultados foram divididos em três grandes subtítulos Aprendizagem e desenvolvimento do aluno com deficiência mental a partir das PCAs: elementos facilitadores da aquisição das funções psicológicas superiores ; Contribuições à imagem corporal e aos aspectos comunicativos dos sujeitos estudados ; Aquisição de funções psicológicas superiores do aluno com Deficiência Mental: possibilidades a partir da teoria sócio-interacionista de Levy S. Vygotsky . Embora seja um trabalho novo, sem muitos estudos e aprofundamentos, este trabalho é mais um estudo que reforça este novo paradigma dentro do contexto escolar, no qual revela que é possível obter avanços e ser mais uma possibilidade no universo do aluno com Deficiência Mental. As PCAs podem ser ferramentas diferenciais de promoção da inclusão e da inserção dos alunos com DM na sala de aula e também na sociedade. O desenvolvimento e a aprendizagem destes depende da estreita ligação entre professor e aluno, metas e tarefas, linguagem e signos, escola e comunidade.

Coordenação de Aperfeiçoamento de Pessoal de Nível Superior The question about the possibility of the spread of philosophical activity in school - a typical institution of our society that bears the responsibility to convey the ways of thought that exist in our culture - constitutes an important aspect in the recent history of (re) inclusion of the discipline of philosophy in high school in Brazil. It is under such a paradigm that has emerged this research proposal, belonging to the Research Line 2: School Practice and Public Policy, of the Postgraduate Program in Education of the Federal University of Santa Maria. His goal was to investigate the discourses that permeate the school, the philosophy class and subjectteachers of philosophy, and that, somehow, produce an apparent separation between the teaching of philosophy and philosophizing. The materiality of this research are documents of public policies on education and the discipline of philosophy, the documents of the schools and / or institutions of higher education, philosophical and academic texts (who hold forth on education, teaching philosophy, activity of philosophizing), but fundamentally, the words of teachers of philosophy. It is assumed therefore that the subject represented by the teacher is likely of the intersection of various discourses constitute the knowledge on philosophy and education, contemporaneously. The reading of both documents as the speeches - from semistructured interviews - was in the exercise of an archaeogenealogic discourse analysis, as the postulates developed by Michel Foucault. In this sense, the project introduces and develops concepts such as speech, utterance, archeology, genealogy, and subject of discourse. Therefore, as a result of this investigation, we highlight certain conceptions of philosophy, philosophizing and teaching of philosophy crossed by referring, as: teaching / research, history of philosophy, classic text, critique, dialogue, think / thought,practice, and so. The pedagogical practices indicated by these units of discourse present tensions. These concepts are created by philosophy itself, and therefore denote paradoxes related to the philosophy and teaching of philosophy. They refer to the Kantian sentence Philosophy is not taught. It is taught to philosophize. Finally, the study turns to an analysis of strategies of power and governmentality made in school in order to understand the relationship between teacher discourse and its institutional and political constraints. There is consonance between teaching practices and certain disciplinary and control concepts. A questão sobre a possibilidade da atividade filosófica na escola uma instituição típica de nossa sociedade que carrega a responsabilidade de transmitir as formas de pensamento existentes em nossa cultura constitui importante aspecto na recente história da (re) inclusão da disciplina de filosofia no ensino médio brasileiro. É sob tal paradigma que foi desenvolvida essa pesquisa, pertencente à Linha de Pesquisa 2: Políticas Públicas e Práticas Escolares, do Programa de Pós-Graduação em Educação da Universidade Federal de Santa Maria. Seu objetivo foi investigar os discursos que perpassam a escola, a aula de filosofia e os sujeitos-professores de filosofia e que, de alguma forma, produzem uma aparente separação entre o ensino da filosofia e o filosofar. As materialidades utilizadas na investigação foram os documentos das políticas públicas sobre educação e sobre a disciplina de filosofia, os documentos das escolas e/ou das instituições de formação superior, os textos filosóficos e acadêmicos (que dissertam sobre educação, ensino de filosofia, atividade do filosofar), mas prioritariamente, as falas de professores de filosofia. Supõe-se, pois, que o sujeito representado pelo professor é passível do entrecruzamento dos mais diversos discursos a constituírem os saberes sobre filosofia e ensino, contemporaneamente. A leitura tanto dos documentos como das falas provenientes de entrevistas individuais semi-estruturadas consistiu no exercício de uma análise discursiva arquegenealógica, conforme os postulados desenvolvidos por Michel Foucault. Neste sentido, a presente dissertação apresenta e desenvolve conceitos tais como discurso, enunciado, arqueologia, genealogia, sujeito do discurso. Por conseguinte, como resultados desta investigação, destacam-se determinadas concepções de filosofia, filosofar e de ensino de filosofia atravessadas por referentes, como: ensinar X pesquisar, história da filosofia, texto clássico, crítica, diálogo, pensar/pensamento, prática, etc. Estes referentes apresentam, por si mesmos, tensões no que confere às práticas pedagógicas a que remetem. Não obstante, são conceitos produzidos no seio da própria filosofia e carregam, por isso, tensões também relativas à constituição deste saber. Eles denotam alguns paradoxos da filosofia e do ensino de filosofia e remetem à máxima kantiana Não se ensina filosofia. Ensina-se a filosofar . Por fim, a pesquisa volta-se a uma análise das estratégias de poder e governamentalidade efetuadas na escola a fim de compreender as relações entre o discurso docente e suas condicionantes institucionais e políticas. Neste sentido, encontram-se consonâncias entre as práticas docentes e determinados conceitos disciplinares e de controle.

Coordenação de Aperfeiçoamento de Pessoal de Nível Superior This research aims to analyze the meanings produced by deaf subjects over a rural community in the municipality of Agudo - RS. The research interest is focused on cultural crossings which appear in this space, considering the deaf subject in their political, cultural and linguistic differences. The rural school is also understood as a production space of deaf subjects, questioning the education of these people in political and cultural aspects. In this order, it raises questions about the circulation of discourses produced, nowadays, about language, culture and identity of deaf subjects. We start from the understanding of culture from the perspective of Cultural Studies, considering that the exercise of power / knowledge within this discursive arena produces meanings about things, also instituting modes of being and acting in a particular context, i.e., in the struggle for meaning, relations of power move down on the mat by producing discursive truths about the subject. It is this theoretical understanding of meaning production, this research questions the cultural crossings of deaf subjects in rural environment, as well as the constitution of what is to be deaf in that space. Thus, we discuss how these processes of signification and production are invented. The theoretical affiliation, which we aim to subsidize this study, provides a different view of the methodological dimensions and, therefore, allows us to deconstruct some metanarratives. In that sense, this work does not follow ready methods, structured in models to be applied in the investigative process. We understand that each researcher creates her/ his own analytical devices giving a flexible character, but no less committed to the research. We undertook the concepts here discussed as tools, which operate methodologically in developing this work. Esta pesquisa propõe analisar os significados produzidos sobre os sujeitos surdos por uma comunidade rural localizada no município de Agudo- RS. Direciona-se o interesse de pesquisa aos atravessamentos culturais que se manifestam nesse espaço, considerando o sujeito surdo em sua diferença política, cultural e linguística. Entende-se a escola rural também como um espaço de produção de sujeitos surdos, problematizando a educação dessas pessoas sob aspectos políticos e culturais. Nessa ordem, levantam-se questões acerca da circulação de discursos produzidos, na atualidade, sobre a língua, a cultura e a identidade de sujeitos surdos. Partimos do entendimento de cultura sob a perspectiva dos Estudos Culturais, considerando que o exercício do poder/saber dentro dessa arena discursiva produz significados sobre as coisas, instituindo também modos de ser e agir em determinado contexto, ou seja, na disputa pela significação, as relações de poder movimentam-se na esteira discursiva produzindo verdades sobre os sujeitos. É sobre esse entendimento teórico, de produção de significados, que essa pesquisa problematiza os atravessamentos culturais dos sujeitos surdos no cenário rural, bem como a constituição do que é ser surdo nesse espaço. Desse modo, discute-se como esses processos de significação e produção são inventados. A filiação teórica a qual nos direcionamos, para subsidiar esse estudo, conferem um outro olhar sobre as dimensões metodológicas e, com isso, permite desconstruir algumas metanarrativas. Nesse sentido, esse trabalho não segue métodos prontos, estruturados em modelos a serem aplicados no processo investigativo. Entendemos que cada pesquisador cria os seus próprios artifícios analíticos dando um caráter flexível, porém não menos comprometido à pesquisa. Empreendemos os conceitos, aqui, discutidos como ferramentas, as quais operam metodologicamente no desenvolvimento desse trabalho.

