In this paper a structural macroeconometric model for the Eurozone is presented. In opposite to the multi country modelling approach, the model relies on aggregate data on the supra-national level. Due to nonstationarity, all equations are estimated in an error correction form. The cointegrating relations are derived jointly with the short-run dynamics, avoiding the finite sample bias of the two step Engle Granger procedure. The validity of the aggregated approach is confirmed by out-of-sample forecasts and two simulation exercises. In particular the implications of a lower economic recovery in the US and a shock in the nominal Euro area interest rate are discussed.

Im Oktober 2003 hat das ifo Institut zum 82. Mal seine weltweite Umfrage αIfo World Economic Survey± kurz WES, bei über 1000 Wirtschaftsexperten multinationaler Unternehmen und kompetenter Institutionen in 91 Ländern durchgeführt. Nach den Ergebnissen ist der WES-Indikator für das Weltwirtschaftsklima erneut deutlich gestiegen und liegt inzwischen mit einem Stand von 100,2 Punkten merklich über seinem langfristigen Durchschnitt (94,1 für den Zeitraum 1982 bis 2002). Anders als in der vorangegangenen Erhebung resultiert die Verbesserung des Gesamtindikators sowohl aus optimistischeren Erwartungen für die nächsten sechs Monate als auch aus besseren Einschätzungen der aktuellen Wirtschaftslage. Dies stützt die Erwartung, dass sich die konjunkturelle Erholung der Weltwirtschaft verstärkt fortsetzen wird. Im Weltdurchschnitt wird für 2003 mit einem Anstieg der Konsumentenpreise in Höhe von 2,9% gerechnet; dies ist nur geringfügig höher, als im Juli erwartet wurde (2,8%), und deutlich niedriger als die Schätzungen zu Jahresanfang und im Frühjahr 2003 (jeweils 3,2%). Im Euroraum wird die Inflationsrate 2003 weiterhin leicht unter der 2 Prozentmarke gesehen (1,9%). Die Spannbreite der Inflationsschätzungen ist immer noch groß und reicht von 1,1% in Deutschland bis 3,6% in Irland. Wie schon in der Juli-Erhebung wurde der Euro ebenso wie das britische Pfund im Durchschnitt aller in die Untersuchung einbezogenen 91 Länder als leicht überbewertet bezeichnet. Auf der anderen Seite erschien den befragten WES-Experten der US-Dollar und der Yen als etwas unterbewertet.

Nach den Ergebnissen des 80. Ifo World Economic Survey setzte sich die Aufwärtsbewegung des Gesamtindikators auch im April 2003 fort. Vor allem in der zweiten Aprilhälfte - nach Beendigung des Irak-Krieges - zeugten die Urteile der WES-Teilnehmer von einem deutlich besseren Wirtschaftsklima. Die Verbesserung des Indikators resultiert aus den zuversichtlicheren Erwartungen für die nächsten sechs Monate, die Urteile zur aktuellen wirtschaftlichen Situation stagnieren dagegen. Im Durchschnitt der 88 Länder bleibt die Arbeitslosigkeit immer noch das größte Problem. Die mangelhafte Nachfrage rangiert an zweiter Stelle. Häufiger als in der vorangegangenen Erhebung wird der Euro als überbewertet angesehen.

With the help of a simple model of production and trade, we examine the differential impact of tariff escalation on skilled and unskilled wages in an economy. Our findings provide a lobbying-based explanation of the prevalence of tariff escalation in developed countries. It also predicts the possible response of a developing country and shows how similar lobbying activity in that country can slow the pace of liberalization of service sector trade.

The information and communications revolution has hastened the process of globalization in today's world of business. Consequently, businesses, even small and mid-sized companies, are confronted with cultural diversity when these companies become internationally active. Yet only few businesses are well prepared for a culturally diverse global market. Indeed, many business ventures fail not for a want of superior products and/or services, but due to a lack of intercultural competence. Disregarding the cultural component in a business transaction can and will lead to mistakes due to cultural misunderstandings which are the result of miscommunication. Because not much intercultural research exists for German American business ventures, this paper focuses on two German corporations, Buderus and Bayer, who are actively engaged on the American market to determine how they are coping with the cultural differences and measures they have adopted to surmount the cultural gap. Die Informations- und Kommunikationsrevolution hat den Globalisierungsprozess in der heutigen Geschäftswelt beschleunigt. Folglich werden Unternehmen, sogar kleine und mittelständische Unternehmen, plötzlich mit einer größeren kulturellen Verschiedenheit beim Verkauf ihrer Produkte und Dienstleistungen im Ausland konfrontiert. Bislang sind nur wenige Unternehmen gut vorbereitet auf diesen kulturell vielfältigen globalen Markt. Viele Unternehmen schlagen nicht fehl, weil hervorragende Produkte und / oder Dienstleistungen gewünscht werden, sondern aufgrund eines Mangels an interkultureller Kompetenz. Ein Nichtbeachten der kulturellen Komponente in geschäftlichen Transaktionen kann und wird zu Fehlern führen, hervorgerufen durch Missverständnisse basierend auf einer ungenügenden Kommunikation. Weil es nicht viele Forschungsergebnisse auf dem Gebiet der interkulturellen Kommunikation für deutsch-amerikanische Unternehmungen gibt, konzentriert sich dieses Arbeitspapier auf zwei deutsche Unternehmen, Buderus und Bayer, welche auf dem amerikanischen Markt aktiv sind. Außerdem wird aufgezeigt, wie diese beiden Unternehmen kulturelle Unterschiede bewältigen.

