Osmanlı Devleti’nde eğitim kurumları modernleştirildikçe, bu kurumların teftişi de modern usuller dâhilinde yapılmaya başlanmıştır. Teftiş mekanizmasının tarihinde önemli bir yer tutan Heyet-i Teftişiye Dairesi’nin kurulması ile Osmanlı topraklarındaki resmi/hususi tüm okullar belli bir sistemle teftiş edilmiştir. Teftiş hizmetiyle görevlendirilen müfettişler okullardaki olumlu ya da olumsuz izlenimlerini Maarif Müdürlüklerine rapor ederek ülkedeki eğitim durumunu gözler önüne sermiştir. Bu çalışmada arşiv belgelerinden, talimatnamelerden ve nizamnamelerden faydalanılarak müfettişlerin teftiş neticelerini yazdıkları raporlar incelenmiş; 1908-1918 yılları arasında İstanbul’da mevcut okulların eğitim-öğretim açısından durumları ortaya konmuştur.--------------------Inspection of institutions started to be made by modern methods in the Ottoman Empire while educational institutions modernize. All schools in the Ottoman territory were systematically inspected after inspection office. The inspectors reported their positive and negative observations. Thus, an impression of the educational status of the country would occur. In this study were used from archive documents, ordinances and regulations. The reports of the inspectors were examined directly and were revealed educational status of schools in Istanbul between 1908-1918.

