The incidence of nonmelanoma skin cancer (NMSC) in the United States is increasing with approximately 3.6 million cases diagnosed per year. The staging and treatment of NMSC is guided by histologic subtype based on skin biopsy, along with other tumor-specific factors. However, a biopsy only represents a portion of the tumor, so there is a risk of upstaging at the time of definitive surgery. We conducted a review of the literature and found that a significant proportion of NMSC were upstaged during surgery. The rate of upstaging of basal cell carcinoma (BCC) was 7–31% and that of squamous cell carcinoma in situ (SCCIS) to squamous cell carcinoma (SCC) was 3–39%. Biopsy sampling error and variability in interpreting and reporting by dermatopathologists contribute to these discrepancies. It is pertinent to consider more comprehensive treatment modalities for tumors at high risk for upstaging. More than 1.6 million Severe Acute Respiratory Syndrome Coronavirus 2 (SARS-CoV-2) tests were administered daily in the United States at the peak of the epidemic, with a significant focus on individual treatment. Here, we show that objective-driven, strategic sampling designs and analyses can maximize information gain at the population level, which is necessary to increase situational awareness and predict, prepare for, and respond to a pandemic, while also continuing to inform individual treatment. By focusing on specific objectives such as individual treatment or disease prediction and control (e.g., via the collection of population-level statistics to inform lockdown measures or vaccine rollout) and drawing from the literature on capture–recapture methods to deal with nonrandom sampling and testing errors, we illustrate how public health objectives can be achieved even with limited test availability when testing programs are designed a priori to meet those objectives. COVID-19 testing programs are very important to help control the pandemic. We discuss alternative estimators of the population total given a dual-frame random-digit-dial (RDD) telephone survey in which samples are selected from landline and cell phone sampling frames. The estimators are subject to sampling and nonsampling errors. To reduce sampling variability when an optimum balance of landline and cell phone samples is not feasible, we develop an application of shrinkage estimation. We demonstrate the implications for survey weighting of a differential nonresponse mechanism by telephone status. We illustrate these ideas using data from the National Immunization Survey-Child, a large dual-frame RDD telephone survey sponsored by the Centers for Disease Control and Prevention and conducted to measure the vaccination status of American children aged 19 to 35 months. Because of classification errors reported by the National Center for Health Statistics, an estimated 42 % of the same-sex married partners in the sample for this study are misclassified different-sex married partners, thus calling into question findings regarding same-sex married parents. Including biological parentage as a control variable suppresses same-sex/different-sex differences, thus obscuring the data error. Parentage is not appropriate as a control because it correlates nearly perfectly (+.97, gamma) with the same-sex/different-sex distinction and is invariant for the category of joint biological parents. The American Community Survey (ACS) provides valuable, timely population estimates but with increased levels of sampling error. Although the margin of error is included with aggregate estimates, it has not been incorporated into segregation indexes. With the increasing levels of diversity in small and large places throughout the United States comes a need to track accurately and study changes in racial and ethnic segregation between censuses. The 2005-2009 ACS is used to calculate three dissimilarity indexes (D) for all core-based statistical areas (CBSAs) in the United States. We introduce a simulation method for computing segregation indexes and examine them with particular regard to the size of the CBSAs. Additionally, a subset of CBSAs is used to explore how ACS indexes differ from those computed using the 2000 and 2010 censuses. Findings suggest that the precision and accuracy of D from the ACS is influenced by a number of factors, including the number of tracts and minority population size. For smaller areas, point estimates systematically overstate actual levels of segregation, and large confidence intervals lead to limited statistical power. [ABSTRACT FROM AUTHOR]

Satellite precipitation estimates are increasingly available at temporal and spatial scales of interest to hydrological applications and with the potential for improving flood forecasts in data-sparse regions. This study evaluates the effect of sampling error on simulated large flood events. Synthetic precipitation fields were generated in Monte Carlo fashion by perturbing observed precipitation fields with sampling errors based on 1, 2 and 6 h intervals. The variable infiltration capacity hydrological model was used to assess the impact of these errors on simulated high flow events in the Iguazu basin, a rain-dominated, subtropical basin in southeastern South America. Results showed that unbiased errors in daily error-corrupted precipitation fields introduced bias in the simulated hydrologic fluxes and states. The overall bias for error-corrupted daily streamflows was positive and its magnitude increased with larger sampling intervals. However, for high flow events, the bias was negative as a result of an increase in simulated infiltration and changes in precipitation variability. Errors in precipitation also affected the magnitude and volume of the peak events but did not change the first two statistical moments of the peaks indicating that non-linearities in the hydrological system preserve the statistical properties of high flows in the basin.
