Bu çalışmada kavram, algı ve kapsam boyutlarıyla güvenlik anlayışı ve bu anlayıştaki değişim ile Afrika kıtasındaki tehditler ve fırsatlar karşında ABD'nin bunları değerlendirmek ya da bunlardan korunmak için gerçekleştirdiği faliyetler incelenmektedir. Afrika ve ABD arası ilişkilerin başlangıcından itibaren ele alındığı bu çalışmanın esas odağını ve kapsamını Soğuk Savaş sonrası dönemde ABD'nin Afrika'daki çıkarları ve askeri operasyonları arasındaki bağlantılar oluşturmaktadır. Bu sebeple çalışmada mekansal bir sınırlamaya gidilmeyerek çıkarlar, tehditler ve uygulamalar ele alınmıştır. Çalışmada ABD'nin Afrika politikasında izlediği askeri müdahale stratejisinin, pek çok çıkarını koruyan bir güvenlikleştirme stratejisi olduğunu göstermek amaçlanmaktadır. Bu çerçevede de ABD'nin çıkarlarının bulunduğu alanlar ile askeri operasyonlarını gerçekleştirdiği alanların karşılaştırmalı incelemesi yapılmaktadır. Çalışmanın sonucunda ABD'nin askeri operasyonlarının küresel sistemdeki hegemonyası başta olmak üzere enerji, ekonomi ve diğer alanlarda da pek çok avantaj kazandırdığı sonucuna varılmaktadır. In this study, the scope of and changes in the sense of security with its conceptual and perceptional dimensions, and the activities of the US in order to protect from or avail of the threats and opportunities in the African continent will be examined. The links between interests and military operations of the US in Africa constitute the main focus and scope of this study in which the relations between the US and Africa are handled from the beginning. Therefore, interests, threats and implementations are discussed in this study without any territorial restriction. In this study, it is aimed to reveal that the US military intervention strategy in its African policy is a securitization policy which protects many interests. In this context, a comparative examination between the fields that the US has interests and the fields that it makes its military operations is made. In the conclusion, it is argued that the US military operations bring many advantages, notably its hegemony in global system, and in the fields of energy, economy and many others.

Decision making is a thought-provoking issue in complex engineering problems, and it contains many parameters and alternatives inherently. Multi-criteria decision analysis (MCDA) is a common method to solve the problems involving many uncertainties, and it is employed here for answering some geotechnical issues. Soil type, underground water table (UWT), standard penetration test (SPT) (N) blow numbers, and shear wave velocity (Vs) have been used to sort out the settlement suitability of the municipal area by means of MCDA and geographic information systems (GISs). Each data set was classified into 10 groups and graded based on it. A soil classification map was constructed using Voronoi cells. The Kriging interpolation method was employed to draw the other maps. The study area was allocated into five zones ranging from very favorable to very unfavorable. The very favorable and favorable zones are southern, southwestern, and northern parts of the study area. Firm units with high bearing capacity are outcropped on these areas. Moreover, the UWT is deep enough to interact with structures. On the contrary, the very unfavorable and unfavorable zones are located around the central part of the study area where the altitude is very low. Therefore, the soils have higher fine contents which commonly have low bearing capacity and exhibit high ground amplification when they are encountered with UWT. The faults and creeks, crossed the study area, were enclosed and marked as very unfavorable. It is because of the Turkish infrastructure regulations against flooding and ground rupture risks. The moderate zones fall within the best and the worst zones. The results prove that the spatial multi-criteria decision analysis (SMCDA) descriptions match the perception of the geotechnical assessments. The study has verified that the method can be employed successfully in the geotechnical microzoning studies.

