内発的発展論は，1970 年代半ばに西洋をモデルにした画一的な近代化論への反論として西欧と日本で提起された。鶴見和子の内発的発展論は，地域に特徴的な伝統と文化を踏まえた上で，地域の住民が主体となって取り組む点に特徴がある。1990 年代になると，EU 圏において、持続可能性と地域資源に着目しつつ，地域の内と外をつなぐ中間組織やパートナーシップと関連づける「ネオ内発的発展論」が提案された。一方で，内発性が原則化・政策化されて地域の発展を事後評価する指標となるなど，従来の開発理論と実質的に同等ではないかとの疑問も生じる。 本稿の目的は，鶴見和子の内発的発展論の再構築を目標として，内発的発展と外来型開発の対立だけでなく，参加型開発や地域活性化の持つ矛盾を問題として引き受けることにある。そのひとつの方法が費孝通の模式論（発展モデル）とその主要なアクターの発展プロセスへの着目である。内発性と発展プロセスの「ズレ」を，研究者の位相の違いによる躓きではなく，内発性の社会的文脈の問題としてその社会関係構造を丹念に分析し，そこに孕む問題がどのように発展プロセスに作用しているかを考察することで，内発性形成の動態的な把握に向けた条件を明らかにしたい1）。, 研究論文, Research paper

本稿は、戦後間もなく「緊急開拓事業」によって成立した戦後開拓地をフィールドに、1970 年代に小学校分校に勤務した教員の教育実践とライフヒストリーを手がかりとして、学校と地域社会との関係性が、地域固有の文化の形成や発展にどのように影響していったのかを考察するものである。具体的には、①当時の学校が置かれた教育課題を地域特性との関連のなかで捉える、②課題解決のための学校と地域社会の関係性構築の様態を明らかにする、③戦後開拓地という、新しい共同体における学校という場の存在意義を分析する、④戦後開拓地での教育経験が教師の自己形成にもたらした意味を問う、といった作業を通じて、戦後開拓地における、学校を基盤とした地域文化形成のありようを明らかにする。

近年、学校に対する地域住民などの参加が重要視されてきている。しかしながら、社会の変化によって住民の生活する地域社会は大きく変容している。このことは、地域社会の変化を生じさせていると考えられる。本報告では、そのような中で地域社会が学校と連携する背景について新しい可能性を指摘するものである。１つは、学校教育に参加することによって変質している地域社会が再編成されるということである。もう１つは、学校教育に参加することによって地域住民が学習をするということである。この２つの参加による効果は、地域社会が変質する中でも地域社会の学校教育への支援を進めていくことにつながると考えられる。

本稿では、中華王朝の進出とともに巨大な社会変動が起きた明清期の雲南に焦点を当て、当該時期の中国系寺院の建設の進展とその社会背景について論じる。そこで、本課題を解決すべく、最初に地方志の整理を通して、明清代の寺院数を明らかにした上で、数字の変化と分布の変遷について分析する。次に複数の地域を取り上げ、その背景にある社会的変化について考察を行う。そして、一連の作業を通して以下の点を指摘する。即ち、明朝では人々の教化を目的とし寺院建設を進め、清朝期には分布地域が全省に広がりを見せた。次に、これら寺院の経営の柱となった常住田の設置と維持は、漢人あるいは非漢人にかかわらず、地域社会に全面的に支えられていた。そして、以上の状況を可能にしたのが、明代以降進んだ漢人の入植と耕地開発の進展であったという点である。

沖縄県の宮古島では、ここ数年でクルーズ船を利用した外国人観光客が急増し、島の観光産業のあり方を大きく変えつつある。本稿の問いは、「急速な国際観光化によって、地域社会はどのように変容するか？」というものである。方法は、文献調査とインタビュー調査、参与観察を用いる。インタビューは、宮古島の観光協会、観光業者（タクシーとレンタカー）、地域住民、観光客に対して行った。調査の結果、宮古島のクルーズ船観光の始まり、それによる観光業者の形態の変化、地域住民の対応、観光客から見た宮古島の特徴などがわかった。解決すべき問題としては、急速な国際観光化と地域社会とのミスマッチの問題、宮古島の地域社会は観光化の流れから言ってローカル・ルールからナショナル・ルールへの変更を余儀なくされていく問題がある。日本社会が少子高齢化で地域が衰退していく中で、宮古島は国際観光化という道を選んだ。国際観光化によって、新たな産業や雇用も誕生している。本稿では、宮古島の地域社会は国際観光化によって変容せざるを得ず、小さな島での国際観光化の成功事例となるようにしなければならないと結論づけている。, In Miyakojima of Okinawa, the number of foreign tourists who used cruise ships in recent years has increased rapidly, and the way of tourism industry in the island is changing drastically. The question of this paper is "How will the local community change due to rapid international tourism"? The method uses a literature survey, interview survey, and participation observation. The interview was sent to the Tourism Association of Miyakojima, tourism agents (taxi and rental car companies), local residents, and tourists. Results of the survey regarding the beginning of Miyakojima cruise ship tourism, a change in the form of tourism companies, the responses of local residents, and the characteristics of Miyakojima from the viewpoint of tourists, etc. were found. Problems to be solved are the problems of rapid international tourism and the problem of mismatching with the local community in Miyakojima as it is forced to change from local rules to national rules because of the flow of tourism there. Miyakojima has chosen the path of international tourism as the region declines due to the declining birthrate and aging Japanese society. Through international tourism, new industries and employment are also born. In this paper, we conclude that the community in Miyakojima will be transformed by international tourism, and it must be a successful case of international tourism on a small island.

