This article focuses on Cecil Goodroe who brought down corrupt sheriffs of DeKalb County in Atlanta, Georgia. Lamar Martin was elected sheriff of DeKalb County in 1965 and convicted of taking kickbacks. Goodroe was appointed director of internal affairs of the county in 1993. A special grand jury impaneled by District Attorney J. Tom Morgan recommended numerous reforms within the department. The district attorney has been a persistent critic of the system that allows for such unfettered power within the sheriff's office. Morgan has proposed a system that would eliminate the bonding system altogether, which has happened in Oregon and Illinois.
