The article reports on the sponsorship of a network of regional special education instructional materials centers by the U.S. Office of Education through its Bureau of Handicapped Children and Youth. Each of the centers is geographically located to serve special education teachers. The centers were focused on one or more areas of exceptionality. The Rocky Mountain Special Education Instructional Materials Center in Colorado has assumed responsibility for exceptional areas such as the areas of the deaf and hard of hearing. Their services covered five states.

The article reports on the developments about the Instructional Materials Center Network for Handicapped Children and Youth in the U.S. The Network obtained 77,229 documents, materials and items of an instructional nature for teacher education. It found out that many commercially made materials lacked development on a sound base of empirical data. Thus, it was believed that the basic responsibility of special education instructional materials center is to act as an effective change agent and a mediator between the classroom teacher and the commercial manufacturer of the instructional materials for the handicapped children.