本稿の目的は,貨幣経済の地域社会への浸透が子どもたちの活動に与えた影響について,青森県旧上北町で1960年代頃まで行われていたという,農家の子どもたちの「物々交換」の過程,および「物々交換からおこづかい制への移行を事例に検討することである.聞き取り調査の結果,次の点が明らかになった.「物々交換」と「換金」は1930年代後半から1960年代半ば過ぎまでおこなわれており,「現金購入」みられるのは1950年代後半以降だった.また農家の子どもたちは自分の家からコメやタマゴを「盗み」,子どもでも買取してくれる集落内の商店や精米所に持ち込んで「物々交換」や換金をおこなっていた.このような本稿の事例から,次の点が示唆される.貨幣経済が地域社会および「子ども(社会)」まで浸透したことで,子どもたちもより大きな社会経済システムに組み込まれていった.その結果,これまで「自由」に入手できたお菓子が,親からお金をもらわなくては買えなくなってしまった.つまり,おこづかい制への移行とは,実は家や地域社会の中で認められていた農家の子どもたちが「自由」を失っていく過程だったのではないだろうか., This paper aims to examine the impact of the influence of the spread of the monetary economy on farm children in a local community. The specific case of the practice of bartering and the transition to giving children pocket money in 1960s in Kamikita town, Aomori prefecture, will be presented. From the late 1930s to the mid-1960s, it was a common practice for farmers’ children to steal produce such as eggs and rice from their family’s farm to barter them for cheap confectionary, and, from the late 1950s, to sell such goods for pocket money. The children took the stolen produce to local shops to sell or barter, and sometimes to the community rice-cleaning mill. A series of changes in the practice of bartering meant that these children truly lost a measure of their freedom. Before the spread of the monetary economy to small communities, farmers’ children were able to buy or barter an egg or some rice for cheap confectionary or cash before the change, but afterwards they could not; after the mid-1960s they had to get money their parents.

大都市では2000年前後より、人口の「都心回帰」が起こっている。本論では都心の地域社会の変容を、大阪市北区菅南地区を事例として探った。当地区は、大阪の都心地域の中でも、曽根崎や堂島などの最都心部に隣接する住商混合地域である。また大阪天満宮を中心とした伝統行事を継承している地域でもある。産業構造の変化や高齢化によって旧住民は減少する一方だが、地域に急増したマンションの新住民の地域社会への関わりは薄い。このような都心社会の問題状況と可能性を考察した。, Since around 2000, metropolitan regions including the City of Osaka, have experienced rapid population growth, so called "back to the city movement." In this thesis, the impact of urban core revival in Kannan district in Kita Ward, one of the central districts of Osaka, has been examined by census data and interview data of the community leaders. The characteristic of the area is to be the mixture of residential and commercial areas and also it is a traditional district strongly influenced by the culture of the Osaka Tenmangu Shrine. While long-tern residents are decreasing, new condominium residents are dramatically increasing. 今日、住民の「生活の場」である地域は、大きく変容してきている。そこではまた、教育をはじめ、経済・医療・健康・福祉など、様々な領域で地域課題・生活課題を深刻化させている。そうした課題について正確に状況を把握するとともに、課題解決の方向性を解き明かす学習や教育活動が必要とされている。さらに、学習活動の成果を活かせる形で、課題解決を目指した取り組み・実践活動が必要とされている。また、近年、個人の学習活動をとりまく環境は大きく変容してきている。何よりも、学習情報・学習内容を入手する手段・方法として、ICTを活用することが急速に普及してきている。ネット社会で提供される多くの情報は、いつでもどこでも入手することが可能になっている。従来の「紙媒体」を利用した情報の入手とは比較するまでもなく、多様なアプリケーションが開発されてきていることから、システムにおけるアクター（行為者）にとって、学習機会の提供機能、レコメンドや情報検索機能、学習したことの成果を活用する「場」としての情報提供機能等は、より便利な「ツール」となってきている、ということができる。情報を更新する、あるいは他者と情報を共有するという意味でも、今日ではICTを活用して実現する生涯学習プラットフォームは、重要な役割を果たすようになっている。また、ＳＮＳで構築された人間関係は、職場や地域などで取り結ばれる人間関係とは、その親密性や信頼感などにおいて大きく異なる場合が多い。その意味では、「他者との相互規定的関係」の内実は、教育・学習論の視点からは一定の限界・制約があるものと考える。この小論では、地域社会の変容や生活課題について確認し、課題解決に向けた「人材育成」を図る関係で教育労働の専門性や地域における大学の役割などについて、論点整理を行いたい、と考える。

