On 17 December 2014, the presidents of Cuba and the US, Raúl Castro and Barack Obama, announced simultaneously to the world the decision of an exchange of prisoners releasing the three Cuban intelligence operatives still in jail in American prisons - Gerardo Hernández, Ramón Labañino and Antonio Guerrero - and the subcontractor Alan Gross, imprisoned in the island. Together with Gross, a CIA agent of Cuban origin was also released, and an agreement was reached to set free certain opponents of the Cuban government. The unexpected news was the decision to re-establish the bilateral diplomatic relations broken for more than 50 years. This article places the re-establishment of full diplomatic relations between Cuba and the US in the context of changing political relations in the Western Hemisphere culminating in Cuba's historic participation in the seventh Summit of the Americas in Panama in April 2015. The authors argue that growing independent-minded thinking of key Latin American countries and their progressive leaders was a key factor in explaining Obama's overture to Cuba in the absence of any fundamental concessions from the Cuban side. The global proliferation of democracy, the preeminent regime type, can in part, be attributed to its widespread international promotion, actualized through constrictive and incentive external pressure mechanisms. The exclusive consideration of either constrictive or incentive mechanisms characterizes the democratization literature; consideration of the concurrent application of external constraints and incentives has been widely ignored in the literature, neglecting compelling dynamics between and within democratic and non-democratic states. The United States' promotion of democracy in Cuba provides practical evidence of this theoretical aperture, as the vigorous application of external pressure mechanisms has included both constraints and incentives, mechanisms that have failed to result in procedural or substantive political changes. Critics of U.S foreign policy towards Cuba often cite the protracted nature of the constrictive economic embargo as a significant impediment to democratization, ignoring the impact of external incentives, such as foreign democracy assistance. The case of Cuba demonstrates that the simultaneous application of external pressure mechanisms has obstructed prospects for democratization, suggesting that concurrent external pressure is ineffective and objectively antithetical. Using the recent controversy surrounding Elian Gonzalez as a centerpiece, and employing a Marxian critique of United States capitalism and imperialsm as a heuristic device, this essay explores the major contradictions surrounding the position taken by the Miami Mafia with respect to Elian and Cuba's communist regime. In doing so, it criticizes the US media portrayal of the saga surrounding "the miracle child". Paramount in this controversy is the campaign of misinformation directed at creating an erroneous image of life in Cuba grounded in the reactionary and virulently negative critique continually waged against Cuba's postrevolution social project. The authors explore the role played by the "Miami Mafia," the anti-Castro Cuban exile population in the United States, in conjunction with official pro-capitalist, "anticommunist" government and media apparatuses designed to create an environment of defamatory rhetoric against the nation of Cuba. In doing so, the authors bring to the surface contradictions and injustices inherent in both the rhetoric and the reality of US capitalism. In addition, this essay highlights the many achievements of the Cuban socialist project, focusing specifically on education. This article addresses the issue of indifference of the U.S. towards the plight of Cuban dissidents who have suffered persecution under Cuban President Fidel Castro. Cubans who resisted and challenged the right-winged administration of Cuba, are working in near-total darkness. One of the cases involves a man named René Montes de Oca Martija. He is a human-rights campaigner, and a Christian. He has been jailed or detained repeatedly throughout his life in Cuba. His actual offense was to propose for the release of political prisoners, free elections, a fair penal code, and the possibility of Christian education in the schools, on the grounds of basic human rights. On April 20, he managed to escape from Cuba. The dissident community suffered a blow on April 26, when the U.S. secretary of state, Colin Powell, gave a testimony in the House stating that Castro has done some good things for his people.

However well-intentioned U.S. President Franklin D. Roosevelt's Administration's Cuban policy may be, the rapid succession of events there has made plain that the State Department was inadequately prepared. It should have known, that the political, social, and economic consequences of that seven-year tyranny were not eradicated with the dictator and that their legacy would complicate Cuban affairs for years to come and that the satisfactory settlement of the Cuban problem is not a minor diplomatic task. The greatest contribution that the U.S. can make to Cuban reconstruction is to cease the obstructive interference of non-recognition and that implicit in fleet mobilization, and to appreciate that the best government in the long run for the Cubans is one which they develop for themselves.

Although the U.S. Neutrality Act forbids launching military expeditions from U.S. territory against any nation with which the United States is at peace, there has nevertheless been a sustained campaign of terror waged against Cuba from U.S. soil since the July 26th Movement first came to to power on January 1, 1959. The most powerful of the anti-Castro organizations operating out of Florida is the Cuban American National Foundation (CANF). CANF has been described as the political wing of the anti-Communist Miami exile community. Corresponding to CANF political wing are the main terrorist groups that form the military wing of anti-Cuba activities. In the midst of this ongoing series of sustained terrorist activities against its national interests, Cuba sent a group of five men — Gerardo Hernandez Nordelo, Ramon Labanino, Antonio Guerrerro Rodriguez, Fernando Gonzalez Llort and Rene Gonzalez Sehwerent, to attempt to monitor the organizations that perpetrated these attacks. Significantly, these men did not engage in any espionage activities against the U.S. government, armed forces, national security interests, or scientific research. Instead, the Cuban Five simply kept track of the activities of Miami-based right-wing groups that seek the destruction of Cuba's socio-economic and political system. In September, 1998, however, the Florida branch of the FBI arrested all five and charged them with espionage and murder

The article discusses the U.S. campaign on human rights in Cuba during the second half of the 20th century, with attention to the conflicting roles taken on by the U.S. in sponsoring terrorism in Cuba while publicly condemning the country for its poor record of protecting human rights. The author discusses the nature of the U.S. embargo against Cuba and its effect on civil rights. The author argues that while it remains true that Cuban authorities have abused civil rights historically, nongovernmental organizations (NGOs) such as the Human Rights Watch and Amnesty International, as well as the U.S. government, have a diplomatic agenda whose primary goal is to reject a different social and political system, rather than seeking the protection of basic human rights for Cuban citizens.

Two years after the British government's ignominious reverse at Suez, the Cuban revolution triumphed in a sphere of prime importance to the United States. Fidel Castro's regime embarked on a radically nationalist path, and, like Britain's earlier experience in Egypt, Washington faced a serious challenge to its traditional ascendency as Cuba set about reducing US economic and political influence. As this article demonstrates, the Eisenhower and Kennedy administrations attempted to enlist the wholehearted cooperation of their main Cold War ally. While Macmillan's British government did accede in most cases, it was both mindful of recent events at Suez and averse to Washington's economic blockade of Cuba. [ABSTRACT FROM PUBLISHER]
