1. School Choice Programs Need a Firewall for Homeschoolers. Briefing Paper Number 164

Abstract

The growth of homeschooling from a somewhat fringe movement during the 1970s and 1980s to a more widespread and socially accepted approach in recent decades has provided a strong foundation of flexible learning models. When Florida's school choice expansion, House Bill 1, was introduced in January 2023, one of its goals was to allow more homeschoolers to participate in the education savings account (ESA) program. But many homeschoolers and homeschool advocacy groups balked at the proposal. Having worked hard to achieve independence, they were loath to be linked to government funding. Even if the program were optional, they feared that associated regulations would eventually extend to traditional homeschoolers. In the end, the bill passed with new language that satisfied traditional homeschoolers by creating a new option for parents to educate their children at home. As states continue to enact and expand education savings accounts, Colleen Hroncich argues that it is crucial that policymakers craft bills in a way that maximizes freedom and minimizes roadblocks.

Abstract

A wealth of literature shows positive outcomes and experiences from arts learning, yet youth access to arts education has become significantly more inequitable over the past 30 years. Alongside the growing discourse around arts learning and equity issues, there is a recognized and persistent need for more research. We conducted a critical, qualitative study of out-of-school time (OST) arts organizations across the United States. Our primary research questions were: (1) How do community youth arts organizational leaders, teaching artists, and participants describe the leading ideas and practices in OST youth arts programming? (2) How can OST youth arts work center the cultural, historical, and geographic resources that artists and arts organizations bring to arts programming? We first developed a theoretical framework for understanding arts practices in education and summarize key learning outcomes associated with youth participation in the arts. We then talked with OST arts education experts across the United States to understand how their programs support and center youth in arts learning, particularly Black youth, Indigenous youth, and youth of color (BIPOC youth), youth from low-income backgrounds, and LGBTQIA+ youth. This report offers the concept of "cultural-regional scenes" to describe the critical, qualitative case studies we developed of OST youth arts practice. We describe four unique cultural-regional scenes--the Urban Midwest, the Bay Area, Texas-Mexico Border Towns, and the Indigenous Southwest--and provide examples of youth arts practice in each scene. We conclude with ideas that stretch across scenes and suggest that researchers and practitioners can take up this approach in the study of OST youth arts programs. 3. Earning Full Credit: A Toolkit for Designing Tax-Credit Scholarship Policies. White Paper No. 219

Abstract

For more than two decades, tax-credit scholarship (TCS) policies have helped American families provide their children with the learning environment that meets their individual needs. Now available in 19 states, nearly 300,000 students nationwide use tax-credit scholarships to attend the school of their family's choice. TCS policies create an incentive for taxpayers to contribute to nonprofit scholarship organizations that aid families with tuition and, in some states, other K-12 educational expenses. As with other policies, their ultimate success or failure depends greatly on how they are designed. This paper explores the central design features of TCS policies--such as eligibility, the tax credit value, credit caps, and academic accountability provisions--and outlines the different approaches taken by the TCS policies in each state. The paper also offers suggestions regarding each feature for policymakers who want to design a TCS policy that most likely to succeed at its central purpose: empowering families to provide their children with the education that works best for them. To that end, the paper recommends designing each policy element in such a way that they maximize the incentive that taxpayers have to contribute to scholarship organizations, maximize the number of families that can benefit from the scholarships, and maximize the freedom and flexibility that scholarship organizations have to serve those families. A summary of these suggestions can be found in the conclusion. Finally, the appendix offers policymakers a wide variety of additional resources, including model legislation, parent satisfaction and public opinion surveys, research of fiscal effects, various policy briefs on tax-credit scholarships, information about the constitutional landscape, and public relations resources. 6. Expanding Student Success: A Primer on Competency-Based Education from Kindergarten through Higher Education. NGA Paper

