This paper explores the contemporary relationship between international student migration and diaspora formation. It argues that international students have been largely absent from recent discussions of 'knowledge diasporas', where migrants' 'home' states attempt to harness and co-opt the skills and knowledge of their émigrés. This is surprising, given students' evident role in knowledge circulation and exchange. In this paper, we foreground the significance of international students but also explore their relationship to diaspora formation from a different angle. We argue that some states are increasingly engaging in (sometimes seemingly contradictory) policies designed to "obstruct" overseas diaspora formation, and these policies centre on their international student populations. Through a number of case studies and drawing on the secondary literature, we demonstrate the ways in which states are strategising to repatriate international students following their studies overseas. More broadly, we argue, this represents an alternative to popular notions of brain circulation and knowledge diasporas, chiming with a far more long-standing concern with 'brain drain'.

This is a follow-up study of the impact of education doctorate holders in Bhutan (Maxwell 2018). A representative sample of doctorate holders contributed to this qualitative study. There were anticipated personal outcomes of gains in confidence and self-esteem. There were considerable gains in knowledge and research skills, and mentoring was clearly an important outcome. However, respondents were equivocal about leadership. Workplace conditions appeared to be creating dissatisfaction. Bhutan appears to be close to, or beyond, the cusp where brain drain takes over from brain gain. This, coupled with the under-representation of females amongst doctorate graduates, means development is most likely to be slowed down unless attended to. Ideas for further research are identified.

This study examines survey data from teacher education students in their final two years of preparation at a Midwestern university. We asked students to explain if they intend to stay in our state or move to other states to pursue teaching careers after graduation. We compiled all 137 responses using descriptive statistics and found that 59% of respondents intend to leave our state after graduating. Of the remaining respondents, 21% intend to stay in our state and 20% are unsure of their plans. We used qualitative methods to code students' responses, giving reasons for their intentions. While students mentioned financial reasons (low salary and debt) most often, students also valued a sense of place (home, family). Comparisons to populations studied in Carr and Kefalas (2009) and Petrin, Schafft, & Meece (2014) are made with implications for all concerned about the national teacher shortage and outmigration of graduates in rural states.

This case study explored the development of a rural cradle-to-career network with a dual focus on the initial mobilization of network members and subsequent adaptations made to maintain mobilization, while meeting local needs. Data sources included interviews with network members, observations of meetings, and documentary evidence. Network-based social capital facilitated mobilization. Where networks were absent and where distrust and different values were evident, mobilization faltered. Three network adaptations were discovered: Special rural community organizing strategies, district-level action planning, and a theory of action focused on out-of-school factors. All three were attributable to the composition of mobilized stakeholders and this network's rural social geography. These findings illuminate the importance of social geography in the development and advancement of rural cradle-to-career networks.

Technical education, as enshrined in the Nigerian national policy on education, is concerned with qualitative technological human resources development directed towards a national pool of skilled and self reliant craftsmen, technicians and technologists in technical and vocational education fields. In Nigeria, the training of technical personnel has witnessed many challenges ranging from policies which have no beaming with our problems, curriculum that has little or no relationship with workplace and social needs, embezzlement of fund meant for education development purposes, lack of teacher motivation, inadequate facilities, inadequate funding, brain drain, poor staff training, bribery and corruption. This paper intends to critically examine some of the issues, challenges and way forward of technical, vocational education and training(TVET) in Nigeria and to suggest ways of improving the teaching and learning of technical and vocational education with greater interest and enthusiasm.

Globalisation and the shift towards a knowledge economy have made researchers among the most sought-after resources. International research mobility has been encouraged at policy levels and has remarkably increased in the past decade. Meanwhile, concerns of policy makers about the possible loss of such human capital are also rapidly growing. This article reports major literature findings on the international mobility of researchers. It then examines China's loss of researchers and how the country attempts to reverse the brain drain. It argues that China needs to reform its academic culture to lure back its best minds from overseas and retain them.