ÖZET Bu çalışma 19.yy sonlarında dozunu artıran anarşistlerin sebep olduğu şiddet hareketleri ve II. Abdülhamid devrinde resmi dile yansımasını özetlerken aynı zamanda Ermeni ve Balkan Komitelerinin Bağımsız Ermenistan, Bulgaristan ve Makedonya hedefleri için ‘Eylemle Propaganda’ yöntemini kullanarak Osmanlı Ülkesinde çıkardığı olayları da incelemektedir. Bab-ı Ali Yürüyüşü, Osmanlı Bankası Baskını, Selanik Bombalaması, İlinden İsyanı ve II. Abdülhamid Suikastı şeklinde meydana gelen olayları gerçekleştirenler anarşist olduklarını iddia etmeseler de Osmanlı Devleti tarafından çoğunlukla anarşist olarak tanımlanmışlardır. Ayrıca içinde bulundukları örgütlerin anarşist çevrelerle bağının bulunması, eylem pratiklerinin anarşistlerin aynı dönem gerçekleştirdiklerine benzer olması bu tanımı doğrular niteliktedir. II.Abdülhamid döneminde İttihad ve Terakki üyeleri anarşist olduklarına dair suçlamaları kendi yayın organları üzerinden reddetmesi fakat yurtdışındaki faaliyetleri anarşist fikirli olmaları üzerinden engellenmeye çalışılmasına yönelik örnekler verilmiştir. Bu tez, II. Abdülhamid döneminin şartları göz önüne alındığında anarşist tanımının nasıl yapıldığına dair açıklama getirmeye çalışmaktadır. Ayrıca “Anarşist” olarak tanımlananlara karşı alınan önlemlerin neler olduğu üzerine eğilmektedir. Birçok farklı alanda önlemler alınarak anarşistlerden, anarşist olduğundan şüphelenilen ya da anarşist olma ihtimali olan kişilerin faaliyetleri engellenmeye çalışılmıştır. Buna kapsamda; Devlet yöneticilerine yönelik suikast haberlerinin yayınlanmasına, sahnelenmesine, sinematografi aracığıyla gösterilmesine sansür getirilmiş, anarşist yazarlara ait kitapların Osmanlı topraklarına girmesine engel olunmaya çalışılmış, anarşistler hakkında bilgi alınmasında şehbenderlikler önemli rol oynamıştır. İktidarın gücünü temsil edenlere yönelik suikastların artması ihbarda bulunacağını söyleyen dolandırıcıların ortaya çıkmasına sebep olmuş, Osmanlı Devleti bu kişilerin dolandırıcı olduğuna kanaat getirdikten sonra itibar edilmemesini istemiştir. Yabancı işçilere karşı temkinli davranılmış, anarşistlerle mücadele kapsamında toplanan Roma ve St.Petersburg konferanslarına temsilci gönderilerek bu konu kapsamında yabancı ülke temsilcileriyle iletişim halinde olunmuştur.ABSTRACT This Study surveys increasing violance actions cause of anarchists at the late of 19.th century while summarizes the reflections to era of Abdülhamid II in offical correspondence. İt also explains The Armenian and Balkan Comitees’ existed events which uses method of “propaganda by deed” to establish independent Armenia, Bulgaria and Macedonia. The perpetrators of Bab-ı Ali March, Ottoman Bank Raid, Bombing of Thessaloniki, Preobrazhenie Uprising and Assasination Attempt to Abülhamid II has not claimed himselves as an “anarchist” but They are claimed “anarchists” by Ottoman State. Also these groups linked to anarchist societes and similarity of their action attemps and anarchist action attempts in the same era to supports and verifies this opinion. Union And Progress members in the era of Abdülhamit II has rejected the issue of bad reputations as anarchist, they try prevent, their action in abroad as introducing them as anarchist. This thesis try to explain about how its made the perception of anarchist in consider of Abdülhamit II era’s conditions. It also aiming the preventions against who definied as a “Anarchist”. Preventions have been tried to be taken in many different areas. Censorship to publicy, enact, dispay by cinematography about assasinations of statesmen news, work and forbid for anarchist books enter to Ottoman lands and gather info about anarchists with consulship can be example to this preventions. The rising of assasinations against persons who represent rulling power caused to spawn cheaters who claim himselves “anarchist” and “informant”. But Ottoman State ignored this persons after be conviced to this persons be cheaters. Ottoman State did cautious against foreign workers, send representive to Rome and St. Petersburg conferances communicated other country representives against struggle to anarchists. Kadın araştırmaları, toplumların sosyal alandaki fikriyatını ve dolayısıyla kültürel bakış açılarını belirlemelerini sağlayan bir konu olmuştur. Kadın yaratılışından itibaren toplum hayatındaki yeri ve rolü tartışılan, özellikle geçmiş kültürlerde zaman zaman insan olup olmadığı düşünülen bir varlık olarak görülmüştür. Türk toplumu bu konuda farklı bir örnek olmuş, kadına hürmet göstermiştir. Batıda ise kadın uzun yıllar boyunca hakarete maruz kalmış, 18. yüzyılın sonlarına doğru Fransız Devrimi ile ekonomik, siyasi ve sosyal alanda kendi mücadelesini başlatmıştır. Batıdaki gelişmeler tüm dünyayı etkisi altına almaya başlamış, hemen her toplumda bunun yankısı duyulmuştur. Böylece her topluma göre değişen istek ve mücadeleler, Osmanlı devletini Tanzimat dönemi boyunca ağırlıklı olarak eğitim üzerine yoğunlaşmaya itmiştir. Bu dönemde açılan yeni okulların yanı sıra, kadınların gelişimini desteklemek için onlara mahsus dergiler çıkarılmaya başlanmıştır. Bu dönemin kadın dergileri muhafazakâr bir tutum sergilemiş, birçoğu eğitimi kadının çocuk yetiştiriciliği vasfı için elzem kabul etmiştir. Zira toplum giderek yozlaşmakta olduğundan, geleceğin teminatı olan yeni nesil, dini ve milli değerleri koruyarak bilim alanında yetiştirilmeye çalışılmalıdır. Yine bazı fikirler, kadının bireysel olarak da kamuda bazı hizmetlerde bulunabileceği ve hatta bunun desteklendiği yönündedir.Bu çalışmanın amacı; Osmanlı kadınlarının Tanzimat döneminde neşredilen hanımlara mahsus dergilerde âile hayatı, eğitim, hukuk, moda alanları içerisinde konumlandırılma çabaları hakkında yazılmış fikir ve tartışmalara ışık tutmaktır. Bu amaçla çalışmamızda öncelikle kadının belli başlı kültürlerdeki durumu, Türk milletindeki tarihsel gelişimi ele alınmış; daha sonra Tanzimat ile II. Meşrutiyet arasında kadın dergileri olarak çıkarılan Terakki-i Muhadderât (1869), Vakit Yahut Mürebbi-i Muhadderât (1875), Âyine (1875), Âile (1880), İnsaniyet (1881/82), Hanımlar (1882/83), Şükûfezar (1883), Mürüvvet (1888), Parça Bohçası (1889), Hanımlara Mahsus Malumat (1895), Hanımlara Mahsus Gazete (1895), Takvim'ün-Nisa (1899) isimli dergiler incelenip değerlendirilmiştir. Women's research has been a topic for societies to settle their views in social domains and thereby their cultural perspectives. Woman, since its creation, had been perceived as a being whose role and standing has been argued in the community life, even from time to time who had been subject to the speculations about whether it is human or not in ancient cultures. Turkish society has shown a different example of this issue and has shown respect for women. Whereas the woman has been insulted for many years in the West and started its own struggle in economic, political and social fields along with the French Revolution at the end of the 18th century.Developments in the West had begun to influence the whole world, and their reflection appeared in almost every society. Thus the demands and struggles that are distinct for every society forced the Ottoman state to focus mostly on education during the Tanzimat period. In addition to the new schools opened during this period, magazines special to women were published to support their improvement. The women magazines of this period displayed a conservative position and most of them accepted the education as a requisite tool for women's child-rearing skill. As society was gradually degenerating, there should have been an effort to raise the next generation who is the foundation of the future in the field of science by preserving religious and national values. Also, some notions suggested that women are individually able to serve in the public sector and even some seemed to be supportive of it.The objective of this study is to shed a light on notions and discussions written about the efforts to determine the social standing of Ottoman women in family life, education, law and fashion in the journals dedicated to women and published during the Tanzimat period. For this purpose, in our study, firstly the status of women in certain cultures and the historical development of them in the Turkish nation were discussed; then those women journals published between Tanzimat Reform and Second Constitutional era naming II. Terakki-i Muhadderât (1869), Vakit Yahut Mürebbi-i Muhadderât (1875), Âyine (1875), Âile (1880), İnsaniyet (1881/82), Hanımlar (1882/83), Şükûfezar (1883), Mürüvvet (1888), Parça Bohçası (1889), Hanımlara Mahsus Malumat (1895), Hanımlara Mahsus Gazete (1895), Takvim'ün-Nisa (1899) were reviewed and evaluated. 211