Abstract

The education system of the United States is not adequately preparing a large proportion of its students for college, career-training, and, ultimately, jobs that provide enough income to support a middle class standard of living. Because the education system has failed to attain hoped-for outcomes, some states are investigating new systems, including competency-based education (CBE). A model based on CBE starts by assessing what a student knows and then allows that student to advance at a pace that reflects his or her knowledge and skills. In the process, CBE encourages student success by providing targeted learning support, thereby creating a more personalized educational experience. Once in higher education or job training, CBE allows older students (traditional-age college students or adult learners) to learn on their own time at their own pace. As competency-based pilot projects are developed in kindergarten to high school classrooms and schools (K-12) and higher education institutions, policymakers at the federal, state, and local levels are discussing options about how to support and expand CBE in both K-12 and higher education, as well as strengthen the bridge between the two systems. CBE has the potential to improve the education system of the United States by allowing more students to receive the support they need when they need it to learn effectively and master the desired content and skills, and governors are in a position to bring these efforts together and explore the transition from an education system that holds time constant and varies what students learn to a CBE system that varies time but holds content mastery constant. The promise of such a system is that it can adjust the methods of instruction and assistance to provide deeper, more personalized learning and help ensure that all students meet or exceed the high expectations of rigorous and relevant standards.

The Common Core State Standards (CCSS) for K-12 English language arts/literacy and mathematics, released in 2010, have been adopted by 49 states and territories; the District of Columbia; and the U.S. Department of Defense schools, which serve the children of U.S. service members around the world. The widespread adoption of the CCSS is a major step forward, yet significant work remains for states to successfully implement the new more rigorous and relevant academic standards--notably, the adoption of new tests to measure students' progress against the CCSS. This paper reports on states' challenges and progress in creating and launching assessments of students' learning that are aligned with the CCSS.

This report provides a non-technical overview of the guiding research questions and research design for the ACT-led core research program conducted on behalf of the GEAR UP College and Career Readiness Evaluation Consortium (CCREC). The core research program is a longitudinal study of the effectiveness of 14 GEAR UP state grants on the academic achievement, college going and college retention of low-income and other at-risk students who are eligible to receive grant-funded services. This research program will follow Consortium students and a matched comparison group of non-participants over time using assessment data from ACT Explore®, ACT Plan® or ACT Aspire®, and The ACT®, and college enrollment data from the National Student Clearinghouse (NSC) to examine differences in the academic growth and educational outcomes of these two groups.

9. A Human Capital Framework for a Stronger Teacher Workforce. Advancing Teaching--Improving Learning. White Paper

Abstract

Building a stronger teacher workforce requires the thoughtful orchestration of multiple processes working together in a human capital system. This white paper presents a framework that can be used to take stock of current efforts to enhance the teacher workforce in school districts or educational organizations, as well as their underlying theories of how the teacher workforce improves over time. The paper refines and provides evidentiary support for a human capital system framework composed of four subsystems that ideally work together to build a stronger teacher workforce: (1) getting the right teachers in the right positions on time (Acquire); (2) supporting professional growth in school-based learning communities (Develop); (3) nurturing, rewarding, and challenging high-performing teachers (Sustain); and (4) informing evidence-based personnel decisions (Evaluate). Attention to this framework will engender a corps of teachers with the capacity and expertise to collectively facilitate enhanced educational outcomes.

10. The Use of Student Perceptual Data as a Measure of Teaching Effectiveness. Briefing Paper

Abstract

Multiple ways of assessing teaching effectiveness are being implemented by many states. Student survey instruments can provide valuable insight into the teaching and learning environment of a classroom. Students have the "deepest, broadest, and most veridical perception of their teacher." Thus, student survey instruments can be a valuable component when designing a 21st century comprehensive teacher evaluation system. Key points of this briefing paper include the following: (1) Student ratings are more highly correlated with student achievement than principal ratings and teacher self-ratings; (2) Students can discriminate between effective and ineffective teaching behaviors; and (3) Construction, content, and administration of student rating instruments are key to reliability and validity. The goal of this briefing paper is to provide decision makers and stakeholders with information on the use of student perception surveys in teacher evaluation systems. The top priority for the U.S. Department of Education's new Race to the Top-District (RTT-D) competition is to create personalized-learning environments to bolster student achievement: "Absolute Priority 1: Personalized Learning Environments. To meet this priority, an applicant must coherently and comprehensively address how it will build on the core educational assurance areas (as defined in the notice) to create learning environments that are designed to significantly improve learning and teaching through the personalization of strategies, tools, and supports for students and educators that are aligned with college- and career-ready standards (as defined in the notice) or college- and career-ready graduation requirements (as defined in the notice); accelerate student achievement and deepen student learning by meeting the academic needs of each student; increase the effectiveness of educators; expand student access to the most effective educators; decrease achievement gaps across student groups; and increase the rates at which students graduate from high school prepared for college and careers." Using online learning in blended-learning environments will be critical for most Local Education Agencies (LEAs) to realize this priority. As Innosight Institute has written in several reports, there are a growing number of schools and districts across the country that are implementing blended-learning models. Innosight Institute has collected dozens of case studies of blended-learning programs on its website. These profiles may be an important resource for those LEAs seeking to apply to the competition, as the profiles chronicle the history of how schools and districts started their blended-learning programs, the effect of these programs on student achievement, the blended-learning models they use, and the software or Internet tools that power these programs. America's system for financing K-12 education is not neutral about innovation and the use of new technologies. Indeed, that system is stacked against them. To remedy this, our education-funding system needs to shift dramatically. Instead of today's model--which rigidly funds programs, staff positions, and administrative structures, instead of schools and students--we need an approach in which funding follows the student. At present, America's charter school finance structure provides the best prototype, but even it does not go far enough. An appropriate school-finance system must also be able to defend ineffective schools and provide space and incentives for online providers to bring their products to the marketplace. 13. Electronic vs. Paper Voter Guides and Citizen Knowledge: A Randomized Controlled Trial.