The Japanese higher education system has struggled with a demographic decline of the university-age population since the 1990s. The expected shrinkage of the overall consumer market due to ageing also significantly pressures Japanese enterprises to expand business in the global market outside Japan. Under these conditions, Japanese universities, heavily reliant on the national language and culture, are facing pressure to internationalise their outlook and operations. However, brain drain is a topic lacking in active discussion, partly because of the continuing inward-oriented preferences of Japanese students, which is aimed towards traditional career mobility within Japanese companies.

In China, the employment problem of higher education, social governance, and economic development is important. Exploring the employment mechanism and distribution of general colleges and universities can provide empirical evidence to the employment generating ability of colleges and universities and also suggestions for the development of regional talent policies. Based on the theories of growth, employment, and structural employment, this study analyzes the influence of macro- and micro-factors on the employment of science and engineering and economics and management graduates, adopting a multiple regression and structural equation model. Although employment of science and engineering and economics and management in general universities is affected by different macro- and micro-factors, the former has both direct and indirect effects on employment, which are stronger than the latter. The employment distribution of science and technology is highly correlated with regional gross domestic product, while the employment distribution of economics and management reflects regional stickiness.

Despite the ongoing debate about how much academic versus vocational upper-secondary education is favorable for a country and large differences across countries of those two types of education exist, the interplay of vocational and academic education on upper-secondary level and its consequences for the entire education system remain under-researched. Although difficult to analyze directly, we first construct a measure to capture companies' reactions to changes in academic education rates and second analyze whether academic education rates are associated with success rates in vocational education over time and with control variables. To measure companies' reactions, we use a cantonal average requirements profile consisting of the academic requirements profile of an occupation and the number of apprenticeships started in this occupation per year and canton. Although results of the first part of the analysis are ambiguous, combined with the second part, they suggest a non-reaction of companies (i.e., they keep offering the same occupations but have to fill their positions with lower-ability candidates). Results of the second part show that more opportunities for academic education appear to draw highly-able students away from vocational education, with negative consequences for the success rates in vocational education. Our findings have important implications for countries with vocational and academic tracks in their education systems, but also for those who plan to introduce or strengthen (dual) vocational education.

This paper examines the relationship between skills prices (wage premiums) and inequality in migrant sending countries (mainly from Latin America) and explores the implications for education policies. Most of the evidence is based on the case of Mexico, a Latin American country that is also an Organisation for Economic Co-operation and Development (OECD) member. Despite the belief that Latin American countries tend to pay less for their skilled workers than developed countries, they invest a considerable amount of their Gross Domestic Product (GDP) in education and sometimes in scholarships abroad. Therefore, our main question is: Are skill prices really so proportionately low in Latin America? Likewise, what are the impacts of skills prices on migration in Latin America, and Mexico in particular? And, what is the importance of "brain drain" in terms of the relationship between migration and education? We find that despite the enormous inequality in the region, skills prices are not low. Furthermore, high expenditures on education combined with low skills prices do not necessarily result in brain drain. Other factors, such as perceptions of insecurity and corruption, have a stronger effect on the migration of Mexican professionals. Likewise, although high skills prices may lead to economic development, they may also increase social inequality, leading to greater brain drain. Therefore, the expansion of higher education is recommendable even if it reduces salaries and wage premiums in the short term.

Since 2006, Saudi Arabian politicians, economists and sociologists have had to consider the implications of their country's King Abdullah Scholarship Program (KASP). Because Saudi Arabia has certain religious traditions and economic practices that are sensitive, international scholars are examining from different perspectives the outcomes and potential impacts of KASP. While Saudi Arabia has all the necessary tools to compete with the developed nations (such as natural resources and manpower), it is caught between the need to globalise its economy but retain its strict, conservative traditions. Following a brief definition of KASP, this paper highlights some of the external and internal contemporary political, economic and socio-cultural challenges that it sets for Saudi Arabia. Finally, the anticipated impacts of KASP according to scholarship recipients are reviewed using survey data from around 688 overseas Saudi students. This paper is based on the primary researcher's PhD thesis.

The paper discussed the challenges of research and human capital development in Nigeria. Research and human capital development are critical to the development of any nation. Research facilitates human capital development. A high rating in human capital development indices places a country among the leading countries of the world. The paper identified inadequate funding, lack of equipment, facilities and materials, lack of awareness, lack of implementation of research results, low rating in human capital indices, brain-drain, underemployment, etc., as challenges of research and human capital development in Nigeria. The paper concludes with some recommendations that will help meet these challenges.

