Introduction: Competency-based approaches have been developed in health promotion over the past four decades but, to date, there has been limited focus on the evaluation of their use and impact. In 2016, 5 years after publication of the CompHP Core Competencies Framework for Health Promotion, an evaluation of their use and impact across the health promotion community in Europe was initiated. As a first step in this process, a scoping review of the literature was undertaken which aimed to explore the current status of health promotion competencies, with a particular focus on developments in Europe and ascertain what evidence exists about the use and impact of health promotion competencies on practice, education, and training. Method: Searches of the electronic databases and gray literature were conducted between February 2016 and December 2017. The searches were limited to sources published in English between 2009 and 2017, which focused on health promotion competencies. Results: A total of 39 sources were identified for in-depth analysis, of which 26 were theoretical papers and 13 were papers reporting on empirical studies. Many of the sources presented health promotion competency frameworks or described their development. Some examples of the use of health promotion competencies were found but only two instances of their evaluation were identified. Conclusions: The review found few empirical studies on the implementation and use of health promotion competencies and highlights a lack of evaluation studies on their impact on practice, education, and training.

Purpose: School-based programmes face a variety of personal, environmental and organisational challenges to implementation. Stakeholders can provide crucial contextual information to improve implementation. The purpose of this paper is to explore teachers' perspectives on implementation through a bottom-up participatory process. Design/methodology/approach A qualitative participatory approach was employed. This comprised groups of teachers theorising and creating schemas of school-based implementation. Findings: Two schemas were developed. Support, time, training and resources emerged as common components. Students and other educational stakeholders did not feature in either schema. Research limitations/implications: The schemas were developed by teachers in Ireland. The findings are relevant to that local context and generalisability beyond this may be limited. The developed schemas contain structural and content components that appear in published conceptual frameworks of programme implementation. Thus, there is some correspondence between the views of published theorists and the current sample of teachers, particularly with regard to leadership and teacher motivation. There are also disjunctures that deserve exploration, such as the lack of reference to students. Practical implications: Participatory schema development could be of particular value to trainers working with educators. The generated schemas provide useful detail on current perspectives, which could be valuable as part of any training process or the pre-planning stages of implementation. Originality/value: This study describes a straightforward approach to revealing the perspectives of stakeholders that could help school-based implementation processes.

The increasing role of online technologies in young people's lives has significant implications for professionals' engagement with technologies to promote youth mental health and well-being. However, relatively little is known about professionals' views on the role of technologies in supporting youth mental health. This article outlines key findings from a needs assessment survey carried out in Ireland that sought to determine the views of professionals working with young people on the use of online technologies in supporting young people's mental health and well-being. A total of 900 professionals from across the education, health, and mental health professions completed an online survey. The findings demonstrate the importance of the internet as a resource for professionals working with young people, with over 98% of those surveyed expressing a readiness to use online resources to support young people's mental health. The nature of preferred online technologies differed according to professional groupings, however, 63% of overall respondents indicated they would look for help on a dedicated mental health website. Guidelines on working with young people and their parents on the promotion of positive mental were requested with the most frequency. Among the barriers identified were concerns about access to reliable information that was relevant to specific professional roles, and the need for organizational support of professionals' use of online evidence-based resources. Concerns were also expressed that online resources could replace face-to-face support services for young people, and the need for training professionals in their appropriate use. The results highlight the potential role of technology in assisting professionals through the provision of online training, reliable information, and practical resources on the promotion of positive youth mental health.

Purpose: The purpose of this paper is to provide a critical perspective on the international evidence on promoting young people's social and emotional well-being in schools. The challenges of integrating evidence-based interventions within schools are discussed and the need for innovative approaches to research and practice are considered in order to support more sustainable approaches that can be embedded into the everyday practice of school systems. Design/methodology/approach: A common elements approach to intervention development and implementation is explored. A case study is presented on piloting this approach with post-primary students, based on consultations with students and teachers concerning their needs in supporting youth social and emotional well-being. Findings: The integration and sustainability of evidence-based social and emotional skills programmes within the context of whole school systems is far from clearly established. Research on the use of a common elements approach to evidence-based treatment and youth prevention programmes is presented and the application of this method to the development and implementation of social and emotional learning interventions is considered. Preliminary case study findings are presented exploring this approach in school-based intervention development for post-primary school students. Research limitations/implications: The potential of adopting a common elements approach is considered; however, more rigorous research is needed to identify the most potent strategies for social and emotional skills development. Originality/value: Identifying a common set of evidence-based strategies for enhancing adolescents' social and emotional skills could lead to innovative approaches to intervention delivery that would extend the impact and reach of evidence-based practice across diverse educational systems and school settings.

