Identifying sites with refugial capacity can inform conservation efforts to assess the degradation status of global ecosystems (Keith et al., 2013), and it can guide landscape conservation planning (e.g., Moilanen, 2007). Although climate-change impacts are of mounting concern (e.g., Araújo et al., 2006; Scholze et al., 2006; Halsch et al., 2021), climate change is only one of many anthropogenic stressors contributing to biodiversity declines (Morris et al., 2020). Environmental stability is a key concept often applied when describing refugia for species and ecosystem persistence or resistance to change (Keppel et al., 2015, Morelli et al., 2020) under current and future climate change (McCullough et al., 2016). This work highlights the importance of temporary ponds in the Cabriel river basin (Valencia). The scant interest on the part of today's society has led to the deterioration of these structures, being subjected to numerous and constant threats. Its study, therefore, is essential to know its high cultural and ethnographic value and improve the ecological communities that inhabit them. The characterization of these aspects has required an inventory of the ponds, which facilitates their geographic location and subsequent access. The diversity of existing ponds has been appreciated with respect to the typologies identified, the water catchment systems or the state of conservation they present; as well as its spatial concentration, derived from settlement and lithology. The results obtained confirm the poor condition of most of the ponds, after insufficient maintenance for decades. In this regard, some actions are proposed to mitigate or correct the main deficiencies detected (reduction of water inputs, clogging, loss of biodiversity). [ABSTRACT FROM AUTHOR]

Introduction: Marine mammals are affected by diverse threats that must be identified for mitigation efforts. Objective: To visually quantify threats to marine mammals in Colombia, and to identify mitigation actions. Methods: We georeferenced threats based on the literature, covering 35 species in the period 1991-2020, and superimposed them on species range maps. Results: 22 species had at least one threat. Bycatch and interactions with fishing gear affected 16 species, followed by direct capture (8 species), vessel traffic/transit (6 species) and alteration of ocean physics (6 species). The most affected species, in terms of the greatest diversity of threats, are: humpback whale (Megaptera novaeangliae), Caribbean West Indian manatee (Trichechus manatus), marine tucuxi (Sotalia guianensis) and bottlenose dolphin (Tursiops truncatus). Nearly all of Colombia’s marine territory presents some degree of risk for marine mammals. High-risk areas are Buenaventura, Guapi, Cupica Gulf and Tumaco in the Pacific; and Urabá Gulf, Darién Gulf, Morrosquillo Gulf, off Barranquilla, Ciénaga Grande de Santa Marta and Coquivacoa Gulf in the Caribbean. Conclusion: Marine mammals in Colombia are currently at risk due to several threats, especially related to fishing, hunting/capture and shipping activities, mainly in coastal areas. The objective of this work is to carry out an analysis of the factors of the context, macroenvironment and specific environment, which may influence the competitiveness of dairy companies in the center of the province of Santa Fe. To analyze the general environment, the PESTEL framework was implemented and to analyze the specific environment, Porter's Five Forces model was used. Based on the opportunities and threats detected, actions are proposed that contribute to the definition of the different competitive strategies that companies could develop based on their resources and capabilities. A good balance between the factors that generate wealth, cause more attractive and sustainable companies. The challenge for dairy companies is to be innovative and achieve organizational resilience. Among the opportunities, the influence of new technologies for products, processes and services and the possibilities of adding value to the product and by-products of the different processes stand out. Among the threats, the strong competition for land resources stands out, as well as the figure of the primary producer as the price taker of inputs and primary production, highlighting the importance of scale and the addition of value to production. El siguiente artículo analiza desde la perspectiva clásica de seguridad la evolución de la política exterior de Libia durante la era de Muammar Gaddafi, caracterizándose en su inicio por ser una amenaza de guerra constante a transformarse en el principal factor de estabilidad de la región del Sahel antes de su caída. Desde este punto se examinan las consecuencias que, en materia de seguridad, acontecieron en la región tras la desaparición del líder libio y los factores de riesgo que aumentan la vulnerabilidad de esta, ante la situación caótica en el país norafricano, sumado a la intervención militar de Occidente en Libia, la cual profundiza la situación de violencia al no permitir la reconfiguración de una autoridad central fuerte.