China has adopted an unbalanced policy for economic development to improve its domestic economy and international competitiveness for more than three decades. During this process, rural education has undergone a series of reforms. With reference to compulsory education, this article argues that rural education in China is a pragmatic instrument for the state to expand and improve the quality of urbanization. Rural education can be used to serve urbanization, is influenced by the rural-urban disparities brought about by urbanization, and receives urban aid and support in exchange for following state guidelines. Due to deep-rooted disparities and long-standing inequalities, effectively financing rural education, rural education still faces challenges and difficulties related to handling urban-based curricula and evaluation standards, recruiting, and keeping qualified teachers, and the outflow of original rural residents. This article concludes by offering an explanation of Chinese policy implications for the functions and constraints of state-directed rural education in serving urbanization.

Rural areas in many parts of the U.S. experience population decline from outmigration. Geographic mobility has long been a contributing factor to the social and economic instability of rural communities; high-achieving and ambitious youth are inclined to leave rural areas to take advantage of the expansive economic opportunities and cultural and lifestyle amenities typically found in metropolitan locations. In this article, I review 20 years of research on rural population loss and migration theory to anticipate how patterns of rural youth mobility might intersect with the Common Core State Standards' emphasis on preparing high-school students to be career and college ready. Given that the migration decisions of rural youth stem from a complex process that includes a range of social, economic, cultural, and environmental factors, I argue that certain types of rural communities are likely to be more strongly affected by the Common Core as are certain types of rural youth.

International student mobility in higher education has gained currency as an important topic in today's global, political, and economic environment. United States postsecondary institutions are working to expand their international student population to increase revenue and diversity. The current higher education and economic context has produced a "global war" to identify, recruit, and matriculate talented students who have become more mobile when selecting postsecondary education destinations. Thus, in order to provide a clear picture of the current status of international student migration to the United States, we sought to understand the following: 1) prestige as a determining factor in the selection of studying abroad for non-Americans living outside the United States; 2) federal and state financial influences that directly affect institutions' abilities to enroll foreign students; 3) implications for postsecondary institutions in the United States; and 4) implications for scientific, cultural, and economic advancement for the United States.

This work investigates the research performance of foreign faculty in the Italian academic system. Incoming professors compose l.1% of total faculty across the sciences, although with variations by discipline. Their scientific performance measured over 2010-2014 is on average better than that of their Italian colleagues: the greatest difference is for associate professors. Psychology is the discipline with the greatest concentration of top foreign scientists. However, there are notable shares of unproductive foreign professors or of those with mediocre performance. The findings stimulate reflection on issues of national policy concerning attractiveness of the higher education system to skilled people from abroad, given the ongoing heavy Italian brain drain.

This study analyzes the scientific profiles of doctorate holders who migrate in search of better job opportunities as a response to the increased temporariness and uncertainty of employment in their native country. Analyzing the career trajectories of the population of research-active Italian doctorate holders in economics, finance, and business management who graduated in the years 2008-2010, we find that those who are more likely to move abroad are those with the relatively best and worst research performances before migrating. Instead, those remaining in Italy are found to be on average of good scientific quality. Further, we find that the best performers target cross-border reputable universities for more prestigious careers, while the relatively lower performers generally move internationally to non-research-oriented institutions simply to look for an occupation. Migrant doctorate holders with average research performances do not differ from those staying in their native country. Our results have important policy implications as they contradict the popular belief that only the cream of the talented brains flee Italy.

In 2016, approximately 5 million students, about 2% of global tertiary enrolments, studied abroad. As globalisation of education advances, tertiary student mobility is an important channel through which highly skilled immigrants arrive and work in different nation states. Informed by the multidisciplinary internationalisation frameworks, this study applies social network analysis techniques to the UNESCO data, to explore and compare the international tertiary student mobility networks in 1999 and in 2012. Based on the network visualisation and statistical analyses, this research emphasises that an individual country's economic and political power and geographic location are increasingly significant in determining its position in the network. Compared to the 1999 networks, the developing world has played a more important role in the networks by becoming the new destination for study and sending out more students. Yet it is still the economically leading nations that serve as the critical bridges connecting the less developed countries/regions to the world. Underneath the seemingly balanced development, the developing nations might be in a more disadvantaged and peripheral position in 2012. This study is concluded with a discussion of the brain drain issue and how various nation states confront it in light of the global flow of tertiary students.

