Dieser Forschungsbericht bietet vertiefte klimapolitische Pfadanalysen von 17 Groß- und Mittelstädten in den Bundesländern Baden-Württemberg, Bayern, Brandenburg und Nordrhein-Westfalen. Die Pfadanalysen basieren auf umfangreichen Analysen zahlreicher Policy-Dokumente und Interviews mit Vertreter:innen aus Stadtverwaltungen, Kommunalpolitik und Zivilgesellschaft. Die Fallstädte sind im Hinblick auf Klimapolitik unterschiedlich aktiv und lassen sich fünf verschiedenen Stadttypen zuordnen, die anhand von strukturellen Merkmalen definiert sind. Im Fokus des Berichts steht der Einfluss dieser Stadttypen auf die klimapolitische Aktivität einer Stadt. Dabei kommt die Studie zu folgenden zentralen Ergebnissen: - Städte, die seit Jahrzehnten ein Image als Grüne Städte pflegen und als Vorreiter in den Bereichen Umweltschutz und Nachhaltigkeit gelten, sind auch im Bereich Klimaschutz und meist auch im Bereich Klimaanpassung weit fortgeschritten. - Wissenschaftsstädten fällt es deutlich leichter klimapolitische Akzente zu setzen als anderen Städten. Dies liegt unter anderem an den oft günstigeren ökonomischen, sozio-ökonomischen und sozio-demographischen Rahmenbedingungen. - Industriestädten (im Wandel), bei denen es sich oft um schrumpfende Städte handelt, fällt es schwerer, klimapolitische Erfolge zu erzielen als etwa innovativen und wachsenden Wissenschaftsstädten. - In Welterbestädten kommt es oft zu Konflikten zwischen Klimapolitik und Denkmalschutz. Dennoch können je nach Art des Welterbes auch Synergien entstehen, da beide Aspekte Bestandteil einer nachhaltigen Stadtentwicklung sein können. - In Städteregionen kommt es oft zu fruchtbaren Kooperationen zwischen Städten (z.B. gemeinsame Klimastrategien). Bestätigen können wir dies aber nur für die Kooperation zwischen Großstädten innerhalb einer Städteregion.

Significance Molecular imaging at the single-molecule level of large and flexible proteins such as monoclonal IgG antibodies is possible by low-energy electron holography after chemically selective sample preparation by native electrospray ion beam deposition (ES-IBD) from native solution conditions. The single-molecule nature of the measurement allows the mapping of the structural variability of the molecules that originates from their intrinsic flexibility and from different adsorption geometries. Additionally, we can distinguish gas-phase–related conformations and conformations induced by the landing of the molecules on the surface. Our results underpin the relation between the gas-phase structure of protein ions created by native electrospray ionization (ESI) and the native protein structure and are of relevance for structural biology applications in the gas phase., Imaging of proteins at the single-molecule level can reveal conformational variability, which is essential for the understanding of biomolecules. To this end, a biologically relevant state of the sample must be retained during both sample preparation and imaging. Native electrospray ionization (ESI) can transfer even the largest protein complexes into the gas phase while preserving their stoichiometry and overall shape. High-resolution imaging of protein structures following native ESI is thus of fundamental interest for establishing the relation between gas phase and solution structure. Taking advantage of low-energy electron holography’s (LEEH) unique capability of imaging individual proteins with subnanometer resolution, we investigate the conformational flexibility of Herceptin, a monoclonal IgG antibody, deposited by native electrospray mass-selected ion beam deposition (ES-IBD) on graphene. Images reconstructed from holograms reveal a large variety of conformers. Some of these conformations can be mapped to the crystallographic structure of IgG, while others suggest that a compact, gas-phase–related conformation, adopted by the molecules during ES-IBD, is retained. We can steer the ratio of those two types of conformations by changing the landing energy of the protein on the single-layer graphene surface. Overall, we show that LEEH can elucidate the conformational heterogeneity of inherently flexible proteins, exemplified here by IgG antibodies, and thereby distinguish gas-phase collapse from rearrangement on surfaces.

This report sets out how multi-level nature structures within the German state provide the framework within which cities develop and implement their climate policies. It explains how the energy priorities and requirements of individual federal states (Länder) have led to regional governments adopting different climate strategies, and how the various approaches of different Länder shape the context for municipal policymaking. Key findings in the report include:\ud \ud - Germany’s federal system facilitates the development of interdependent, vertical relationships between tiers of government, in which elite policymaking actors seek to agree common policy positions and then help subnational governments to move forward at a similar speed. This desire for consensus can help to coordinate and implement policy effectively (e.g. during the initial stages of the Energiewende)\ud \ud - Policy ideas such as Climate Change Acts have also spread out horizontally between the Länder, and municipal governments also collaborate and share ideas through local networks.\ud \ud - In general, those Länder that do not have a historical reliance on fossil fuel resources, and/or in which the Green Party forms part of the governing coalition, have developed more ambitious climate strategies than others, and provided more resources to municipal governments to act on the issue.\ud \ud - The different economic and political interests of various Länder mean there is a risk that the desire to reach a consensus at the federal level may slow down progress on climate protection across Germany, and some states will pull further ahead of others

Der vorliegende Beitrag behandelt den Transfer und die Skalierung von Policies zwischen Städten und stützt sich dabei auf Literatur aus den Politikwissenschaften, wobei auch immer wieder Themen an den Schnittstellen zu verwandten Disziplinen, wie etwa den Verwaltungswissenschaften oder der Humangeographie diskutiert werden. Transferierbarkeit und Skalierbarkeit werden vor allem anhand sozioökonomischer Faktoren diskutiert, da dies den Forschungsschwerpunkten in den beschriebenen Disziplinen entspricht. Dies bedeutet jedoch nicht, dass andere Einflussfaktoren, welche in anderen Disziplinen in den Fokus gerückt werden (z.B. biophysikalische Faktoren oder Geofaktoren), nicht ebenfalls relevant sind. \ud \ud Policies werden in diesem Beitrag als übergreifender Begriff verstanden, der Aktivitäten staatlicher Akteur*innen zusammenfasst, welche auf Problemlösungen abzielen (vgl. Cairney 2016). Ebenfalls von Bedeutung sind Instrumente. Diese sind vor allem als auf Verhaltensänderung abzielende Einwirkungsmöglichkeiten staatlicher Akteur*innen zur Erreichung bestimmter politischer Ziele zu verstehen (vgl. Blobel et al. 2016). Nicht beleuchtet wird hingegen die Bedeutung spezifischer Maßnahmen, also einem bestimmten Ziel dienende Aktivitäten, die sich insbesondere auf direkte Änderungen baulich-physischer Bedingungen konzentrieren (vgl. Blobel et al. 2016; Hetz et al. 2020).\ud \ud Inhaltlich lässt sich der Bericht in drei große Themenbereiche unterteilen. In Kapitel 2 werden konzeptionelle Ansätze zu Transfer und Skalierung von Policies behandelt. Das darauffolgende Kapitel 3 erörtert die internen und externen Voraussetzungen für den Transfer und die Skalierung von Policies. Kapitel 4 befasst sich schließlich mit Entstehungsbedingungen sowie dem Transferpotential von Policies. Hierbei wird auch die Instrumentenebene betrachtet und erläutert, wie sich etwa eine Policy aus vielen verschiedenen unterschiedlichen Instrumenten zusammensetzen kann. Die wichtigsten Ergebnisse und Schlussfolgerungen, die sich aus diesem konzeptionellen Beitrag ergeben, werden in einer abschließenden Zusammenfassung dargelegt.