59. Mask-induced Koebner Phenomenon in Pemphigus Patients During COVID-19 Pandemic.

- Abstract
Koebner phenomenon of skin diseases due to face masks have been reported since COVID-19 pandemic, especially in psoriasis patients. Although there are reports on Koebner phenomenon in pemphigus patients in the literature, pemphigus lesions triggered by face masks have not been described previously. Herein, we report one case of pemphigus vulgaris and one case of pemphigus vegetans with new and persistent lesions on the nose following prolonged use of face masks. Both cases had persistent pemphigus lesions on their noses where face masks irritated the most. The development of lesions after the use of masks and the persistence of nasal lesions despite the improvement of other skin lesions with the treatment in both cases, suggested that minor traumas due to the use of masks played a role in the formation of lesions., Competing Interests: None declared., (© Copyright 2023 by The Medical Bulletin of Sisli Etfal Hospital.)

60. The risk of endothelial and erectile dysfunctions in Behçet's disease: a comparative analysis of mucocutaneous and systemic patient groups.

Introduction: Behçet's disease (BD) is a chronic inflammatory disease which can be limited to only mucocutaneous tissues or can affect different systems of the body., Aim: To investigate the association of endothelial and erectile dysfunctions with BD, on the basis of comparative analysis between mucocutaneous and systemic BD., Material and Methods: Thirty-eight men diagnosed with BD were included in the present study. The patients were stratified into two groups as mucocutaneous BD ( n = 20, MBD group), and systemic BD ( n = 18, SBD group). Erectile dysfunction (ED) was assessed using the Erectile Function domain of the International Index of Erectile Function (IIEF-EF) questionnaire. The coronary flow reserve (CFR) assessment was done for analysing endothelial dysfunction (EnD), and CFR < 2 was defined as EnD. Penile Doppler ultrasonography (PDU) was performed for ED. The demographic and clinical parameters, IIEF-EF score ED classification, CFR and PDU test findings were compared between two groups., Results: The median age was 34 (22-52) years in the overall population, and there was no difference between two groups ( p = 0.558). Time from diagnosis was significantly longer (24 vs. 102 months, p = 0.021) and the use of immunosuppressive therapies was higher (0 vs. 70.6%, p < 0.001) in the SBD group. In overall, median CFR was 1.92 (1.1-5.96), and there was no difference between two groups (1.88 vs. 1.97, p = 0.812). The percentage of patients with CFR < 2 was similar in two groups (52.6% vs. 52.9%, p = 0.985). The ED status according to IIEF-EF was similar in two groups (45% vs. 27.8%, p = 0.538) as well as according to PDU analyses (10% vs. 16.7%, p = 0.544)., Conclusions: The increased risk of endothelial, and erectile dysfunctions should be considered in men who were diagnosed with mucocutaneous and systemic BD., Competing Interests: The authors declare no conflict of interest., (Copyright: © 2021 Termedia Sp. z o. o.)