This work has considered the centrality of language in order to understand how the processes of conceptualization of the term deaf culture have been constituted, as this concept has acquired a status of truth and reality that has become increasingly stronger in the academic environment. The text presents a kind of research that problematizes utterances that constitute a discursive web about deaf culture. The focus is on analyzing how deaf culture has been narrated and thought by the deaf themselves and how it has been constituted as a concept, thus acquiring a real meaning and having a fundamental role in the constitution of the deaf subject, despite acting as a closed, universal concept. The subjected knowledges of the deaf community, as a way of enunciation of this cultural discourse, have triggered the analysis. Under this blend of truths that have been socially authorized by the deaf, deaf culture has become a conceptual imperative, thus inviting us to perceive those enunciations, as well as reflect and act on them. This concept has become a device that triggers discursive practices related to deafness. This work aims at perceiving the imperative of deaf culture at the conceptual level and seeks to genealogically understand the emergence of such a theme, the truths that have supported it and the discursive strategies involved in this process. Este trabalho toma a centralidade da linguagem para compreender como se constituem os processos da conceituação do termo cultura surda , uma vez que este vem tomando status de verdade e realidade cada vez mais forte no universo acadêmico. O presente estudo apresenta uma forma de pesquisa que problematiza os enunciados que constituem uma trama discursiva acerca da cultura surda. O foco foi analisar como a cultura surda vem sendo narrada e pensada pelos próprios surdos e como vem se constituindo como um conceito, tomando significado real e tendo um papel fundamental na constituição do sujeito surdo. Nesse sentido, a cultura surda vem atuando como um conceito fechado e universal. O que instiga o olhar analítico são os saberes sujeitados da comunidade surda como forma de enunciação desse discurso cultural. Sobre esse amálgama de verdades socialmente autorizadas pelos surdos, a cultura surda vem se tornando um imperativo conceitual, convidando-nos a perceber essas enunciações, bem como a pensar e agir sobre elas. Essa conceituação torna-se um dispositivo que coloca em funcionamento práticas discursivas no que tange à surdez. O trabalho objetiva perceber o imperativo da cultura surda no plano conceitual e busca genealogicamente entender a emergência do tema, as verdades que o sustentam e as estratégias discursivas envolvidas nesse processo.

The visibility achieved by deaf school, from the renitence of discourses that take deafness as a linguistic, cultural difference, has generated a scenario of permanent convergence between deaf school and community. This occurs due to the fact that the deaf community has found in the school space a trench that enables community articulations. Then, there are new possibilities of investigating practices delimitated by the symbolic space emerging from the intersection between school and community. This research attempts to understand the production of the pedagogical deaf subject in the convergence between the community and school spaces. In order to do that, the context of three cities in Rio Grande do Sul has been investigated: Caxias do Sul, Porto Alegre and Santa Maria, through discussions with deaf students and teachers participating in the deaf school and also acting as community leaders. Post-structuralist studies have provided the theoretical support for the analysis. The development of this study has allowed for a general perspective of the deaf community s moves from their cultural capital and the way it catalyzes possibilities of resistance. The deaf school, taken with great positivity, has been constituted as a privileged space of constitution of specific ways of being deaf. The community has been inserted into the school aiming at recursively investing in the formation of a political profile of the deaf who are subject to pedagogization in that school, with the purpose of guaranteeing the maintenance of the very community. A visibilidade adquirida pela escola de surdos, com a renitência de discursos que tomam a surdez como diferença linguística e cultural, gera um cenário de permanente convergência entre comunidade e escola de surdos. Isso ocorre em razão de a comunidade surda ter encontrado no espaço da escola uma trincheira que possibilita as articulações comunitárias. Daí, abrem-se possibilidades de investigar práticas delimitadas pelo espaço simbólico emergente, considerando-se a intersecção entre escola e comunidade. Esta pesquisa busca entender como se dá a produção do sujeito pedagógico surdo na convergência entre os espaços comunitário e escolar. Para isso, investigou-se o contexto de três cidades do Rio Grande do Sul Caxias do Sul, Porto Alegre e Santa Maria , através de discussões com alunos e professores surdos partícipes da escola e também líderes da comunidade. Para realizar o empreendimento de análise da materialidade obtida, buscou-se sustentação teórica nos estudos de vertente pós-estruturalista. O desenvolvimento deste estudo possibilitou traçar um panorama no qual a comunidade surda se articula a partir do seu capital cultural e catalisa possibilidades de resistência. Já a escola de surdos, tomada com grande positividade, constitui-se como um espaço privilegiado de constituição de modos específicos de ser surdo. A partir disso, tem-se que a comunidade se insere na escola de surdos com o propósito de investir recursivamente na formação de um perfil político no surdo pedagogizado nessa escola, com vistas a assegurar a manutenção da própria comunidade.

This work proposes an approach with studies of post-structuralist side, seeking to launch other looks for questions considered naturalized in the social and cultural field on the relationship between female/maternal care and family. Thinking it was possible to establish a dialogue between gender and education, although maintaining the differences that constitute these two cultural universes, this paper aims problematize the discourses about motherhood and the crossing of the production of the female role in the family, especially with regard to the care of children with deficiency. The locus of the research was the Design of Stimulator Essential NEPES and the materiality of the study was tied to the analysis of fragments of discourse articulated by the project participants - the group of women caregivers - about their roles in the face of mothering children with deficiency and for interns of the Undergraduate Program in Special Education - Full Degree, University Federal of Santa Maria, who treated the children of the project. Seeking to make use of portions of the thought of Michel Foucault, especially about the relationship between knowledge and power and governance of conduct, it is clear the intention to understand how the discursive practices put into operation by experts in special education is a strategy government conducts female/maternal for the care of children with deficiency. From the materiality of the study was possible to see how the discourses have historically produced an immanent rationality care for female/maternal, especially in the deficiency field, and characterize a set of discourses connected to an expertise that, underpinned by an apparatus pedagogical knowledge, knowledge that articulates the governance strategies of mothers/caretakers special, thus portraying the political legitimacy of the authority of the expert. Este trabalho que ora se apresenta propõe uma aproximação com estudos de vertente pós-estruturalista, buscando lançar outros olhares a questões consideradas naturalizadas no campo social e cultural a respeito das relações entre cuidado feminino/materno e família. Pensando ser possível estabelecer um diálogo entre gênero e educação, embora mantendo as diferenças que constituem esses dois universos culturais, este trabalho propõe problematizar os discursos sobre a maternidade e o atravessamento destes na produção do papel feminino na família, especialmente no que diz respeito ao cuidado de crianças com deficiência. O lócus da pesquisa foi o Projeto de Estimulação Essencial do NEPES e a materialidade do estudo esteve atrelada à análise dos fragmentos de falas articulados pelas participantes do projeto - mulheres do grupo de cuidadoras - acerca de seus papeis diante da maternagem de crianças com deficiência e pelas estagiárias do Curso de Graduação em Educação Especial Licenciatura Plena, da Universidade Federal de Santa Maria, que atenderam as crianças do projeto. Buscando fazer uso de parcelas do pensamento de Michel Foucault, principalmente acerca das relações de saber e poder e do governamento das condutas, evidencia-se a intenção de compreender de que forma as práticas discursivas colocadas em funcionamento pelos especialistas da educação especial se constituem em estratégias de governo das condutas femininas/maternas para o cuidado de crianças com deficiência. A partir da materialidade do estudo foi possível perceber como os discursos vêm, historicamente, produzindo uma racionalidade imanente para os cuidados femininos/maternos, especialmente no campo da deficiência, bem como caracterizar um conjunto de discursos ligado a uma expertise que, apoiada num aparato de saber pedagógico, articula esse saber às estratégias de governamento das mães/cuidadoras especiais, retratando assim a legitimação política da autoridade do especialista.

