We present a measurement of baryonic acoustic oscillations (BAOs) from Lyα absorption and quasars at an effective redshift using the complete extended Baryonic Oscillation Spectroscopic Survey (eBOSS). The 16th and final eBOSS data release (SDSS DR16) contains all data from eBOSS and its predecessor, the Baryonic Oscillation Spectroscopic Survey (BOSS), providing 210,005 quasars with zq > 2.10 that are used to measure Lyα absorption. We measure the BAO scale both in the autocorrelation of Lyα absorption and in its cross-correlation with 341,468 quasars with redshift zq > 1.77. Apart from the statistical gain from new quasars and deeper observations, the main improvements over previous work come from more accurate modeling of physical and instrumental correlations and the use of new sets of mock data. Combining the BAO measurement from the auto- and cross-correlation yields the constraints of the two ratios and , where the error bars are statistical. These results are within 1.5σ of the prediction of the flat-ΛCDM cosmology of Planck (2016). Two broad sets of activities underlie team innovation: the creation and the implementation of new ideas. Despite the prevalence of this distinction, the temporal dynamics of creativity and implementation in teams and their relation to successful team innovation are not well understood. Building on and integrating linear phase models and complexity perspectives on the innovation process, we propose a temporal pattern of creativity and implementation that is linked to team innovation. We examine this temporal pattern in a longitudinal study of 76 project teams. Results show that teams engage in creativity throughout the entire life cycle of team projects; however, innovative teams refrain from focusing on implementation in early time frames and increase their focus on implementation over the course of the project. Episodes of unconstrained creativity in early time frames of a project appear to be a critical factor for team innovation. Our research provides a foundation for future research on team innovation that explicitly considers the temporal interplay of creativity and implementation. Practitioner points: Creativity is a critical factor for team innovation that is relevant not only in the beginning of a team project but throughout its entire life cycle.Teams achieve innovative outcomes if they refrain from focusing on implementation early on and instead allow for prolonged episodes of unconstrained creativity.Innovative teams pay attention to the timing of implementation activities and increase their focus on implementation around the mid‐point of a project. Democratic deliberative theory has long emphasized the importance of citizen deliberation as a form of political participation and a centrally important component of any vital democracy. Public deliberation and discourse among citizens has been less frequently investigated as a form of political participation than more standard indicators such as voting or volunteering for political organizations. This research examines the extent to which internalized beliefs about deliberation are associated with deliberation outcome measures among a national sample of high school students participating in a year-long deliberation forum, Project 540. Using a multilevel analysis, the research specifically tested the extent to which scales of personal and normative deliberation beliefs, independently and moderated by Project 540 participation, predict key deliberative outcomes (e.g., civic skills, intention to participate in civic affairs). We find that predeliberation endorsement of both personal and normative beliefs predicts increases in certain positive deliberative outcomes, and that these effects are not moderated by participation in Project 540. The implications of these findings for deliberative democracy theory and for developing effective citizen deliberation forums are discussed. [ABSTRACT FROM AUTHOR]

The Chemical Aquatic Fate and Effects (CAFE) database is a centralized repository that allows for rapid and unrestricted access to data. Information in CAFE is integrated into a user-friendly tool with modules containing fate and effects data for 32 377 and 4498 chemicals, respectively. Toxicity data are summarized in the form of species sensitivity distributions (SSDs) with associated 1st and 5th percentile hazard concentrations (HCs). An assessment of data availability relative to reported chemical incidents showed that CAFE had fate and toxicity data for 32 and 20 chemicals, respectively, of 55 chemicals reported in the US National Response Center database (2000-2014), and fate and toxicity data for 86 and 103, respectively, of 205 chemicals reported by the National Oceanic and Atmospheric Administration (2003-2014). Modeled environmental concentrations of 2 hypothetical spills (acrylonitrile, 625 barrels; and denatured ethanol, 857 barrels) were used to demonstrate CAFE's practical application. Most species in the 24-h SSD could be potentially impacted by acrylonitrile and denatured ethanol during the first 35 min and 15 h post spill, respectively, with concentrations falling below their HC5s (17 mg/L and 2676 mg/L) at 45 min and 60 h post spill, respectively. Comparisons of CAFE-based versus published HC5 values for 100 chemicals showed that nearly half of values were within a 2-fold difference, with a relatively small number of comparisons exceeding a 10-fold difference. The development of CAFE facilitates access to relevant environmental information, with potential uses likely expanding beyond those related to assessment of spills in aquatic environments. Management decisions aimed at protecting aquatic resources following accidental chemical spills into rivers and coastal estuaries require estimates of toxic thresholds derived from realistic spill conditions: acute pulse exposures of short duration (h), information which often is unavailable. Most existing toxicity data (median lethal concentration or median effective concentration) come from tests performed under constant exposure concentrations and exposure durations in the 24-h to 96-h range, conditions not typical of most chemical spills. Short-exposure hazard concentration estimates were derived for selected chemicals using empirical toxicity data. Chemical-specific 5th percentile hazard concentrations (HC5) of species sensitivity distributions (SSD) from individual exposure durations (6-96 h) were derived via bootstrap resampling and were plotted against their original exposure durations to estimate HC5s and 95% confidence intervals (CIs) at shorter exposures (1, 2, and 4 h). This approach allowed the development of short-exposure HC5s for 12 chemicals. Model verification showed agreement between observed and estimated short-exposure HC5s (r(2) adjusted = 0.95, p < 0.0001), and comparison of estimated short-exposure HC5s with empirical toxicity data indicated generally conservative hazard estimates. This approach, applied to 2 real spill incidents, indicated hazard estimates above expected environmental concentrations (acrylonitrile), and suggested that environmental concentrations likely exceeded short-exposure hazard estimates (furfural). Although estimates generated through this approach were likely overprotective, these were derived from environmentally realistic exposure durations, providing risk-assessors with a tool to manage field decisions. On November 8 and 9, 2001, leading experts in patient safety, medical informatics, advanced surgical devices, telesurgery, and surgical facilities met to formulate strategic directions for the "OR of the Future" in both military and civilian healthcare. The meeting was co-hosted by the Telemedicine and Advanced Technology Research Center (TATRC) part of the U.S. Army Medical Research and Materiel Command at Fort Detrick, and the University of Maryland Medical Center. Researchers, surgeons, and experts in the field of operating room (OR) technology addressed the current state of research and technological developments. Experts in (1) patient safety, (2) medical informatics, (3) advanced surgical devices, (4) telesurgery, and (5) surgical facilities met in focused work groups to develop a proposed research agenda for each content area. Afterwards, each focused group agreed to develop a 'White Paper' on each specific area, addressing the current and future prospectus. In addition, they attempted to provide a recommended research roadmap for the 'OR of the Future.'

This field study investigated the effect of retaking identical selection tests on subsequent test scores of 4,726 candidates for law enforcement positions. For both cognitive ability and oral communication ability selection tests, candidates produced significant score increases between the 1st and 2nd and the 2nd and 3rd test administrations. Furthermore, the repeat testing relationships with posthire training performance and turnover were examined in a sample of 1,515 candidates eventually selected into the organization. As predicted from persistence and continuance commitment rationales, the number of tests necessary to gain entry into the organization was positively associated with training performance and negatively associated with turnover probability.