この研究ノートは、大阪府西南部地域にある忠岡町の外国人居住者に対する日本語教育の取り組みについての調査の経過報告である。在留外国人に対する日本語支援の取り組みは決して十分と言えるものではなく、多くはボランティアを中心に実施されている。このような現状にあって、日本在住の非日本語母語話者にとって日本語教室がどのような場所として機能しているのか、また彼らが暮らす地域住民、地方自治体との関係性とはどのようなものなのかを明らかにするために本調査は実施された。調査地とした忠岡町の人口は１万8千人ほどだが、在留外国人の割合は大阪府下でも3番目に高く、とくにインドネシア、ブラジルなどの出身者が多い地域となっている。調査は２０１３年８月から、主に月２回の日曜日に開催される忠岡町の日本語教室を対象に行っている。参加者の出身地はインドネシアやベトナム、タイ、中国、ブラジルなどで、その多くは技能実習生として来日した者である。ボランティアの日本語指導員は、たった一人でこの教室の運営をしているが、日本語学習だけでなく学習者同士の交流や地域行事への参加の機会を用意してもいる。日本語教室の参与観察として日本語指導員へのインタビューなどから、忠岡町の日本語教室が学習者にとってどのような場所として機能しているのか、その調査の経過を報告する。, The purpose of these research notes is to report on ongoing research of Japanese -language education for foreign residents in Tadaoka town, located in the Senboku Region of Osaka Prefecture. The ratio of foreigners in Tadaoka is the third highest in Osaka. Many of them come from East Asian countries(such as Indonesia and Vietnam), and live in Tadaoka as foreign trainees and technical interns. Our data is based on fieldwork conducted in Tadaoka NIHONGO KYOUSHITSU（日本語教室）and an interview with a Japanese language volunteer instructor. We found that they can learn Japanese and participate in community events through this class. Further reserch is needed to consider relations between foreigners and local residents.

We attempted to clarify the current treatment and support for alcoholism and related issues incommunities to examine how to create a society in which alcoholics can live comfortably. We found thatalcoholics struggled with strong denial, mistaken responses from their families, delayed counseling andmedical consultations, difficulty continuing to participate in self-help groups, various prejudices, a lack ofspecialist hospitals and staff, and difficulty sharing information. Measures to address these issues includedimproving the legal system, acknowledging the need for a budget, activities to raise awareness amongcommunity residents, building mechanisms to connect people, providing school education, establishingintermediate facilities, and improving team work in communities. In addition, we found that engaging intreatment and support for alcoholism allowed the supporters to experience personal growth. Thesefindings suggest that continued efforts by entire communities to address alcoholism allow people to findhope such that people will continue to nurture their strengths and entire communities will continue togrow.

和文：被災地（特に福島県）における再生可能エネルギーによる地域社会の構造的再生について、地域行政や市民活動等の取組み、地域住民の意識に関する既往資料を整理した。福島原発事故という望まない契機ではあったが、福島県は地域主導の再生可能エネルギー導入を進める国内先進地に変貌しつつある。特に、脱原発や脱中央集権という理念を強く打ち出した点、そして地域主導による市民共同発電事業を支援する仕組みを整備してきた点に、先進地としてのモデル性をみることができる。WEB モニター調査によれば、福島県の住民は、再生可能エネルギーによる地域社会の構造的再生として、「主体の自立共生」をより強く期待している。また、「再エネ電気の購入」や市民活動等への参加の実施意向が強い傾向にある。こうした期待や意向に応える今後の取組みが期待される。, 英文：This report examines the activities of local governance and citizens, resident’s awareness, which show the situation of the structural regeneration of regional communities through renewable energy in areas affected by the Great East Japan Earthquake. Following the unfortunate accident of nuclear power plant, Fukushima prefecture is changing to become an advanced area of energy autonomy. In particular, we can see the advanced models in the strong concepts of the abandonment of nuclear power and de-centralized systems, and the forming of the support systems for civic power stations by local actors. The results of the questionnaire surveys show that the primary expectation for Fukushima’s residents is citizens’ vitality. Fukushima’s residents have a strong intention to conduct the purchase of renewable energy and the participation in renewable energy. Measures and actions in response to the expectation and intention of residents are expected.