During the transportation of Armenians according to the Dispatchment and Settlement Law (Tehcir Law) passed in 1915, lots of people lost their life. While it has seen as an issue between the Turks and Armenians, other states have effects on this process also. In this article firstly the relations between the Ottoman Empire and Armenians will be summarized then Germany’s policies and attitudes will be analysed before and after the process of Tehcir Law, 1915 yılında çıkarılan Sevk ve İskan Kanunu (Tehcir Kanunu) ile bazı Ermenilerin nakledilmesi sırasında insani kayıplar yaşanmıştır. Yaşanan olaylar Türkler ve Ermeniler arasında cereyan etmiş bir hadise olarak görülse de bu sürece giden yolda başka devletlerin etkisi de söz konusudur. Bu makalede 1915 yılına kadar Osmanlı İmparatorluğu ile Ermeniler arasındaki ilişkilere değinildikten sonra, Almanya’nın Tehcir Kanunu kararı alınması sürecinde ve daha sonrasındaki tutumu ve politikaları incelenecektir

Objective: Ischemia/reperfusion (I/R) injury is an important cause of myocardial damage by means of oxidative, inflammatory, and apoptotic mechanisms. The aim of the present study was to examine the potential cardio protective effects of levosimendan in a diabetic rat model of myocardial I/R injury. Methods: A total of 18 streptozotocin-induced diabetic Wistar Albino rats (55 mg/kg) were randomly divided into three equal groups as follows: the diabetic I/R group (DIR) in which myocardial I/R was induced following left thoracotomy, by ligating the left anterior descending coronary artery for 60 min, followed by 2 h of reperfusion; the diabetic I/R levosimendan group (DIRL), which underwent I/R by the same method while taking levosimendan intraperitoneal 12 mg kg-1; and the diabetic control group (DC) which underwent sham operations without tightening of the coronary sutures. As a control group (C), six healthy age-matchedWistar Albino rats underwent sham operations similar to the DC group. Two hours after the operation, the rats were sacrificed and the myocardial tissue samples were examined by light microscopy for evidence of myonecrosis and inflammatory cell infiltration. Results: Myonecrosis findings were significantly different among groups (p = 0.008). Myonecrosis was more pronounced in the DIR group compared with the C, DC, and DIRL groups (p = 0.001, p = 0.007 and p = 0.037, respectively). ISPRS Istanbul Workshop 2010 on Modeling of Optical Airborne and Spaceborne Sensors -- 11 October 2010 through 13 October 2010 -- -- 111007, Nowadays, remotely sensed images are used for various purposes in different applications. One of them is the change detection using high resolution satellite imagery which is city areas. Urbanization rapid land use and land cover change has taken place in many cities of Turkey as well as in the world in the last 50 years. In this context, comparison of extraction results from these images and existing vector data is the most important issue. The goal here is to show the advantages and disadvantages of the two IKONOS images for creating road and building database and also updating to the database. In this study, high resolution IKONOS 2002 and IKONOS 2008 have been chosen for the test area of the Zonguldak city. Firstly, pan-sharpened IKONOS images have been produced by fusion of high resolution PAN and MS images using PCI Geomatica v9.1 software package. The parcel, building and road network objects from these datasets have been extracted automatically by initially dividing it into the segments and then, they have been classified by using the spectral, spatial and contextual information using eCognition v4.0.6 software package. On the other hand, these objects have been manually digitized from high resolution images using ArcGIS v9.3 software package. These vectors produced automatically and manually have been compared with the existing digital cadastral maps and reference vector maps of scale 1/5000 of test area. The success of object-oriented image analysis results was tested by GIS software; the results have been presented and commented. Therefore, making GIS-based analysis and comparisons with raster and vector data of the test area has crucial importance in terms of putting forth the recent situation.

Multi criteria decision analysis (MCDA) covers both data and experience. It is very common to solve the problems with many parameters and uncertainties. Geographic information systems (GIS) supported solutions improve and speed up the decision process. Analytical Hierarchy Process (AHP) as a MCDA method is employed for solving the geotechnical problems. In this study, geotechnical parameters namely soil type, SPT (N) blow number, shear wave velocity (Vs) and depth of underground water level (DUWL) have been engaged in MCDA and GIS. In terms of geotechnical aspects, the settlement suitability of the municipal area was analyzed by the method. MCDA results were compatible with the geotechnical observations and experience. The method can be employed in geotechnical oriented microzoning studies if the criteria are well evaluated.

