Die Ukraine befindet sich seit Beginn der 1990er Jahre in einem kontinuierlichen Schrumpfungsprozess. Mittlerweile wird der Bevölkerungsverlust im städtischen sowie im ländlichen Raum als ein Problem für die nationale Sicherheit des Landes eingestuft. Von der Politik wurde Schrumpfung angesichts der Wirtschaftskrise in den 1990er Jahren erst spät auf die Agenda gesetzt. Bislang dominieren historische Narrative und leere Schuldzuweisungen die öffentlichen Debatten über die Ursachen der Bevölkerungskrise. Eine umfassende Strategie als Antwort auf das komplexe Problem, die auch interregionale Unterschiede ernst nimmt, wurde bislang nicht entwickelt.

Stadtschrumpfung ist seit den 1990er Jahren in verstärktem Maße ein Thema für viele polnische Großstädte. Besonders altindustrielle Städte sind davon betroffen. Mittlerweile stellt der Bevölkerungsschwund – zumal aufgrund seiner alters- und berufsgruppenbezogenen Selektivität – ein ernstes Problem für zahlreiche Städte dar. Strategien für den Umgang mit der Schrumpfung zu finden, ist eine aktuelle Anforderung an Politik und Planung geworden. Damit reihen sich diese polnischen Großstädte in eine europäische Stadtlandschaft ein, in der Schrumpfung mittlerweile zu einem »normalen« Entwicklungspfad geworden ist – Mitte der zurückliegenden Dekade schrumpften 40 % aller Städte über 200.000 Einwohner. Vor diesem Hintergrund skizziert der vorliegende Beitrag die Situation der Stadtschrumpfung in Polen generell und bietet einen Überblick zu Zahlen, Trends und Ursachen. Der Fokus richtet sich auf die Großstädte. Anhand der Fallbeispiele Sosnowiec (Sosnowitz) und Bytom (Beuthen) in Oberschlesien werden die Folgen der Schrumpfung und der Umgang damit in den betroffenen Städten thematisiert.

Periods of forced migration to and in Europe have been common in the past decade and show no expectation of stalling due to ongoing armed conflicts, global inequalities and the adverse effects of climate change. Nevertheless, the provision of accommodation for asylum seekers and refugees continues to depend on temporary, ad hoc solutions. In the context of housing financialisation and shortage of affordable housing across European cities, this decreases opportunities for integration and securing other needs, such as jobs, language acquisition and childcare, but increases the risk of refugee homelessness and social exclusion. Based on cross-national Urban Living Labs exchanges in Leipzig, Riga, Lund, Helsingborg and Vienna, this commentary argues for a European agenda for long-term housing solutions for forced migrants in the arrival and settling phases that tackle issues from discrimination to access, to belonging. Importantly, creating long-term housing solutions for refugees would benefit whole housing systems as instruments of social inclusion.

Dieser Beitrag gibt einen kurzen Einblick in das Projekt HOUSE-IN und dessen Erkenntnisse aus demtransdisziplinären Austausch zu Wohnen und sozialer Teilhabe von ankommenden Migrant*innen inverschiedenen europäischen Städten. Insbesondere wird vorgestellt, wie innerhalb des Projekts auf dieveränderten Situationen durch den Krieg gegen die Ukraine eingegangen wurde. Ein besonderer Fokusliegt auf der Fallstudie Leipzig und den dortigen Bedingungen von Wohnen und sozialer Teilhabe, sowieauf dem lokalen Austausch mit den Praxispartner*innen, u.a. zu Diskriminierung im Kontext Wohnenund den besonderen Herausforderungen und Dilemmata im Kontext der Fluchtmigration aus der Ukraine. This contribution gives a short insight in the project HOUSE-IN and its learnings from transdisciplinaryexchange on housing and integration of migrant newcomers in different European cities. In particular,we will present how we reacted to the changed circumstances due to the war against Ukraine. A specialfocus is on the case study Leipzig and the conditions of housing and social participation, as well as onthe local exchange with the practice partners. This exchange addressed local experience of discriminationin the context of housing and the special challenges and dilemmas in the context of refugee migrationfrom Ukraine.

The Russian war of aggression against Ukraine caused an escape of >7 million people to other European countries. In this extreme context, the accommodation of refugees has been an urgent need and an unexpected challenge for the host cities and societies. This short paper discusses insights and learnings on housing and accommodation of Ukraine war refugees at the local scale. It summarises challenges within the general management of (housing) integration, discusses related learnings from the hitherto coping mechanisms and sheds light on policy implications for the future by embedding the migration challenge of Ukrainian refugees into a wider context.