民俗班では平成28年度，現在鳴門市内で活動している12の獅子舞伝承団体のメンバーに対して，メンバーの属性，活動への参加状況，伝承に関する意識等を明らかにするためのアンケート（調査票）調査を実施した。本論文は，平成28年度に行ったアンケート調査の結果を概括的に提示し，分析を行うものである。

This paper examined the background which a monthly magazine by Citizen Editorial Committee has been launched. Study materials are a monthly magazine and a public hall paper which are published in Matsukawa Town, Nagano Prefecture. As a result, it became clear that there was a conflict between the town government and the public hall newspaper editors. \nHowever, it was found that there is a sort of residents attitude as the background of the conflict. And this paper has determined that the attitude has been cultivated by social education, which has been continuing to practice in this town. \nTherefore, this paper suggests that it is important for the community media research to consider the conditions of community in which the medium is located.

モラル・エコノミーは，社会に埋め込まれ道徳的規範を伴った社会関係に焦点を当てることの重要性を指摘した。だが，地域社会や規範を本質的なものとして想定しており，その規範がなにに由来するのか，どのような実践の場で生成しているのか，その条件とは何かなど，動態的なプロセスや市場経済との関係についての究明が不十分であった。構造的な組み合わせとして文化と経済を分析することの困難を乗り越え，経済的な活動がいかに生じているのか，それが文化的に構築された文脈の中にいかに埋め込まれているのかを明らかにする必要がある。本研究の目的は，1970年代のモラル・エコノミー論争と1990年代の記号論的転回を経由して「経済的なもの」を捉えるための社会的文脈へと拡張するために，各分野の理論を比較検討することによって，結合体，連結体，ネットワークなどの概念と「経済的なもの」をめぐる説明モデルの内容や有効性を検証することである。また，近年，再評価の高まりつつある記述モデルとしての「アクターネットワーク理論」の可能性をみることで，物質的記号論の次元が切り開く社会形成の邂逅の層位の可能性についても検討を加えたい1)。

国際刑事裁判所（ICC）は、現地の社会的な特性を省みない応報的な処罰を指向しており、裁判のプロセスへの被害者の参加が限定的であるという批判を受けてきた。ウガンダ北部の紛争に介入した当初にも、現地社会の論理や価値観を無視しているという批判が強かった。一方、2015年に容疑者のひとりが逮捕されたことで、ICCは現地住民から目撃談や被害申告を集める活動を開始し、地域住民は好意的に応答している。ただしICCがその対象者として想定していた人びとは、多くの地域住民が認識していた紛争被害者とは異なっており、その乖離がおおやけに議論されることがないままに、対象者の範囲が拡大された。地域住民は多様な紛争経験をもち、彼らの社会関係はその経験と密接に関連している。本稿ではICCの活動プロセスを、地域社会の現状と住民の紛争経験に関する認識との関連のうえで明らかにし、その活動が地域社会に対してどのような意義をもっているのかを検討する。

