The COVID-19 pandemic has been a major public governance issue in the United States since 2020. Public officials at all levels of government have provided important policies to control the spread of the pandemic and reduce its impact to society. This paper examines public value and ethical challenges that are related to the government's pandemic responses. The paper first provides a review of value and ethical studies in public administration and public health crisis. It then examines value concerns and ethical challenges in COVID management and policy cases and the influence of political polarization to the value challenges. The paper concludes with discussions about the pandemic's comprehensive challenges to the traditional professional management and suggestions of public value studies and trainings. Globalization stimulates local governments in China and the United States to step up their economic development efforts. What strategies are successful and why? Does industry cluster development lead to higher per capita income? What government infrastructure and incentives stimulate and nurture businesses? This article examines local economic development in China and the United States, comparing strategies and outlining challenging issues. Kuotsai Tom Liou of the University of Central Florida finds that local governments must play the leading role in sustainable development, as a partnership approach promotes collaboration among communities, industries, and other government entities. The purpose of this symposium is to address several policy and managerial issues related to regional and local economic development in the United States. This symposium introduction first reviews the background information of regional and local economic development and then provides summary of key issues or findings reported in the symposium articled. The issues and findings identified include: the development of state economic development strategies, the problem of local and regional development strategies, the relationship between government regulation and economic development, the use of strategic management in local economic development, the issue of neighborhood challenges to economic development, and the support of community-based development organizations. The article introduces the issue by discussing research and reform initiatives in U.S. and international public administration. The author lists U.S. reform efforts from 1905 to the 1993 National Performance Review, which emphasized entrepreneurial approaches, to the subsequent President's Management Agenda, which set five priorities, including expanded electronic government. Reform efforts in Great Britain, Austria, Canada, and New Zealand include similar concepts, dubbed New Public Management by researchers. Such concepts include privatization of public sector management, devolution of responsibility, and contracting out.