The Caribbean ranks second only to Africa as the region with the highest levels of skilled emigration, which is defined as the outward migration of people holding a bachelor's degree or extensive/equivalent experience in a given field. Based on the cost of educating their citizens, there are strong arguments supporting the view that skilled emigration comes at significant economic and social cost, especially to small island developing states of the Caribbean. This paper, therefore, explores how the emigration of skilled labor from the CARICOM Caribbean impacts education policy nationally and regionally. Drawing on data collected through questionnaires and document analysis, the research unearths four dominant educational policy responses to skilled emigration: "bonding and compulsory service at the national level; regional cooperation on the movement of skilled labor through CARICOM's Single Market and Economy (CSME); market based approaches to educating skilled professionals; and education funding policy." The paper also analyses the efficacy of each of these four policy responses and their implications. Ultimately, these policy responses coalesce to highlight the national and regional complexities of educational policy-making under globalization, and the limitations of Caribbean national and regional educational policies aimed at controlling skilled emigration in the context of globalization's market forces.

The changing landscape of higher education over the past few decades has increasingly brought internationalization to the fore as one major manifestation of the educational systems of both developed and developing countries alike. As part of this global trend, the Ethiopian higher education sector has, in the past decade, begun to exhibit some of the emerging trends of internationalization despite the paucity of data that portray the phenomenon in an organized manner. This study was conducted to address the prevailing deficiencies with particular focus on identifying the dominant manifestations of internationalization in Ethiopia's public and private higher education institutions. Data were drawn from nine public and six private institutions using questionnaire and focus group discussion. The major findings of the study revealed that institutions consider internationalization as an important activity for the purposes of promoting teaching and resource mobilization, international research projects, and academic quality and standards. However, in most of the surveyed universities, internationalization was found to be more of an ad hoc and reactive process than a systematically administered proactive undertaking. On the basis of the findings that portray the features of a nascent system, the need for cohesive policies, strategic directions, and operational efficiencies both at national and institutional levels has been projected.

This paper examines language ideologies underlying the media representation of Chinese citizens speaking multiple foreign languages. It argues that a figure of good citizenship is being articulated via valorization of multilingual competence that is grounded both in the newly cherished moral values of neoliberal globalization -- entrepreneurship, reflexivity and flexibility -- and in the traditional moral values of patriotism and contribution to society. Such configuration of citizenship departs from the nationalist monoglot language ideology, and yet demonstrates a flexible nationalism that links multilingual competence to personal welfare and social harmony. This study shows the importance of paying attention to the dynamic interplay between social class, nationalism, and neoliberal globalization in our analysis of language and citizenship.

Public and private universities in Kenya, Tanzania, Uganda, South Africa, and elsewhere in Africa, were experiencing all time high enrollments since the late 1990s. To address these demands, university administrators sought partnerships with universities of the global North to facilitate the necessary educational reform and curriculum transformation to meet the needs of the increased enrollments. In spite of these efforts, in the past 10 years the partnerships failed to meet expectations. A case approach was used to study reports, journals, interview notes, surveys, and qualitative data collected during 2007-2012 from one university selected purposely to shed light on partnerships and linkages with African universities. The authors examined the expectations, dynamics, and intricacies of academic partnerships and the reality of African academic institutions. The analysis revealed perplexing assumptions that undergird the expectations of collaboration between U.S. and African partners as well as cross-cultural dynamics that govern, sustain, and sometimes frustrate such engagements.