At the end of Qing Period, local elites had widened their spheres of activity. Previous studies have paid much attention to the relationship between traditional local elites and provincial assemblies or the self-government movement. However, because of the limitation of sources, most researchers have paid less attention to the activities of non-elites in rural districts. Hence, this study employs source materials from the Canton Villages Mission 廣州鄉村傳道團 on Sanhuadian village 三華店村, in Hua Xian (Fa Yuen) 花縣, which was located in the northern district of Canton City, and on Xu Maujuan (Ts'ui Mau Kwan) 徐茂均, who had returned from abroad, to verify the way non-elites in a rural district dealt with local reconstruction for the modern world during the last decade of the Qing dynasty. Xu had lived abroad for a lengthy period and lamented the weakness and decline of his own country, and when he returned to China, he indicated a strong interest in the doctrines of Christianity. He tried under Christian influence to introduce modern education in Sanhuadian village, but the villagers displayed no immediate interest in Xu's activities. However, it appears that the positive role of missionaries and Chinese Christians in the Anti-American Boycott Movement turned their attention to Xu's educational work. And, the opening of the Canton-Hankow Railway enabled Xu to solidify his foothold in the rural district. However, the deterioration of public order, the local government's response, as well as the plague pandemic, led to the temporary closing of Xu's school. There was a limit to what Xu could do one his own to keep the school operating. For this reason, Xu approached the Canton Villages Mission and secured their "co-operation" to expand the schools in Sanhuadian village. As a result of this development, the rapid modernization stemming from the acceptance of the Christian missions and Xu's own involvement in disputes over popular education brought about serious conflicts with neighboring villages. These conflicts contributed to the large-scale destructive linage feuds with neighboring villages during 1910s. Through this inquiry, we have been able to confirm the fact that Xu's non-elite activities in a rural district co-existed with those of local elites operating in the provincial assembly to revive the region.

本稿は「ふれあい・いきいきサロン」の活動から地域特性に着目した地域組織化活動のための要件を析出することを目的とする。地域類型は香川県坂出市の資料から単位自治会を調査し人口変遷と住宅地図によって類型化した。「ふれあい・いきいきサロン」の設立要件は、事業を実施している99組織の活動計画及び活動報告の資料、坂出市社会福祉協議会職員へのインタビュー調査から3 要件を析出した。その結果、地域類型は、過疎型地域、混住型地域、ニュータウン型地域に類型化した。「ふれあい・いきいきサロン」の設立は、リーダー、地縁関係、拠点の3 要件が析出された。過疎型地域は地域社会内の地縁関係に着目した活動、混住型地域には拠点の整備、ニュータウン型地域にはリーダーの養成が重要であり、地域特性に応じた働きかけにより地域組織化活動は設立を容易に行う事ができ、継続した活動が可能となる。This paper aims to analysis the requirement to organize the group activities for the elderly focusing on the communitytypes. For the provision of a class with the implementationof the “theory of physical education”, it isnecessary to introduce familiar teaching materialsreflecting the changing social circumstances.I believe that this effort will result in thedevelopment of their mindsets with which theygo to a site and consider a problem as their ownchallenge.

和文：固定価格買取制度により再生可能エネルギーの導入が活発してきたが、その一方で住民関与や地域の社会・経済・環境面での効果の希薄さが危惧されている。また、2016年4月からは小売電力自由化等の新たな動きがある。こうした揺籃期にあって、地域主体は、再生可能エネルギーの導入によって、どのような地域づくりを目指すのか、そのための地域施策はどのようにあるべきかを検討することが必要となっている。このため、本研究は、既往研究を踏まえて、再生可能エネルギーの導入によって目指すべき地域社会の変革目標の理論的枠組みを設定した。さらに、その枠組みを用いて、市民共同発電事業の蓄積や再生可能エネルギー条例等を進めてきている長野県飯田市の取組みを分析し、理論的枠組みによる地域分析の有効性の確認までを行った。設定した理論的枠組みは、（1）エネルギーの自治、（2）対話とネットワーク、（3）地域経済の自立、（4）社会公正と環境共生、（5）地域主体の自立共生、の5つである。これらの変革目標は、従来の地域づくりの延長上にあるものでなく、今日の諸問題の根本にある「内なる危機」を解消する、価値規範や社会経済システムの転換を伴うものである。5つの変革目標を枠組みとして、飯田市の状況整理を行い、飯田市の先進性を明確に切り出すことができた。これにより、5つの変革目標を枠組みとした地域評価の有効性を示した。今後は、さらに多くの地域での事例調査を実施し、再生可能エネルギーによる地域社会の構造的再生の理論的枠組みの具体化や事例のアーカイブズの構築等を行うことが課題となる。, 英文：Situational changes are occurring concerning Renewable Energy (RE). Large RE stations made in local areas pose conflicts and divisions between regional subjects and RE stations. On the other hand, there are new possibilities to use RE through the full liberalization of retail electricity sales. In a situation like this, we need goal setting by regional subjects. This research was conducted to build a theoretical framework for the structural regeneration of regional communities through RE. Subsequently, a case study on Iida city was conducted to confirm the effectiveness of the theoretical framework. Iida is an environmentally advanced city that has pioneered the spread of photovoltaic power systems. Municipal ordinances for a sustainable community through the introduction of RE were enacted by the local government in Iida. The theoretical framework concludes five elements: A. Autonomy of Energy, B. Dialogue and Networking, C. Independence of the Regional Economy, D. Fair/Equitable and Environmental Symbiosis, and E. Conviviality. These targets of social transformation are not the extension of traditional regional construction, but are rather the transformation of the socio-economic system to solve the various problems. By using the theoretical framework, we could organize the situation in Iida and extract advanced points regarding the city. By this trial, it was shown that the theoretical framework was effective in community diagnosis. As a future task, it was necessary to conduct case studies on many regions, and to reify the theoretical framework. Eventually, we would like to build the archives of case studies of the structural regeneration of regional communities through RE.

