Abstract

Introduction This book is open access under a CC BY-NC 2.5 license. This book consolidates experiences from across Europe on the design, development, implementation and evolution of inter-organisational information infrastructures for healthcare. It provides insights with practical relevance for those involved or interested in the planning and implementation of such infrastructures and includes 11 empirical cases on the introduction of core infrastructural arrangements in different national settings: six cases investigate the use of e-prescriptions and five the public platforms for patient-oriented eHealth services. Both are linked to different types of aims. E-prescription initiatives are usually seen as opportunities to improve healthcare delivery by systematic change (controlling medication costs, improving patient safety and providing rich information for policy making and performance management). Public platforms for patient-oriented eHealth services are seen as opportunities for change and innovation, aiming to strengthen the patients’ role and facilitate a shift from provider-centered healthcare towards patient-centeredness. For both types of initiatives, there is a requirement to mix novelty with pre-existing infrastructural components. The cases are analysed by leading experts in health information systems through a common theoretical framework, exploring the role of the pre-existing sociotechnical basis, i.e. the installed base, and how it fundamentally impacts the evolution of information infrastructures. The book advances an “installed base sensitivity” in decision-making both at the policy/strategy level and at the concrete eHealth design level and shows how practitioners and policy-makers can address the complexity of infrastructures that facilitate information flows across organisational boundaries.

Abstract

The adoption of Artificial Intelligence (AI) by the public sector has the potential to improve service delivery. However, the risks related to AI are significant and citizen concerns have halted several AI initiatives. In this paper we report findings from an empirical study on citizens´ attitudes towards AI use in public services in Norway. We found a generally positive attitude and identified three factors contributing to this: a) the high level of trust in government; b) the reassurance provided by having humans in the loop; c) the perceived transparency into processes, data used for AI models and models´ inner workings. We interpret these findings through the lens of social contract theory and show how the introduction of AI in public services is subject to the social contract power dynamics. Our study contributes to research by foregrounding the government-citizen relationship and has implications for public sector AI practice. Paid open access

Abstract

Extant literature has increased our understanding of the multifaceted nature of the digital divide, showing that it entails more than access to information and communication resources. Research indicates that digital inequality mirrors to a significant extent offline inequality related to socioeconomic resources. Bridging digital divides is critical for sustainable digitalized societies. Ιn this paper, we present a literature review of Information Systems research on the digital divide within settings with advanced technological infrastructures and economies over the last decade (2010–2020). The review results are organized in a concept matrix mapping contributing factors and measures for crossing the divides. Building on the results, we elaborate a research agenda that proposes [1] extending established models of digital inequalities with new variables and use of theory, [2] critically examining the effects of digital divide interventions, and [3] better linking digital divide research with research on sustainability. Abstract

Advances in Artificial Intelligence (AI) reshape many aspects of human life creating new opportunities for value creation but at the same time posing significant threats. This paper posits that as AI systems increasingly influence societies, their development and use need to be responsible and aligned with human rights. Multiple principles and guidelines for responsible AI have been proposed during the last few years. These principles are frequently presented as lists with little coherence and no theoretical basis. This paper draws from Rawls' "justice as fairness" theory to propose a hierarchical framework of ten interrelated principles for responsible AI. Abstract

Establishing accountability for Artificial Intelligence (AI) systems is challenging due to the distribution of responsibilities among multiple actors involved in their development, deployment, and use. Nonetheless, AI accountability is crucial. As AI can affect all aspects of private and professional life, the actors involved in AI lifecycles need to take responsibility for their decisions and actions, be ready to respond to interrogations by those affected by AI and held liable when AI works in unacceptable ways. Despite the significance of AI accountability, the Information Systems research community has not engaged much with the topic and lacks a systematic understanding of existing approaches to it. This paper present the results of a comprehensive conceptual literature review that synthetizes current knowledge on AI accountability. The paper contributes to the IS literature by providing (i) conceptual clarification mapping different accountability conceptualizations; (ii) a comprehensive framework for AI accountability challenges and actionable responses at three different levels: system, process, data and; (iii) a framing of AI accountability as a a socio-technical and organizational problem that IS researchers are well-equipped to study highlighting the need to balance instrumental and humanistic outcomes.