The present dissertation aims at problematizing the discourses of inclusion policies and their effects of truth on the production of families of disabled people. Such analytical task has been developed considering the materiality of official documents produced by the Ministry of Education together with the Secretary of Special Education. Its focus of analysis has been the publications Time of family in an inclusive society (BRASIL, 2006) and Inclusive education: the family (BRASIL, 2004). Considering studies in the post-structuralist perspective on education as well as some contributions of Foucauldian thoughts, I have analyzed the discourses of inclusion policies in an attempt to understand how families of disabled people have been narrated and produced by those discourses and how inclusion has been positioned as necessary to these families. In a strategic return to Modernity, I have been able to understand the emergence of discourses that, from my point of view, have created the possibility conditions for the current constitution of inclusion policies, as well as the place of the family of disabled people in this scenery. On analyzing the discursive recurrences about inclusion, I have attempted to show that inclusion policies are a more effective form of surveillance that invests on the population of disabled subjects, triggering different mechanisms that seek to manage the risk of that population being excluded. This has allowed for the comprehension that, in the contemporary context, inclusion policies are an imperative, a metanarrative, legitimated by different fields of knowledge. Thus, inclusion policies are constituted as an economy to the State, which on investing on disabled people trigger different strategies; among them are the families of these subjects, who are produced as both a target and an agent of inclusion policies. Busco, na presente dissertação, problematizar os discursos das políticas de inclusão e seus efeitos de verdade na produção das famílias de pessoas com deficiência. Tal empreendimento analítico foi desenvolvido tendo como materialidade os documentos oficiais produzidos pelo Ministério da Educação em parceria com a Secretaria de Educação Especial, constituindo como foco de análise as publicações A hora e a vez da família em uma sociedade inclusiva (BRASIL, 2006) e Educação Inclusiva: a família (BRASIL, 2004). Tomando como referencial estudos de vertente pós-estruturalista em educação e algumas contribuições do pensamento foucaultiano, analisei os discursos das políticas de inclusão, buscando entender como as famílias de pessoas com deficiência vêm sendo narradas e produzidas por esses discursos e de que forma a inclusão tem sido posicionada como necessária a essas famílias. Ao empreender um retorno estratégico à Modernidade, pude compreender a emergência dos discursos que, no meu entender, criaram as condições de possibilidade para a constituição de políticas de inclusão na atualidade, bem como o lugar da família de pessoas com deficiência nessa conjuntura. Posteriormente, ao analisar as recorrências discursivas acerca da inclusão, busquei mostrar que as políticas de inclusão são uma forma de vigilância mais eficaz que passa a investir sobre a população dos sujeitos deficientes, colocando em funcionamento diferentes mecanismos que buscam gerenciar o risco de essa população encontrar-se excluída. Isso tornou possível compreender que, no contexto contemporâneo, as políticas de inclusão se constituem como um imperativo, uma metanarrativa, legitimada por diferentes campos de saber. Desse modo, verificou-se que as políticas de inclusão se constituem como uma economia para o Estado e que, ao investirem sobre as pessoas com deficiência, acionam diferentes estratégias, entre elas, as famílias desses sujeitos, que são fabricadas como alvo e também agente das políticas de inclusão.

This paper is about a genealogy of a young crack user in the city of Santa Maria, Rio Grande do Sul. In this way the notions are thought with universal pretentions which affect the young user of crack. It aims at movement production in discussions about this issue, giving emphasis to problematizing perspectives generated from educational field. This theme choice has come to since composition taken as professional experience of the researcher as the manager of Mental Health Politics of Santa Maria, and discussions and also approaches done to the Moral Affection Group Research, linked to the Post Graduation in Education Program at the Federal University of Santa Maria (UFSM), focused on violence theme and conflicts related to education. This investigation is based on genealogical perspective, grounding in Michel Foucault thoughts. The materials used were documents relative to an adolescent situation involved with the crack drug, this young L., collected in the Regional Judge of Infant and Adolescent of Santa Maria, to the health service in the city which attend users of crack, as well as news on a local newspaper which followed up his situation. As its way of genealogical analysis, these materials, along with other productions about the theme, were taken as Foucault suggests, as dispersal, a way of reducing the effects of hierarchy of research sources and their speeches. For that, they are considerated drugs and the hegemonic status of forbidden politics to that associated from legal-police and medical-psychiatrist axes. It is questioned about potency of practices to be constituted from education field as an exclusive way of putting in action a politics/pedagogy based on aspects besides prohibition. Thus, this research was upon the problematizing views of practices from hegemonic knowledge which act producing the notion of young user of crack, and it has made possible the creation of places for education rising as its autonomous field to this knowledge. Trata-se de uma genealogia do jovem usuário de crack na cidade de Santa Maria, RS. Neste sentido são problematizadas as noções com pretensões universalizantes que afetam o jovem que usa o crack. Busca-se, ainda, produzir movimentos nas discussões sobre o assunto, dando ênfase às problematizações geradas a partir do campo educacional. A escolha pelo tema se deu a partir da composição realizada entre experiências profissionais do pesquisador como gestor da Política de Saúde Mental de Santa Maria, e as discussões e abordagens realizadas no Grupo de Pesquisa Afetos Morais, vinculado ao Programa de Pós Graduação em Educação da Universidade Federal de Santa Maria (UFSM), voltado ao tema da violência e conflitos em relação à educação. Essa investigação é baseada na perspectiva genealógica, embasada nas elaborações de Michel Foucault. Os materiais utilizados foram documentos relativos à situação de um adolescente envolvido com a droga crack, o jovem L., coletados junto ao Juizado Regional da Infância e Juventude de Santa Maria, aos serviços de saúde do município que atendem usuários de crack, bem como reportagens de um jornal de circulação local que acompanhou sua situação. Como forma de análise genealógica, estes materiais, juntamente com outras produções sobre o tema, foram abordados conforme sugere Foucault, como uma dispersão, de modo a reduzir os efeitos de hierarquização das fontes de pesquisa e seus discursos. Para tanto, são considerados as drogas e o status hegemônico da política proibicionista a elas associadas a partir dos eixos jurídico-polícial e médico-psiquiátrico. Pergunta-se pelas potências de práticas a serem constituídas a partir do campo da educação como modo de exclusivamente por em ação uma política/pedagogia baseada em aspectos para além da proibição. Assim, essa pesquisa problematizou as práticas advindas dos saberes hegemônicos que atuam produzindo a noção de jovem usuário de crack, e possibilitou a criação de espaços para que a educação emergisse como campo autônomo a esses saberes.

In this manner, how much bigger the capacity of the resume in make itself flexible, greater the capacity to be large in scope of its governance. Being thus, the resume in such a way answers to the liquefaction and transitoriness of the world after-modern, it produces how much it. In view of strategical the inclusive movement as imperative in the current context, the delineation of the deafness in the register of the diversity can be glimpsed as category submit of normalization. Thus, one invests on the deaf citizen-pupils biopoliticos mechanisms of regulation that place in practical prophylactic and preventive measures for containment of possible risks represented for the exclusion, discrimination, intolerance, amongst other situations. Finally, without intending to solve any tenseness of the education or the resume, I bring glances that lead to think about possibilities o escape in the regulation meshes, pointing with respect to the communion of diad to be able/freedom. A seguinte dissertação, Dispositivo curricular de controle: gerenciamento do risco e governamento da surdez no cenário educacional , conecta-se ao campo de estudos do currículo, em aproximação com uma abordagem pós-estruturalista. Nos enlaces investigativos deste trabalho, procurou-se pontuar as possibilidades referentes à captura e invenção da surdez no âmbito curricular, tomadas principalmente a partir dos estudos de Michel Foucault. Para tais construções, elegeu-se como corpus de análise os Parâmetros Curriculares Nacionais: adaptações curriculares, que, ao comporem uma conjuntura discursiva junto a outros documentos, têm viabilizado o governamento da surdez no terreno educacional contemporâneo. Dentre as ferramentas conceituais que alinhavaram esta dissertação, destaco o governamento e a biopolítica, as quais permitiram a descrição e análise do currículo como um dispositivo que tem operado na gestão e regulação do grupo surdo, produzido como grupo de risco. É possível verificar os processos de normalização colocados em funcionamento pela engrenagem da inclusão, em que a surdez é traduzida pelo viés da pluralidade cultural. Argumento que, para atender a princípios de governo neoliberais, se delineiam estratégias de maleabilidade no sentido de manter a funcionalidade curricular e viabilizar a regulação na sociedade de controle. Desse modo, quanto maior a capacidade do currículo em flexibilizar-se, maior a abrangência de seu governamento. Sendo assim, o currículo tanto responde à liquefação e transitoriedade do mundo pós-moderno, quanto o produz. Tendo em vista o movimento inclusivo como imperativo estratégico no contexto atual, pode-se vislumbrar o delineamento da surdez no registro da diversidade como categoria passível de normalização. Assim, sobre os sujeitos alunos surdos, investem-se mecanismos biopolíticos de regulação que colocam em prática medidas profiláticas e preventivas para contenção de possíveis riscos representados pela exclusão, discriminação, intolerância, dentre outras situações. Por fim, sem pretender resolver quaisquer tensionamentos da educação ou do currículo, trago relances que levem a pensar em possibilidades de escape nas malhas de regulação, apontando para o agonismo da díade poder/liberdade.

