Purpose: The purpose of this study is to examine similar and/or different perspectives on, and practices of online-learning interaction as projected by the participating educators who are from either Korea or the USA. Design/methodology/approach: In this study, the authors analyzed how college instructors from two countries, Korea and the USA, consider the role of online-learning interaction in their students' learning by interviewing nine instructors from both countries. The authors examined the educators' responses using constructivism and Confucianism as the frame of reference. Findings: The analysis showed that the US instructors tend to focus on learner-to-learner interaction, whereas Korean instructors emphasized teacher-to-learner interaction. Korean instructors perceived a gap between ideal and reality in integrating interaction as a part of online activities in the course. Originality/value: This study focuses on a cross-national comparison of online-learning interaction between Korea and the USA. Thus, it will provide practical ideas for global or multicultural user experiences on online-learning courses.

This paper examines companies' positions on the Financial Accounting Standards Board's (FASB) exposure draft (ED) for SFAS No. 131, Disclosures about Segments of an Enterprise and Related Information. Companies' lobbying positions are obtained from comment letters sent in response to the FASB's 1996 request for input on the ED. We relate these positions to variables proxying for the likelihood a firm will be required to make its segment disclosures more informative and the potential for competitive harm, given the changes in segment disclosures' informativeness. We find that companies' lobbying positions toward the ED are explained by proxies for expected changes in segment disclosure when the standard described in the ED is adopted and by proxies for expected competitive harm related to the disclosure requirements in the new standard. These results imply that companies' responses to the FASB's ED were motivated by self-interest related to costs potentially imposed on them by the proposed new standard. [ABSTRACT FROM AUTHOR]

