Abstract High levels of pollution and congestion in urban centres are an increasing concern for local councils in the UK. Heavy goods vehicles delivering urban freight to city centres are a leading cause of this problem. This paper discusses the concept of using light rail networks to deliver freight to city centres from surrounding businesses. Specifically, various innovative designs are considered for the interior of the metro carriage and developed into visual models using Autodesk Inventor software. A full evaluation of all the designs developed is completed, resulting in a proposed design for consideration. The conclusion reached is that the proposed interior design is viable and coincides with the future metro fleet designs and concepts.

Abstract Transit-oriented development (TOD) is advocated by urban planners as a tool to promote transportation and land use integration, and it has especially been applied in new town developments in Chinese cities. Since 2000, urban metro system construction in Beijing has accelerated and many new towns in suburban areas have emerged due to rail transit connections with the central city. This paper is a case study of Yizhuang new town, which is located in the southeast suburban area of Beijing. It explores whether light rail is successful in promoting transportation and land use integration. First, by comparing the land use within a 1 km radius of three rail stations, findings suggest that the TOD model in terms of land use may not be implemented. Second, by tracing land use changes over time, we found that commercial functions are critical to support TOD development. Third, the mismatch of urban functions between low-skilled labor employment opportunities and high-skilled residential neighborhoods emphasizes the failure of planned reverse commuting patterns. In conclusion, our findings suggest that without a proper land use policy, TOD based on light rail only may not be a successful model in the case of Yizhuang new town. The policy implication is that the planning code of land use should be more flexible and adaptable, in order to promote the integration of transportation and land use in a synergetic way.

The impacts of rail transit system on residential property values have been examined for many metropolitan areas in the U.S. But there are few studies on the effects of light rail in a non-zoning city. As the rail transit in the largest non-zoning city, Houston’s light rail transit line, or the so-called METRORail, has not received much attention from the planning research society since it opened to the public in 2004. A previous study by the author utilized 2007 household data to analyze the impacts of Houston’s METRORail line and found the net effects of the rail transit line change significantly at different distances from the rail stations. One limitation of that study was that the physical environment and neighborhood characteristics of the station areas may not have had notable changes over a relatively short time span, i.e., three years after the opening of the light rail. This study employs 2010 InfoUSA household data to re-examine the effects of Houston’s METRORail line. Similar to the previous studies, the author adopts a traditional ordinary linear regression (OLS) to investigate the contribution of a set of variables representing the physical, neighborhood, and accessibility characteristics of properties, and also employs a multi-level regression model (MLR) to examine the hierarchical structures of spatial data explicitly. In addition, this study tests the spatial autocorrelation in the modeling process and analyzes its effects on the results. The modeling results suggest that the METRORail line has had significant net positive effects on residential property values. The MLS model captures the difference of these effects with more spatial details. The spatial regression model improves model fit, but spatial autocorrelation is not completely eliminated.

This research makes a comparison between Granada's and Tenerife's line 1 LRTs in relation to the urban insertion, the technical characteristics of the lines and vehicles, the operational features, the ridership evolution and the user satisfaction and behavior. Granada's LRT is the latest that has started its service in Spain, while Tenerife's line 1 is the most similar existing one, putting into context the first results of Granada's operation. The effect of Granada's LRT opening into the whole transit network is described in the paper (a 6.5% increase in the average daily ridership for the 2018 January-September period in relation to 2017). The evolution of ridership for Tenerife's whole period of operation (2007-2017) is analyzed, explaining the effect of the economic crisis, and coming to some conclusions about what can be expected in Granada's case. This study investigates the impacts of positive and negative externalities of highways and light rail on commercial property values in Phoenix, Arizona. We hypothesize that the positive externality (i.e., accessibility) of highway and light rail accrues at exits and stations, whereas nodes and links of highways and light rail emanate negative effects. Positive and negative effects decay with increasing distance and are captured by multiple distance bands. Hypotheses are tested using a spatial error regression model. Results show that commercial property values are positively and significantly associated with the accessibility benefits of transport nodes. The distance-band coefficients form a typical distance decay curve for both modes with no detectable disamenity donut effect immediately around the nodes. Unexpectedly, impacts of light rail stations extend farther than those of highway exits. Only the links of light rail are negatively associated with property values, as hypothesized. When the sample is subdivided by type of commercial property, the magnitude and distance extent of impacts are surprisingly consistent, with light rail stations having stronger impacts than highway exits on all three classes of commercial property: industrial, office, and retail and service. Rail links have a significant negative relationship with price for all three types of commercial property, but highways have a significant negative relationship only with industrial properties. Although complete street policies are proliferating, little is known about how nearby residents perceive and act on their new active transportation opportunities. We survey the same neighborhood residents before and after they receive a new complete street renovation with five new light rail stops. We compare Time-1 expectations to use rail with Time-2 evidence of rail use, based on both self-reported and objective GPS/accelerometer measures of ridership. We examine neighborhood perceptions of four groups, created by combining Time-1 expectations to ride with Time-2 ridership: No expect/no ride, no expect/ride, expect/no ride, and expect/ride. The strongest differences were between the no expect/no ride and expect/ride groups. The riders had more positive expectations for light rail's impact on the neighborhood than non-riders; these broad expectations were more powerfully associated with rail ridership than individual barriers to use, such as time constraints or weather. More positive perceptions of the route to rail stops (pleasantness, traffic safety, and crime safety) were also held by riders. Some of the more positive perceptions helped distinguish between the expect/ride group and the expect/no ride group. These results underscore that increasing positive neighborhood perceptions might help convert expected riders into actual riders. [ABSTRACT FROM AUTHOR]