Según la organización mundial de la salud (OMS) los coronavirus son una amplia familia de virus que pueden afectar tanto animales como plantas, siendo el más reciente el SARS-CoV-2, que provoca la COVID-19 y detectado en Wuhan (China) en el 2019, y que aún en la actualidad mantiene al mundo en una situación de emergencia sanitaria, que además de ocasionar devastación y mortalidad, implica un aumento en la generación de residuos médicos peligrosos. Toda esta situación, nos dirige a replantear la relación de los seres humanos con la naturaleza.

El presente artículo tiene como objetivo realizar un análisis de algunos métodos de seguridad que se emplean en el internet de las cosas (IoT, por sus siglas en inglés), teniendo en cuenta sus características, funcionamiento, beneficios y esquemas de vanguardia, así como las buenas prácticas de seguridad, generando estrategias de control y protección en tecnologías de hardware y software. Teniendo en cuenta que “en la actualidad cada ataque informático es un desafío en el campo de la seguridad de la información” [1], en el agitado entorno de las tecnologías, y con la incorporación de objetos cotidianos como casas, vehículos, electrodomésticos, entre otros, que se encuentran conectados a internet, la información que se maneja a través de estos se encuentra expuesta a ataques en diversas situaciones. Con la falta de controles y medidas para el manejo de la información y mecanismos de seguridad para la información en hogares, empresas, corporaciones y hasta entidades gubernamentales, en la mayoría de los casos se deben tomar acciones preventivas que asuman las características y funcionalidades de los mecanismos de seguridad de IoT que se presentarán en el artículo, sirviendo para analizar e identificar los problemas de seguridad en los dispositivos conectados a internet y algunos mecanismos de seguridad existentes que brinden mayor seguridad a la información en ambientes IoT.

Este artículo tiene como objetivo analizar la efectividad del sistema de inteligencia ecuatoriano, institución que brinda información al presidente de la República sobre las amenazas que pueden afectar al país. Para ello, se estudió la evolución del concepto de seguridad en Ecuador, ya que de este concepto depende la actuación de su sistema de inteligencia, teniendo en cuenta que en el escenario mundial actual las amenazas no son ya las mismas, y que deben enfrentarse de manera integral. El trabajo utiliza un marco conceptual enfocado en las definiciones de inteligencia como comunidad de inteligencia y ciclo de inteligencia, entre otros. También se examinan documentos oficiales ecuatorianos, para comprender la definición de seguridad integral y su evolución. Para lograr el objetivo propuesto, primero se explica lo que significa la inteligencia en términos de seguridad y defensa, para luego pasar a conocer la evolución histórica que ha tenido el concepto de seguridad integral en Ecuador. Posteriormente se explica el funcionamiento de la comunidad de inteligencia de Ecuador. Después se aplicará el ciclo de inteligencia en dos casos particulares, para analizar la efectividad del sistema de inteligencia ecuatoriano. Finalmente, se presentan las conclusiones y algunas recomendaciones. Se concluye que el sistema de inteligencia ecuatoriano evidencia posibilidades de mejora, debido a la confusión en cuanto al concepto de seguridad integral y la falta de funcionamiento de su comunidad de inteligencia.

Los efectos del cambio climático sobre la biodiversidad demandan que se implementen estrategias de adaptación a escala de genes, de especies y del paisaje. La especie Equisetum giganteum localmente conocida como “cola de caballo”, es una especie de la flora nativa del Paraguay que se encuentra en peligro de extinción, motivo por el cual es importante que se establezcan medidas para su conservación. Le misma constituye uno de los objetos de conservación de la Reserva Natural Tapytá, ubicada en el Distrito de San Juan Nepomuceno, Departamento de Caazapá. El objetivo de la investigación fue proponer una metodología básica para el análisis de la adaptación al cambio climático de la especie Equisetum giganteum dentro de la reserva. Los objetivos específicos fueron: identificar las presiones y fuentes de presión que afectan a la especie; determinar la viabilidad de la especie; y sugerir medidas para su conservación en el área protegida ante un escenario de cambio climático. La metodología empleada se basó en el empleo de: transectos, entrevistas a informantes calificados, aplicación de escenarios climáticos, adaptación de las directrices de The Nature Conservancy, grupos focales de validación, construcción de escenarios distintos de viabilidad de la especie, y elaboración de medidas para su conservación. La alteración de la calidad del agua, fragmentación, degradación del hábitat, y régimen (micro climático) alterado, fueron las presiones identificadas en el estudio; cuyas fuentes fueron la contaminación difusa, el cambio de uso de suelo, la recolección de subsistencia incompatible, la depredación por especies domésticas y el cambio climático. Según el análisis de viabilidad, la especie Equisetum giganteum tiene una buena capacidad de persistencia y colonización dentro de la reserva. Como medidas para su conservación se sugieren realizar talleres de educación; replantación de ejemplares; implementación de terrazas; conservación ex situ e in situ y continuidad de investigaciones en el tema.

