(1) Background—High-quality development of forest tourism is an important content of ecological civilization construction and an effective way to improve the development level of forest tourism. The improvement of tourism efficiency of forest parks is the key to the transformation of forest parks. (2) Methods—Based on the availability, integrality and representative of the data, 24 forest parks with high visibility, large number of tourists, better development, more attention from the government, and better operation and management were obtained after screening the data of "Statistical Table of Forest Park Construction and Operation in Fujian from 2011 to 2019". Additionally, dynamic network DEA method is employed to make the research. Based on the dynamic network DEA method, a two-stage dynamic network DEA model of forest parks is constructed. Taking 24 forest parks in Fujian Province as an example, the efficiency is calculated with the help of DEAP 2. 1 software, and the corresponding analysis is carried out. (3) Results—①Among 24 forest parks, the comprehensive tourism efficiency was 1. 000 at the highest and 0.007 at the lowest. On the whole, the utilization degree of resources needs to be improved. And the difference of resource endowment, government support, and their own management are the factors that affect the tourism efficiency of forest parks. ②From 2011 to 2019, the production process efficiency of forest parks was generally higher than the service process efficiency. The service process efficiency of 5 forest parks was higher than the production process efficiency, and the production process efficiency of 18 forest parks was higher than the service process efficiency, indicating that the utilization degree of forest park resources in the service process needs to be improved. Also there are some deficiencies in the tourism publicity and marketing of forest park. In addition, it is worth noting that the tourism comprehensive efficiency, production process efficiency and service process efficiency of Longyan National Forest Park are all 1.000, indicating that Longyan National Forest Park not only has good conditions and receives strong support from the government, but also pays attention to its own construction and management, makes full use of various resources and realizes effective management. ③In the two-stage tourism efficiency matrix diagram, 24 forest parks were divided into advantage area, service improvement area, opportunity area and production improvement area based on two-stage efficiency relationship. The opportunity area was characterized by-low production efficiency and low service efficiency, and there were 11 forest parks with the largest number, and different strategies were adopted for different areas. (4) Conclusions and Discussions—Based on the results of the study, suggestions were put forward: ① The government can increase the intensity of the support, increasing investment and the policy support, and provide the most basic material guarantee for the development of forest parks. At the same time, the government is expected to pay attention to environmental protection, implement the environmental protection to specific management process, keep their own resources endowment advantage, make scientific and sustainable development. ②The government should also take into account the tourism efficiency of different stages, and should not give consideration to one or the other. The input-output of both phases should be valued. At the same time, the lack of publicity and marketing is an important factor leading to the low service efficiency of forest parks. It is necessary to actively expand new tourism marketing channels, follow the trend of network marketing, carry out diversified marketing, expand the influence and popularity of forest park, and bring more tourists and income. ③ The government is supposed to improve the hardware and software facilities of the forest park, enhance the level of forest park tourism service, develop and create high-quality forest tourism products, and pay attention to diversity, multi-functional, so as to promote the high-quality development of forest park tourism.