Abstract

Scholars are generally aware of a lack of citizen knowledge about politics in the United States. One commonly suggested remedy is the production of nonpartisan voter guides to provide voters a simple and low-cost information source to help inform voters. One of the more significant variations across states is whether the voter guide is provided in a hard-copy format or distributed on the internet. This paper explores the results of a randomized controlled trial comparing a group of registered voters in Utah who received a hard-copy of a paper voter guide against a group registered voters who received a postcard inviting them to view their voter guide online. Results show few statistically significant differences between the paper guide group and the postcard group in knowledge and turnout, and those that are observed slightly favor the postcard/online group. Abstract

Part of the Striving for Excellence program of the Utah State Library requires participating public libraries to conduct community needs assessments. This is a way for library directors and trustees to find out if the mission they have chosen and the policies they have written are still appropriate as they identify the strengths and weaknesses of their programs. The assessment plans detailed in this booklet are designed for small and rural libraries. A first step is preparing a community profile, and a worksheet is provided for this purpose. Two possibilities for needs assessment are a forum to focus on needs and interests of community leadership and a needs assessment survey. However the information is collected, library trustees must then analyze the findings and prepare a library development plan, summarizing the goals and objectives from the previous year as well as those for the coming year, and establishing a 6-month plan toward achieving the assessment. 21. Refocusing the Agenda of Public Education: District Mission Statements and the Manners of Democracy as a Way of Life

Abstract

Mission statements and public statements of values are widely recognized as important for educational improvement, even if often ignored. The mission statements and supporting documents of Utah's 41 school districts were analyzed to locate prominent themes and significant omissions. An unexpected and disturbing neglect of democratic citizenship aims was found. Recognizing democracy is a complex educational ideal, the author argues for refocusing mission aims on the distinctive qualities of democracy as a way of life to be lived in schools by identifying for both modeling and practice across the curriculum the distinctive manners of democracy beginning with but moving beyond voice and listening.

Abstract

The highly contagious nature of SARS-CoV-2 has led to several studies on the transmission of the virus. A little studied potential fomite of great concern in the community is currency, which has been shown to harbor microbial pathogens in several studies. Since the onset of the COVID-19 pandemic, many businesses in the United States have limited the use of banknotes in favor of credit cards. However, SARS-CoV-2 has shown greater stability on plastic in several studies. Herein, the stability of SARS-CoV-2 at room temperature on banknotes, money cards and coins was investigated. In vitro studies with live virus suggested SARS-CoV-2 was highly unstable on banknotes, showing an initial rapid reduction in viable virus and no viral detection by 24 hours. In contrast, SARS-CoV-2 displayed increased stability on money cards with live virus detected after 48 hours. Environmental swabbing of currency and money cards on and near the campus of Brigham Young University supported these results, with no detection of SARS-CoV-2 RNA on banknotes, and a low level on money cards. However, no viable virus was detected on either. These preliminary results suggest that the use of money cards over banknotes in order to slow the spread of this virus may be ill-advised. Using the number of pages in the record as the criteria, the answer is about 26 percent overall, but between 35 percent and 40 percent for patients in nursing divisions where computerized nurse charting is used. Although this fraction is likely to rise in the near future, the critical factor driving computerization is the desire for data usable in computerized decision making rather than the need to computerize the entire chart per se. The medical record at LDS Hospital will probably be a hybrid of computerized and paper data for some time to come.

