This report summarizes the area of research, identifies the most significant results and lists the dissertations and publications sponsored by the contract DAAG29-85-K 0048.

The multispectral CCD camera system (MS-CCD) has been developed for the 'Background clutter project' (1990-1993), which is being carried out by the Infrared Group (Div. 4.2) in cooperation with the Technology Development Division (Div. 5) of TNO Physics and electronics Laboratory in contract for the Dutch Royal Army. The Background clutter project aims to improve range predictions for detection and recognition of army vehicles in natural backgrounds. Digital imagery, which has been obtained using visible and IR imaging sensors is used to optimize range predictions. During the course of this project a need was felt for a system acquiring imagery of backgrounds in 12 different wavelength bands between 350 nm and 1100 nm., Text in Dutch; abstract in English and Dutch.

Using optical radar (LIDAR) techniques, properties of the atmosphere can be determined by remote sensing. Examples are, e.g., the horizontal visibility or the extinction coefficient, the vertical extinction or visibility profile and the cloud base altitude. Because the time scales in the atmosphere are much shorter than the maximum sample rate or the LIDAR available at the start of this project, a need existed of a system with a repetition rate of at least 10 pulses per second. With such a system it is possible to measure the dynamics of the atmosphere on a sub-second time scale and to map smoke and dust clouds. This report describes the properties of such a system designed and developed at the physics and electronics laboratory TNO. As part of the final project for airforce cadets in their fourth year at the Royal Military Academy (RMA), the airbase project RMA has been organised in 1991 for the fourth time. This project contains an overview of the different ways in which an airbase can be examined. Presentations and assignments give the cadets the opportunity to experience the problem at an operational airbase and to see how TNO-Physics and Electronics Laboratory is performing studies in this area for the Royal Netherlands Airforce (RNLAF). The report contains the extensive contents of the course. For simulating a drive of a vehicle on the Universele Dynamometerbank so called K Factors have to be set. These K-factors correspond with friction coefficients of the vehicle to be simulated. For the determination of the K- factors the Physics and Electronics Laboratory developed the so called Schatter algorithm. The development of modems, scramblers, frequency hopping units etc, for HF channel operation requires repeatable and comparative tests to be carried out under typical conditions. By using HF channel ionospheric simulators these tests can be carried out more cost-effectively and conveniently without the need for the relatively expensive live-link tests which would otherwise be necessary. Such simulators not only provide repeatable HF channel conditions, they also permit some control of the link parameters - an aspect not readily achievable with 'live' circuits. The Automated high frequency Test Bed currently under development at the Electronics Research Laboratory (ERL) uses a Cossor CSP1250 Ionospheric Simulator. The Test Bed also incorporates transmit and receiver modems, data error analysers (which generate and monitor a pseudo-random bit sequence, and a Pilot Tone Sounder (which performs bit-error-rate analysis of the received data). A functional diagram of the ERL Automated Test Bed is provided in Figure 1 overleaf. In this report the description and generation of sea wave motion is presented in order to examine the influence of this motion on the altitude performance of a low flying missile. For this study a seaskimming missile is simulated with the 6 DOF weapon and simulation program (WASP) of the physics and electronics laboratory (FEL-TNO). Within the scope of data communication facilities for the Royal Netherlands Army (RNLA) there is a requirement for a study into the provision of a Data Modem, so as to provide data only transmission capabilities for the System Control and Management, (SYSCOM) system over the RNLA's mobile tactical communications network, (ZODIAC). To achieve the above requirement, the Physics and Electronics Laboratory TNO was tasked by the Directie Materieel Koniniklijke Landmacht, (DMKL) to study and define the requirements needed in the development of such a modem. This definition document contains the results of that study, it details the functional requirements necessary for implementation in the development of the Modem. These requirements are primarily based on the recommendations of EUROCOM Tactical Communications, Basic Parameters (D/1) specification, for the network transmission requirements and the CCITT recommendation series for the Terminal to Modem requirements, both with amendments or enhancements so as to provide the facilities required by the RNLA. The requirements considered necessary in the development of the Data Modem have been, for clarity, printed in bold type in the main text of this document. This report is the result of the third phase of the technology project Quality of Expert Systems, carried out under the commission of the Ministery of Defence, Director Defence Research and Development. Participants in the project are TNO Physics and Electronics Laboratory (FEL-TNO), University of Limburg (RL) and the Research Institute for Knowledge Systems (RIKS). This report contains the results of an investigation into algorithms for integrity control of knowledgebases, with specific interest in the computational efficiency. Algorithms for preserving consistency and integrity of th knowledgebase arre being compared. Another subject in this report is the way in which a mapping can be made between specifications made with E(xtended)NIAM and an executable Prolog program, in order to establish a formal determination of the consistency and integrity of knowledgebase specifications. This study contains a summary of the results of the technology project QUEST: Quality of Expert Systems, carried out under commission of the Dutch Ministry of Defence, Directorate Defense Research and Development. Participants in the project are TNO Physics and Electronics Laboratory (TNO-FEL) , University of Limburg (RL) and the Research Institute for Knowledge Systems (RIKS). After an analysis of the problems encountered in expert systems development, a quality framework is developed which takes a view at the quality problem from three perspectives: the quality of the development process, the quality of the specifications and the quality of the expert system viewed as a product. In order to get a better grasp of the problem a number of methods and techniques, derived from conventional and artificial intelligence systems development, are reviewed. Secondly, the conceptual similarities between databases and knowledgebases are stressed. The use of conventional specification methods, in particular Nijssens Information Analysis Methodology (NIAM), is considered. In addition to this algorithms for preserving consistency and integrity of the knowledgebase are compared. Thirdly the modularity and structure of knowledgebases is examined, together with the applicability of conventional testing methodologies in expert systems. Lastly it is demonstrated that the integration of database theory and artificial intelligence signifies a step in the direction of a better quality control of expert systems., Summary in English and Dutch.