Coordenação de Aperfeiçoamento de Pessoal de Nível Superior This study has aimed at problematizing the discourses of teacher education in/of diversity policies and their effects on the constitution and governing of teachers of deaf students. A set of analysis tools extracted from Foucauldian Education Studies has been used, mainly those that are close to post-structuralist researches, as well as some contributions of Zigmunt Bauman. The material of analysis has been the policy of education of teachers of deaf students in the inclusion context, particularly Material de Formação Docente do Projeto Educar na Diversidade (BRASIL, 2005), the volume Saberes e Práticas da inclusão desenvolvendo competências para o atendimento às necessidades educacionais de alunos surdos (BRASIL, 2006a), and Educação Infantil: Saberes e Práticas da Inclusão Dificuldades de Comunicação e Sinalização: Surdez (6) (BRASIL, 2006b). By explaining the movement of teacher education in the diversity logic as a teacher governmentality device, this investigation has aimed at contributing to the understanding of how the neoliberal rationality has crossed this project, constituting teachers of deaf students within a technology that operates both the governing of others and self-governing, having tolerance and polyvalence as two of their main articulations. Both the triggering of techniques of prescription and the characterization of deaf students as exotic (activated by the incorporation of polyvalence into expertise in teachers work) have been considered, aligned with practices of teachers sensitization and engagement (invested by the moral regime of tolerance), in a sort of risk prevention policy: the risk of teachers facing deaf students in their classes and not knowing how to act, how to teach them, how to approach them. It has been possible to trace an analogy to Bauman s claims that tourists are post-modernity heroes. Besides, a sort of touristic regime in teachers education for inclusion has been noticed. Being a tourist-teacher, in this sense, is to be errant, mutable, an entrepreneur of their own conduct in trips throughout territories that were previously unknown by the diversity subjects. Hence, this research has aimed at problematizing political maneuvers involved in teachers education for diversity, in the sense of producing and governing teachers of deaf students that are interesting to the neoliberal machine: flexible, polyvalent, committed, self-managed, and tolerant. Este estudo se propôs a problematizar os discursos da formação docente nas/das políticas de diversidade e seus efeitos na constituição e governamento dos professores de surdos. Para tanto, utilizou-se um conjunto de ferramentas de análise extraídas do campo dos Estudos Foucaultianos em Educação, principalmente aquelas que estão próximas das pesquisas de tendência pós-estruturalista, bem como algumas contribuições do pensamento de Zigmunt Bauman. Tomou-se como materialidade a política de formação de professores de surdos no contexto da inclusão, mais especificamente, o Material de Formação Docente do Projeto Educar na Diversidade (BRASIL, 2005), o volume Saberes e Práticas da inclusão: desenvolvendo competências para o atendimento às necessidades educacionais de alunos surdos (BRASIL, 2006a) e a publicação Educação Infantil: Saberes e Práticas da Inclusão Dificuldades de Comunicação e Sinalização: Surdez (6) (BRASIL, 2006b). Ao explicar o movimento da formação docente na lógica da diversidade como dispositivo de governamentalidade do professor, esta investigação pretendeu contribuir para o entendimento de como a racionalidade neoliberal cruza esse projeto, constituindo o docente de surdos no interior de uma tecnologia que opera o governamento dos outros e o autogovernamento, tendo na tolerância e na polivalência duas das suas principais dobradiças. Para tanto, verificou-se o acionamento de técnicas de prescrição e exotização do estudante surdo (acionadas pela incorporação da polivalência à expertise na atuação do professor), alinhadas a práticas de sensibilização e engajamento docente (investidas pelo regime moral da tolerância), numa espécie de política de contenção do risco: o risco de os docentes depararem-se com alunos surdos em suas aulas e não saberem como proceder, como educá-los, como se dirigir a eles. Tudo isso posto, foi possível traçar uma analogia com o pensamento de Bauman, que posiciona os turistas como os heróis da pós-modernidade. Também na formação docente para a inclusão, é possível notar uma espécie de regime turístico. Ser um professor turista, nessa tônica, é ser errante, mutável, empresário da própria conduta nas viagens pelos territórios antes desconhecidos dos sujeitos da diversidade. Assim, esta pesquisa pretendeu problematizar as manobras políticas implicadas na formação docente para a diversidade, no sentido de fabricar e governar o professor de surdos interessante à engrenagem neoliberal: flexível, polivalente, engajado, autogerenciado e tolerante.

This work has as objective problematizes e cultural representations produced on the deaf teachers inserted in the Higher education. This study brings as theoretical scaffolds the productions of Cultural Studies and Deaf Studies in Education, to think the production of the deaf teachers' identities as a strategy of the inclusion politics. To articulate the subjects that involve the identity of the Deaf Teachers and the Higher education as study problem has his/her emergency in the current politics returned for the inclusive education. Among the main actions of these politics they stand out: the creation of laws, courses of specific degrees for teachers' formation in the area Pounds (Letras/Libras), recruiting of Interpreters of Sign Language for the attendance of those educational ones in formation or professionals in the spaces of performance. Before this scenery, different representations have been produced concerning the deaf teacher's presence in the higher education. Those representations are constituted in a materiality narrated starting from the speeches of the listener students, of the listener teachers and of the own deaf teachers. In the perspective in study, the representations are understood as discursive effect produced by the language, in other words, the language simultaneously can be a representation process, as well as of constitution of the subjects. In that sense, he/she become important to notice that "things" start to have significance when they are attributed them certain meanings. Therefore, the representations produced on and for the deaf teachers they designate the spaces that they occupy in the speech of the inclusion politics and, in the specific case, in the higher education institutions. Finally, this work search to do the analysis about power of the speeches in the constitution in ways of thinking of the modernity that you/they institute the reality concerning the deaf teachers in the Higher education. Este trabalho tem como objetivo problematizar as representações culturais produzidas sobre os professores surdos inseridos no Ensino Superior. O estudo traz como andaimes teóricos as produções dos Estudos Culturais e Estudos Surdos em Educação, para pensar a produção das identidades dos professores surdos como uma estratégia das políticas de inclusão. Articular as questões que envolvem a identidade dos Professores Surdos e o Ensino Superior como problemática de estudo tem sua emergência nas atuais políticas voltadas para a educação inclusiva. Entre as principais ações destas políticas, destacam-se: a criação de leis, cursos de licenciaturas específicas para formação de professores na área Libras (Letras/Libras), contratação de Intérpretes de Língua de Sinais para o acompanhamento desses docentes em formação ou profissionais nos espaços de atuação. Diante deste cenário, diferentes representações vem sendo produzidas acerca da presença do professor surdo no ensino superior. Essas representações se constituem em uma materialidade narradas a partir dos discursos dos alunos ouvintes, dos professores ouvintes e dos próprios professores surdos. Na perspectiva em estudo, as representações são entendidas como efeito discursivo produzido pela linguagem, ou seja, a língua pode simultaneamente ser um processo de representação, como também de constituição dos sujeitos. Nesse sentido, tornase importante perceber que as coisas passam a ter uma significação quando lhes são atribuídos determinados significados. Portanto, as representações produzidas sobre e pelos professores surdos designam os espaços que eles ocupam no discurso das políticas de inclusão e, no caso específico, nas instituições de ensino superior. Em fim, este trabalho procura fazer a análise sobre o poder dos discursos na constituição das formas de pensar da modernidade que instituem a realidade acerca dos professores surdos no Ensino Superior.

