The article discusses the impact of Lieutenant-General Sir John Cowley's lecture to the Royal United Service Institution, which rejected the core of Great Britain's official defense policy as defined in 1958 Defense White Paper. He supported the deployment of tactical atomic weapons in Central Europe as a deterrent against mass conventional attack but thought that in limited war overseas Britain should never be the first to use nuclear weapons, on grounds both of morality and expediency and because of the difficulty of limiting their use. London was still buzzing with argument about this lecture when it was reported that the government was taking the prospect of a ban on nuclear weapons.
