This paper examines variation in state level policy making in extending driver's license privileges for undocumented immigrants between 1998 and 2005. Between 1998 and 2005 some state chose to limit driver's licenses to undocumented immigrants, while a few others chose to allow driver's licenses to this population. This research uses multi-methods to examine a number of explanations for policy variation. First, regression analysis is used to determine what factors might explain state policy variation. Next four state cases are chosen based on a statistical analysis examining state level policy attitudes toward undocumented immigrants. The factors emerging from the regression analysis are examined in further depth in the cases. In depth analysis in the cases (states) included interviewing state level policy makers (state legislators, public agency officials) and state level immigration activists to examine explanations for why some states chose to extend driver's license privileges to undocumented immigrants and why others chose not to do so.
