The objective analysis and assimilation procedure with the FGGE/MONEX data are described. Numerical predictions with the GLAS general circulation model were made from the two initial conditions arrived at by assimilating the two different data sets. The model, the analysis and assimilation procedure, the differences in the analyses due to different data inputs, and the differences in the numerical prediction of monsoon depressions are outlined.

The influence of tropical wind data on the prediction of planetary waves were studied. Two assimilation experiments were performed, one with and one without FGGE tropical winds. The planetary wave error was then analyzed in 72 h forecasts from the initial conditions provided by the two assimilations.

The global scale structure of atmospheric flow is best documented on time scales longer than a few days. Theoretical and observational studies of ultralong waves have emphasized forcing due to global scale variations of topography and surface heat flux, possibly interacting with baroclinically unstable or vertically refracting basic flows. Analyses of SOP-1 data in terms of global scale spherical harmonics is documented with emphasis upon weekly transitions.

The mean error characteristics of two series of forecasts of the tropical flow were studied. By using as initial conditions analyses made with and without the FGGE special observing system, the impact that initial data has on the accuracy of the forecasts is estimated.

Technology needed to predict damage and hazards from explosions of propellant tanks and bursts of pressure vessels, both near and far from these explosions is introduced. Data are summarized in graphs, tables, and nomographs.

Accidental explosions are discussed from a number of viewpoints. First, all accidental explosions, intentional explosions and natural explosions are characterized by type. Second, the nature of the blast wave produced by an ideal (point source or HE) explosion is discussed to form a basis for describing how other explosion processes yield deviations from ideal blast wave behavior. The current status blast damage mechanism evaluation is also discussed. Third, the current status of our understanding of each different category of accidental explosions is discussed in some detail.

Fragmentation data was assembled and analyzed for exploding liquid propellant vessels. These data were to be retrieved from reports of tests and accidents, including measurements or estimates of blast yield, etc. A significant amount of data was retrieved from a series of tests conducted for measurement of blast and fireball effects of liquid propellant explosions (Project PYRO), a few well-documented accident reports, and a series of tests to determine auto-ignition properties of mixing liquid propellants. The data were reduced and fitted to various statistical functions. Comparisons were made with methods of prediction for blast yield, initial fragment velocities, and fragment range. Reasonably good correlation was achieved. Methods presented in the report allow prediction of fragment patterns, given type and quantity of propellant, type of accident, and time of propellant mixing.

Numerical weather forecasts are characterized by rapidly declining skill in the first 48 to 72 h. Recent estimates of the sources of forecast error indicate that the inaccurate specification of the initial conditions contributes substantially to this error. The sensitivity of the forecast skill to the initial conditions is examined by comparing a set of real-data experiments whose initial data were obtained with two different analysis schemes. Results are presented to emphasize the importance of the objective analysis techniques used in the assimilation of observational data.

A workbook is presented to supplement an earlier NASA publication, which was intended to provide the designer and safety engineer with rapid methods for predicting damage and hazards from explosions of liquid propellant and compressed gas vessels used in ground storage, transport and handling. Information is presented in the form of graphs and tables to allow easy calculation, using only desk or handheld calculators. Topics covered in various chapters are: (1) estimates of explosive yield; (2) characteristics of pressure waves; (3) effects of pressure waves; (4) characteristics of fragments; and (5) effects of fragments and related topics.

Incident overpressure data from frangible spheres pressurized with a flash-evaporating fluid in liquid and vapor form were obtained in laboratory experiments. Glass spheres under higher than ambient internal pressure of Freon-12 were purposely burst to obtain time histories of overpressure. Nondimensional peak pressures, arrival and duration times, and impulses are presented, and whenever possible plotted and compared with compiled data for Pentolite high-explosive. The data are generally quite repeatable and show differences from blast data produced by condensed high-explosives.

Small-scale experiments were conducted to obtain data on incident overpressure at various distances from bursting pressurized spheres. Complete time histories of blast overpressure generated by rupturing glass spheres under high internal pressure were obtained using eight side-on pressure transducers. A scaling law is presented, and its nondimensional parameters are used to compare peak overpressures, arrival times, impulses, and durations for different initial conditions and sizes of blast source. The nondimensional data are also compared, whenever possible, with results of theoretical calculations and compiled data for Pentolite high explosive. The scaled data are repeatable and show significant differences from blast waves generated by condensed high-explosives.