3世紀以上にわたる歴史を持つスコットランドのツーリズムは、地域社会に蓄積された多様な資源を基盤とし、英国スコットランドの地域内経済に大いに貢献している。その資源のひとつにウィスキー醸造所がある。スコットランドのウィスキー醸造所は、1970年代後半から海外の良質な顧客開拓の目的でビジターセンターの開設など様々な試みを展開してきた。今ではこれらの試みが、スコットランドの重要な観光資源のひとつとなり、スコットランドのツーリズムに多大な貢献を果たすまでに成長している。 本稿では、2015年8 月に実施した実地調査にもとづき、スコットランドのウィスキー醸造所による顧客開拓・販売促進活動の現状を紹介し、ツーリズムと一体になったウィスキー業界およびウィスキー生産地の地域振興の成功要因の分析を試み、日本の酒蔵と農村景観を資源としたツーリズム展開に資することを目的としている。

「デイジー～3.11女子高生たちの選択～」（漫画：ももち麗子、原作：小林照弘、草薙だらい、信田朋嗣）は講談社の少女マンガ誌『デザート』に連載された作品である。本作品は原発事故後の福島の高校に通う４人の高校3年生の卒業までの1年を描いている。「デイジー」が他の原発事故を題材にした作品と異なり評価できる点は2点ある。第1に本作品は架空の人物が登場するフィクションだが、作者が福島の学生などに取材した内容に基づいて構成していること、第2に少女の日常生活に及ぶ事故の影響を、少女マンガの最大の特徴である登場人物の細やかな心の動きを用いて描いていることであり、それゆえ本稿では本作品を分析の対象とした。困難な局面において主人公たちが進路決定、職業選択を行う経緯を、地域社会をどう意識しているか、事故前と比べて地域社会との結びつきが強化されているかという視点から分析した。その結果、いずれの登場人物も「福島のために」貢献したいという動機を持って進路選択をしていること、事故前と比べて明らかに地域への意識が高まっていることが明らかになった。登場人物たちは一見、自らの意思で職業選択を行い、メディアで表象されてきた旧来のジェンダー像とは異なった主体的な生き方が描かれているようにも見える。一方で、モラトリアムの時期を持たずに地域のための働き手として、大人としての役割を期待されているとも捉えることができる。家庭とは、子どもにとっていつでも見守られていて、外の世界で危険があれば帰ることができる「安全基地」であるという。それは家庭だけでなく、地域と人間においても同様のことが言えるのではないか。原発事故によって「安全基地」の揺らいでいる状況が、少女の地域社会への結びつきを精神的にも、肉体的な身の置き所としてもより強めていると指摘できる。, Daisy: High School Girls' Choices after March 11 (Manga: Momochi Reiko: original: Kobayashi Teruhiro, Kusanagi Darai, and Nobuta Tomoji) is a series that appeared in the shojo-manga magazine Dessert (Kodansha Ltd.). It depicts four high school seniors attending school in Fukushima over a one-year period after the power plant accident. Two aspects differentiate Daisy from other works dealing with the accident and make it suitable for analysis. First, although it is a work of fiction, the content is based on actual interviews of students in Fukushima. Second, the impacts of the accident on the characters' lives are depicted through subtle changes in the characters' emotional states, which is a hallmark of shojo-manga.The manga was analyzed from the standpoint of the characters' views of the local community in the context of choosing life courses and careers, and whether the characters' connections ti the local community strengthened or weakened after the accident. All characters chose life paths motivated by the desire to "help Fukushima" and had greater interest in their communities after the accident. On the one hand, the characters are depicted as proactively choosing career paths and life styles that differ from gender stereotypes. On the other hand, this may also be interpreted as an expectation that the characters move quickly into their roles as adults to better their community without the usual moratorium. Families function as secure bases to protect children at all times, and to which children can return when they encounter dangers in the outside world. Perhaps the same can be said of communities and people as a whole, In a context where secure bases have been shaken by the accident, it appears young girls' ties to local communities as settles in both emotionally and physically have strengthened.