Straßenräume sind zugleich Räume der Mobilität, der Begegnung und der sozialen Interaktion. Um die sozialökologische Verkehrswende vor Ort voranzubringen, ist ein Umdenken der Gestaltung und Nutzung öffentlicher Räume notwendig und die Bedingungen für sicheren Rad- und Fußverkehr müssen verbessert, die Aufenthaltsqualität erhöht und weitere Potenziale für Begrünung und klimatischen Ausgleich genutzt werden. Zugleich dürfen Fragen der gesellschaftlichen Teilhabe und Gerechtigkeit nicht aus dem Blick geraten. Diese komplexen Ziele erfordern ein Umdenken in Verwaltung und Planung und können durch neue Formen der Partizipation und Koproduktion angestoßen und unterstützt werden. In diesem Beitrag werden wir einführend auf sozialökologische Transformationen im Quartier und die Rolle von Kooperation und Koproduktion eingehen sowie einige Debatten und Initiativen zur Umgestaltung von Straßenräumen aufgreifen. Im Anschluss geben wir einen Einblick in das Pilotprojekt' „Neue Nähen - SUPERBLOCKS Leipzig", innerhalb dessen verschiedene Bausteine der Verkehrsberuhigung erprobt werden. Um die Möglichkeiten und Grenzen von Koproduktion und Prozesse der konfliktsensiblen, sozialökologischen Transformation im Quartier genauer zu verstehen, werden wir besonders auf die Spannungsfelder, Lernprozesse und offenen Fragen zu sozialräumlicher Gerechtigkeit und Machtaspekten eingehen. Es sei betont, dass dieser Beitrag lediglich einen Zwischenstand bis Mai 2023 beschreiben kann, da das Projekt noch bis April 2024 laufen wird.

Urban gardens are focal in metropolitan social-ecological infrastructure and yet they are spaces often threatened by urban development. In Berlin and Warsaw, major urban changes have prompted citizens to alter their attitudes toward the use of existing garden areas. This study tackles the socio-spatial phenomena of emerging grassroots projects and practices jointly implemented by groups of allotment and community gardeners, which are instrumental in envisioning new forms of common management and protection of garden spaces along urban transformations. The article investigates how cooperation between gardeners of different backgrounds influences allotments’ patterns of property and public accessibility. The focus is on a possible change of perspective regarding the use of closed allotment structures and the conceptualisation of a new form of hybrid urban landscape: an integrated garden. Our findings fit into the general debate on gardens as commons and new forms of green space selfgovernance.

Ziel des Beitrages ist es, am Beispiel der grünen Gentrifizierung Herausforderungen für eine auf Resilienz ausgerichtete Stadtentwicklung zu diskutieren. Er soll Impulse für eine kritische Resilienzdebatte geben, die den Kriterien der Sozialverträglichkeit und Gerechtigkeit verpflichtet ist und innerhalb derer Dimensionen und Bedingungen von Resilienz differenziert in den Blick zu nehmen sind. Der Beitrag führt die aktuellen Resilienzdiskussionen und die Perspektiven auf grüne Gentrifizierung zusammen, wobei die Resilienz als Denkhintergrund und die grüne Gentrifizierung als das illustrierende Beispiel fungiert. Zugleich zeigen die empirischen Befunde, dass aktuelle Resilienzstrategien und Politiken zu deren Umsetzung blinde Flecken und ungelöste Fragen beinhalten.

Das Konzept bzw. Leitbild der resilienten Stadt wird in Deutschland seit etwas mehr als zehn Jahren in den urbanistischen Wissenschaften diskutiert. Es handelt sich dabei um ein relativ neues Stadtkonzept, das noch nicht besonders elaboriert ist. In der Stadtentwicklung, der Planung und der Politik wurde das Konzept bislang kaum angewandt, es hat vor allem Eingang in die Klima-Anpassung und jüngst in den Gesundheitsbereich gefunden. Extremereignisse haben dem Konzept wiederholt Auftrieb gegeben. Durch die aktuellen Krisen könnte ein resilience turn eingeleitet worden sein, dafür sprechen etwa Politiken der Bundesregierung oder neuere programmatische Texte.

In Anbetracht einer verstärkten Rezeption des Resilienzkonzepts in Forschung, Planung und kommunaler Praxis gibt der Beitrag einen Überblick zu aktuellen Bezügen zwischen Quartier und urbaner Resilienz. Diese werden für die Themenfelder Klimaanpassung, grün-blaue Infrastruktur, Energie- und Wärmewende, Gesundheit, Mobilität, Innovation und Reallabore sowie Wohnen skizziert. Am Beispiel der Coronakrise werden die multiplen Dimensionen von Krisen und ihre Wirkungsweisen im Quartier aufgezeigt. Der Beitrag betont damit, dass urbane Resilienz als multidimensionales Konzept und Querschnittsthema quartiersbezogener Forschung und Planung aufgefasst werden sollte. Er endet mit Hinweisen für eine kritische Analyse von Resilienz im Quartier und benennt weiteren Forschungsbedarf.