Coordenação de Aperfeiçoamento de Pessoal de Nível Superior This study is linked to Line Search Special Education Course of Master Program of Postgraduate Education at the Federal University of Santa Maria - UFSM that arose from the interest generated during the training in special education and participation in projects. Thus, the question that guided this research was how the process of identifying students with characteristics of High Abilities/Giftedness happens within the school / deaf community and the purposes for which the same? Accordingly, the overall objective was to discuss the effects that the process of identifying students with characteristics of High Abilities/Giftedness will produce within the school for deaf. The specific objectives were: a) organize and implement strategies for identifying students with High Abilities/Giftedness that take into account the experiences, language and expression of the deaf, b) discuss the process of identifying students with characteristics of High Abilities/Giftedness in the deaf community, examined the effects for the same c) to examine the perceptions of those involved in research on the students with High Abilities/Giftedness and the identification process. This research followed a qualitative approach, the type of case study therefore used as a base school, in the case, a school for deaf. The methodology was organized to achieve the process of identifying students with High Abilities/Giftedness school for deaf, involving the support of deaf people to adapt a list of items for observation in the classroom (GUENTHER, 2000), as well as the participation of teachers and students of the school, in other stages of the process. All steps were carried out on a journal in the field, leading to further appreciation of them. For data analysis, was performed a categorization, with appropriate highlighting of some aspects that are highlighted, among them, the deaf students identified with characteristics of High Abilities/Giftedness show features, attributes that can be evidenced in the school, taking into account the specificities of their language, culture, etc. and they can be observed at different times. It is important to emphasize that the identification process that allows these students to think about curriculum strategies to meet this demand, nurture opportunities for differentiated learning. Moreover, the educational context is surrounded by a larger network of relationships, which determine time and space in modernity. O presente estudo está vinculado à Linha de Pesquisa Educação Especial do Curso de Mestrado do Programa de Pós-graduação em Educação da Universidade Federal de Santa Maria UFSM que surgiu a partir do interesse despertado durante a formação na área da Educação Especial e da participação em projetos. Dessa forma, a questão que guiou esta pesquisa foi como o processo de identificação de alunos com características de altas habilidades/superdotação acontece dentro da escola/comunidade surda e quais os efeitos para a mesma? Nesta perspectiva, o objetivo geral foi problematizar os efeitos que o processo de identificação de alunos com características de altas habilidades/superdotação vai produzir no espaço da escola de surdos. Os objetivos específicos foram: a) Organizar e implementar estratégias para a identificação de alunos com altas habilidades/superdotação que levem em consideração as vivências, a língua e a expressão dos surdos; b) Problematizar o processo de identificação de alunos com características de altas habilidades/superdotação nesta comunidade surda, averiguando os efeitos para a mesma; c) Analisar as percepções dos envolvidos na pesquisa quanto aos alunos com altas habilidades/superdotação e ao processo de identificação. Esta pesquisa seguiu uma abordagem qualitativa, do tipo estudo de caso, pois utilizou como base uma instituição escolar, no caso, uma escola de surdos. A metodologia foi organizada tendo em vista a realização do processo de identificação de alunos com altas habilidades/superdotação na escola de surdos, envolvendo o apoio de colaboradores surdos para adaptação de uma Lista de Itens para observação em sala de aula (GUENTHER, 2000), assim como a participação de professores e alunos da escola, nas demais etapas do processo. Todas as fases realizadas foram descritas em um diário de campo, que permitiu uma posterior apreciação dos mesmos. Para a análise dos dados, foi realizada uma categorização, sendo oportuno o destaque de alguns aspectos que se salientaram, entre eles, que os alunos surdos identificados com características de altas habilidades/superdotação demonstram traços, atributos que podem ser evidenciados no contexto da escola, levando em consideração as especificidades da sua língua, cultura, etc. e que estes podem ser observados em diferentes momentos. É importante destacar que o processo de identificação destes alunos possibilita que se possa pensar em estratégias curriculares para atender a esta demanda, oportunizando possibilidades de aprendizagens diferenciadas. Além disso, o contexto educacional está envolto por uma rede maior de relações, que determinam tempos e espaços na modernidade.

The present research has been developed in the Line of Education and Arts/PPGE and had the purpose of constructing a possibility of educative practice for the teaching of Visual Arts with the thematic of reading of images relative to the Pilgrimage of Medianeira that were analyzed from Franz theoretical focus (2003) and the Cultural Studies by applying Costa (2003), Giroux (1995), Hall (1997), Silva (1995) and Veiga-Neto (2000). We have analyzed the narratives existent in the reading of the images of the Celebration of Nossa Senhora Medianeira and in the visual workmanships that compose the market aspects of the procession, besides problematizing the aspects of the local religious culture in the basic formation of professors. The research has a qualitative approach through a case study accomplished with academics of the course of Degree in Visual Arts of the Federal University of Santa Maria. The instruments applied as means of data collection were the participant observation, the documental analysis, the interview, the field diary and the portfolio. As a result of the investigation, points of view amongst the subjects were noticed, in the cultural background analysis of the image, which differentiate in depth and criticism when one starts from a point of view crystallized by the religious discourse and the other allows a more critical connotation, going beyond a mere superficial reading. Thus, we see the importance of the construction of the glance in the Visual Arts professors formation on a cultural product - as a procession - inserted within the approach of the cultural studies, since it problematize the context of the power relations present in the image, possibly exerting influence on its critical understanding. Esta pesquisa foi desenvolvida na Linha de Educação e Artes/PPGE e objetivou a construção de uma possibilidade de prática educativa para o ensino de Artes Visuais tendo como temática a leitura de imagens referentes à Romaria da Medianeira analisados a partir da perspectiva das Artes Visuais, utilizando Franz (2003) e Hernández (2000) e dos Estudos Culturais com Costa (2003), Giroux (1995), Hall (1997), Silva (1995), Veiga-Neto (2000). Analisou-se as narrativas presentes na leitura de imagem da festa de Nossa Senhora Medianeira e nos artefatos visuais que compõem os aspectos mercadológicos da procissão e problematizou-se os aspectos da cultura religiosa local na formação inicial de professores. A abordagem da pesquisa é qualitativa, através de um estudo de caso realizado com acadêmicos do curso de Licenciatura em Artes Visuais, da Universidade Federal de Santa Maria/RS. Foram utilizados a observação participante, a análise documental, a entrevista, o diário de campo e o portfólio como instrumentos de coleta de dados. Como resultado da investigação, notou-se, na análise de cunho cultural da imagem, os modos de ver entre os sujeitos que se diferenciam em profundidade e criticidade, quando um parte de um ponto de vista cristalizado pelo discurso religioso e quando outro se permite olhar de um ponto de vista mais crítico, indo além de uma mera leitura superficial. Nesse sentido, vê-se a importância da construção do olhar na formação de professores de Artes Visuais sobre um produto cultural como uma procissão inserida na abordagem dos Estudos Culturais, visto que problematiza o contexto e as relações de poder contidas na imagem, influenciando possivelmente sobre a compreensão crítica da mesma.

