"Since my budget message in January 1958, there have been several developments that have affected the fiscal problem in the general revenue and retail sales tax funds. In that message I said: "I am concerned about the direction that the national economy is taking and is apt to take in the immediate future. This concern has led me to the conclusion that we should proceed cautiously in expanding state programs and in embarking on new tax programs." This concern is now being realized. On the basis of tax collections in the last several months the Department of Revenue and the Budget Division have revised downward the estimated collections for the next two fiscal years for many of the major taxes. In addition, the Legislature increased the estimated expenditures in the general revenue fund over my budget recommendations. The increase affects not only the next fiscal year but the projected expenditures for the fiscal year 1960."