O ciberespaço manifesta-se como novo domínio para as relações de poder na medida que diferentes atores o utilizam para perseguir seus interesses. Por ser dotado de uma lógica desterritorializadora – na qual múltiplos entes podem atuar de forma anônima –, o ciberespaço desafia concepções tradicionais de segurança e defesa nacional, ao passo que fluxos digitais perpassam diferentes territórios. Considerada a inserção da infraestrutura básica de um Estado no domínio cibernético, englobando sistemas bancários, de telecomunicações, transportes e diversos agentes, como os militares, observa-se uma crescente dependência da sociedade para com o ciberespaço. Tal dependência pode ser explorada por uma miríade de atores internacionais. Nesse contexto, por intermédio da concepção da Escola de Copenhague a respeito do processo de reconhecimento de ameaças por agentes securitizadores, o presente artigo investiga o processo de securitização do ciberespaço mediante análise dos livros brancos de defesa do Brasil, Alemanha e França.

The concept of the Anthropocene provides the reflexive rubric for examining human alteration of the Earth's basic natural systems and, in turn, how society responds to and adapts to such changes in its life support systems. Nowhere is this more evident than in natural hazards and disaster risk. This article examines the changing nature of hazard and disaster risk from local to global scales highlighting three thematic areas. The first is the redefinition of what constitutes extremes (lower probability, higher consequence events) and the movement away from characterizing hazards as extreme events to a focus on the chronic or everyday events, the cumulative impacts compounding to produce impacts often far greater than the periodic extreme event. The second theme examines the confluence and complexity in the production and reproduction of hazards and disaster risk. The intersection of natural systems, human systems, and technology produces a tightly coupled and complex array of potential failure modes and large-scale impacts, so much so that when a natural hazard occurs in one part of the world, the consequences extend well beyond the affected region, which in turn affects the global economic system. The third theme is the increasing social, procedural, and spatial inequalities in disaster risk. These three themes are explored using historic and recent examples from North America. Megafauna species are intrinsically vulnerable to human impact. Freshwater megafauna (i.e., freshwater animals ≥30 kg, including fishes, mammals, reptiles, and amphibians) are subject to intensive and increasing threats. Thirty‐four species are listed as critically endangered on the International Union for Conservation of Nature (IUCN). Red List of Threatened Species, the assessments for which are an important basis for conservation actions but remain incomplete for 49 (24%) freshwater megafauna species. Consequently, the window of opportunity for protecting these species could be missed. Identifying the factors that predispose freshwater megafauna to extinction can help predict their extinction risk and facilitate more effective and proactive conservation actions. Thus, we collated 8 life‐history traits for 206 freshwater megafauna species. We used generalized linear mixed models to examine the relationships between extinction risk based on the IUCN Red List categories and the combined effect of multiple traits, as well as the effect of human impact on these relationships for 157 classified species. The most parsimonious model included human impact and traits related to species' recovery potential including life span, age at maturity, and fecundity. Applying the most parsimonious model to 49 unclassified species predicted that 17 of them are threatened. Accounting for model predictions together with IUCN Red List assessments, 50% of all freshwater megafauna species are considered threatened. The Amazon and Yangtze basins emerged as global diversity hotspots of threatened freshwater megafauna, in addition to existing hotspots, including the Ganges‐Brahmaputra and Mekong basins and the Caspian Sea region. Assessment and monitoring of those species predicted to be threatened are needed, especially in the Amazon and Yangtze basins. Investigation of life‐history traits and trends in population and distribution, regulation of overexploitation, maintaining river connectivity, implementing protected areas focusing on freshwater ecosystems, and integrated basin management are required to protect threatened freshwater megafauna in diversity hotspots. Our problematization is framed within the anthropology of risk and disasters, recovering the ethnographic record made in the North Patagonian region, Sauzal Bonito, which forms the Neuquina Basin where the unconventional set of hydrocarbon formations, Vaca Muerta, is found. Throughout the work, on the one hand, different indications were identified by the local population where it is argued that they are exposed to the seismic threat caused by the non-conventional hydraulic fracturing activity, fracking. On the other hand, aspects were identified that promote framing this population within the vulnerable category since, it does not have both the necessary information or sufficient resources to face said threat, whose risk management must be carried out by the official state agencies (provincial, municipal and local). However, such management, according to the results, appears to be deficient. Therefore, in this work we intend to analyze compliance with the regulations on risk prevention, reduction and / or mitigation in the town of Sauzal Bonito, Neuquén province. [ABSTRACT FROM AUTHOR]