The interest was dedicated to the observation of how deaf and non-deaf teachers are narrating specific etymologic notions that were produced during deaf people s education history and the way these notions were built, constituting what Pedagogy of Difference is today. This research did not aim at a historical retrospective of the Pedagogy of Difference invention, but at problematizing how this notion produces (or not) ways of resistance in deaf people schools curriculum. To carry out this analytical approach, tools related to post-structuralism and post-critical theories, and in the area of curriculum theorization were used. In order to get deaf and non-deaf teachers discourses, it was searched discourses that circulate in the deaf school place, to understand how this pedagogy was invented as a new truth or a novelty , new(age) in deaf people education. After analyzing the discursive recurrences, two discursive groups were established: one referring to deaf people schools and another one related to the difference. Nowadays it is known that public politics cover the notion of difference to accomplish curriculums thought for people who are in Special Education discourses, and deaf students follow this normative. Analyzing curriculum threshold shows power relations, mainly when it is deaf people schools curriculum. As culture comes together with this school dispositive, such relation is also seen in deaf people schools, where the deaf culture is built and rebuilt and the curriculum is constantly reinvented. It means that we also are questioned and signified by it when fabricating it. Therefore, when dealing with Pedagogy of Difference , it is perceived that it is a methodological invention, that is, a curricular change, more worried with spatial structure than a discursive change. The concept of genealogy used by Michael Foucault makes possible to discuss the productive of Pedagogy of Difference and to whom and to what power/knowledge systems it is linked to. The Pedagogy of Difference genealogical study allows thinking about the possibility of happening, in Foucault s sense, throughout deaf people education history, about the necessity of creating a deaf people school as a fusion among resistance and identity movements. From these mechanisms that the deaf community resists to colonizing and normalizing processes and for a place where they can experience their difference in order to new generations pass for other movements , not for a language or learning proper places, but other fights, other movements, other resistances. The difference is irreducible, but pedagogy is not. In a movement where both are together, the difference is caught, trapped and transformed in pedagogy by the curricular discourse. O interesse voltou-se para observar como professores surdos e ouvintes estão narrando certas noções etimológicas que foram produzidas ao longo da história da educação de surdos, e como essas noções foram engendrando-se, constituindo-se no que hoje se convencionou chamar Pedagogia da Diferença . Esta pesquisa não se ocupou de fazer uma retrospectiva histórica da invenção do termo Pedagogia da Diferença , mas problematizar como esta noção vem produzindo (ou não) espaços de resistência dentro dos currículos das escolas de surdos. Para a realização deste empreendimento analítico utilizou-se um conjunto de ferramentas que estão próximas a uma perspectiva pós-estruturalista e no campo das teorizações do currículo. Para capturar as recorrências discursivas dos professores surdos e ouvintes entrevistados buscou-se, por meio de suas narrativas, discursos que circulam no meio escolar surdo para entender de que forma esta Pedagogia foi inventada como uma nova verdade , ou porque não dizer, uma novidade , nova(idade) na educação de surdos. Após analisar as recorrências discursivas percebeu-se o estabelecimento de dois grupos discursivos: um referindo-se ao currículo da escola de surdos e o outro em relação à diferença. Sabe-se hoje que as políticas públicas vêm abarcando a noção de diferença para dar conta dos currículos pensados para os sujeitos que se encontram nos discursos da Educação Especial, e os alunos surdos não fogem a essa normativa. Percorrer os limiares do currículo, principalmente do currículo das escolas de surdos, traz atreladas as relações de poder. Como a cultura vem colada a esse dispositivo escolar, tais relações também são vislumbradas na escola de surdos, onde a cultura surda é construída e reconstruída e o currículo é permanentemente reinventado. Isso significa que, ao fabricarmos esse currículo, também somos interpelados e significados por ele. Portanto, percebe-se que, quando se trata de Pedagogia da Diferença , fala-se de mais uma invenção metodológica, ou seja, de uma mudança curricular, mais preocupada com a estrutura espacial, do que de uma mudança discursiva. O conceito de genealogia utilizada por Michael Foucault, possibilitou discutir a produtividade da Pedagogia da Diferença , a quem e a que sistemas de poder/saber está ligada. O estudo genealógico da Pedagogia da Diferença permitiu-nos pensar sobre a possibilidade do acontecimento, no sentido foucaultiano, ao longo da história da educação de surdos, sobre a necessidade pela criação da escola de surdos como a uma fusão entre os movimentos de resistência e de identidade surda. É a partir desses mecanismos que a comunidade surda luta e resiste aos processos de colonização e normalização e por um espaço no qual possa experienciar sua diferença, a fim de que as próximas gerações passem por outros movimentos, não mais em luta por uma língua ou por espaço próprio de aprendizagem, mas que sejam outras lutas, outros movimentos, outras resistências. A diferença é irredutível, mas a pedagogia não. No momento em que ambas se fundem, a diferença é capturada, aprisionada e pedagogizada pelo discurso curricular.

The present dissertation, Evaluation as a pedagogical device: discursive captures signified in the context of deaf education , aims at focusing on evaluation issues in the field of deaf education. In this sense, there has been an attempt to problematize some discursive regularities in narratives produced by deaf teachers that are daily involved in pedagogical practices in deaf schools, i.e. discourses that work as strategies to both discipline and regulate the conduct of deaf students and teachers. From an analysis of relationships between power, knowledge and truth, this work has attempted to understand the strategic productivity organized and established in a current discourse - that of evaluation in the deaf education context - which leads us to see and say particular forms, taken as natural and true, of an object that does not transcend history, rather, that both establishes itself and is fabricated in it. In order to do so, a set of tools extracted from the field of Cultural Studies in Education have been used, mainly those that are closer to a post-structuralist perspective; among them, are Foucauldian notions of power, normalization and discourse. This work has also approached evaluation in the school as a historical, cultural invention that, in turn, also invents others, denominated deaf subjects. Evaluation has been problematized through the perspective of discipline, and discussed as a practice that operates by means of power mechanisms and disciplinary strategies to produce the student subject. This research has thought about evaluation from the experiences of deaf difference, drawing attention to the problematization of the so-called Pedagogy of Difference, as Pedagogy is a knowledge/power field that paralyzes, captures, names difference. As it is impossible to think about evaluation within a perspective that is incompatible with differences, it has been here signified through what might be called experiences of difference , also considering knowledge/power relations that impregnate those practices in the art of evaluating . A presente dissertação, A avaliação como dispositivo pedagógico: capturas discursivas significadas no contexto da educação de surdos , pretende focalizar as questões da avaliação no campo da educação de surdos. Nesse sentido, procurou-se problematizar algumas regularidades discursivas produzidas pelas narrativas de professores surdos envolvidos em práticas pedagógicas no cotidiano de escolas de surdos, ou seja, discursos que funcionam como estratégias de disciplinamento e regulação das condutas de alunos e professores surdos. O investimento deste trabalho é, a partir de uma análise das relações entre poder, saber e verdade, entender a produtividade estratégica organizada e estabelecida de um discurso atual, no caso, o da avaliação no contexto da educação de surdos, que nos leva a ver e dizer formas particulares, tornadas como naturais e verdadeiras, sobre um objeto que não transcende a história, e sim que nela se estabelece e é fabricado. Para esse empreendimento, utilizou-se um conjunto de ferramentas extraídas do campo dos Estudos Culturais em Educação, principalmente aquelas que estão próximas de uma perspectiva pós-estruturalista; entre elas, as noções foucaultianas de poder, normalização e discurso. O trabalho procurou contemplar a avaliação no contexto da escola como uma invenção histórico-cultural que, por sua vez, também inventa esses outros chamados sujeitos surdos. Problematizou-se a avaliação pelo viés do disciplinamento, discutindo-a como uma prática que opera através de mecanismos de poder e estratégias disciplinares para produzir o sujeito aluno. O trabalho também se propôs a pensar a avaliação a partir das experiências da diferença surda, atentando para a problematização da chamada Pedagogia da Diferença, na medida em que a Pedagogia é um campo de saber/poder que engessa, captura, nomeia a diferença. Diante da impossibilidade de se pensar a avaliação dentro de uma perspectiva que é incompatível com as diferenças, trata-se de significá-la pelo viés do que se pode chamar de experiências da diferença , sem deixar de considerar as relações de saber/poder que impregnam essas práticas na arte de avaliar .

This research aimed at understanding and interpreting the context of liberty privation as a knowledge and representations former of three teachers who work in the inserted school at CASE/SM (Social-Educative Attendance Center of Santa Maria), one of the attendance unit of FASE/RS (Social-Educative Attendance Foundation of Rio Grande do Sul), with the purpose of contributing to the knowledge production for teachers formation. Methodologically, this study presents ways searched that help in the analyzed data collection. It presents an ethnographic character since the author also works in that school as a teacher besides being the researcher. To interpret this study results, it was used the Philosophical Hermeneutics. As well as, life histories of the teachers called Subjects-Collaborators were used. They were analyzed in double perspective: of investigation and also formation. The main mean to collect data was a semi-structured interview. In relation to the results, the knowledge that was produced from this ethos required from the teachers an interpretation that, while aesthetics experience, was able to produce ethic-affective knowledge by utilizing it as an essential pedagogical technology to induce adolescents to participate in the activities proposed in class. The representations in relation to FASE point to education as a watched right, that, from the disciplinary ruling imposed to the adolescents private from liberty, is a biopolitical technology, correlated to the objective of reducing personal and social risks present in these students lives besides protecting the population that is threatened by them. The CASE, with its rules, permanent vigilance, makes difficulty the practice of some pedagogical innovations that the three teachers try to develop there. Considering what was analyzed, the teachers who want to work at confining systems will need to understand that each one its students is able to learn, however, each one at their times and in different ways. It is why it is so important a teacher could work only with few students in a classroom. In order to that become effective as a social practice in education, the teachers will need to develop o sensitive glance to each one of their students. In relation to the representations the teachers have about their pedagogical work in the adolescents re-socialization, after the extinction of the socio-educative measure, what become prominent is presented as an instituted possibility since they can not say about a work that will happen out of the institution. Therefore, it possible to affirm that FASE is an institution that works on the subjective side of people and also as a former of teaching work. Esta pesquisa teve por objetivo compreender e interpretar o contexto da privação de liberdade como formador de saberes e representações de três professoras que atuam na escola inserida no CASE/SM (Centro de Atendimento Sócio-Educativo de Santa Maria), uma das unidades de atendimento da FASE/RS (Fundação de Atendimento Sócio-Educativo do Rio Grande do Sul), com o propósito de contribuir na produção de conhecimentos para a formação de professores. Metodologicamente, este estudo apresenta caminhos percorridos que auxiliaram na coleta dos dados analisados. Possui um cunho etnográfico, pois, além de pesquisadora, também atuo nessa escola como uma de suas professoras. Para a interpretação dos dados da pesquisa, utilizei a Hermenêutica Filosófica. Também fiz uso das histórias de vida das três professoras Sujeitos-Colaboradoras, que foram tomadas em uma dupla perspectiva: de investigação e formação. O principal instrumento utilizado para coleta de dados foi a entrevista semi-estruturada. Quanto aos resultados, os saberes que foram produzidos a partir desse ethos exigiram dessas professoras uma interpretação que, enquanto experiência estética, foi capaz de produzir um saber ético-afetivo, utilizado como tecnologia pedagógica essencial para induzir os adolescentes a participarem das atividades propostas em sala de aula. As representações acerca da FASE apontam a educação como direito vigiado, que, a partir do regramento disciplinar imposto aos adolescentes privados de liberdade, é uma tecnologia biopolítica, acionada com o objetivo de reduzir os riscos pessoais e sociais presentes na vida desses alunos e proteger a população que se vê ameaçada por eles. O CASE, com suas regras, sua vigilância constante, dificulta a prática de algumas inovações pedagógicas que as três professoras tentam desenvolver. Pelo que foi analisado, os professores que desejarem atuar no sistema de internação necessitarão compreender que cada um dos seus alunos é capaz de aprender, porém, cada um a seu tempo e por um caminho provavelmente diferente. Aí se encontra a importância do professor poder desenvolver o seu trabalho atendendo poucos alunos em sala de aula. E para que isso se efetive como prática profissional na educação, seus professores precisarão desenvolver um olhar sensível para cada um dos seus alunos. Sobre as representações que elas possuem acerca do seu trabalho pedagógico na re-socialização do adolescente, após a extinção da medida sócio-educativa, o que se sobressaiu apresenta-se enquanto possibilidade instituínte, pois não podem dizer do resultado de um trabalho que se dará fora da instituição. Portanto, é possível afirmar que a FASE se coloca como instituição que atua como subjetivadora e formadora do trabalho docente.

