This is a companion article to ‘Gramenarude Sarvakalasalakal’. The article points out that democratic concept of education is free access to it for one and all. Educating each and every citizen irrespective of any caste or economic differences was accepted as the responsibility of the state. But even forty years after the policy declaration 75 per cent of our people are not in a position to get full benefit from our educational institutions maintained at huge cost which is realized from their pockets also. The formal educational system which we have so far upheld has failed to go beyond a 25 per cent of our population. If education is to reach the people beyond this privileged minority; like in all other advanced countries we also have give more importance to adult education, continuing education and distance education, than formal education. This necessitates developing public library system in a way in which it can give the supporting and auxiliary services to such educational processes. Unless this is done our educational system will go on serving only a privileged minority; an upper class.

The paper opines that village libraries have very important role to play in agricultural development, health and hygene education, population control as well as in regard to villagers formal and no formal education, information, development, culture and leisure. There is no other substitute to the village library which can undertake the vast and varied functions related to creating and sustaining literacy, supporting formal education, providing facilities for continuing education and the like. The paper demands that government should develop the public library system in a way in which it can provide the supporting and auxiliary services to all the above systems of education. Unless this is done the country’s educational objectives will merely remain in the idea plane and the educational system will go on serving only a privileged minority; an upper class. The paper stresses that an adequate system of public libraries is an absolute necessity in any country like India which is wedded to socialism and parliamentary democracy and which is aiming at marvelous development in the socio economic, educational and cultural fields. So government should reorganize the public library system in a way in which it can play its major role in the field of education.

The second part of the series examines in general the functioning of thousands of village libraries that exited of Kerala and the aims and objectives of the organization named Kerala Granthasala Sangham (KGS) which coordinated the library movement in Kerala. The working of the largest public libraries in Kerala controlling the major document resources of the State including Trivandrum Public Library, Quilon Public Library etc which could not form part of the system coordinated by KGS are examined. Critically evaluates library bills prepared in Kerala, the attempts to enact them and the attitude of the KGS which hindered their enactment in order to retain the existing system and its control. The Library and Information Science experts limiting their activities inside academic library systems and not involving in public library development is also criticized. The concept of modern library system and principles of library legislation accepted all over the world are discussed in detail against the existing system and the system for which KGS wanted give legal base. The paper opines that KGS was successful as a coordinator of cultural movement or a mechanism for training people in democratic form of government. But it failed as a system for providing information services to the community. One reason for this failure identified by the study is non application of library and information science principles and proved methods in legislation and system development.

The first article of the series on Library Movement in Kerala discusses the evolution of public library systems and laws in general with special reference to India. The goals and objectives of public library are outlined. The concept of modern public library system and principles of library legislation accepted all over the world are explained. The importance of public libraries for education, information and entertainment; stressing its responsibilities for adult education, literacy programs, sustaining literacy, agricultural extension, and health and hygiene education are discussed. Role of public libraries for people’s participation in democracy is stressed. The article points out that the objectives of a public library can be fulfilled only if each library forms part of a public library system consisting of National Library, State Central Library, District Library etc and village libraries forming the service outlets of the system. In such a system the information resources of the nation will be pooled and shared so that the total resources will be at the disposal of every citizen for use.

The paper on providing educational facilities to the under privileged; points out that the formal education systems and information support facilities are accessible only to a minority of our population coming to less than ten percent. Education can be extended to the people beyond this privileged minority only by establishing a good public library network. Making all views, opinions, news and information accessible to the common people to make them participate in government will also be possible only if there is an efficient public library system extending up to the villages. Public library has to offer to the people of its locality materials and services that will help them for their formal and non formal education as well as support them to prosper in their respective professions, by providing facilities for continuing education for professional maturity. The study opines that to establish and maintain such a need based public library system; enacting library legislation is also very important.

This second of a series of articles on Public Libraries in search of set objectives draws attention of the government to the urgent need for enacting a Library Legislation in Kerala. Kerala has more number of libraries than that of any other State of India. But among them those who can fulfill the objective of a community Information Centre is less than a dozen. The village libraries have got degraded into places where reading facility is provided for local newspapers, popular magazines as well as a few novels and stories are distributed for leisure time reading. Beyond the annual sports and arts festivals they organize they have no role in the development of the people. The paper argues that preparing standards and enacting Library legislation only can change the situation.

Based on the discussion in the earlier articles in this series, the earlier Library Bills of Kerala, suggestions on legislation given by experts like S.R. Ranganathan and from the experience of the working of other existing State library legislations; the present article provides necessary recommendations on the Library Legislation to be enacted in Kerala. It provides guidelines for developing a need based public library system in Kerala. The question of representation in the governing of library system to make it a truly democratic system is discussed in detail. The paper reminds that while enacting legislation we should have a clear objective. Should we give legal base to a traditional system which was popular or to a functional system which can extend all types of information services to the community is the basic question to be considered. The system envisaged by the suggested legislation is a democratic system with involvement of library and information science experts also. It will have a pattern which can be easily accommodated as a unit in the national library system.