現地調査を含む実践的な講義(地域社会論)を通して、学生が自ら考え課題を発見し解決を図る能力を育成するとともに、大学が地方創生に如何に関わることができるかを検討した。講義では三重県紀北町を調査地と決め、受講生31 名を二グループに分け、"インバウンド観光普及における地域戦略"と"多文化共生型地域づくり"をそれぞれの課題とした。グループ毎に、インターネットや文献検索、アンケートおよびインタビュー項目の考案精査などの事前準備を整えて現地調査をおこない、その後、結果をグループ毎に発表し、各人が報告レポートをまとめた。専門性もなく、調査手法も拙い学生たちがおこなった調査に十分な結果は期待できないが、各自が自分なりに調査を進め結論を導き出したことは有意義であり、社会人基礎力の養成に役立ったと考える。15 回の講義回数の中でより根拠に基づいた提案を出せるよう如何に学生を誘導するか、また、地域の要請に応えるべく県や市町および地元企業との関係をどのように発展させていくかが今後の課題である。, 9, KJ00010166479, 論文

明治初期に成立する盲学校教育は，当初，開明派官僚の企図により近代公教育の一環として構想された。だが，天皇制公教育体制が確立し，富国強兵の国家目的が貫徹していく過程において，明治政府は盲児を始めとする障害児の教育を「人民相互の情誼」にゆだねるべきものとして放任したのだった。本稿では、教育の保守化，国家統制の強化が進む明治の時代状況を背景に教育制度の埒外に配置された盲学校の状況を概観するとともに，盲学校が「盲唖教育令」制定運動をはじめとして，地域社会における連携を基盤として，公教育のなかへと組み込まれていくプロセスについて考察する。, The blind school education to be established early in the Meiji era was envisioned as part of modern public education at first by the project of the Kaimei group bureaucrat. But the Emperor system of Japan public education was established and in the process that the national purpose of the measure to enrich and strengthen a country accomplished, the Meiji government let the education of the child with a disability including the blind child alone as the thing which should entrust to "the humane feeling and sincerity of people each other". Here, this paper survey the situation of the blind school located in the outside of the pale of education system and considers a process that a blind school was incorporated with public education system in partnership with local communities. With the background of the times of the Meiji and Taisho that conservatization of the education and the reinforcement of the state control advance.

目的：本研究では，Ｔ町在住の高齢者を対象とし，基本属性，精神的自立度，健康関連QOL，社会的孤立 度，地域との関わり（自治会活動への参加頻度等）がどのように生活満足度を規定するかを明らかにする． 方法：Ｔ町自治会に加入する60歳以上の住民計293名に自記式無記名調査票（GHQ-12，SF-8 等の項目を含 む）を配布し，調査票を同封した返信用封筒にて郵送法で回収した．分析方法として，ｔ検定，Pearsonの積率相関係数，重回帰分析を用いた． 結果：回収数は145名であった．本研究の結果，精神的自立度（β＝－.295，p, Purpose: The purpose of this study was to develop a prediction model of life satisfaction of elderly residents in the T housing complex. Methods: An anonymous questionnaire, including life satisfaction, social demographic characteristics, degree of mental independence, health-related QOL, degree of social isolation, and degree of relationship with the local community was developed and distributed to 293 residents older than 60 years of age living in the T housing complex who are members of the residents' association. The questionnaire was distributed through the resident's association and returned by mail. The t-test, Pearson's correlation coefficient, and multiple linear regression analysis were conducted for the data analysis. 子どもにとって遊びは、身体的・精神的に重要な役割を担っている。しかし、今日の子どもの遊びを取り巻く環境は、空間・時間・仲間といった「三間」の減少とともに遊び環境は質的・量的にも変化している。地域で子どもたちが異年齢の子どもたちと遊び、また遊びを通して仲間づくりができるようにするためには、地域における子どもの健全な育成の推進が、今後ますます重要になってきている。地域社会が一体となって子どもの遊び環境を整え、遊びの機会を保障することが大切なのである。本研究では、S市の児童会館の事例から、児童会館が地域社会でどのように関わっているのか、またどのような役割を果たしているのか、さらに児童会館の課題を明らかにすることにより、今後の子どもの遊び場のあり方を考察する。, Play carries body-like and the role important mentally for a child. 本研究では、 居場所がどのように使われ、 どのような役割を担っているのかを実際居場所を利用している利用者の調査データを分析し、 居場所の役割や重要性を明確にし、 今後のあり方について提言することを目的とした。 具体的には、 常設型 「居場所」 を利用されている方を対象に、 「居場所」 にどのような効果があるのか、 常設型 「居場所」 づくりを進めていくためにはどのようにすればよいか等、 今後求められる居場所の役割について明らかにした。 静岡県内４箇所の常設型 「居場所」 を利用されている利用者 （242人） の調査データを分析した結果、 利用者の多くは、 悩みごとを相談する場所としている方もみられ、 こうした内容については、 地域の関連機関と連携し利用者の日常生活をサポートするなど、 地域におけるセーフィティネットの窓口として機能することも今後求められること。 コミュニティカフェをきっかけに利用者の地域での諸活動が活性化することも考えられることから、 こうした活動を支える拠点としての役割を確立することが重要であること。 といった内容が示された。

