How do voters sort within an electoral coalition? Voting literatures on ideology, character valence, and issue ownership provide explanations for inter-coalition or inter-party voting, yet the coalition context remains understudied. Do voters in proportional coalition-based systems use the same ideological and issue-based heuristics ascribed to them in two-party systems that favor single-party government? Voting behavior in Italy in the 2000s is used to explore this question. This paper examines what motivates the voters of the large center-left and center-right coalitions, specifically whether ideology, economic issues, or other considerations lead voters to select their party of choice. Results indicate that, on average, voters select a coalition ideologically-proximal and deemed the more competent on issues, while they select a specific party based upon character and reputation issues. In the last decades Religious Zionism moved from the margins to the center of Israeli society and politics. Members of this sector (RZS) are located today in top positions in Israeli politics, businesses, and among professional elites, academia, and the military, gaining growing influence over the national decision-making processes and policies. No wonder, then, that public opinion polls indicate that the members of the RZS are the most satisfied and optimistic in Israel today. The fact that the RZS is positioned mostly on one side of the political spectrum (Right), the tight interrelations within this sector and its widening periphery have further increased its national impact. It is argued here that this is a critical development in Israeli politics as this sector’s members, and in particular those voting for the RZS parties, show relatively low commitment to core democratic values together with a clear preference for the Jewish aspect over the democratic aspect of the state of Israel. Furthermore, whereas in the past the RZS was politically represented by one main party (with some splinter groups coming and going), in the 2021 elections two parties (Yamina and the Religious Zionist Party (RZP)) collided head-on. For the first time each of these parties, the first more modernist and the second more fundamentalist, claimed to be the only authentic representative of this sector. The competition between them intensified when the election results showed that each of the two had gained the same number of seats in the Knesset, with the leader of Yamina unexpectedly becoming the new Israeli prime minister. It is argued here that the future balance of power between these two parties and their respective constituencies will determine the future of the RZS as a whole—whether it will establish itself as a pivotal actor in Israeli politics or remain at the margins.

In the political system of post-war Japan there emerged a unique phenomenon of the ‘1955 system’, which contradicted, in its form and in its essence, to the principle of the changeability of power inherent for the democratic systems. The Liberal-Democratic Party retained majority in the lower house of Diet for the 38-year period, which allowed it to form the government without joining coalitions with any other parties. “The 1955 system” was a form of adaptation of the political power to the specific conditions of cold war era. In the sphere of foreign policy, the bipolar model of the Japanese political system reflected the ideological choice between the capitalist system led by the United States and the socialist system led by the USSR. In the economic sphere, the dominant party system was the most appropriate response to the specific needs of the mobilization economic model, in which first fiddle was played by bureaucracy, whilst the political power performed rather decorative functions. The authoritarian features in the LDP power system that can be imagined to be the result of its monopolistic rule, in reality did not have a distinct manifestation because of the de facto absence of unity in its top management and the preservation of a viable faction system well adapted to the electoral model of the multimember districts. The end of ‘the 1955 system’, associated with the end of the cold war, manifested itself in the loss of the LDP’s dominant position in the party system and in the beginning of the era of coalition governments. The issues of ideology in the post-bipolar period lost their significance as a form of axis in the inter-party division. Currently, the LDP holds the leading positions in the political arena as the main political force in the Diet. The ruling party faces serious problems, among which one can mention the decline of the LDP authority in the Japanese society against the background of resonant political scandals, the absence of intra-party democracy and the authoritarian style of Abe’s rule which raises the risks of political mistakes, as well as the lack of reliable mechanisms of succession of senior positions in the party hierarchy. However, the specificity of the electoral system, as well as the chronic state of split and the absence of strong political leaders in the opposition camp, give the LDP substantial advantages against other parties, feeding the conclusion that the LDP will remain the dominant political force of Japan in the foreseeable future.

Voters in many advanced democracies increasingly dislike their political opponents, a phenomenon that is known as affective polarisation. The growing animosity between electorates is particularly challenging in multiparty systems, where ruling is more dependent on cross-party alliances. In this work, we examine the case of Spain, a multiparty democracy that exhibits one of the highest levels of affective polarisation among advanced democracies. Using public opinion databases as well as extensive qualitative evidence, we operationalise and explore the evolution of affective polarisation in the Spanish electorate and its main drivers, with a particular focus on the competition for the left–wing electorate between the PSOE and Podemos during the 2015–2020 period. Introducing, managing, and sustaining change in public service organizations is challenging for policy makers to implement and for scholars to theorize. In 2010, the U.K. Government introduced policy changes to help bring down the national deficit. The executive's planned reforms aimed to deliver a so‐called battle‐winning military force, a smaller and more professional Ministry of Defence, and an affordable overall defence organization. The article borrows from theories of management and public policy to help enlighten our understanding of change under New Public Management and governance approaches. The article's central claim is that the U.K. Government sought to correct cost‐efficiency processes in public service organizations trying to reshape organizational and managerial structures dependent on many internal and external pressures. The article examines the executive's purpose in developing a need for change and the ways to implement it. It is a well-established empirical finding that governments on average lose votes during their time in office. This exploratory analysis examines whether all members of coalition governments suffer the electoral cost of governing equally. Using electoral data from 20 parliamentary systems from 1961 to 2015, I compare the electoral performance of junior coalition members, the prime minister of a coalition, and single-party governments. Furthermore, I examine the conditioning effects of economic performance, legislative institutions as well as party ideology and size. I find that there are substantial differences in the electoral cost of governing for different types of coalition participation. The evidence suggests that the prime minister in a coalition is partially insulated from the penalties of government and thus should try to attract junior coalition members whenever possible. Does party government moderate the responsiveness of public policy to public opinion? Analysing a new dataset, we examine whether the ability of governments to respond to the public on 306 specific policy issues in Denmark, Germany and the UK is affected by the extent of coalition conflict and by the fit of the considered policy changes with the government preferences. We find a systematic but relatively weak positive impact of public support on the likelihood and speed of policy change. Contrary to expectations, a higher number of coalition partners are not associated with fewer policy changes nor with weaker responsiveness to public opinion. We also find no evidence that responsiveness to public opinion is necessarily weaker for policy changes that go against the preferences of the government.