The high-power wireless power transfer (WPT) system in railways does not require physical contact to transfer electrical power, is electrically safe, and reduces maintenance costs from wear and tear. However, a high-power system generates a strong magnetic field that can result in problems of electromagnetic field (EMF) exposure and electromagnetic interference (EMI). In this study, EMF and EMI were measured at various positions under in-motion environment conditions for a 1-MW WPT light rail transit system. The measured maximum EMF was 2.41 μT, which is lower than the international guideline of 6.25 μT for the various locations with a potential presence of passengers. The measured EMI also satisfied international standards in the frequency range of 150 kHz–1 GHz.

It is commonly claimed that infrastructures are so banal and taken-for-granted that they only become visible when they collapse or cease to function. Indeed, the exclusion or disconnection of certain areas from infrastructural services has been termed ‘infrastructural violence’. In East Jerusalem, where infrastructure has long been underfunded and Palestinian Jerusalemites are excluded from access to many urban services, infrastructure also became apparent as a political question when it appeared in the form of a new light rail connection – and even more so when this ostensibly useful public service was attacked by residents. The violent disruption of the light rail, the piece argues, called attention to the manner in which Jerusalem’s light rail serves to normalise both Palestinian urban space and movements, thus feeding into an agenda of annexation. The expansion of infrastructural networks, and the resulting connectivity of previously marginalised areas, then, can also act as a form of violence rather than ‘atonement’ for past neglect.