Although potential urban green space accessibility is being discussed widely, specific barriers that affect accessibility are often under-estimated. They do not equate to limited or uneven accessibility nor are they exclusively related to physical settings. Rather, the range of barriers and their complex interactions, including people’s perceptions, personal conditions, and institutional frameworks, make this topic less clear cut and difficult to put into practice for planning purposes. Given the importance of barriers when people make decisions, we present a conceptual framework to capture the cumulative and interactive effects of different barriers on realizing recreational benefits of urban green spaces. The framework classifies physical, personal, and institutional barriers and highlights their interactions based on three case studies: Stockholm, Leipzig, and Lodz. We argue that constraints to the accessibility of urban green spaces are not so much the interactions between various physical, personal, and institutional barriers, but more the significance that beneficiaries assign to them as perceived barrier effects. Studying barriers seeks to improve the knowledge about the non-use of urban green spaces and to enable us to draw conclusions about the actual accessibility of recreational benefits. Deduced from the conceptual framework, three pathways are contrasted for improving accessibility to the recreational benefits of urban green spaces: the environment, knowledge, and engagement. We argue that these pathways should not be a diffuse objective, but a sensitive and scale-dependent re-balance of individual, physical, and institutional factors for considering justice in environmental and green space planning and management. Our systematic conceptualization and classification of multidimensional barriers enables a more comprehensive understanding of individuals’ decisions in terms of accessing recreational benefits.

Since the reunification of Germany in 1990 several demographic trends have shaped the local population development. The complex and constantly changing interplay of the factors described at the national scale accelerate unevenly on the local level as concise trends. However, the fine-grained detection of variations in spatial patterns of local population development, and the combined and varying effect of local trends on these spatial patterns for German municipalities has not been traced for a 30-year period since the German reunification. Against this background, this paper seeks to present a synthesis of trends ofpopulation development and illuminate how their spatial patterns have shifted over time and in intensity.The paper reveals that the magnitude of international and internal migration, combined with birth rates below the reproduction level and death surpluses, are leading to very different population developments at the municipal level, which are reflected in four trends: small-scale differentiation, urban boom, differentiation of suburban areas, and consolidation of demographic processes. The present article underlines that demographic trends need to be understand as nested processes of far more complex developments including implications for economic development, retirement provision or political attitudes.Depuis la réunification de l’Allemagne en 1990, plusieurs tendances démographiques ont modelé l’évolution de la population locale. L’interaction complexe et en constante évolution des facteurs décrits à l’échelle du pays s’accélère de manière inégale, au niveau local, sous forme de tendances concises. Les variations observables dans les modèles spatiaux d’évolution de la population locale, d’une part, et l’effet cumulé et variable de dynamiques locales sur ces modèles spatiaux, d’autre part, n’ont pas été retracés avec précision ces 30 dernières années, depuis la réunification allemande. Urban green spaces fulfil multiple functions. Next to their function as areas for leisure, recreation, perception of nature or improvement of physical and mental health, they are also operating as spaces of social contact, encounter, communication and interaction. This social function of urban green spaces becomes a challenge in heterogeneous neighbourhoods where many different groups of residents having different backgrounds of origin, socialization and social daily routines and practices live together and use the same public space. This chapter looks at the social functions of urban green spaces in heterogeneous urban areas, so-called urban spaces of arrival how we find them in many European cities, with a focus on encounter, communication and interaction.

Grüne Freiräume spielen eine wesentliche Rolle für die Lebensqualität in urbanen Quartieren. Sie bieten Platz und Raum für Erholung, Freizeitgestaltung und Aufenthalt in der Natur. Sie sind gleichzeitig Orte, wo sich Menschen begegnen, miteinander kommunizieren und gemeinsamen Aktivitäten nachgehen. In Freiräumen treffen mit den Nutzer:innen auch ihre jeweiligen Nutzungsbedarfe und Nutzungsinteressen aufeinander. Im Kontext der gestiegenen sozialen Heterogenität und Differenzierung in den Städten stellen sich gerade in Quartieren mit einer hohen Diversität an Bewohner:innen vielfältige Herausforderungen an die Gestaltung und Nutzung grüner Freiräume. Vor diesem Hintergrund diskutiert der Beitrag ihre Bedeutung in sogenannten Ankunftsquartieren, also sehr heterogenen und stark von internationaler Zuwanderung geprägten Stadträumen, in denen sehr unterschiedliche Bewohnergruppen in großer räumlicher Nähe zusammenwohnen und im Alltag aufeinandertreffen. Es werden die Kernbegriffe Ankunftsquartiere und grüne Freiräume, letztere vor allem mit Blick auf ihre sozialen Funktionen, eingeführt und die Chancen und Herausforderungen vor dem aktuellen Wissens- und Debattenhintergrund kritisch beleuchtet. Illustrierend wird das Beispiel des Leipziger Ostens als das eines sich dynamisch verändernden Ankunftsquartiers näher betrachtet.