Objective: This paper reports on the use of child participatory approaches to evaluate the implementation and impact of the "Zippy's Friends" emotional wellbeing programme on children in disadvantaged primary schools in Ireland. Design: As part of the overall evaluation study, which comprised a clustered randomised controlled trial, qualitative participatory approaches were utilised to explore children's experiences of the "Zippy's Friends" programme. Setting: From the overall sample of 44 primary schools (N = 717 pupils) that participated in the evaluation study, a subsample of 9 classes (n = 161 children) from the intervention and control groups was randomly selected to take part in child participatory workshops at pre-intervention, interim and post-intervention. Method: A semi-structured child participatory workshop consisting of three activities, including draw and write technique, feelings activity and group brainstorming, was used to explore the children's experiences of the programme and its impact on their coping strategies and emotional literacy skills. Results: The results from the draw and write activity provided evidence of the positive impact of the programme on children's use of problem-solving and support-seeking strategies in coping with certain problem situations. Findings from the participatory workshop also helped provide insight into how the programme impacted on children's emotional literacy skills. Children in the intervention group had a broader range of vocabulary and understanding in relation to emotions concerning problem situations. In addition, children identified factors that, from their perspective, supported their engagement with the programme, including the use of narrative through story and the activity-based nature of the programme. Conclusion: The use of participatory approaches generated data that enriched our understanding of how children experienced and benefited from the programme from their own perspective, thereby providing insights that were untapped by other research methods in this study.

Schools are recognized as one of the most important settings for promoting social and emotional well-being among children and adolescents. This clustered randomized controlled trial evaluated Zippy's Friends, an international school-based emotional well-being programme, with 766 children from designated disadvantaged schools. The purpose of this study was to evaluate the immediate and long term impact of the programme and to determine the impact of implementation fidelity on programme outcomes. Teachers reported emotional literacy outcomes using the Emotional Literacy Checklist, and emotional and behavioural outcomes using the Strengths and Difficulties Questionnaire. Controlling for the hierarchical structure of the data, path analysis using structural equation modelling revealed that the programme had a significant positive impact on the children's emotional literacy scores including significant improvements in the subscale scores of self-awareness (P < 0.001), self-regulation (P < 0.01), motivation (P < 0.001) and social skills (P < 0.001) at post-intervention. These results were maintained at 12-month follow-up (P < 0.01). The programme, however, did not have a significant impact on children's emotional and behavioural problems. Analysis of programme fidelity indicated that high fidelity was directly related to improved emotional literacy scores at post-intervention.

