65. Oil Shocks and Aggregate Macroeconomic Behavior: The Role of Monetary Policy

Abstract

A recent paper by Bernanke, Gertler and Watson (1997) suggests that monetary policy could be used to eliminate any recessionary consequences of an oil price shock. This paper challenges that conclusion on two grounds. First, we question whether the Federal Reserve actually has the power to implement such a policy; for example, we consider it unlikely that additional money creation would have succeeded in reducing the Fed funds rate by 900 basis points relative to the values seen in 1974. Second, we point out that the size of the effect that Bernanke, Gertler and Watson attribute to oil shocks is substantially smaller than that reported by other researchers, primarily due to their choice of a shorter lag length than used by other researchers. We offer evidence in favor of the longer lag length employed by previous research, and show that, under this specification, even the aggressive Federal Reserve policies proposed would not have succeeded in averting a downturn.

66. A Re-examination of the Predictability of Economic Activity Using the Yield Spread

This paper revisits the yield spread's usefulness for predicting future real GDP growth. We show that the contribution of the spread can be decomposed into the effect of expected future changes in short rates and the effect of the term premium. We find that both factors are relevant for predicting real GDP growth but the respective contributions differ. We investigate whether the cyclical behavior of interest rate volatility could account for either or both effects. We find that while volatility displays important correlations with both the term structure of interest rates and GDP, it does not appear to account for the yield spread's usefulness for predicting GDP growth.

67. A Parametric Approach to Flexible Nonlinear Inference

Abstract

This paper proposes a new framework for determining whether a given relationship is nonlinear, what the nonlinearity looks like, and whether it is adequately described by a particular parametric model. The paper studies a regression or forecasting model of the form yt = µ(xt) + et where the functional form of µ(.) is unknown. We propose viewing µ(.) itself as the outcome of a random process. The paper introduces a new stationary random random field m(.) that generalizes finite-differenced Brownian motion to a vector field and whose realizations could represent a broad class of possible forms for µ(.). We view the parameters that characterize the relation between a given realization of m(.) and the particular value of µ(.) for a given sample as population parameters to be estimated by maximum likelihood or Bayesian methods. We show that the resulting inference about the functional relation also yields consistent estimates for a broad class of deterministic functions µ(.). The paper further develops a new test of the null hypothesis of linearity based on the Lagrange multiplier principle and small-sample confidence intervals based on numerical Bayesian methods. An empirical application suggests that properly accounting for the nonlinearity of the inflation-unemployment tradeoff may explain the previously reported uneven empirical success of the Phillips Curve.

Abstract

Penetrating injury to the head and neck accounts for a minority of trauma but significant morbidity in the US civilian population. The 3-zone anatomical framework has historically guided evaluation and management; however, the most current evidence-based protocols favor a no-zone, systems-based approach. In stable patients, a thorough physical examination and noninvasive imaging should be prioritized, with surgical exploration of the head and neck reserved for certain circumstances. Diagnostic and management decisions should be tailored to the mechanism of injury, history, physical examination, experience of personnel, availability of equipment, and clinical judgment.

Abstract

Background: The arteriovenous fistula (AVF) is the preferred vascular access for End Stage Renal Disease, having superior patency and lower infection risks than prosthetic graft and catheter access. When AVF dysfunction or delayed maturation does occur, the gold standard for diagnosis is the fistula angiogram (a.k.a. fistulogram). 3D ultrasound is available for obstetrical and other specialized uses, but it is cost prohibitive and has a field of view that is too small to cover the region of interest for the dialysis fistula application. We sought to develop a point of care 3D solution using freehand 2D ultrasound data acquisition.Methods: We developed open-source software for 3D image reconstruction and projection of an angiogram-like image of the vascular access using a 2D freehand ultrasound scanner. We evaluated this software by comparing the ultrasound “sono-angiogram” images to fistulogram images in five subjects, using visual inspection and by applying the Percent of Exact Match (PEM) as a statistic test.Results: The sono-angiograms showed identifiable characteristics that matched the fistulogram results in all five subjects. The PEM ranged between 42.8% and 77.0%, with Doppler and grayscale ultrasound data, showing complementary advantages and disadvantages when used for sono-angiogram image construction. Motion from freehand ultrasound acquisition was a significant source of mismatch. 3D image generation is a potential advantage with ultrasound data.Conclusions: While further work is needed to improve the accuracy with free hand scanning, fistulogram-like “sono-angiograms” can be generated using point of care 2D ultrasound. Methods such as these may be able to assist in point-of-care diagnosis in the future. The software is open-source, and importantly, the ultrasound data used are non-proprietary and available from any standard ultrasound machine. The simplicity and accessibility of this approach warrant further study.

Abstract

This article offers a few guidelines for constructing effective simulations. It presents a sample class activity called simulated public hearing which aims to integrate the various elements of a public speaking course into a more comprehensive whole. Properly designed, simulated hearings have elements of persuasive, informative, and impromptu speaking, debate, communication ethics, group dynamics, problem-solving, interviewing, and research methods. Unlike virtual computer simulations, these simulations require real resources, institutions, and people. This is a plus, since no computer simulation can plan for all interactive eventualities. 97. Elementary and Middle Schools Technical Assistance Center: An Approach to Support the Effective Implementation of Scientifically Based Practices in Special Education

Abstract

The Elementary and Middle Schools Technical Assistance Center (EMSTAC) tested an insider-outsider approach to assist local school districts in effectively identifying and implementing scientifically based practices. Methods used to measure EMSTAC's effectiveness in supporting successful practice adoption are presented. The overarching finding is that EMSTAC-assisted districts learned to work through a systematic process for changing and improving their instructional programs over time. Further, although differences in EMSTAC financial support for districts were substantial only nonfinancial factors, such as district leadership, were found to significantly influence the change process. Also discussed are the implications and limitations of these findings for improving instructional practices in special education. (Contains 3 tables.)