Urban shrinkage causes a number of challenges for cities. One such challenge is how to cope with abandoned areas and their reuse and governance. There is often a supply surplus of urban land in shrinking cities, as many spaces are vacant after deindustrialisation, functional losses, abandonment or demolition. One the one hand, dealing with brownfield sites is hugely challenging. But on the other hand, this challenge also provides an opportunity for new types of land use including greening as well as temporary uses and/or appropriation of land by small businesses, neighbourhood communities or civic initiatives. Set against this background, the chapter analyses and discusses the challenges caused by shrinkage for urban land use, especially with regard to the green reuse and governance of brownfield sites. Among other things, it identifies challenges and conflicts related to development, management and stakeholder interests as well as new opportunities for sustainable land use.

In recent years, an emerging strand of research has focused on the role arrival neighbourhoods play for newcomers finding their footing in a new urban context. However, little is known about the underlying factors and drivers influencing their function(ing). This concerns in particular the role of the local housing market and its players in shaping their emergence and development. The paper deals with the question of how arrival neighbourhoods are (co-)produced by housing market players and how the latter are embedded in local governance structures. Looking at three German arrival neighbourhoods, the article illustrates how they are co-produced by ownership structures and the allocation practices of different housing market players. However, the strengthening of an arrival neighbourhood´s function not only depends on ownership structures but also on the capacities of municipal housing providers and civil society organisations, their strategic goals and the will for (concerted) action. Our findings show that arrival neighbourhoods can take on an important citywide function, enabling newcomers to gain a foothold in the city if three criteria are met: they are accessible/affordable for low-income groups, are equipped with infrastructures for newcomers, and are permeable with regard to residents’ relocation to other neighbourhoods.

Across Europe, many formerly shrinking cities have started to grow again. Regrowth not only relates to population numbers but also to economic performance and is being mirrored in the increased attractiveness of those cities as places to live and work. Set against this background, the chapter analyses the factors driving regrowth in formerly shrinking cities across Europe. Based on an overview how regrowth after shrinkage as a phenomenon has developed during the last decades and giving some empirical examples as an illustration, it discusses the role and relevance of these driving factors, their interplay, and the impact of (local and supra-local) context. As part of a handbook of shrinking cities, the chapter systematically elaborates why some cities turned from population decline towards new growth while others did not. As a result, we also discuss what can be learned from our analysis for the wider urbanisation debate and the future of European urbanisation, particularly in light of the impacts of the COVID-19 pandemic.

Hessen und Nordrhein-Westfalen nahmen nach langen Auseinandersetzungen in vielen Kommunen in den 1990ern die Ausländerbeiräte bzw. Integrationsräte als Repräsentationsgremium der Menschen mit Migrationshintergrund in ihre Gemeindeordnungen auf. Diese fokussierten auf Selbstbestimmung und relativ unabhängige Beiratsstrukturen mit einer Urwahl der migrantischen Mitglieder. Weiterführende Rechte wie z. B. Anhörungsrechte, Antragsrechte und höhere Budgets waren umstritten – aber die Gremien waren in der Bürgerschaft wie bei den Gemeinderatsmitgliedern akzeptiert. Diese demokratischen Innovationen in beiden Ländern wurden am Ende der 2010er teilweise zurückgenommen und die Migrationsräte als Kommissionen zum Teil der Lokalverwaltung untergeordnet. Im sächsischen Leipzig wurde dem Migrationsrat weitreichende Rechte übertragen – aber die Urwahl erst 2020 implementiert. Die vergleichenden Untersuchungen greifen den Konflikt um Anerkennung dieser Rechte in Gelsenkirchen, Leipzig und in der hessischen Kleinstadt Bebra auf. Der Beitrag beschreibt den divergierenden rechtlichen Rahmen, die politische Kultur, die historischen Auseinandersetzungen bei der Einführung der Migrationsräte, Konflikte bei der Ausweitung der Rechte und der Ressourcen wie auch die Probleme der Migrationsräte. Dabei spielen als Akteure externe Advokatoren, wie die Wohlfahrtsverbände, Kirchen, politische Parteien und die kommunalen Verwaltungen eine zentrale Rolle.