Twenty-eight rats were allocated to 4 groups. In group DP (n = 7) 150 mg.kg(-1) of propofol was injected intraperitoneally. In group DP-vit C (n = 7) rats 100 mg/kg of vitamin C (Ascorbic acid, Redoxon (R) 1000 mg/5 mL - Roche) were applied one hour before administrating 150 mg.kg(-1) of propofol, while rats in control group (n = 7), and diabetic control group (n = 7) received intraperitoneally physiological saline. Deformability measurements were achieved by using erythrocyte suspensions with hematocrit level of 5 % in PBS buffer. Results: Erythrocyte deformability was significantly higher in diabetic control group than in control and vitamin C plus propofol groups (p = 0.00, p = 0.025, respectively). Erythrocyte deformability indexes were found similar in control group and vitamin C plus propofol group (p = 0.949). Relative resistance was increased in diabetic rat model. Conclusions: Erythrocyte deformability was damaged in rats with diabetes. This injury might lead to further problems in microcirculation. Application of propofol did not alter red cell deformability in diabetic rats. Vitamin C supplementation seems to reverse those negative effects and variations in erythrocyte deformability (Fig. 2, Ref. 57). Text in PDF www.elis.sk.

It causes improper fit which creates serious problems during assembly of the parts. Based on material strength, a considerable elastic recovery during unloading can be observed. In the present study, the springback evaluation of 5052-H32 aluminum magnesium alloy sheets with a thickness of 1.5 mm was investigated using 60o angle V-shape die at several temperatures range of room to 300°C and strain rate range of 25-625 mm/min. Although the springback of the material was increased with increasing the temperature up to 200°C, it was decreased for all deformation speeds at 300°C. Bending force of the material was not changed with deformation speeds except for 300°C. The bending force was obtained at 625 mm/min is higher than the other deformation speeds. The best bending condition of this material was obtained at 300°C and 25 mm/min.