Coordenação de Aperfeiçoamento de Pessoal de Nível Superior This study which is inserted in the line of research in the course of Special Education Master's in Education, Federal University of Santa Maria, had the objective to seek understanding how the theories of the education evaluation assessment were historically constructed, starting from the bibliographic references from the area in a study of character bibliographic covering the period of 1930 until 2008. It is assumed that to treat the issue of educational evaluation must enter first of all, in a historical study that makes possible to understand how education assessment theories were constructed, because this is still a theme that there is a lot to be discussed and it had few changes in their characteristics related to structure. Therefore, the study about the education assessment is considered relevant concerning the paradigm of the inclusion points out the acceptance of the differences, emphasizing the students' permanence with special education needs, preferentially, in the regular teaching. Once such an issue influences directly in the inclusion process, would become, besides, the largest barriers of the inclusion. The research done in this research enabled noted that the evaluation is itself a reflection of society, economics and politics and, therefore, needs to be examined historically. It was observed that this practice has undergone many changes since its introduction in schools, even with so many speeches that emphasized the enhancement of reflection, of criticism, dialogue, assuming continues to be a procedure traditional, authoritarian and selective. Este estudo que está inserido na linha de pesquisa em Educação Especial do curso de Mestrado em Educação, da Universidade Federal de Santa Maria, teve o objetivo de buscar entender como se construíram historicamente as teorias da avaliação educacional, a partir dos referenciais bibliográficos da área num estudo de caráter bibliográfico que abarca o período de 1930 até 2008. Pressupõe-se que, para tratamos da questão da avaliação educacional devemos adentrar, primeiramente, em um estudo histórico que possibilite compreender como se construíram as teorias da avaliação educacional, visto que este ainda é um tema muito debatido e que pouco tem mudado nas suas características estruturantes. Assim, tendo em vista que o paradigma da inclusão salienta a aceitação das diferenças, enfatizando a permanência dos alunos com necessidades educacionais especiais, preferencialmente, no ensino regular, considera-se relevante o estudo sobre a avaliação educacional, uma vez que esta influencia diretamente no processo de inclusão, podendo vir a se constituir, inclusive, numa das maiores barreiras da inclusão. A investigação realizada nesta pesquisa possibilitou constatar que a avaliação constitui-se num reflexo da sociedade, da economia e da política e, por isso mesmo, precisa ser analisada historicamente. Observou-se que esta prática não sofreu muitas alterações desde sua introdução nas escolas, mesmo com tantos discursos que enfatizaram a valorização da reflexão, da crítica, do diálogo, continua assumindo-se como um procedimento tradicional, autoritário e seletivo.

This text talks about a family invited to face their family album. To do that, it was considered this time, in which families relation nets are (re) configured and established in another manner. In this way, due to the complexity of this theme, this album was considered as a liquid family album. These facts are pointed in order to cause curiosity about a family album and then reflect about it as a reason for other senses and knowledge as well as a dispositive of conversation in investigations related to education. From this perspective, it was done some inferences about a liquid family album that has among its images/senses/characters a subject with mental disability. This is because the main objective of this study consists in asking about the liquid family configuration and also about the place and non-place of the subject who has the mark mental disability in this relation net. With this investigation, it is proposed the (de) construction of the mark mental disability based on the configuration of the liquid family and the studies about this liquid time (ephemeral, volatile, in bitter (de) construction of concepts, marks, values, tendencies ), described by some scholars, specially by Zygmunt Bauman. Thus, it was talked about something that has been produced, that is product and produces contemporary time. Este texto disserta a respeito de uma família convidada a um enfrentamento com o seu álbum de família. Para isso, levou-se em consideração este tempo, em que as redes de relações familiares (re) configuram-se e se estabelecem de outra maneira. Sendo assim, devido à complexidade dessa temática, considerou-se esse álbum como sendo um álbum de família líquida. Esses elementos são considerados a fim de curiosear um álbum de família, e, assim, problematizá-lo como disparador de sentidos outros e de conhecimento, bem como um dispositivo de conversação na investigação em educação. A partir dessa perspectiva, fizeram-se algumas inferências acerca de um álbum de família líquida que tem, dentre as/os suas/seus imagens/sentidos/personagens, um sujeito que carrega a marca deficiência mental. Isso porque, o propósito deste estudo consiste em se perguntar sobre a configuração de família líquida e o lugar ou não-lugar do sujeito que carrega a marca deficiência mental nesta rede de relações. Com esta investigação, propõe-se a (des) construção da marca deficiência mental, tendo em vista a configuração de família líquida e os estudos sobre este tempo líquido (efêmero, volátil, em crônica (des) construção de conceitos, marcas, valores, tendências...), descrito por alguns teóricos, especialmente por Zygmunt Bauman. Desse modo, dissertou-se acerca de algo que está sendo produzido, é produto e produz a contemporaneidade.