Ongoing urbanization leads to problems such as densification, loss of biodiversity, and social injustice in cities. For increasing urban populations, green–blue infrastructure (GBI) is an important element in compact cities contributing to human health, well-being, and the provision of important ecosystem services. We analyzed responses from two open-ended questions about visions, ideas, and topics for the development and management of GBI important for citizens of the city of Leipzig, Germany. The questions were part of an online survey accompanying the development of the local GBI planning strategy: Master Plan Green. The strategy is focusing on five guiding themes that are leading local and global debates about sustainable and resilient cities: biodiversity, climate adaptation, environmental justice, health, and sustainable mobility. We categorize citizens' ideas and suggestions, summarize frequent problems and conflicts, and link ideas and visions to the five guiding themes. As the last step, we discuss citizens' suggestions in order to minimize conflicts in GBI and to identify deficits in present local planning. Major problems and conflicts that were addressed by respondents relate to quality, usability, other users, activities, and safety and security of GBI. Numerous suggestions aimed to tackle these problems, for example, by designating separate use areas, adding naturalness, improving maintenance, and enhancing facilities. A range of ideas and suggestions were based on diverging expectations underpinning the challenge of matching heterogeneous demands of GBI users in an equitable fashion. Linking these suggestions to the five guiding themes reveals that most ideas are covered by one or several guiding themes and are considered in local planning strategies. The population development of German municipalities is characterized by pronounced regional disparities. We seek to shed new light on the shifting patterns of population development in Germany at the local level between 1990 and 2019 to understand better the drivers of population development at the local level and to initiate a debate on the (dis)advantages of longitudinal analyses of population change at the local level and the resulting methodological challenges. We address three interrelated questions: (1) how do patterns of local population trends shift over time and in space? (2) Where are the hot and cold spots of population development, and how stable are they? (3) Are there any persistent outliers defying the regional trends of population development? We use a unique database that includes annual data on the population development of all German municipalities to answer these questions. Using spatial autocorrelation and hot-spot–cold-spot analysis, we identify short- and long-term population trajectories that allow us to detect both the hot and the cold spots of population development and islands of growth in otherwise shrinking regions and islands of decline in growing regions. Stable hot spots of population growth exist around Germany's three largest cities – Berlin, Hamburg and Munich – and in the rural northwest. The cold spots of population development are concentrated in rural regions of eastern Germany but also structurally weak, old industrialized rural regions around Brunswick and Kassel and in Upper Franconia, Saarland and Western Palatinate.

Gleichwohl sind sie in dieser Funktion auchAustragungsorte von Konfl ikten bzw. Orte, an denen sich Differenzen und Ungleichheitenmanifestieren.Vor diesem Hintergrund befasst sich der Beitrag mit der Rolle urbaner grünerFreiräume als Orte des sozialen Miteinanders in Ankunftsquartieren. Ankunftsquartierewerden verstanden als heterogene Quartiere mit einer dynamischen Bevölkerungsentwicklungund einem hohen Anteil an Bewohner*innen mit internationalerBiographie, die gleichzeitig Schwerpunkträume sozialer Benachteiligung sind. Eswird ausgelotet, wie Begegnung, Kommunikation und Interaktion in solchen Räumenzur Stärkung des sozialen Zusammenhalts beitragen kann. Gleichwohl werdenHerausforderungen herausgearbeitet, insbesondere solche, welche im Kontext heterogenerund sich dynamisch verändernder Quartiere, wie es Ankunftsquartiere sind,entstehen.Die Argumentation basiert zum einen auf der Erkenntnis, dass gerade in dichten,heterogenen Quartieren das Miteinander in grünen Freiräumen eine große Bedeutungfür die Lebens- und Aufenthaltsqualität der Bewohner*innen hat. Gleichwohl stehtzum anderen, so die Annahme, die Nutzung und Entwicklung solcher Freiräume vorbesonderen Herausforderungen mit Bezug auf kooperatives (Aus-)Handeln von Ideenund Interessen, gemeinsames Nutzen von geteiltem Freiraum und die Berücksichtigungmultipler Bedarfe an Freiräume und Teilhabe. Dies ist insbesondere aus derPerspektive einer inklusiven und gerechtigkeitssensiblen Entwicklung im Quartier,und insbesondere für die spezifi schen Bedingungen in Ankunftsquartieren, zu diskutieren.