AKILLI, Erman. Kimlik-Dış Politika İlişkisi: Türk Devlet Kimliğinin Türk Dış Politikası Üzerine Etkisi, Doktora Tezi, Ankara, 2013. Bu çalışmanın amacı Türk Devlet kimliği minvalinde kimlik-dış politika ilişkisinin ele alınması ve son dönem Türk Dış Politikasına etki eden devlet kimliğinin nasıl inşa edildiğinin ortaya koyulmasıdır. Bu temel amaç çerçevesinde Türk Dış Politikasında etkin olmuş kimlik tahayyüllerinin ve son dönem Türk Dış Politikasının inşasına etki eden enstrümanların açıklanması diğer alt amaçları oluşturmaktadır. Çalışmanın hipotezi; son dönem Türk Dış Politikasına etki eden kimlik tasavvurunun yumuşak güç enstrümanları çeperinde inşa edildiği ve bu kimlik inşası gerçekleştirilirken de herhangi bir eksen kaymasının yaşanmadığı bilakis, Türkiye'nin kendi eksenini kendisi çizdiği varsayımı üzerinedir. Ancak Soğuk Savaş öncesi var olan kimlik yapısı (Batıcılık), Soğuk Savaş'ın ardından sorgulanmış ve alternatifler (Avrasyacılık, Neo-Osmanlıcık ve İslamcılık) ile çeşitlendirilmek istenmiştir. Ancak söz konusu alternatiflerin hiçbiri gerçek anlamda 236 kendisine Türk Dış Politikasında bir uygulama alanı bulamamıştır. Bu varsayımın neden ve sonuçları ilgili bölümlerde detaylıca verilmiştir. Ancak 2002 yılından itibaren inşa edilmeye başlanan kimlik, Soğuk Savaş öncesi kimlik algısına (Batıcılık) alternatif ve/ya çeşitlilik sunmaktan ziyade üzerine eklemlenerek daha etkin bir dış politika izleme gayesinin güdüldüğü de aşikârdır. Bu bağlamda son dönem Türk Dış Politikasında, yumuşak güç kavramı ve bu gücü icra edecek kurumların çoğalması ile söz konusu eklemlemenin gerçekleştirilmeye çalışıldığı, daha doğru bir deyiş ile 2002- 2012 arası dönemde öncekilere oranla farklı bir kimlik algısının inşa edilmeye gayret edildiği ortaya koyulmaya çalışılmıştır. The aim of this study is to scrutinize the relationship between identity and foreign policy in the scope of Turkish State Identity and to examine the construction of the identity that has been influencing the contemporary Turkish Foreign Policy. The study secondarily aims at exploring the instruments and the identity imaginations influencing the contemporary Turkish foreign policy. The hypothesis of the thesis is that the identity imaginations influencing Turkish Foreign Policy have been built in line with the instruments of soft power and during the construction of this identity Turkey's foreign policy have not been exposed to an axis shift, contrarily Turkey drew its own axis. This identity, following Turkey's Foreign Minister Ahmet Davutoğlu`s ascription of soft power as the core principle the foreign policy vision of Turkey is laid on, is named as the identity of soft power which has been influential in Turkish Foreign Policy between 2002 and 2012. In this scope, the first chapter of the study is devoted to the explanation of the conceptualizations of identity and foreign policy in the International Relations literature and to the elucidation of the interrelationship between identity and foreign policy. The second chapter, namely Search for identity in Turkish Foreign Policy, deals with the first decade of the post-Cold War era, the pre Justice and Development era in Turkey (1991-2002). In this chapter, initially the domestic and international contents are summarized. Following this, the construction and continuance of the Westernist identity, as the state identity that influences the foreign policy, is elaborated. Yet, more importantly this westernist identity`s competition with the alternative identities such as Eurasianism, neo- Ottomanism, or Islamism are analyzed. In the meantime, the historical roots, content, holders, influences, and salience of these identities are portrayed 238 respectively. Put differently, with reference to the competition between the historical Westernist state identity and these relatively new identities, the study strives to examine whether these alternative identities were salient enough to be a `state identity`. The third chapter focuses on the post-9/11 era Turkish foreign policy and initially looks at to depict the general view of the diplomatic relations. Afterwards, the newly emerged discourses on foreign policy are examined and their degrees of influence are displayed. The final subsection in this chapter deals with the notions of soft power and culture diplomacy those are gradually gaining prominence in Turkish foreign policy. The forth chapter, The Soft Power in Turkish Foreign Policy, probes the notion of soft power in Turkish foreign policy and its impact on the building of a new state identity. In the same vein, the chapter thoroughly examines the soft power institutions in foreign policy, their activities and outcomes during 1991-2002 and 2002-2012 periods. The reason for this detailed analysis is to test the hypothesis that `the state identity constructed between 2002 and 2012 is based on soft power`. The thesis ends with conclusion chapter.

Yapılan çalışmada AB'nin ortak dış ve güvenlik politikasının oluşumu ve Bulgaristan'ın bu politikaya uyumu incelenmiştir. Tezin amacı ODGP'nin oluşumunu, yıllar içerisinde gelişimini ve 2007 yılında AB üyesi olan Bulgaristan'ın bu politikaya uyumunu incelemektir. Yapılan araştırmalar sonucunda AB'nin ODGP konusunda önemli ilerleme kaydettiği ve Bulgaristan'ın bu politikaya uyum sağlayabildiği sonucuna varılmıştır. In this study it was researched EU's common foreign and security policy and the adoptation of Bulgaria to this policy. The purpose of this thesis is to analyse the formation of EU's CFSP, its development within the years and the adaptation of Bulgaria that becomes EU member in 2007. As a consequence of this study it is importanat to point out that EU has improved its capabilities in this area and Bulgaria has adapted to EU's CFSP.

