Harold Bérubé est professeur agrégé au Département d'histoire de l'Université de Sherbrooke et membre du réseau VRM et du Laboratoire d'histoire et de patrimoine de Montréal. Ce livre retrace l'histoire encore méconnue du Bureau d'Aménagement de l'Est du Québec, mieux connu sous le nom de son acronyme : le BAEQ. Cet organisme non-gouvernemental, créé pour élaborer un plan de développement régional, déposait le 30 juin 1966 un volumineux rapport visant le rattrapage socio-économique du Bas Saint-Laurent et de la Gaspésie. Malgré la contribution de ce plan à la réduction significative des écarts de développement, il a pourtant été évalué négativement par plusieurs observateurs à cause de sa recommandation de relocalisation de quelques villages gaspésiens. A l'occasion du 50e anniversaire de ce plan de développement régional qui reste unique par son ampleur, ses méthodes et ses résultats, il fallait revisiter le BAEQ, et proposer un regard renouvelé qui met pour la première fois à contribution les perspectives croisées de chercheurs et d'acteurs. Le président du BAEQ, le notaire Georges-Henri Dubé, livre un témoignage inédit sur des aspects jusque-là ignorés dont on n'a pas finie de découvrir le riche héritage.