Coordenação de Aperfeiçoamento de Pessoal de Nível Superior The current dissertation, Governing families: production of the student problem in school speech, is included in the study field which aims to disnaturalize the relations established between family and school social, historical and cultural constitutions that are used as strategies of the population s management. Based on the school speeches, coming mainly from the Register Book of SOE (Educational Orientation Service), the research points out some strategies performed at school, in order to control, to rule, to govern, to discipline and, to regulate the behavior of students and their families. Such analytical use was constituted from the perspective of Cultural Studies, with a Post-structural branch. The main conceptual tools adopted are the Foucalt s notions of discipline and govern power as well as the rule notion, employed by Edwald (1993). I showed, by means of the analysis of these speeches that the school utilizes the disciplinary instruments hierarchic surveillance, normalizing sanction and exams to govern and to discipline the behavior of its students and their family members. From this strategy, the school ends up producing problematic students, who have become the majority of those students. Another strategy noticed in the school speeches was the one of a risk management. It works from the detection of a risk factor and the actions taken to prevent and/or to manage the possible risks like school evasion, failure and poor school performance. Experts who act not only inside but also outside the school are involved in this process. They provide a scientific guarantee, identifying the risk factors and dealing with them. From the identification of these strategies performed in school, it was possible to perceive a to and fro movement with the family. It is called to school to manage the risk but it is also the target f this risk management. Thus, the family is ruled by the school, too. The speeches still show that this movement happens towards the order. The research proposes some discussions about this relation between the family and the school in our contemporary times. From these considerations it is possible to realize that the surveillance does not only occur for the student but also makes the family a constant object of surveillance. Therefore, the family is included in an increasing discursive net, that scans and fractionates the family relations and make of these space the local (locus) of exams and diagnosis of a conduct which are connected with the production of a supposed student s lack of function. A presente Dissertação, Governamento das famílias: a produção do aluno problema no discurso escolar, insere-se no campo de estudos que pretendem desnaturalizar as relações estabelecidas entre a escola e a família - constituições sociais, históricas e culturais - que servem como estratégias de gestão da população. Com base nos discursos que circulam na escola, provindos principalmente do Livro de Registros do SOE, a pesquisa aponta para as estratégias operacionalizadas na escola, no sentido de controlar, normalizar, governamentar, disciplinar e regular as condutas dos alunos e de suas famílias. Tal empreendimento analítico foi constituído a partir da perspectiva dos Estudos Culturais, de vertente Pós-Estruturalista. As principais ferramentas conceituais adotadas são as noções foucaultianas de poder disciplinar e governamento, bem como a noção de norma, empregada por Ewald (1993). Mostrei por meio da análise desses discursos que a escola utiliza os instrumentos disciplinares vigilância hierárquica, sanção normalizadora e exame para governamentar e disciplinar a conduta dos alunos e seus familiares. A partir dessa estratégia, a escola acaba produzindo alunos problema , que são cada vez em maior número. Outra estratégia percebida nos discursos que circulam na escola foi a do gerenciamento do risco. Ela funciona a partir da detecção de um fator de risco. Disso decorrem ações que visam a prevenção e/ou o gerenciamento dos possíveis riscos evasão, reprovação, fracasso escolar. Nesse processo, estão envolvidos experts, que atuam tanto dentro quanto fora da escola. Eles dão uma caução científica, identificando fatores de risco, bem como tratando tais fatores. A partir da identificação dessas estratégias operacionalizadas pela escola, foi possível perceber um movimento de mão dupla com a família. Ela é chamada à escola para gerenciar o risco, mas também é alvo desse gerenciamento. Desse modo, a família também é governada pela escola. Os discursos mostram ainda que esse movimento se dá na busca da ordem. A pesquisa propõe também algumas problematizações sobre esta relação entre a família e a escola na contemporaneidade. A partir dessas considerações, é possível perceber que a vigilância não se remete somente ao aluno, mas busca, também, tornar a família um objeto constante do olhar. Ocorre assim a inscrição da família em uma crescente rede discursiva que esquadrinha e retalha as relações familiares. Nesse sentido, esses espaços tornam-se o locus de exames e diagnósticos de condutas que estariam implicadas na produção de uma suposta disfuncionalidade do comportamento do aluno.

The present research inserts itself in the Research Line of Special Education of the Course of Mastership of the Program of Post-Graduation in Education of the Federal University of Santa Maria UFSM. The interest of doing this research came from the moment that a female student with gifted and talented features was led to the project PIT team to proceed a pedagogical evaluation. This evaluation had the aim of verifying if this student could achieve the pedagogical conditions to enter in the first grade of the elementary school precociously. After the conclusion of the pedagogical evaluation it was realized that the student was pedagogically able to enter the school. From this fact, we investigated the process of school inclusion of the student with gifted and talented features, who attended the first grade of elementary school in a state public school in Santa Maria RS, problematizing questions related to school inclusion. Besides, other questions guided this study, among them: to accomplish a survey of the gifted and talented features this student showed during the observations in the classroom and on the family environment; to investigate in what way the disciplinary devices were used by the teacher A to become efficient the action of disciplinary power over the students bodies , especially on the observed student; to verify how the normative practices act around of the gifted and talented students; to analyze the speeches produced by the school inclusion polities; to propose a discussion about the school inclusion of the gifted and talented students hoping to problematize it. To answer these questions, I have made use of some Foucault s references besides other researchers who study this area. The data were collected from the observation of the daily routine in the classroom that the student was registered, as well as enrichment school activities, besides interviews with the student s teacher and parents. The results of the research point to a pedagogical practice that the disciplinary power and the power of the rule (FOUCAULT, 1988) contributed to the female student with gifted and talented features, in spite of being included, also was exposed to school exclusion situations. A presente pesquisa insere-se na Linha de Pesquisa Educação Especial do Curso de Mestrado do Programa de pós-graduação em Educação da Universidade Federal de Santa Maria UFSM. O interesse em realizar esta pesquisa surgiu a partir do momento em que uma aluna com características de altas habilidades foi encaminhada para que a equipe do projeto PIT (Programa de Incentivo ao Talento) realizasse uma avaliação pedagógica. Esta avaliação tinha como finalidade verificar se a aluna obtinha condições pedagógicas para ingressar precocemente numa 1ª série do ensino fundamental. Após a conclusão da avaliação pedagógica foi constatado que a aluna encontrava-se pedagogicamente apta a ingressar na escola. A partir deste fato, buscamos investigar o processo de inclusão escolar da aluna com características de altas habilidades, que freqüentou à 1ª série do ensino fundamental de uma escola da rede pública estadual de Santa Maria RS, problematizando questões referentes à inclusão escolar. Além deste outros questionamentos nortearam este estudo, entre eles: realizar um levantamento das características de altas habilidades que a aluna manifestou durante as observações em sala de aula e no ambiente familiar; Investigar de que forma os dispositivos disciplinares foram utilizados pela professora A para tornar eficiente a ação do poder disciplinar sobre os corpos dos alunos, em especial da aluna observada; Verificar como as práticas normativas agem em torno dos alunos com altas habilidades; Analisar os discursos produzidos pelas Políticas de Inclusão Escolar; Propor uma discussão acerca da inclusão escolar dos alunos com altas habilidades buscando problematizá-la. Para responder a estes questionamentos utilizei alguns referenciais de Foucault além de outros pesquisadores que estudam nesta área. Os dados foram coletados a partir da observação do cotidiano da sala de aula em que a aluna foi matriculada, contou também com atividades de enriquecimento escolar, entrevistas com a professora e com os pais da menina. Os resultados da pesquisa apontam para uma prática pedagógica em que o poder disciplinar e o poder da norma (FOUCAULT, 1988) contribuíram para que a aluna com características de altas habilidades, apesar de ter sido incluída, também estava exposta a situações de exclusão escolar.

Coordenação de Aperfeiçoamento de Pessoal de Nível Superior This study tries to verify the social representations of disabilities that are in the complementary state norms, which are specific of Special Education and in force at south region of Brazil in order to elucidate the educational paradigms of these documents. There is a theoretical organization which contemplates issues related to the educational legislation, the implicit aspects both in the exclusion/inclusion dialectics process and proposal of inclusive education as well as the theory of Social representations elaborated by Moscovici (1961) is presented. The method of content analysis exposed by Bardim is used and it is complemented with the ideas proposed by Moraes (2003). One presents the recording units related to the studied documents and they are organized according to the thematic indicators. The elements analysis of each indicator was carried out based on both the interpretations and the organized theoretical referents. The results show up antagonistic and dichotomist visions, which are present in the current educational politics by demonstrating the existence of extreme social representations of disability related to the social and medical model of disability. By knowing the representations of disability, the educational paradigms of these documents were identified through phases of social attention referred by Sassaki (1997). Besides, one noted that such norms show up the maintenance of educational paradigms that integrate as well as enlarge the consolidation of inclusive educational paradigms. O presente estudo busca verificar as representações sociais de deficiência que constam nas normas complementares estaduais, específicas à Educação Especial, vigentes na Região Sul do Brasil para a elucidação dos paradigmas educacionais desses documentos. Consta uma organização teórica, a qual contempla questões referentes à legislação educacional, aos aspectos implícitos tanto no processo dialético inclusão/exclusão, quanto na proposta de educação inclusiva, bem como realiza-se a apresentação da Teoria das Representações Sociais elaborada por Moscovici (1961). Utiliza o método de análise de conteúdo exposto por Bardin (1977), complementado pelas idéias propostas por Moraes (2003). Apresentam-se as unidades de registro, referentes aos documentos estudados, organizadas de acordo com indicadores temáticos. Realiza-se a análise dos elementos de cada indicador, baseada tanto em interpretações, quanto no referencial teórico organizado. Os resultados evidenciam visões antagônicas e dicotômicas presentes na atual política educacional, demonstrando a existência de representações sociais extremas de deficiência, referentes ao modelo médico e ao modelo social de deficiência. De posse das representações de deficiência, foram identificados os paradigmas educacionais desses documentos, por meio das fases de atenção social referenciadas por Sassaki (1997), constando-se que tais normas evidenciam a manutenção de paradigmas educacionais integradores, bem como, ampliam a consolidação de paradigmas educacionais inclusivos.