Objective: The aim of this study is to investigate the degree of variation of hydronephrosis by hydration in patients with ureteropelvic junction obstruction (UPJO). Material and Methods: Patients with antenatally diagnosed UPJO who admitted in a three months period were evaluated in terms of variation in sonographic findings for hydronephrosis. Serial renal ultrasounds were carried out before and after hydration considering parameters for hydronephrosis. Parameters evaluated on each ultrasound included degree of hydronephrosis, maximum anteroposterior diameter of the renal pelvis (mAPD) and anteroposterior pelvic diameter at hilum (hAPD), renal parenchymal thickness, dimensions of both kidneys, grade of hydronephrosis and the volume of the bladder. Results: Eleven children with unilateral hydronephrosis due to UPJO were evaluated. There were 10 males and 1 female at a mean age of 10.3 (3-30) months. The mean value of mAPD before hydration was 19.3±4.3 and increased to 21.3±4.6 mm (9.6% increase) after hydration showing a statistically significant difference (p=0.006). The corresponding measurements for hAPD before and after hydration were 14.5±3.6 mm and 14.6±3.4 mm respectively (p=0.846). Parenchymal thickness before and after hydration were 7.2±0.53 and 6.9±0.44 respectively which also showed no statistical significance (p=0.335). Hydration was found to have no significant effect on the parameters examined of contralateral kidney. Conclusion: The commonly used ultrasonographic parameters in the follow-up examination of hydronephrotic kidneys are prone to hydration effects. Among these parameters hAPD seems to be less affected. 18. yüzyılda dünyada ve Osmanlı’da önemli değişimler yaşanmıştır. Bu değişimlerin en açık şekilde görüldüğü yerlerden biri de İstanbul’dur. Fariba Zarinebaf, “Crime and punishment in Istanbul, 1700-1800” isimli çalışmasında 18. yüzyıl İstanbul’undaki suç ve cezaları kitabına konu edinirken, Osmanlı’daki sosyo-ekonomik yapıdan, uzun süren savaşlardan, yoksulluktan, şiddetten, kurumsal dönüşümlerden ve çok boyutlu yargı ve denetleme sisteminden bahsetmektedir.

Akdeniz Bölgesi stratejik bir coğrafya olarak uluslararası aktörlerin her zaman dikkatini çekmiştir. Farklı kültür ve uygarlıkların bulunduğu bu coğrafyanın okyanuslara açılan su yolları ile petrol ve doğalgaz gibi enerji kaynaklarına sahip olması bölgenin önemini daha da artırmaktadır. Avrupa Birliği kuruluşundan itibaren Akdeniz Bölgesi'ni ilgi alanı olarak belirlemiştir. Bu kapsamda Birlik, Akdeniz Bölgesi'ne yönelik çeşitli politikalar geliştirmiştir. İlk olarak ticari işbirliğini geliştirmeye yönelik politikalar uygulanmıştır. Ancak sadece ticari ilişkilerin geliştirilmesinin yeterli olmadığını gören Avrupa Birliği bölgeye yönelik daha kapsamlı bir politika oluşturmaya çalışmıştır. 1995 yılında ortaya çıkan Barselona Deklarasyonu bu çabanın bir sonucudur. Ancak bu süreç Ortadoğu Bölgesi'ndeki çatışmalar nedeniyle kesintiye uğramıştır. 2008 yılında Fransa Cumhurbaşkanı Nicolas Sarkozy Akdeniz İçin Birlik politikasının temelini atmıştır. Günümüzde Avrupa Birliği'nin Akdeniz Bölgesi'ne yönelik uyguladığı bu politika Ortadoğu ve Kuzey Afrika'da meydana gelen çatışmalar nedeniyle askıya alınmıştır. Different cultures and civilizations, waterways that opened to oceans and natural energy sources like gas and oil are increasing the importance of the region. Since the establishment of the European Union, it has identified the Mediterranean Region as an area of interest. In this context the Union has developed a range of policies towards the Mediterranean Region. First, the policies were implemented to improve commercial cooperation. But after that the European Union decieded to create more comprehensive policies towards the region. The Barcelona Declaration is a result of these effort. However, this process was interrupted due to the conflict in the Middle East Region. French President Nicolas Sarkozy laid the foundation of the Union for Mediterranean in 2008. Today the European Union is implementing this policy on the region but conflicts that occured on the Middle East and North Africa regions have paused the process.
