The author considers the U.S. Constitution's Second Amendment's provision on the right to keep and bear arms. To be taken up by the Supreme Court in the case, Parker v. D.C., he believes that the court has an opportunity to settle a decade's old argument and affirm the individual right to bear and keep arms. Aside from historical and legal reasons, he also thinks that the broad ban on gun ownership in the District of Columbia has not really minimized crimes.