Para lograr manejarlas adecuadamente las crisis, primero es necesario entender qué son y cuáles son sus principales características. Existe una gran cantidad de literatura al respecto y no es posible asignarle una sola definición al término. Si se analiza la teoría de la crisis, lo más factible es encontrar cuatro corrientes de pensamiento. La primera se refiere a la crisis solamente como una amenaza, la segunda define el concepto como un periodo de interrupción, la tercera combina las visiones de amenaza e interrupción y la cuarta presenta las dos caras de una crisis. La negativa está asociada con el peligro que representan este tipo de fenómenos y la positiva con las nuevas oportunidades de cambio que éstos propician.

El orden mundial, visto desde diferentes polos, el militar, político y económico, tiene desde los últimos 10 años tres referentes claves en la comunidad internacional, Rusia, China y Estados Unidos. Estos países, después de la guerra fría y un proceso histórico de reordenamiento económico, han crecido considerablemente en su influencia política, de tal modo que dicha expansión ha llegado hasta la región latinoamericana; dónde, aunque no se muestre de forma evidente, Centroamérica puede ser un territorio geopolítico clave para dicho alcance, específicamente en los intereses de China y Estados Unidos. Ante tal influencia internacional ejercida por los Estados en cuestión y la situación política y social interna, ha provocado que la institucionalidad centroamericana se vea inmersa en una situación inestable. Esto ha dado paso que, en cierta forma, la región se vea involucrada en mecanismos comerciales, económicos o financieros, que la han atado políticamente en función de los intereses internacionales, los cuales van desde seguridad, recursos naturales, elementos logísticos entre otros. En ese sentido, más allá de percibir dichos vínculos como amenazas, se deben generar mecanismos diplomáticos e institucionales en conjunto para poder afrontar de manera coordinada dicha situación y poder convertirla así, en una oportunidad de desarrollo. Centroamérica, pasa por una etapa clave para equilibrar sus intereses y la posición geopolítica que puede ocupar en esa dicotomía de poder; sin embargo, es necesario alinear intereses e identidades políticas a fin de tener una visión coordinada de la geoestrategia mundial y las capacidades que se poseen y que pueden ser traducidas en oportunidades de seguridad en el sistema internacional.

El objetivo el trabajo es analizar la relación entre algunos indicadores del conflicto armado y la producción agraria en los municipios del departamento del Huila que evidenciaron al menos un acto terrorista desde 2012 a 2018. La metodología implementada fue de corte cuantitativo. Se estimó un modelo econométrico de panel de datos de efectos fijos y aleatorios, para seguir al mismo municipio en el tiempo. A partir de los resultados se encontró que las variables inmersas en el conflicto armado, tienen conjuntamente un alto grado de asociación frente a los rendimientos del sector agrícola, donde se presenta una relación inversa, con el desplazamiento y los homicidios, siendo estas las de mayor impacto en el modelo. En conclusión, se evidencian las repercusiones negativas que han generado las acciones realizadas por grupos al margen de la ley sobre la producción agrícola de los diferentes municipios del departamento del Huila.