Der Fall resultiert vornehmlich aus den weniger zuversichtlichen Erwartungen für die nächsten sechs Monate, die Eintrübung der aktuellen Lage fiel demgegenüber weniger stark aus. Insgesamt liefert das Ergebnis noch keine Anzeichen für eine Wiederbelebung der Wachstumsdynamik in der nahen Zukunft.

The purpose of this report is to consider the legitimacy of the assumption that communities or societies with more unequal income distributions have poorer health outcomes. We present a critical review of the existing international literature on the relationship between income, income inequality and health, in terms of conceptual approaches, research methods and the policy implications drawn from it. Where possible, we also offer some guidance for judging between policy priorities based on the relative importance of income inequality versus other potential causal factors in determining population levels of health. An overview of the potential relationship between income, income inequality and health is set out, followed by a discussion of the methodological and technical issues required to explore these links. A literature review of what we consider to be the key contributions in the income inequality - health debate is presented, as is a re-analysis of data derived from Chapter 3 of Social Inequalities in Health: New Zealand 1999, which focuses on income, income inequality and health. We conclude that the relative effect of income inequality per se as a determinant of population health has been greatly exaggerated. The frequently observed association between income inequality and health at the regional level is likely to be a by-product of the non-linear relationship between individual income and health, although we cannot dismiss the possibility that income inequality may also act as a marker for other area characteristics that influence health. We stress that a life course approach is paramount for any study into the relationship between poverty and health, while the use of multi-level data analysis is fundamental in attempting to establish the relationship between income distribution and area level health status.

This study explores the on-going development of a global digital economy through a case-study analysis of its impact on and prospects in South Africa. It argues that four factors are key to understanding the impact of the digital economy on a developing country: (i) the level of technology, including its information and communications infrastructure and system of production and distribution; (ii) the policy and regulatory framework and initiatives; (iii) the human capacity and income distribution; and (iv) the strategic approach of the state in response to dramatic global and domestic processes. The paper explores these four factors in the Republic of South Africa, with a focus on the period 1995-2000. Data for the study are drawn from survey research, published reports from national and international bodies, scholarly journals, structured interviews, and participant observation. Key findings of the study are as follows: an insufficient information and communications infrastructure remains a barrier to growth of the information economy in South Africa, especially in peri-urban and rural areas; awareness of the importance of the information economy is growing, but current human resources and development strategies are insufficient to meet human capital requirements; significant efforts have been made in order to re-orient the South African policy environment into one supportive of growth in a global digital economy; and South Africa’s role as a leading African and developing world economy places additional burdens on its need to engage in regional, and global policy formulation activities in support of the emergence of a new regime for global e-commerce that is supportive of the strategic goals of the developing world.

Am 11. September 2001 wurden die USA mit der Zerstörung des World Trade Center in New York und den Attacken auf das Pentagon in Washington vom größten Terroranschlag der Geschichte erschüttert. Welche Auswirkungen dieses Attentat auf die internationale Politik und die Weltwirtschaft haben wird, lässt sich heute noch nicht absehen. In den folgenden drei Beiträgen versucht das ifo Institut, erste Einschätzungen der Folgen dieses Terroranschlages zu geben. Im ersten Beitrag werden die Kosten, die bei der Behebung der durch den Terrorangriff eingetretenen materiellen Schäden und Outputverlusten entstehen werden, geschätzt. Im Anschluss daran wird versucht, durch einen Vergleich mit den Geschehnissen während des Golfkrieges in den Jahren 1990/1991 erste Erkenntnisse bezüglich der Reaktionen wichtiger Märkte und der Wirtschaftspolitik zu gewinnen. Der dritte Beitrag setzt sich mit der politischen Bedeutung Afghanistans für die Kontrolle der strategischen Rohstoffe in Zentralasien auseinander.