The paper discusses the aims and objectives of public libraries from the view point of Indian villager. It observes that public libraries in India are still going on without set objectives. The author lists the major objectives for which public libraries especially those in the villages should function. They should help the life long self education of the people, furnish up to date facts and information, distribute in an unbiased and balanced way all shades of recorded views and thoughts, provide to one and all a harmless and elevating use of leisure and should work for the continued social well being as the agency in charge of information for the people.

The study observes that for an average Indian villager a primary school is two kilometers away, a high school sixteen kilometers away, a post office five kilometers, and a telegraphic office eighteen kilometers away. But a villager has to travel for more than 150 kilo meters to reach a library. Any institution which can provide him necessary support for continuing education is more distant to him than all these. The paper argues that culture and science must be distributed universally. Only people educated and properly informed of new advances can ensure sustainable development. It will not be possible without the help of very large sectors of population living in villages not understanding the mechanisms of development and taking active part in it. The two instruments which supplement the work of education to this end are on the one hand libraries with resultant dissemination of information and on the other, information designed for the popularization of different fields of knowledge. The study stresses the need for ensuring these two aspects in villages.

(National Library of India: An Evaluation) The study opines that a National Library should be responsible for acquiring and conserving copies of all documents that originated in the country as well as all documents about the country produced elsewhere. It should act as reliable and authentic bibliographical information centre on the above mandatory areas. National library's collection and services should also be organized in such a way that the people throughout the length and breadth of the country can use it without any difficulty through service outlets near their residence. The National Library of India (NLI) is evaluated on the basis of the above specified objectives. It is observed that the NLI is not fulfilling even the above basic functions. It is building up huge collections without a specified plan. Developing a reliable collection with the whole universe of knowledge as its area of coverage is impracticable for a developing country with limited financial resources and is also a diversion from the objectives National Library. NLI should limit its collection to documents from and on India. Even for that purpose it need not be one that duplicates all documents available in other libraries in the country; but it can entrust building up national collections of specific areas to specialized libraries in the country concerned with that area. Together they should form the National Library System. A national library need not be a single physical entity located at a place. It can be a group of libraries, if the existing condition of the country so requires. India being a federal country with language based States the study advices regional centres specializing in documents produced in the region as well as in the concerned language in each State. NLI should specialize in some common areas/languages as well as coordinate and control the regional activities to together form an integrated whole. The NLI, which is maintained by very huge expense from the county’s national budget, remains one, which is useful to only very few persons mostly belonging to Calcutta where it stands and its surroundings. The library’s set up does not consider the 99% of our population as coming under its expected users. India’s national library should not be allowed to continue as such any more. The study recommends decentralization of NLI subject/region/language wise as well as establishment of a National Public Library Network and extending service through it to the whole country to make it useful and easily accessible to all the citizens of India including those living in remote villages.

Traces the history of organized document collections of India from very ancient times, the contribution of Europeans especially the British rulers of India for systematization and conservation of such collections, and the origins of public library systems that culminated in the establishment of the National Library of India. Critically evaluates the National Library system of India as well as its present set up, resources and services. The paper argues that the main characteristics of a national library, which distinctly delineate it from other types of libraries is its specialization in a particular geographical area for its content. It should achieve maximum reliability of the collection in that mandatory area. The paper points out that in coverage and reliability in the mandatory areas as well as in extending services to the expected users including those living in remote villages; Indian National Library has failed. The study suggests decentralization of the resources by physically spreading it among the regions of concerned languages, establishment of subject specific divisions and other measure that can enable the National Library of India to fulfill its objectives.

D. Libraries as physical collections. ,DC. Public libraries. - Abstract
We discuss the role of the library in development, touching on many dimensions, from being a contributor to the educational process to an agent promoting equitable distribution of wealth. Libraries constitute a network that supports both developing and developed countries and assures respect for fairness, the general quality of life for all people and the environment. At present, we see how the society has changed from manufacturing to the provision of services, and later to an economy based on knowledge. Indeed, the knowledge available in documents has followed a long process before arriving at the informative production and consumption that characterize current society.

- Abstract
In the Information Society, public libraries must be local centres of information. This paper analyses the relations between the community information policy and public libraries, and the state-of-the-art of available community information services. At present, links between public libraries and community information policy in Catalonia are weak; librarian should assume greater responsibility and should cooperate with other community information services. Community information needs should be studied and local information policies should be stated.

DC. Public libraries. ,B. Information use and sociology of information - Abstract
In India more than eighty percent of the people live in villages. So development of the country is developing the villages. Any development initiative which is not giving due consideration to the villager can not be morally and materially on the right direction. The most important ingredient for development is information. So in villages government has to give priority in ensuring availability of information freely and efficiently. Village library is the only institution which can serve as a reliable and accessible source of information for the village community. So library development in villages is very important. It has major role in villager’s formal and non formal education as well as on fulfilling information needs on health, hygiene, agriculture and trade. Village library is a community centre to be accessed by the people for guidance on all matters as well as on the support they may get from government for various activities and projects. An efficient public library system and network extending to the villages can make democracy real by enabling the people; to adjust with the current trends, to develop correct attitudes, and to be aware of the consequences of wrong policies. This can enable their participation in the government. The paper argues that an adequate system of village libraries is an absolute necessity in India which is wedded to socialism and parliamentary democracy.