El terrorismo es una amenaza para la seguridad nacional de los Estado nación y del sistema internacional. Con mayor frecuencia, los grupos terroristas y sus tácticas son usados como herramientas para presionar a Gobiernos y poblaciones a someterse o acceder a las demandas de los perpetradores del terror. En esta lógica, no hay país que esté exento de la problemática y el surgimiento de organizaciones que pretenden desestabilizar y violentar a la sociedad. Con base en lo anterior, el presente trabajo tiene como objetivo identificar las condiciones actuales del terrorismo y sus tendencias y proponer posibles líneas de acción para los dispositivos políticos y de seguridad nacional, tanto del Estado mexicano como de la sociedad global. Este artículo se sustenta en una investigación documental, basada principalmente en documentos especializados en la temática del terrorismo. Uno de los principales resultados es la identificación de cuatro amenazas vinculadas al terrorismo: crimen organizado, grupos de ideologías extremistas (como el anarco-ecologismo), la reaparición de grupos subversivos y el supremacismo blanco proveniente de los Estados Unidos de América.

El impacto del crimen organizado transnacional en la frontera compartida entre Argentina, Paraguay y Brasil es tan grande, que hace que la región sea caracterizada por la prensa internacional y se considere como una de las más peligrosas del mundo. Este documento pretende, en primer lugar, realizar una caracterización de la región, con el fin de establecer el contexto que hace propicia la consolidación de los esquemas criminales. En seguida, se mostrará cuáles son los principales crímenes que se desarrollan y los actores involucrados. Finalmente, se establecerá cuáles han sido las respuestas de los tres gobiernos para superar la situación. La metodología empleada fue cualitativa, con vocación analítica y documental, a partir de fuentes primarias y secundarias que permitieron identificar la importancia estratégica y socioeconómica de los corredores fronterizos en la Triple Frontera, y la existencia de zonas grises, donde ha tenido amplio desarrollo el crimen organizado transnacional, a partir de la existencia de grupos nativos y no nativos en la zona, y de un amplio portafolio criminal que pone en evidencia la evolución de las amenazas a la seguridad. Las iniciativas implementadas por los gobiernos, en forma individual y en conjunto, finalmente se muestran insuficientes para contener el avance del fenómeno y como uno de los principales desafíos en la Triple Frontera.

La expansión del conflicto armado colombiano (CAC) llegó hasta los límites del país y afectó los espacios fronterizos más alejados de los centros urbanos; entre los lugares más perjudicados, se encuentra la frontera entre Colombia y Ecuador (segmento de 586 kilómetros que compromete a los departamentos colombianos de Nariño y Putumayo y a las provincias ecuatorianas de Carchi, Esmeraldas y Sucumbíos). Tanto los ejércitos regulares como los grupos armados organizados han llevado a cabo un sinnúmero de actividades ilegales a lo largo de la línea divisoria. Por este motivo, los tomadores de decisiones colombianos y ecuatorianos deben identificar y analizar las amenazas, con el fin de implementar una lista de estrategias para hacerle frente al crimen organizado transnacional (COT), el cual atenta contra los activos medioambientales estratégicos de ambos Estados.

La seguridad provee una gran cantidad de acepciones que dependen exclusivamente del campo al cual se desee hacer mención, en tal sentido, este artículo pretende realizar un estudio multidisciplinar que evidencie las distintas áreas de aplicación del tema. Por lo tanto, En él, se dará a entender la relevancia del Predicado sobre la conjugación y direccionamiento que puede darle al sujeto, esto implica que, al hacer énfasis en un vocablo como seguridad, los ámbitos de estudio se ampliaran encontrando no únicamente al Estado como actor principal sino, a la empresa u corporación y al individuo o persona. De tal forma, se observaran los distintos enfoques que han surgido en el estudio de las relaciones internacionales, de la psicología y demás campos que se aproximan a su estudio. Igualmente, se hará énfasis en determinar quiénes son los agentes que participan durante el proceso de análisis y administración del riesgo y como estos, participan en la construcción de entornos que favorezcan el pleno desarrollo del hombre

En este trabajo se zonifica el riesgo de fiebre amarilla en La Macarena (departamento del Meta, Colombia), en función de amenazas ambientales y vulnerabilidades socioeconómicas. Se realizó un estudio ecológico en el que se integraron, en un sistema de información geográfica, datos publicados entre 2007 y 2013 sobre las condiciones del municipio. A través de superposición de capas cartográficas se obtuvieron magnitudes de amenaza y vulnerabilidad proporcionales al grado de severidad. Como resultado se describe la heterogeneidad espacial del riesgo de fiebre amarilla, la cual sugiere que las áreas circundantes a centros poblados, vías y ríos presentan la mayor probabilidad de transmisión. Se concluye que la representación cartográfica de la distribución espacial del riesgo en el municipio constituye un aporte metodológico a la zonificación de riesgos en salud, en espacios geográficos concretos y en función de amenazas y vulnerabilidades, lo cual facilita la toma de decisiones en salud pública.