Small states have always been more vulnerable in the global economy. This is so because trade comprises a larger proportion of their economic activity, and because they lack the power to set the terms or make any of the rules that govern globalization. Studies of small states tend to focus on the nature of their vulnerabilities, without considering that these countries have managed external pressures in different ways. Globalization brings opportunities as well as risks, and a more integrated global economy may enable smaller states to adapt quickly to changing conditions, and to more readily pursue strategic development policies.

This paper examines the predictive properties of risk indicators for the foreign exchange markets. In particular it considers the predictive properties of historical volatilities and implied volatilities for movements in various bilateral exchange rates and compares them with the analogous properties of a composite indicator of risk, the Global Hazard Index (GHI). The GHI is a function of the implied volatility derived from currency options on the three major exchange rates, i.e. the euro-US dollar, the US dollar-yen and the euro-yen. For the empirical analysis this paper employs the concept of kernel volatility, which, loosely speaking, expresses the volatility of one variable conditional on the level of another. Simple regressions show that the levels of all the indicators on a particular day have a strong link to the variance of the nominal bilateral exchange rate on the next day. A strong overall influence is displayed by the GHI, especially for the currencies of small open economies.

Der Globalisierungsprozess der Weltwirtschaft und seine Auswirkungen auf globale Stoffströme werden kontrovers diskutiert. Die einen sehen darin einen Wohlfahrtsgewinn für alle Volkswirtschaften, die sich der internationalen Arbeitsteilung geöffnet haben, die anderen befürchten soziale Ungerechtigkeit und eine übermäßige Ausbeutung der Umwelt- und Naturressourcen der Erde. In diesem Beitrag wird untersucht, wie sich die internationalen Stoffströme im Zuge des Globalisierungsprozesses entwickelt haben. Dazu werden die grundsätzlichen Zusammenhänge zwischen einer Ausweitung der internationalen Arbeitsteilung und deren Konsequenzen für die Ressourcennutzung dargestellt. Danach wird die empirische Evidenz über die Entwicklung der Stoffströme präsentiert.

This paper proposes a forward-looking indicator of risk in the foreign exchange markets calculated from the implied volatilities of currency options according to the Garman-Kohlhagen model. We discuss the properties of such indicator and stress that it is related to a notion of risk that does not coincide with that of Gaussian risk underlying most mainstream models. We postulate that it is associated with a broader definition of risk, which we call hazard in order to avoid confusion. The properties of the Global Hazard Indicator (GHI) are assessed against the background of the market turbulence in 1998. This period has been characterized by abnormal fluctuations in the exchange rate markets spurred by a sequence of shocks in some emerging economies and in South East Asia, which have raised fear of contagion in developed countries.

This paper takes a step towards formalizing the theoretical interconnections among four post-Industrial Revolution phenomena - the industrialization and growth take-off of rich 'northern' nations, massive global income divergence, and rapid trade expansion. Specifically, we present a stages-of growth model in which the four phenomena are jointly endogenous and all are trigged by a gradual fall in the cost of doing business internationally. In the first stage, while trade costs are high, industry is dispersed and growth is low. In the second stage, the north industrializes rapidly, growth takes off and the south diverges. In the third stage, high growth becomes self sustaining. The model shows under which conditions, in a fourth stage, the south can quickly industrialize and converge.

In the last ten years, there has been a sea change in trade and related policies in emerging markets. This results from autonomous reforms undertaken in conjunction with macro-economic stabilization programmes. Many non-tariff measures have been eliminated and tariffs, now the principal trade instrument, have been rationalized and reduced. Considerable increases in security of market access result from increased membership of the GATT/WTO system, which itself underwent important changes as a result of the Uruguay Round, further developed in the first Ministerial Meeting of the WTO in Singapore in December 1996. The systemic changes and the expansion of WTO membership to the transition and other economies mark a dramatic change in international economic relations.

The question how the real and the financial side of a capitalist economy relate to each other has been a frequently recurring topic in the history of economic thought. Our paper addresses this question from the viewpoint that capital ultimately seeks returns from its perpetual reallocation and essentially faces two choices: it can either be entrepreneurially allocated to real economic activity, or it can be financially invested in legal claims against such activity. Adopting such a perspective, we study here how real and financial returns relate to each other over the past fifteen years, both within and across countries, by considering more than 30,000 publicly traded firms in more than forty countries that stand for 70% of the global population and about 90% of world income. We compare the average rates of return to both types of investment and their respective volatilities. While average returns, perhaps somewhat surprisingly, turn out to be roughly equal across the two domains, the volatility of financial returns exceeds real volatility by an order of magnitude. From a systemic point of view, these findings raise the question why capital would seek out financial investments in the first place.