The article focuses on the benefit of the electronic management system utilized by the tax accounting firm Hawkins Cloward & Simister (HCS) in Orem, Utah. Certified Public Accountant (CPA) Eric Nuttall cites their problem regarding paper files and talks on how they searched for and installed the eFileCabinet system, which helps eliminate paper forms. Concurrent enrollment programs provide academic challenges for high school students and also provide a strong foundation for career and technical education programs. The state of Utah is one of the leaders in concurrent enrollments, providing funding for high schools to adopt such programs across the state, and Weber State University in Ogden, Utah, is one of the first partnership programs accredited by the National Association of Concurrent Enrollment Partnerships. This article presents an interview with two principals that have partnered with Weber State--Pamela Drake, the vice principal for curriculum at Weber High School in Ogden, and Scott Nielson, the vice principal for curriculum at Davis High School in Kaysville. During the interview, Drake and Nielson discussed how students at their schools benefit from the partnerships.

35. Heterogeneous Nonuse Values for Arches and Zion National Parks.

Abstract

This paper identifies several kinds of heterogeneity in nonuse values using a contingent choice experiment about two national parks in Utah. Heterogeneity has potentially important implications for national park management. When management resources are scarce, park characteristics that generate more nonuse values deserve more protection. Heterogeneity by location implies that management decisions appropriate for one park can't be adopted in other parks without careful consideration. Heterogeneity of nonuse values across individual matters is potentially important for political, equity, or justice reasons. Heterogeneity by type of nonuse value matters for management, too: existence values have different implications than bequest values since the latter still are generated by (future) visitation. The contingent choice experiment used in this paper asks respondents to compare different potential future scenarios for management of either Zion or Arches National Park. Each scenario is made up of potential changes to seven attributes: wilderness protection, educational outreach, animal conservation, plant conservation, visitation levels, cultural/historical preservation, and an annual tax payment. Respondents' rankings are used to estimate mixed logit models. In addition, respondents are asked to report what percentage of the nonuse value they receive from each attribute is due to bequest values versus existence values. These importance weights are used to indicate heterogeneity directly and also to investigate whether they influence the nonuse values generated by each attribute. Results indicate that the kinds of heterogeneity of nonuse values most important for managers are by attribute and by park. Heterogeneity across individuals and heterogeneity across types of nonuse values seem to exist, but they are mostly unrelated to observable individual characteristics which makes them of less practical importance to park management. Based on this paper's results, park managers in the two Utah parks studied should put the most emphasis on management decisions and visitor activities that affect wilderness protection and on animal and plant conservation efforts. Existence values seem to be more important to nonusers in general than do bequest values, so managers need to protect park resources for their own sakes, even if this reduces the enjoyment of current and future visitors. But results differ considerable between the two parks, indicating that results from one park can't necessarily inform management decisions in other parks. This caution extends to the whole National Park System: the particular characteristics of each national park need to inform decisions there, though consideration of nonuse values is no doubt important for every park. Abstract

Advances and cost reductions in Light Detection and Ranging (LiDAR) sensor technology have allowed for their implementation in detecting vehicles, cyclists, and pedestrians at signalized intersections. Most LiDAR use cases have focused on safety analyses using its high-fidelity tracking capabilities. This study presents a methodology to transform LiDAR data into localized, verified, and linear-referenced trajectories to derive Purdue Probe Diagrams (PPDs). The following four performance measures are then derived from the PPDs: arrivals on green (AOG), split failures (SF), downstream blockage (DSB), and control delay level of service (LOS). Noise is filtered for each detected vehicle by iteratively projecting each sample's future location and keeping the subsequent sample that is close enough to the estimated destination. Then, a far side is defined for the analyzed intersection's movement to linear reference sampled trajectories and to remove those that do not cross through that point. The technique is demonstrated by using over one hour of LiDAR data at an intersection in Utah to derive PPDs. Signal performance is then estimated from these PPDs. The results are compared to those obtained from comparable PPDs derived from connected vehicle (CV) trajectory data. The generated PPDs from both data sources are similar, with relatively modest differences of 1% AOG and a 1.39 s/veh control delay. Practitioners can use the presented methodology to estimate trajectory-based traffic signal performance measures from their deployed LiDAR sensors. The paper concludes by recommending that unfiltered LiDAR data are used for deriving PPDs and extending the detection zones to cover the largest observed queues to improve performance estimation reliability. The article announces the plan of Utah Paper Box (UPB) to celebrate its 95th anniversary in February 2008 by relocating its rigid box facility to its current finishing facility in Salt Lake City, Utah. UPB Chief Executive Officer (CEO) Paul Keyser said they acquired a former tire recycling facility for their relocation plans. The facility is worth $5 million. Keyser also reveals that they plan to consolidate all of its manufacturing onto this site within the next five years. Particular focus is given to the facility's environmentally efficient design.