The prominence of nonlinearities in the response to El Niño as compared to La Niña, to moderate El Niño events as compared to extreme El Ninño events, and to different flavors of El Niño events, are analyzed using the NASA Goddard Earth Observing System Chemistry-Climate Model. In the Central North Pacific region where the sea level pressure response to El Niño-Southern Oscillation (ENSO) peaks, nonlinearities are relatively muted. In contrast, changes to the east of this region (i.e. the far-Northeastern Pacific) and to the north of this region (over Alaska) in response to different ENSO phases are more clearly nonlinear, and become statistically robust after more than 15 events are considered. The relative prominence of these nonlinearities is related to the zonal wavenumber of the tropical precipitation response. Associated with these nonlinearities over the far-Northeastern Pacific are nonlinearities in precipitation over Western United States and surface temperature over Northwest North America and Midwestern United States. In all regions at least 15 events of each type are necessary before nonlinearities can be identified as statistically significant at the 95 % confidence level due to the presence of internal atmospheric variability. As there have only been a similar number of ENSO events to the total needed for significance since 1920, it is not surprising that it has been difficult to establish statistically significant nonlinearities using observational data. Importance: Readmission rates declined after announcement of the Hospital Readmission Reduction Program (HRRP), which penalizes hospitals for excess readmissions for acute myocardial infarction (AMI), heart failure (HF), and pneumonia.Objective: To compare trends in readmission rates for target and nontarget conditions, stratified by hospital penalty status.Design, Setting, and Participants: Retrospective cohort study of Medicare fee-for-service beneficiaries older than 64 years discharged between January 1, 2008, and June 30, 2015, from 2214 penalty hospitals and 1283 nonpenalty hospitals. Difference-interrupted time-series models were used to compare trends in readmission rates by condition and penalty status.Exposure: Hospital penalty status or target condition under the HRRP.Main Outcomes and Measures: Thirty-day risk adjusted, all-cause unplanned readmission rates for target and nontarget conditions.Results: The study included 48 137 102 hospitalizations of 20 351 161 Medicare beneficiaries. In January 2008, the mean readmission rates for AMI, HF, pneumonia, and nontarget conditions were 21.9%, 27.5%, 20.1%, and 18.4%, respectively, at hospitals later subject to financial penalties and 18.7%, 24.2%, 17.4%, and 15.7% at hospitals not subject to penalties. Between January 2008 and March 2010, prior to HRRP announcement, readmission rates were stable across hospitals (except AMI at nonpenalty hospitals). Following announcement of HRRP (March 2010), readmission rates for both target and nontarget conditions declined significantly faster for patients at hospitals later subject to financial penalties compared with those at nonpenalized hospitals (for AMI, additional decrease of -1.24 [95% CI, -1.84 to -0.65] percentage points per year relative to nonpenalty discharges; for HF, -1.25 [95% CI, -1.64 to -0.86]; for pneumonia, -1.37 [95% CI, -1.80 to -0.95]; and for nontarget conditions, -0.27 [95% CI, -0.38 to -0.17]; P < .001 for all). For penalty hospitals, readmission rates for target conditions declined significantly faster compared with nontarget conditions (for AMI, additional decline of -0.49 [95% CI, -0.81 to -0.16] percentage points per year relative to nontarget conditions [P = .004]; for HF, -0.90 [95% CI, -1.18 to -0.62; P < .001]; and for pneumonia, -0.57 [95% CI, -0.92 to -0.23; P < .001]). In contrast, among nonpenalty hospitals, readmissions for target conditions declined similarly or more slowly compared with nontarget conditions (for AMI, additional increase of 0.48 [95% CI, 0.01-0.95] percentage points per year [P = .05]; for HF, 0.08 [95% CI, -0.30 to 0.46; P = .67]; for pneumonia, 0.53 [95% CI, 0.13-0.93; P = .01]). After HRRP implementation in October 2012, the rate of change for readmission rates plateaued (P < .05 for all except pneumonia at nonpenalty hospitals), with the greatest relative change observed among hospitals subject to financial penalty.Conclusions and Relevance: Medicare fee-for-service patients at hospitals subject to penalties under the HRRP had greater reductions in readmission rates compared with those at nonpenalized hospitals. The variability of Atlantic tropical cyclones (TCs) associated with El Niño-Southern Oscillation (ENSO) in model simulations is assessed and compared with observations. The model experiments are 28-yr simulations forced with the observed sea surface temperature from 1982 to 2009. The simulations were coordinated by the U.S. Climate Variability and Predictability Research Program (CLIVAR) Hurricane Working Group and conducted with five global climate models (GCMs) with a total of 16 ensemble members. The model performance is evaluated based on both individual model ensemble means and multimodel ensemble mean. The latter has the highest anomaly correlation (0.86) for the interannual variability of TCs. Previous observational studies show a strong association between ENSO and Atlantic TC activity, as well as distinctions during eastern Pacific (EP) and central Pacific (CP) El Niño events. The analysis of track density and TC origin indicates that each model has different mean biases. Overall, the GCMs simulate the variability of Atlantic TCs well with weaker activity during EP El Niño and stronger activity during La Niña. For CP El Niño, there is a slight increase in the number of TCs as compared with EP El Niño. However, the spatial distribution of track density and TC origin is less consistent among the models. Particularly, there is no indication of increasing TC activity over the U.S. southeast coastal region during CP El Niño as in observations. The difference between the models and observations is likely due to the bias of the models in response to the shift of tropical heating associated with CP El Niño, as well as the model bias in the mean circulation. Seasonally predicted precipitation at a resolution of 2.5° was statistically downscaled to a fine spatial scale of ~20 km over the southeastern United States. The downscaling was conducted for spring and summer, when the fine-scale prediction of precipitation is typically very challenging in this region. We obtained the global model precipitation for downscaling from the National Center for Environmental Prediction/Climate Forecast System (NCEP/CFS) retrospective forecasts. Ten member integration data with time-lagged initial conditions centered on mid- or late February each year were used for downscaling, covering the period from 1987 to 2005. The primary techniques involved in downscaling are Cyclostationary Empirical Orthogonal Function (CSEOF) analysis, multiple regression, and stochastic time series generation. Trained with observations and CFS data, CSEOF and multiple regression facilitated the identification of the statistical relationship between coarse-scale and fine-scale climate variability, leading to improved prediction of climate at a fine resolution. Downscaled precipitation produced seasonal and annual patterns that closely resemble the fine resolution observations. Prediction of long-term variation within two decades was improved by the downscaling in terms of variance, root mean square error, and correlation. Relative to the coarsely resolved unskillful CFS forecasts, the proposed downscaling drove a significant reduction in wet biases, and correlation increased by 0.1–0.5. Categorical predictability of seasonal precipitation and extremes (frequency of heavy rainfall days), measured with the Heidke skill score (HSS), was also improved by the downscaling. For instance, domain averaged HSS for two category predictability by the downscaling are at least 0.20, while the scores by the CFS are near zero and never exceed 0.1. On the other hand, prediction of the frequency of subseasonal dry spells showed limited improvement over half of the Georgia and Alabama region. [ABSTRACT FROM AUTHOR]

In this paper, we investigate the effect of the enactment of the Sarbanes-Oxley Act (SOX) in 2002 on audit pricing, using a sample of 252 firms that received an "Ineffective" audit opinion and other firms that received clean audit opinion on the effectiveness of the internal control over financial reporting under Section 404 of SOX. Our analyses show the following. First, we find that auditors charge significantly higher audit fees for all firms in the post-SOX period than in the pre-SOX period. Second, we find that auditors' opinions on the weakness in internal control (WIC) are positively associated with audit fees, and that the positive association between the two is pronounced primarily in the post-SOX period, but not in the pre-SOX period. Third, we find that clients with WIC problems that are highly levered and/or report losses pay incrementally higher audit fees during the post- SOX period. We also find that Big 4 audit fee premiums increase significantly for all clients during the post-SOX period, regardless of whether the clients have WIC or not. Overall, our results suggest that auditors, in terms of their behavior and pricing mechanism, responded to an upward shift in the strength of the legal liability regime caused by the SOX enactment.