61. The Etiological Evaluation of Patients with Chronic Urticaria.

- Abstract
Objectives: Chronic urticaria (CU) is a common skin disease characterised by skin lesions and angioedema lasting longer than six weeks. Although many factors, such as autoimmune diseases, infections, drugs and malignities, are blamed in the etiology, no reason can be found in a significant majority of the patients. The present study aims to investigate the factors which have a role in the etiology in patients diagnosed with CU., Methods: Sixty-two patients who were followed-up with the diagnosis of CU in the Allergy Polyclinic of Dermatology Clinic were retrospectively evaluated in this study. The clinical and laboratory data of the patients were obtained from the patient files and the hospital automation system. The obtained data were given as a number and percentage for the categorical variables and as mean, standard deviation, minimum, and maximum for the numerical variables., Results: The patient group consisted of 33 women (53.2%), and 29 men (46.8%), with 62 patients. The prevalence of angioedema was calculated as 51.6%, and the accompanying physical hives was calculated as 40.3%. Autoimmune disease was accompanying in 14 (22.6%) patients, and coexisting infection was detected in 15 (24.2%) patients. Thyroid autoantibodies were detected positive in 24.5% of the patients, and helicobacter pylori (H.pylori) antigen was found positive in 69% of the patients., Conclusion: Autoimmune thyroid diseases and infections are frequently detected as the accompanying diseases in patients diagnosed with CU., Competing Interests: Conflict of Interest: None declared., (Copyright: © 2020 by The Medical Bulletin of Sisli Etfal Hospital.)

62. Evaluation of Dermatology Consultations in a Tertiary Care Centre Emergency Service.

- Abstract
Objectives: The primary objective of our study was to investigate the profile of patients visiting our hospital's emergency department and underwent dermatology consultation., Methods: In this study, we reviewed electronic medical records of 444 consultations from the emergency department over a period from 01.05.2017 to 01.05.2018. We recorded patients' age, gender, complaint, diagnosis and treatment from the database., Results: Overall, 444 patients were studied. The most common conditions seen were infection (86.9%) (mainly viral), followed by inflammatory dermatoses (5.4%) and urticaria and angioedema (5.1%). The highest rate of cases peaked in April (14%)., Conclusion: Commonly encountered dermatological disorders in the emergency department identified in this study, mostly infectious diseases. - Abstract
Various topical agents used in combination with phototherapy have blocking effects, however in contrast to in vitro studies there were not enough in vivo studies about this subject. Our purpose was to examine the photoprotective effects of white petrolatum and salicylic acid which can be used before UVB therapy in psoriasis patients. In 35 volunteers, a phototest was performed to determine the minimal erythema dose (MED) and the test was repeated with thin (0.1 cc/25 cm2) and thick (0.3 cc/25 cm2) petrolatum, thin and thick salicylic acid (20%) in petrolatum and sunscreen. After 24 hrs, the effects of each agent on MED was investigated. MED values detected after pure UVB and after application of topical agents were compared one by one, and the differences between all of them have been found statistically significant. These showed that MED values were increased by thin or thick petrolatum and also by thin and thick salicylic acid (20%) in petrolatum. The highest MED values were detected with thick salicylic acid in petrolatum followed by thin salicylic acid in petrolatum, thick petrolatum and thin petrolatum. The application of petrolatum and salicylic acid, which can block UVB, before phototherapy is not recommended.