The article substantiates the need to identify principles for building a system of personnel security indicators. It has been found that there is no methodological basis for a system of personnel security indicators and there is a need to determine the composition of principles for their selection. The indicator should reflect the presence of the company's security, which is a priority principle for establishing a system of indicators. A list of principles for such a system includes relevance to the goals, objectivity, measurability, complexity, permissible multicollinearity, variety, validity, simplicity. Coffee agroforestry systems are considered as a strategic mode of production focused on sustainable development, because it is the livelihood of small producers and about 30 indigenous groups in the country. Despite this, there are multiple social, economic and environmental threats that have generated a reduction in the area dedicated to this mode of production. Therefore, it is essential to highlight the environmental, social and economic benefits that these systems have generated in marginalized communities to avoid further reducing the surface with said sustainable production system. The objective of this essay is to analyze the role that coffee agroforestry systems have played in the sustainable development of small producers in Mexico through the documentary research technique to have scientific evidence on the main environmental, social and economic benefits and identify the main threats to guide future research in order to improve and conserve coffee agroforestry systems. It was found that this system has generated a range of ecosystem services, among which the potential for CO2 capture and the capacity for the conservation of native biodiversity stand out. Despite the multiple social threats, small producers dedicated to this mode of production are reluctant to abandon this practice because it is a way to survive and maintain their social reproduction system, regardless of the challenges that arise. The small producers that have managed to generate a significant increase in their economy are those who have organized in cooperatives to produce specialized organic coffees of high quality with an export focus. Migration, advanced age of producers, poor management of the system, phytosanitary diseases and climate change are the main threats identified. There is ample scientific evidence on the environmental benefits of coffee agroforestry systems in Mexico; however, it is necessary to expand the information in the social and economic field to obtain strategies that help small producers from marginalized communities to achieve sustainable development, taking care of improving their quality of life, reducing the main threats that afflict them and the reduction of vulnerability to current and future climate change. We present the frequent anthropic threats and disasters in the Private Conservation Area (ACP, initials in Spanish) named Lomas Cerro Campana - Trujillo and Ascope provinces, La Libertad region, Peru - from 1989 until 2019, on natural (flora and fauna) and cultural (archaeological evidence) diversity; such as: urban expansion, non-metallic mining, change of land use, fires and a load capacity of visitors (tourist) or uncontrolled environmental. The National University of Trujillo since July 26, 2016 is in charge of protecting this fragile ecosystem and has developed strategies to counter these threats or reduce their impacts, in order to promote their conservation, scientific research and the development of a responsible tourism. La Coca hill has been well explored from the botanical point of view, but the Ecological Reserve with the same name has not. With the objective of upgrade the management plan of the protected area, our goal is to make a floristic inventory, for that five localities of this region were visited and explored. A total of 384 taxa of plants were identified belonging to 84 families. The endemic taxa (58) represent 18,23 % of native taxa. 29 threatened taxa were found, seven of them were Critically Endangered. A total of 35 exotic invasive and 11 potentially invasive species were identified. Nine species of Orchidaceae were recorded for the first time to the reserve. [ABSTRACT FROM AUTHOR]

The production chain approach constitutes a new working philosophy in the agri-food sector in Cuba, aimed at seeking a better horizontal integration among the actors of this sector of the national economy. The objective of this research was focused on characterizing the environmental aspects that slow down and/or favor the performance of all the links in the milk production chain, as well as the competitive advantages that enhance it among the main actors involved in the Cuban provinces of Mayabeque, Matanzas, Villa Clara, and Cienfuegos, within the framework of the international project "Vía Láctea". The methodological tools used were based on the participatory approach, aimed at the analysis of the milk chain from a technical-normative, socio-cultural, economic-financial, and environmental point of view. In order to present a common front to the problems of the 21st Century, Latin-American democracies need to foster and tighten the institutional links between civilians and the military according to the present paradigmatic scenario that has two special features: democratization and globalization. Having lost a lot of opportunities a century ago, to advance towards a positive construction of the nation-state, is imperative that, both the leadership of the State as well as the leadership of the defense and security establishment, work together in order to achieve an stable, manageable and secure future. The big problems of today and in the future will be the transnational, asymmetric, multilevel and simultaneous threats and challenges. Those problems will not be solved without the actions of the civilian and military authorities working with a close coordination framework and pragmatism from the lower levels to the top in the state as well as in the Hemisphere levels.