本研究では、観光ガバナンスを「社会や組織が観光にかかわる意思決定や合意形成を進めるとともに、その活動を規律・調整するためのしくみやプロセスとその考え方」と定義し、地域主導の観光を進める三重県鳥羽市と北海道標津町の観光推進組織を事例に、観光ガバナンスの実践による意義や役割について分析した。その結果、観光ガバナンスの構築によって、多様なステイクホルダーが存在しても、基本方針策定や推進方法についての合意形成や調整が図られていた。また、ステイクホルダー間の「ハイブリッドな実践」によって、資源や商品の開発、新たな活動の創出といった、成果や副次的効果が見られることを明らかにした。

The Tedori River alluvial fan is opened in the downstream of the River and opens former Tsurugi-town approximately 110 degrees northwest as the fan top, and the radius is 11‒12 kilos meter. The zone of meters above the sea level 10 meters of the fan end becomes the zone where subsurface water springs out. The village sites from the middle phase of the late Jomon to the final Jomon are concentrated in the zone of meters above the sea level 10 meters. The community of the Tedori River alluvial fan consisted of those villages. The community continued for 1500 years from the Magae type of c.1900‒c.1700 cal BC to the Shibayama-demura type of c.500‒c.400 cal BC. The Jomon people used a forest resource in the form that did not destroy natural environments in Tedori River alluvial fan, and were self-sufficient in water, food and fuel. The resources use of Jomon people was environmental non-destructiveness type. By some reasons that I spoke, I think the community at the Tedori River alluvial fan in the Late and Final Jomon have been sustainable.

超高齢社会を迎えたわが国では，生産年齢人口が減少の一途を辿るとともに，未だ経験したことのない高齢化に伴う様々な社会問題が広がりをみせている。一方で，わが国の高齢者は，他の先進国に比べて高齢になっても働きたいニーズを強く持っており，働きたい理由として，収入のみならず，生きがいや健康を保つためという意識が高いといった特徴を持っている。高齢者が長年培ってきた豊かな知識，経験，技術等を地域や社会で活用し，高齢者を「社会に支えられる側」から「社会を支える側」へと転換していくことは，超高齢社会をより豊かな社会にしていく有効な方策である。高齢者がその体力に見合った働き方をする，地域や社会で出番を得られる場として，シルバー人材センターがある。今は多くの市区町村に存在し，約75万人の会員と約3,000億円の契約高を有している。とはいえ高齢者に占める組織率は２% 程度であり，まだまだ発展途上の組織といえよう。シルバー人材センターはわが国独自の仕組みであるが，仕組みの特徴となぜこの仕組みが誕生し，どのような変遷を辿ってきたのかを総合的に検証した資料は少なく，この度その考察を行なった。シルバー人材センターが活力ある地域と社会の担い手となり，今後より多くの社会的ニーズに応えていこうとするのであれば，より自立した運営体制と社会のニーズを素早く汲み取って事業にしていく柔軟さが必要となる。, The Silver Human Resources Center was established in Tokyo as an "agency for the elderly" in 1975. Under the philosophy of "autonomy and independence, cooperation and mutual assistance", and with the aim to spread across the country the idea that “through working with and leveraging the rich experience, knowledge, ability and technical expertise of the elderly, we contribute to society and ensure that the elderly are gaining the opportunity to do something meaningful". Currently, it has about 7.5 million members and annual contracts worth approximately 300 billion yen. Through contracting and delegation from companies, households and public organizations, the Silver Human Resources Center is undertaking work of "temporary, short term and other" nature in local communities. The main operations are focused around providing members (elderly people) with work that matches their wishes and skills. In Japan's ageing society, this is a structure expected to be capable of changing the elderly from "people who are supported by the local community" to "people who support the local community". I'd like to consider about formation and development of The Silver Human Resources Center so as to find hint of several problem solving of aging society.