In recent decades, the Republic of Turkey has undertaken a program of reform aimed at modernizing its higher education system. This endeavor has included a comprehensive restructuring of the nation's public universities. In order to meet the urgent need for highly qualified faculty members to staff its state-run higher education institutions, the Ministry of National Education (MoNE) has turned to a government-sponsored study abroad program through which competitively selected individuals receive funding to pursue graduate degrees at North American and European universities in exchange for service in the Turkish university system. However, due to significant non-return rates of sponsored students and a lack of transparency within the program, its goals have been closely scrutinized; amid these concerns, the contributions of those who do return appear in some cases to go unnoticed. Thus, in order to illuminate the experiences of returning scholars, this study explored the accounts of two English language teachers who received doctoral degrees from foreign institutions, then returned to Turkey to serve as teacher educators. Critical theory was utilized in order to investigate the oppressive power relationships inherent in the Turkish higher education system. The results revealed that as much as these foreign-educated scholars contributed to their respective universities, their ability to provide lasting benefits to Turkish education was minimized by the systemic and bureaucratic barriers they encountered; therefore, the higher education system was unable to achieve the desired goals of the study abroad program.

To answer an overwhelming demand for university faculty, Turkey's Ministry of National Education (MoNE) developed a scholarship program to sponsor graduate study abroad. After completion, program recipients are expected to serve in Turkey's universities. However, the cost of the program relative to the contributions of returning scholars has led to tremendous criticism. In order to explore whether this program is truly worth the investment, the author chose a qualitative research design to investigate the experiences of two program beneficiaries. The results revealed that their contributions were minimized by numerous institutional barriers; consequently, the system was unable to fully benefit from their expertise. The author concluded that the elimination of obstacles inherent in Turkish higher education was necessary to realize the goals of MoNE's graduate study program.

The internationalization of higher education plays an important role in education, but from the perspective of the whole society, there is a higher level of significance. Combining with foreign experience, this paper holds that internationalization of higher education in China should be established to promote international education by establishing administrative network, shaping the international reputation of higher education, merging policy with communication activities simultaneously to reverse the brain drain situation and to encourage the internationalization of higher education institutions.

The purpose of the study was to make a qualitative assessment of the impact of school consolidation on several rural Nebraska communities that have recently lost their schools. This research uses a multiple-case study design with interviews conducted in three Nebraska communities. The data from this research fell into four broad themes: social capital changes resulting from consolidation, the effect of the consolidation on the children of the community, the future of the community, and circumstances driving consolidation. Data indicates very differing views about consolidation; respondents with children in school were generally supportive of the consolidation and felt that it benefited their children; the respondents all expressed a concern about the loss of the community although, the majority of the respondents did not have an alternative to the loss and decline of the community; the consolidations in the study were all second or third consolidations and respondents believed the original consolidation were the beginning of the decline of the community.

In lesser-developed African countries, the lack of institutionalised support for research, combined with limited career opportunities and poor remuneration, have contributed to weak research infrastructure and capacity, and a continuing brain drain to developed countries. Malawi's Research Support Centre (RSC) model is novel in that it provides a comprehensive framework for capacity building that includes the traditional components of individual skills building while developing institutional capacity to support and stimulate the research enterprise. The model also features a strong emphasis on developing a culture for sustained good research practice through adopting international research standards. Further, the RSC provides a strong element of self reliance through continued training and income generation, thus ensuring sustainability of activities. The Malawi experience suggests that the model is achieving its intended goal of sustainable research capacity development, and may be applicable to other developing countries with similar challenges. This paper draws from the ARC Discovery project called "Moving Ideas: Mobile Policies, Researchers and Connections in the Social Sciences and Humanities--Australia in the Global Context" (2006-2009). This project explored the ways that ideas travel and how knowledge transforms through travel. One aspect of the study was the critical examination of various research policies around the world that are associated with moving ideas and moving researchers. These are often coupled with notions of "brain drain-gain/mobility" and diaspora. A second focus was on the mobility biographies of globally mobile intellectuals with various links to Australia and on the implications of their mobility for their ideas, politics and national and trans-national identifications. It is our view that the actual experiences and insights of such people have the potential to enhance researcher (academic) mobility policies. A third concern has been to address the question of what it means to globalise the research imagination. In addressing this question we have drawn on leading researchers from around the globe who undertake research on globalisation itself. The paper to follow draws from selected publications associated with this project. The book from the project, to be completed in 2010, is titled "Moving Ideas and Mobile Intellectuals". It should be noted at the outset that our focus in the project and in this discussion paper is on researchers in the social sciences and humanities including but not exclusively educational researchers. We begin by asking what it means to globalise research and how is this related to the nation-state? (Contains 4 endnotes.)