Antes de 2011, Siria era uno de los Estados más poderosos de Oriente Medio. A pesar de que la mayoría de sirios son sunnitas, su gobierno era chiita alawita, lo cual no fue un impedimento para la industrialización y desarrollo del país. Siria comenzó a estar en el foco internacional debido a las problemáticas sociales, políticas y económicas en las que vivía, además del comienzo de la Primavera Árabe, contexto que inició la cruenta situación que vive actualmente el Estado sirio. La guerra civil en Siria ha traído diferentes consecuencias en la región y en el mundo; en el panorama regional se han gestado e incrementado amenazas como crisis migratorias, yihadismos radicales con más potencial y revitalización de los ciclos de violencia. En cuanto al internacional, la agenda en materia de seguridad ha cambiado el foco de atención y se han dado intervenciones de todo tipo al interior del Estado fragmentado. Las repercusiones de la violencia en la región se han visto reflejadas en miles de víctimas tanto del hemisferio oriental como del occidental. Con la globalización de por medio, se han incrementado tanto los campos de batalla como las armas de guerra que utilizan Estados y actores no estatales violentos. Con el fin de la guerra en Siria hay consecuencias tanto en un espectro regional como mundial, que modifican las relaciones de poder y las estrategias empleadas por los Estados para mantener sus intereses.

El artículo muestra la relevancia de una especie clave —Prosopis pallida— en el desarrollo ecológico del bosque seco costero, y cómo dicha importancia también influye en el desarrollo humano, pues con el tiempo se ha ido fortaleciendo el vínculo social con los ecosistemas forestales. Mediante el método de muestreo por transectos (punto-centro-cuadrado) y el valor obtenido por medio del Índice de Valor de Importancia (IVI) aplicados al Área de Conservación Regional (ACR) Huacrupe La Calera (Olmos, Lambayeque), se corrobora cuán importante es esta especie en el funcionamiento del ecosistema. Por fuentes primarias y recopilación biblio- gráfica, se demuestra su rol en el desarrollo de comunidades en cuanto a sus aportes económicos y culturales en varias zonas de la costa norte desde tiempos antiguos. Esto se superpone con las amenazas y problemas identificados en los bosques en el período de la presente investigación (2014-2015) en cuanto a la sobrevivencia de su vegetación —deforestación, incendios forestales, vulnerabilidad climática, desertificación y fragmentación de hábitat— y cómo repercuten en la población que hace uso de sus recursos.

Within this context, the objective of this article are to describe some of the most representative aspects of this counterpoint between the classical approaches and the heterodox readings that are not fixed to the Westphalian models, as well as, to review some points of the contemporary agenda of international security, displaying the heterogeneous insights that have being adding during the last decades. or that, first I will describe how the aspect has muted and the enlargement of the limits of this agenda, then set down some effects of this process, ending with some conclusions and trends. rom a methodological point a view, this article presents a deductive approach to the object of this study, evolving from a general focus to more specific levelsI the analysis, therefore, will alternate between both, descriptive and explicative leves, using secondary sources as well as qualitative data.

Confrontations with threats and challenges to the existence of governments and societies have marked the flow of time throughout history. Present and future threats associated, as they are, with historical and traditional challenge are, in many places, of such complexity that they already require new forms of relations between civilian authorities and the leadership of professional institutions dedicated to defense and security. These new relations will have to be based on an understanding of the processes of democratization and globalization as much as on the complex nature of conflicts that affect the security, sovereignty and stability of 21st century nation-states. As formidable as they appear, these threats and challenges may be considered current reiterations of others that mark our histories. In the Atlantic World, nowhere more so than in Latin America, the literature of the military profession has always demonstrated the recognition of lessons of the past applied to problems of the presentation aid in preparation for the future. A principal reason for this is that said literature is in and of itself the product of civil-military collaborations.
