The livelihoods of households affected by land acquisition in rural Vietnam are crucial for sustainable development and community resilience. This study employs the sustainable livelihoods approach, which recognises the interconnectedness between various factors shaping livelihood outcomes, to investigate factors behind livelihood changes among 474 farm households affected by land acquisition in rural Vietnam. By applying Multinomial Logit (MNL) regression, this paper delves into how personal and household characteristics influence the transition from farming to non-farming activities in agrarian settings. Our findings reveal the diverse and multifaceted impacts of various factors such as gender, age, educational level, household size, household labour force, and the extent of land loss on livelihood strategy choices. This study offers nuanced insights that can guide policymakers and practitioners to design effective interventions that promote sustainable livelihoods and enhance community resilience amidst the challenges posed by land acquisition and rural transformation. Land tenure is an individual relationship to the land. Vietnam applies a regime of universal ownership of land. The land belongs to all the people of Vietnam, but the State represents the owner. Land ownership in Vietnam includes three fundamental rights: the right to possess, use, and dispose of land. When the State allocates land to land users, it only assigns them the right to own and use land. This article evaluated one out of eight rights to dispose of land by the State, land acquisition. Data was collected from a survey with 100 land-expropriated households, five interviews with authorities at all levels, and five interviews with households living next to the study area. The results show that land acquisition does not ensure fairness for families who lose land. Compensation rates are six to eight times lower for agricultural land. The right to access land information is also not appreciated when people do not know their household compensation details. Another inequity was also seen between households who lost land and those living around the land acquisition project. [ABSTRACT FROM AUTHOR]

The land is a natural resource which is rich in diversity, and its value tends to increase over time. Therefore, compensation in cases when the State acquires land, is an issue of concern. Using data from 100 surveyed households and ten interviews (including 5 houesholds indirectly affected by land acquisition, 3 relevant experts, and 2 village headmen) in Da Nang, the article aims to answer two research questions: (1) assessment of landless households on land compensation policy, and (2) an assessment of outstanding issues in this policy in Vietnam. The results show that the local government has strictly followed the regulations and procedures of the State on land acquisition and compensation for economic development purposes under the 2013 Land Law. However, affected people feel dissatisfied with what they had received when they lost land. The first reason is the significant difference between the compensation prices households received and the market price, as determined by a real estate broker. Second, concerns about the future arise when a family's means of production are acquired by the state. In addition, the policy also lacks support measures for households located in affected areas. This article is developed from evaluation of provisions of Vietnam's 2013 Land Law on State land acquisition for socioeconomic development in the national or public interest. Since implementation, many legal loopholes have been revealed, such as large-scale land acquisition, "cheap" compensation for acquired property, and coercive land acquisitions. These have created additional opportunities for corrupt officials and enterprises who have a close and mutually profitable relationship, putting the people whose land is to be acquired into difficulties and poverty. Amending the law to close these loopholes is especially necessary to combat corruption, ensure the interests of people whose land is to be acquired, and promote Vietnam's socioeconomic development. • Land acquisition for urbanization caused huge loss of farmland in suburban Hanoi, Vietnam. • Land acquisition policy was accused of disrupting peri-urban livelihoods. • This case study shows how this claim is misleading. • An early livelihood transitions on the urban fringes, in which farmers found new means of livelihood because of urbanized factors. • This early transition helped most local laborers prepare to move on from farming when land acquisition policies were implemented. Over the last two decades, land acquisition for urbanization has caused a huge loss of farmland on the fringes of Hanoi, Vietnam. Previous studies have often criticized this policy for pushing farmers out of farming and disrupting peri-urban endogenous development. This study provides a case report of a peri-urban commune in western Hanoi to show how this claim is misleading. We found that livelihood transitions in this commune took place early on, and this helped most local laborers prepare to move on from farming when urbanization sped up and land acquisition policies were implemented. As a result, they were able to adapt to farmland loss without experiencing major difficulties and to transform their livelihoods for the better. This early transition was popular in the peri-urban context of northern Vietnam, where the inherent lack of employment and income from farming as well as the favorable location induced local laborers to go beyond the villages in pursuit of new opportunities. They actively took advantage of the changes around them to find new means of livelihood in order to earn higher incomes. This study calls for improvements in the compensation scheme and urban planning processes to make urbanization and land acquisition policies work for people on the fringes of cities in northern Vietnam.