In a context of intensified globalisation, knowledge diaspora as "trans-national human capital" have become increasingly valuable to society. With an awareness of a need for more empirical studies especially in Australia, this article concentrates on a group of academics who were working at a major university in Australia and came originally from the Chinese mainland. The study explores their life, work and international research collaborations, using a case study approach with semi-structured interviews as the data collection method. The study found that while globalisation shapes the work and the contributions to Australia, by academics from China, they exert their initiatives to respond to and further reshape globalisation. Equipped with their Chinese cultural and educational backgrounds, academic experience in the West, and active membership in the international knowledge system, the Chinese knowledge diaspora are a modern kind of cosmopolitan literati. They are aware of the impact of globalisation and contribute actively to higher education internationalisation in both Australia and China, have maintained their cultural identity and made good use of their Chinese educational background. Their international collaborations, however, are more likely to be with the scholars from Western countries due to some difficulties they have experienced in China and Australia, and to the current setup of the global knowledge system.

International students comprise an important segment of the global migrant community, yet their migration motivations, intentions, and outcomes have been understudied. Whereas past research largely considers international students in science, technology, engineering and mathematics (STEM) fields; potential migration plans; and economic factors, this study examines international theological graduates, actual migration outcomes, and additional factors not studied. In all, 405 international students, who entered the United States to pursue advanced academic studies and graduated during 1983-2013, were surveyed. Factors related to their current geographic residence and a composite stay rate for this population are assessed. The influence of gender, length of study abroad, the economic condition of and number of visits to the country of origin, and original migration intention upon entry is evaluated for their predictive value for migration outcomes. Implications of this research are relevant for governments, educational institutions, and community organizations that wish to impact return migration or immigration for highly educated and skilled foreign-born graduates.

Since the economic recession and European Union accession, Croatia has seen a drastic increase in the emigration of tertiary-educated young people seeking further qualification and employment abroad. The brain drain has caused grave concern among political parties across the political spectrum and society as a whole. Recently, however, the tone of discourse has turned from accusations of national 'disloyalty' to engagement with how to mitigate the push factors for emigration on the one hand, and how to attract educated and successful migrants back to the country on the other. Changes to the education system are seen by experts and the public alike as one of the key factors in reducing the mismatch of prevailing education and training programmes with the specialist knowledge requirements of the domestic labour market and in improving youth employability. However, efforts to introduce urgently needed education reforms have recently been stalled by a lack of political consensus on aspects of a proposed reform package and its implementation rooted in the deep ideological rifts of post-socialist transformation. This contribution investigates how the impact of the brain drain, as well a shift towards recognition of the possible benefits of circular migration, have affected recent discourse on education policy and the growing involvement of non-governmental organizations and initiatives in introducing a more practice-based orientation to education on all levels.

Since the Brexit referendum in 2016, and the formal act of triggering article 50 by Theresa May's cabinet in 2017, the UK has entered a period of negotiations, the outcome of which, and also the terms of the post-exiting phase, are still uncertain. In this period of uncertainty, the mobility of people is one of the main issues at stake. The topic is important for the higher education sector where the percentage of (other) European Union staff in UK universities has grown at an impressive rate in recent years before the Brexit referendum. This paper draws from official Higher Education Statistic Agency (HESA) data to investigate if there is any inversion of this trend in the British system, arguing that some 'Brexodus' of academic staff--meaning a decrease in the percentage of other EU nationals--has already started for some academics, namely the youngest and the brightest.

High school graduates in rural counties often move to urban areas to study at higher education institutions (HEIs). Because graduates from HEIs often settle in regions in which they graduate, the result is a permanent out-migration of young talent from rural areas. This study adds to the body of literature on student choice by addressing measures that can make a university located in a rural region more attractive to local high school graduates. Empirical data are gathered from potential students at the University of Nordland, located in northern Norway. Importance-performance analysis and gap analysis are applied to study the factors that are most important for students. As a result, this study serves as a good starting point for small rural universities in understanding local students and devising methods to increase attractiveness for this group so that more young talent might choose to remain in rural areas.