Professor James L. Merz spent the Fall of 1985 as a Visiting Research Scientist in the Optoelectronics Joint Research Laboratory (OJL) in Kawasaki, Japan. OJL is a joint cooperative laboratory staffed by researchers from mine private electronics companies in Japan through the sponsorship of the Ministry of International Trade and Industry (MITI) of the Japanese government. Professor Merz was the first foreign visiting researcher in this laboratory, and was able to observe first-hand how govern/industry cooperative research proceeds in such an environment. In addition, Professor Merz visited the research laboratories of many of the member companies. This report represents an assessment of the effectiveness of a joint cooperative research laboratory such as OJL for optoelectronics research and development in Japan. Professor Merz is the Director of the Compound Semiconductor Institute at the University of California, Santa Barbara, and a Professor of Electrical Engineering. (Author)

This is the final report of the research conducted at the Stanford Electronics Laboratories under the Sponsorship of the Joint Services Electronics Program from May 1, 1985 through April 30, 1988. This report summarizes the areas of research, identifies the most significant results and lists the dissertations and publications sponsored by the contract DAAG29-85-K-0048.

The objectives of this program were to purchase and install a Metal Organic Chemical Vapor Deposition (MOCVD) system in the Electronic Materials Laboratory at the Tri-Cities University Center of the University of Washington. This system would be used to grow films of III-V compounds. This reactor will be used to grow layered structures based on Gallium Arsenide, AlxGa1-xAs, InyGa(1- y)As or GaAsxP1-x. Prior to shipping the MOCVD system, Spire personnel grew GaAs films on GaAs substrates with the TUC 500XT reactor. Excellent results were obtained. Films grown on two-inch wafers exhibited a thickness uniformity of better than 2% and a doping uniformity better than 4.5%. With three-inch wafers, films were characterized by a thickness uniformity of 4% and doping uniformity of 8%. They also found that the Aluminum Gallium Arsenide composition uniformity was better than 2% for AlGaAs films grown on two-inch waters. Finally, the background doping in epitaxial GaAs films grown with the TUC reactor was determined to be less than 1.5x10 to the 14th power/CC. These performance figures represent a significant improvement in GaAs epitaxial film growth.

This report is the result of the second phase of the technology project 'Quality of Expert Systems', carried out under commission of the Ministry of Defence, Director Defence Research and Development. Participants in the project are TNO Physics and Electronics Laboratory (FEL-TNO), University of Limburg (RL) and the Research Institute for Knowledge Systems (RIKS). Based on (FEL1989-148) this report examines more thoroughly the problems that are related to the quality of expert systems. Firstly a method is presented which views the development of expert systems as a (parallel) activation of modelling processes. Secondly the conceptual similarities between databases and knowledgebases are stressed. As an implication of this the use of Nijssens Information Analysis Method as a knowledgebase specification method is proposed. Thirdly the modularity and structure of knowledge bases is examined, together with the applicability of conventional testing methodologies in expert systems. Lastly it is demonstrated with an example that the integration of database theory and artificial intelligence signifies a step in the direction of a better quality control of expert systems. This report has been assembled and prepared to provide information concerning the general thrust of research programs with the E.L. The American Electronics Laboratory (AEL), Allaire, NJ, was tasked by the U.S. Army Avionics Research and Development Laboratory (SAVAA-M), Fort Monmouth, NJ, to develop replacement breadband matching modules for the CU-942B and the FM 10-30-1 antenna to satisfy specified requirements for Project SINCGARS. AEL was further tasked to test various candidate antennas provided by commercial vendors that are mechanically interchangeable with the CU-942B and the FM 10-30-1. After completion of the AEL development/test program, AVRADA tasked an independent, non-based Government antenna test facility to conduct prescribed antenna verification tests in accordance with an agreed upon test plan. This technical report describes communications antenna systems provided by Dayton-Granger, Inc (DGI), American Electronics Lab (AEL), and Avionics Antenna Systems (AVANT). The test measurements were conducted at the Naval Air Development Center, Antenna Test Facility located in Warminster, PA. The information in this report provides, in part, the technical data for the protection data package of adequate VHF-FM Communications antennas for the UH-1 helicopter when used with the new SINCGARS Radio. This thesis was a development of a series of experiments for an electronics communications laboratory. These experiments were designed to reinforce theoretical courses offered in the Air Force Institute of Technology Electrical Engineering Core Communications Sequence in the form of demonstrations or laboratory exercises. The experiments were developed under the criteria of investigating a significant number of analog and digital communication system concepts with a minimum amount of experimentation time. Extensive use of a spectrum analyzer was included in many of the experiments. The topics covered in the experiments include: amplitude modulation; frequency modulation; balanced modulator; single sideband modulation; phase-lock loop and frequency synthesizer; pulse amplitude modulation; pulse code modulation; delta modulation; amplitude shift keying; phase shift keying; and frequency shift keying. The results of this study indicated that many more system concepts could be included in laboratory exercises, such as spread spectrum communications time and frequency division multiplexing, and computer oriented testing and analysis. This report was prepared for the US Army Materiel Development and Readiness Command at the direction of the deputy chief of staff for research, development, and acquisition. This edition is the fifteenth of a series that was initiated in 1966. Each In-House RDTE activity of the Department of Defense is described on one page in this compilation. The data for 1981 are summarized in tables preceding the main text and charts and tables are provided for each service showing organizational relationships and command chain. All current DOD RDTE activities which meet the report requirement of having at least 25 per cent of their budget in RDTE funds are listed in the contents alphabetically within each department.