The objective of this paper is to analyze if there is any difference between the light rail systems in Spain according to whether they have been carried out through public financing or private financing (totally or partially). The importance of this study lies in the fact that, for decades, the public-private partnership has been proposed as an alternative to public financing of public transport projects in order to obtain additional financial resources, reduce the public deficit, and increase efficiency. However, there are hardly any detailed studies describing how these initiatives have turned out. Therefore, the present study analyzes if there is any difference in the main variables explaining the performance of light rail projects in Spain depending on their source of funding can be found. For this, the relationship between variables related to design, operation and costs of the projects, and the percentage of private financing were statistically analyzed. As the most relevant conclusion, we underline the fact that the investment per passenger increases when financing is completely private. This would indicate that the most cost-effective lines, from a social standpoint, were financed totally or partially by the public administrations, whereas the least beneficial ones for society were assigned to private enterprises. This finding provides an advance in the knowledge of the consequences of private participation in the financing of public transport projects, indicating, moreover, that the biggest beneficiaries of this type of projects might be the construction companies and the politicians involved. This article examines the impact of Phoenix’s light rail system, which opened in 2008, on new firm formation in specific industries. Individual business data from 1990–2014 are used in a quasi-experimental adjusted-interrupted time series (AITS) regression to compare the impact of the transit system’s construction on new business starts in ‘treatment’ and ‘control’ areas before and after the opening of the line. Findings show that the transit adjacency is worth an 88% increase in knowledge sector new starts, a 40% increase in service sector new starts and a 28% increase in retail new starts at the time the system opened, when compared with automobile-accessible control areas. However, the light rail also appears to suffer from a ‘novelty factor’– after the initial increase in new establishment activity in adjacent block groups, the effect diminishes at the rate of 8%, 6% and 7% per year, respectively. The results also provide insight into the spatial extent of light rail impacts to new business formation, with areas 1 mile from stations observing 21% fewer retail new business starts and 12% fewer knowledge sector new starts than areas within a quarter of a mile of stations. Introduction: Understanding of tram-system related cycling injuries (TSRCI) is poor. The aim of this study was to report the spectrum of injuries, demographics and social deprivation status of patients. Secondary aims included assessment of accident circumstances, effects of TSRCI on patients' confidence cycling, together with time off work and cycling.Methods: A retrospective review of patients presenting to emergency services across all hospitals in Edinburgh and West Lothian with tram related injuries between May 2009 and April 2016 was undertaken. Medical records and imagining were analysed and patients were contacted by telephone.Results: 191 cyclists (119 males, 72 females) were identified. 63 patients sustained one or more fractures or dislocations. Upper limb fractures/dislocations occurred in 55, lower limb fractures in 8 and facial fractures in 2. Most patients demonstrated low levels of socioeconomic deprivation. In 142 cases, the wheel was caught in tram-tracks, while in 32 it slid on tracks. The latter occurred more commonly in wet conditions (p = 0.028). 151 patients answered detailed questionnaires. Ninety-eight were commuting. 112 patients intended to cross tramlines and 65 accidents occurred at a junction. Eighty patients reported traffic pressures contributed to their accident. 120 stated that their confidence was affected and 24 did not resume cycling. Female gender (p < 0.001) and presence of a fracture/dislocation (p = 0.012) were independent predictors of negative effects on confidence. Patients sustaining a fracture/dislocation spent more time off work (median 5 days vs 1, p < 0.001) and cycling (median 57 days vs 21, p < 0.001).Conclusions: TSRCI occur predominantly in young to middle-aged adults with low levels of socioeconomic deprivation, most commonly when bicycle wheels get caught in tram-tracks. They result in various injuries, frequently affecting the upper limb. Traffic pressures are commonly implicated. Most patients report negative effects on confidence and a sizeable minority do not resume cycling. TSRCI can result in significant loss of working and cycling days. [ABSTRACT FROM AUTHOR]