Abstract

This article focuses on the issues of microfilm, paper and optical character recognition in newspaper digitization. The Marriott Library at the University of Utah has a long history of large-scale newspaper projects beginning with the National Endowment for the Humanities' United States Newspapers Program in the 1980s, in which the library led the effort to catalog and microfilm Utah newspapers. The involvement continues with the Utah Digital Newspaper (UDN) program, which is digitizing historic Utah newspapers, making them searchable and available on the Internet. With the first of three Library Services and Technology Act (LSTA) grants, the Marriott Library digitized 30 years of three weekly newspapers in 2002. During the first phase of the program, the newspaper digitization process was developed and the UDN Web site was launched with some 30,000 total pages. A second LSTA grant, which ran from January-September 2003, digitized 106,000 new pages, effectively quadrupling the collection. In addition, the grant also funded a project director to run day-to-day operations and secure ongoing funding, and funded a publicity campaign to insure broad knowledge of the program across the state.

Abstract

North American Weather Consultants, Inc. (NAWC) has conducted operational winter cloud seeding programs in the mountainous areas of Central/Southern Utah since 1974. Beginning in 1988, seeding has also been conducted in three additional mountainous target areas within the State. The goal of these programs has been to enhance winter snowpack accumulation in the target areas, which now include most of the mountainous areas of the State. Studies have demonstrated that a large majority of the annual runoff in Utah streams and rivers is derived from melting snowpack, which explains the focus on wintertime seeding (within the November - April period). Augmented water supplies are typically used for irrigated agriculture or municipal water supplies. Programs are typically funded at the county level with cost sharing grants from the Utah Division of Water Resources (UDWR) and the three Lower Colorado River Basin States of Arizona, California, and Nevada, since 2007. An earlier NAWC WMA paper provided a summary of seeding operations for the water years of 1974 through 2007 for the four target areas. This paper is focused on the Central/Southern Utah program which is both the largest target area and the longest running program in the State. It covers all but four water years from 1974 through 2021 and is one of the three or four longest operational winter cloud seeding programs that have been conducted in the United States. The target area encompasses several mountain ranges in Central/Southern Utah. NAWC has defined the target area boundaries as those locations that are above 7,000 feet MSL. This is a large area of approximately 10,000 square miles. Cloud seeding is accomplished using networks of ground-based, manually operated silver iodide nuclei generators located in valley or foothill locations upwind of the intended target mountain barriers. As such, these programs are classified as orographic winter cloud seeding programs. Orographic winter cloud seeding programs are typically categorized as those with the highest level of scientific support based upon capability statements of such organizations as the American Meteorological Society and the Weather Modification Association. NAWC historical target and control evaluations of this program indicate an average increase in December - March target area precipitation of 12% or an average increase in precipitation of 1.3 inches. These results were significant at the 0.06 level from a one-tailed Student's t-test. The UDWR has conducted periodic studies to estimate the increases in annual streamflow resulting from the estimated increases in April 1st snow water content produced by this seeding program. The most recent study (2018) indicated an estimated average annual streamflow increase of 83,654 acre-feet for the Central/Southern Utah target area. Factoring in the cost of conducting this program resulted in an estimate of the average cost of the augmented runoff to be $2.02 per acre-foot. [ABSTRACT FROM AUTHOR]

Abstract

High school graduation is a meaningful indicator of student achievement and a stronger predictor of long-term quality of life outcomes compared to student test scores. The existing body of research has been limited on whether charter attendance improves high school graduation and whether charter attendance helps narrow the graduation gap among students from various backgrounds. The current study attempts to address this gap by using longitudinal student-level data of seven cohorts of high school students in Utah who started high school between 2011-2012 and 2017-2018. We use logistic models to evaluate the effect of charter attendance on the likelihood of high school graduation and estimate the influence of charter attendance on graduation likelihood varies across students with diverse characteristics.