Background: The CompHP Project on Developing Competencies and Professional Standards for Health Promotion in Europe was developed in response to the need for new and changing health promotion competencies to address health challenges. This article presents the process of developing the CompHP Core Competencies Framework for Health Promotion across the European Union Member States and Candidate Countries. Method: A phased, multiple-method approach was employed to facilitate a consensus-building process on the development of the core competencies. Key stakeholders in European health promotion were engaged in a layered consultation process using the Delphi technique, online consultations, workshops, and focus groups. Findings: Based on an extensive literature review, a mapping process was used to identify the core domains, which informed the first draft of the Framework. A consultation process involving two rounds of a Delphi survey with national experts in health promotion from 30 countries was carried out. In addition, feedback was received from 25 health promotion leaders who participated in two focus groups at a pan-European level and 116 health promotion practitioners who engaged in four country-specific consultations. A further 54 respondents replied to online consultations, and there were a number of followers on various social media platforms. Based on four rounds of redrafting, the final Framework document was produced, consisting of 11 core domains and 68 core competency statements. Conclusions: The CompHP Core Competencies Framework for Health Promotion provides a resource for workforce development in Europe, by articulating the necessary knowledge, skills, and abilities that are required for effective practice. The core domains are based on the multidisciplinary concepts, theories, and research that make health promotion distinctive. It is the combined application of all the domains, the knowledge base, and the ethical values that constitute the CompHP Core Competencies Framework for Health Promotion. Background: The CompHP Pan-European Accreditation Framework for Health Promotion was developed as part of the CompHP Project that aimed to develop competency-based standards and an accreditation system for health promotion practice, education, and training in Europe. Method: A phased, multiple-method approach was employed to facilitate consensus building with key stakeholders in health promotion across Europe. Consultation processes included focus and discussion groups at European and country levels, an online survey, a web-based consultation, and testing in academic and practice settings. Successive drafts of the Framework (a total of five) were revised based on the feedback from each consultation stage. Findings: A total of 405 participants from 29 of the 34 target countries contributed to the consultation process. The overall response to the Framework was positive, with negative feedback focusing mainly on the barriers that may impact on its implementation. Conclusions: The CompHP Pan-European Accreditation Framework for Health Promotion provides an agreed system to promote quality assurance and competence for health promotion practice and education in Europe. The Framework, which builds on the CompHP Core Competencies and Professionals Standards, outlines the systems and processes for the accreditation of health promotion practitioners and health promotion education and training by accrediting organizations at national and European levels. Purpose: This paper seeks to report on the evaluation of Zippy's Friends, an international emotional wellbeing programme, for primary school children in disadvantaged schools in Ireland. The paper aims to present case studies of the profile and ethos of two specific schools participating in the programme, their links with the local community, the degree of parental involvement and the factors that influence programme implementation in the local context. Design/methodology/approach: Within the framework of the overall evaluation study, which employs a randomised controlled design, two schools self-selected to participate in case studies. Employing interviews and group discussions, the case study method was used to explore the views of teachers, pupils, parents and key informants from the wider community on the delivery of the programme within the context of a whole school approach. Findings: The findings from two contrasting schools are presented, a large urban school with a multi-cultural profile in an area of multiple disadvantage, and a smaller, almost monocultural, rural school on the border region with Northern Ireland. The findings reveal largely positive attitudes on the benefits of the programme and support for a whole school approach. The data indicate contrasting levels of parental involvement in the two schools and highlight the importance of socio- economic and cultural influences in the local communities and the challenges these present for effective implementation. Research limitations/implications: The paper explores the specific contextual factors in two schools and may, therefore, lack generalisability. However, this effort to focus on the specific local context is useful within the framework of the overall randomised control trial evaluation study. Practical implications: The reality of implementing an emotional wellbeing programme in disadvantaged school settings and effectively engaging teachers, parents and the wider community, is explored through the use of case study methods. Originality/value: The paper explores the real-life context of two schools participating in the Zippy's Friends programme and provides an insight into the contextual factors impacting on programme implementation in disadvantaged school settings. The interest in competencies, standards, and quality assurance in the professional preparation of public health professionals whose work involves health promotion and health education dates back several decades. In Australia, Europe, and North America, where the interest in credentialing has gained momentum, there have been rapidly evolving efforts to codify competencies and standards of practice as well as the processes by which quality and accountability can be ensured in academic professional preparation programs. The Galway Consensus Conference was conceived as a first step in an effort to explore the development of an international consensus regarding the core competencies of health education specialists and professionals in health promotion and the commonalities and differences in establishing uniform standards for the accreditation of academic professional preparation programs around the world. This article describes the purposes, objectives, and process of the Galway Consensus Conference and the background to the meeting that was convened.

This article was prepared to inform the deliberations of the Galway Consensus Conference by providing a common and global reference point for the discussion of terminology and key conceptual and professional issues in the credentialing of health education and health promotion specialists. The article provides a review of the terminology that is currently employed across different countries in defining "health education" and "health promotion" as well as "health educator" and "health promotion specialist." The terminology used to describe concepts in professional credentialing of health education and health promotion specialists and the scope of professional responsibilities of such specialists, including the terms "professional competencies," "professional standards," and "accreditation," are also reviewed. Finally, key unresolved issues are identified and discussed from a global perspective. The article concludes that despite differences in terminology in the definitions of roles and responsibilities, health education and health promotion are conceptually more similar than different across countries. This paper reports the outcome of the Galway Consensus Conference, an effort undertaken as a first step toward international collaboration on credentialing in health promotion and health education. Twenty-nine leading authorities in health promotion, health education, and public health convened a 2-day meeting in Galway, Ireland, during which the available evidence on credentialing in health promotion was reviewed and discussed. Conference participants reached agreement on core values and principles, a common definition, and eight domains of core competency required to engage in effective health promotion practice. The domains of competency are catalyzing change, leadership, assessment, planning, implementation, evaluation, advocacy, and partnerships. The long-term aim of this work is to stimulate a global dialogue that will lead to the development and widespread adoption of standards and quality assurance systems in all countries to strengthen capacity in health promotion, a critical element in achieving goals for the improvement of global population health.

Surveyed the knowledge, attitudes, and perspectives of 119 Irish parents and 142 primary school teachers concerning children's grief and the concept of death education. Found high levels of understanding of the nature of children's grief, strong support for discussing death with children before they encounter it, and general support for inclusion of death education in the school curriculum.