Land rent theory identifies that unimproved land value is determined by its accessibility to goods and services. In theory, therefore, public transport provision which increases accessibility should in turn increase land values. The objective of this paper is to identify if land values in the neighbourhood of a light rail have sustained long run price increases due to the presence of the light rail. The motivation for the paper is whether public transport infrastructure creates sufficient uplift to land values that if it were captured it would make a significant contribution to the investment plans of government. This is especially important in contemporary Sydney as plans are being rolled out to implement new light rail systems by the NSW Government which, in common with many other governments, is subject to budgetary constraints which limits the implementation of all the transport infrastructure evaluated as good value for money. The case study of this paper is Sydney's Inner West Light Rail line which was built along the right of way of a former goods line. This line is 7.2 km light long with 14 stops and takes 28 min to travel from end to end. Using transaction house prices from 2011 as the dependent variable, this paper uses Geographically Weighted Regression (GWR) to identify the uplift attributable to the presence of the light rail. The attributes of the residential property (e.g. number of bedrooms, bathrooms etc) and neighbourhood effects, as measured by census data, are used as controlling independent variables to expose the value of the underlying unimproved land through its accessibility to public transport. The GWR methodology provides a global model as a first stage with the second stage of GWR providing a local model to examine the spatial distribution of the uplift to residential properties. The results show the expected and significant spatial variation in the value of accessibility. Overall, the light rail has had more impact outside the areas of the city centre. Previous work has examined a new light-rail line or upgrades to existing rail infrastructure. However, the following is the first examination of the value of an extension of a light-rail line. The analysis relies on repeat sales of houses in Bayonne, New Jersey, where the first sale occurred before the 2008 announcement of a southern extension to the Hudson-Bergen Light Rail to 8th Street in Bayonne, and the second sale occurred after the opening of the station in 2011. Our results show that the 8th Street Station had no statistically significant impact on annual house price appreciation. This paper examines the timing of the increases in land value on residential housing following the delivery of the Light Rail Transit (LRT) system in the Gold Coast, Queensland, Australia. This paper thus addresses one of the most pertinent questions for policy and practice around the timing, shape and conditions for increases in land value or value uplift. Increasingly governments face funding constraints in the implementation of new infrastructure and so are keen to understand if capturing this land value uplift is a practical proposition to augment or provide funding for new transport infrastructure. This in turn depends on knowing how much uplift is generated, when it occurs, the size of the catchment effect, and the contours of the effects with increasing distance from the public transport facility. This paper uses a Difference-in-Differences model to show differences in impacts for properties, as measured by property prices, in catchment areas versus those in control areas across time. The results show property prices in the catchment areas start to increase after announcement with the highest increment of increase being found after solid financial commitment is made by government. Property prices then slow during construction and the operation period. These results provide an evidence base for operators, planners and government sectors in their planning for future LRT systems and for quantifying the potential funding that can be achieved through capturing the increases in land value. Recent studies have suggested that rail transit not only facilitates urban growth but also promotes urban agglomeration. Yet research that links industrial agglomeration with rail transit is scant—what types of industries are likely to cluster near rail stations? To what extent can rail transit access be seen as having an influence on industrial agglomeration? And how do these interactions vary as rail transit proximity increases? To answer these and related questions, we investigate the relationship between industrial agglomeration and rail transit in the Dallas-Fort Worth metropolitan area using the Longitudinal Employer Dynamics (LEHD) employment data from 2014 at the census block level. First, we use the Local Indicator of Spatial Association statistics (LISA) tests to identify industrial agglomeration patterns within the study area. We then use logistics models to reveal the relationship between rail transit proximity and industrial agglomeration. Our study finds that the impacts of rail transit on industrial agglomeration, in terms of magnitudes and signs, are mixed across industries. The varying results suggest that the benefits of rail transit access exhibit considerable demand from certain industry sectors including the manufacturing, knowledge, and services industries, while exerting weaker forces in pulling agglomeration in its immediate environs among other industries (including the retail trade sector). A single-objective optimization energy management strategy (EMS) for an onboard hybrid energy storage system(HESS) for light rail (LR) vehicles is proposed. TheHESS uses batteries and supercapacitors (SCs). The main objective of the proposed optimization is to reduce the battery and SC losses while maintaining the SC state of charge (SOC) within specific limits based on the distance between consecutive LR stations. To do this, a series of optimized SOC limits is used to prevent the SC from becoming exhausted prematurely instead of the standard SC SOC penalty term in the cost function. Meanwhile, a rule-based EMS (RB-EMS) is used to give the SCs charging priority over the batteries when the vehicle is braking. Moreover, a simplified method for the optimization is proposed to reduce the computational burden. Simulation and experimental results for the proposed EMS and a standard SC SOC penalty-based cost function optimization are provided to evaluate losses. As a result, it is shown that the proposed EMS, compared with standard SC SOC penalty-based cost function optimization, decreases losses and prevents the SOC from reach the discharging limits. The type and magnitude of loads that pass through the track superstructure have a great impact on both the design and the performance of the concrete crossties and fastening systems. To date, the majority of North American research that focus on quantifying the rail infrastructure loading conditions has been conducted on heavy-haul freight railroads. However, the results and recommendations of these studies may not be applicable to the rail transit industry due to a variety of factors. Unlike the freight railroads, which have standardized maximum gross rail loads and superstructure design practices for vehicles, the rail transit industry is home to a significant variety of vehicle and infrastructure designs. Some of the current transit infrastructure design practices, which were established decades ago, need to be updated with respect to the current loading environment, infrastructure types, and understanding of the component and system-level behavior. This study focuses on quantifying the current load environment for light rail, heavy rail, and commuter rail transit infrastructure in the United States. As an initial phase of this study, researchers at the University of Illinois at Urbana-Champaign (UIUC) have conducted a literature review of different metrics, which is used to evaluate the static, dynamic, impact, and rail seat loads for the rail transit infrastructure. UIUC will compare these methods and their computed values to determine which provide the most accurate depictions of the expected loading condition given a set of operating and infrastructure characteristics. A proper load quantification of rail transit systems, gained through an improved understanding of the load path and rail seat load, will help to establish the basis for developing recommendations for a mechanistic design process for the rail transit infrastructure components. Ultimately, the results of this research will allow transit agencies to increase the effectiveness of their capital spending and transit agencies will have the potential to improve safety, ride quality, capacity, and the life cycle of the rail transit infrastructure.