Abstract

The global COVID-19 pandemic has had a great impact on transportation across the United States. However, there is a lack of studies investigating the pandemic's impact on vehicular traffic at the later stage of the pandemic. Therefore, this paper studies the change of freeway traffic patterns in two metropolitan counties in the State of Utah at the latter stage of the pandemic. We found that with the relaxation of travel restriction and the COVID vaccine, vehicular traffic has recovered to equaling, if not exceeding, pre-pandemic levels. Truck traffic is higher than the pre-pandemic level due to the growth of online shopping and on-demand delivery. To help responsive agencies to prepare for the near-future traffic pattern, a traffic prediction model based on an innovative approach integrating machine learning with graph theory is proposed. The evaluation shows that the proposed prediction model has a desirable performance. The mean absolute percentage prediction error is between 0.38% and 1.74% for different jurisdictions. On average, the modal outperforms the traditional long short-term memory model by 31.20% in terms of root mean squared prediction error. [ABSTRACT FROM AUTHOR]

46. A Web-Based Tool for Oral Practice and Assessment of Grammatical Structures

Abstract

The grammar course objectives at Brigham Young University's English Language Center (ELC) are a list of grammar structures for each level that students are expected to be able to master. These objectives currently are only measured by pencil-paper grammar tests, providing information regarding receptive grammar ability only. Therefore, there is a need for an oral grammar assessment to measure productive grammar ability, providing diagnostic and achievement information about the specific grammar objectives. This project is a web-based oral grammar assessment tool that enables teachers to assess students' mastery of the structures covered in the ELC grammar classes. The core of the project is an online database of speaking tasks designed to target specific grammar structures. Teachers can access the database through a website and create assessments using groups of selected speaking tasks. Then, students access the speaking tasks through a separate recording application that has been developed to display the prompts and record students' responses. Teachers can access the recorded responses on the website and rate the responses, using a rubric to measure students' mastery of each grammar structure. An evaluation of the project reveals that students and teachers feel that it is beneficial in providing practice and self-assessment opportunities. Most students like using the program and consider it helpful. However, a major challenge is the time required of teachers to listen to students' responses in order to use the program for actual assessment and give effective feedback. As the program is used more widely, future research needs to investigate the reliability and validity of the tasks and using the rubric for assessment. Abstract

This paper demonstrates a new water end-use disaggregation and classification tool that builds on existing end-use disaggregation studies and addresses the unavailability of code and data used by prior studies. The tool was developed in Python and can be accessed via any current Python programming environment. The base disaggregation and classification model for the tool was developed and tested on high-temporal-resolution data for a single home at which manually labeled end-use event data were also collected. The tool was then applied to four additional homes selected from a larger data set for 31 homes located in the cities of Logan and Providence, Utah, to demonstrate the generalizability of the tool. At homes for which no manually labeled end-use data are available, the tool's base model is extended through a self-learning procedure that trains the model for an individual home using end-use events identified at that home. Results from homes with different meter types and sizes are presented to demonstrate the ability of the tool to disaggregate and classify high-temporal-resolution data into individual end-use events. The results of this paper are reproducible using openly available code and data, representing an accessible platform for advancing end-use disaggregation tools. Abstract

Little evidence is available about nurses’ use of electronic tools during handoffs. This qualitative study explored information management and use of electronic tools during nursing handoffs. The sample included 93 handoffs by 26 nurses on 5 medical/surgical units in 2 western hospitals with a robust electronic health record (EHR). Data collection included audiotaping handoffs, semi-structured interviews, observations, and fieldnotes. The dataset was inductively coded into 33 categories and 5 themes: good nurse expectations for handoffs, paper forms are best, information at a glance, only pertinent information please, and information tools that work. Two-thirds of the nurses abandoned use of the leadership-endorsed electronic handoff form, preferring personal paper forms. The findings suggest effective electronic solutions will require extensive contextually-based information, information integrated across EHR modules and portable, electronic support throughout shifts. Abstract

The article reports on the significance of a soot removal technique using dry ice blasting. The preservation technique was developed after a fire caught the Sevier County Recorders Office in Richfield, Utah which left a powdery soot on the hundreds of full-leather spring-back stationer's bindings. Several traditional preparations and techniques have been developed to remove the soot's grey residue which include wiping of a chemical compound with a natural sponge, vacuuming with a high efficiency particle filter combined with manual wiping, and thermal oxidation deodorizing. However, dry ice blasting was given consideration in the problem facing the county because the system is portable, can be run by a generator, and cleans much faster then traditional cleaning methods.
