Many governments have set ambitious targets for tree planting and increased woodland cover as a key part of actions to reach net‐zero carbon emissions by 2050. However, many uncertainties remain concerning how and where to expand tree cover, what species to plant, and how best to manage new plantations. Much contemporary forestry has been based on even‐aged monocultures, largely because of perceived advantages for timber production. However, in order to play a key role in climate change mitigation future forests will have to achieve timber production (and wider ecosystem service provision) alongside resilience to biotic and abiotic challenge. It is therefore crucial that appropriate informed decisions are made with regard to the structure, composition, and planning of future forests, in order to provide sustainable solutions that provide environmental, economic, and health benefits to society. Genetically diverse, mixed, and irregular forests, with their higher biodiversity and niche complementarity, are promising new forest configurations for regulating the water cycle, storing carbon, and delivering other goods and services. In the following discussion, we have used UK information to illustrate the benefits of mixed woodland versus monocultures and highlighted current issues related to government initiatives and policies for current and future forests. Background: Evidence is needed to support local action to reduce the adverse health impacts of climate change and maximise the health co-benefits of climate action. Focused on England, the study identifies priority areas for research to inform local decision making. Methods: Firstly, potential priority areas for research were identified from a brief review of UK policy documents, and feedback invited from public and policy stakeholders. This included a survey of Directors of Public Health (DsPH) in England, the local government officers responsible for public health. Secondly, rapid reviews of research evidence examined whether there was UK evidence relating to the priorities identified in the survey. Results: The brief policy review pointed to the importance of evidence in two broad areas: (i) community engagement in local level action on the health impacts of climate change and (ii) the economic (cost) implications of such action. The DsPH survey (n = 57) confirmed these priorities. With respect to community engagement, public understanding of climate change's health impacts and the public acceptability of local climate actions were identified as key evidence gaps. With respect to economic implications, the gaps related to evidence on the health and non-health-related costs and benefits of climate action and the short, medium and longer-term budgetary implications of such action, particularly with respect to investments in the built environment. Across both areas, the need for evidence relating to impacts across income groups was highlighted, a point also emphasised by the public involvement panel. The rapid reviews confirmed these evidence gaps (relating to public understanding, public acceptability, economic evaluation and social inequalities). In addition, public and policy stakeholders pointed to other barriers to action, including financial pressures, noting that better evidence is insufficient to enable effective local action. Conclusions: There is limited evidence to inform health-centred local action on climate change. More evidence is required on public perspectives on, and the economic dimensions of, local climate action. Investment in locally focused research is urgently needed if local governments are to develop and implement evidence-based policies to protect public health from climate change and maximise the health co-benefits of local action. Background: Climate change is one of the greatest threats to public health in this century. The UK is one of six countries that has enshrined in law a commitment to become net zero by 2050. However, there is a lack of guidance and structure for local government in the UK, which has responsibility for public health, to reach this goal and help their communities mitigate and adapt to the health and health inequality impacts of climate change. This study aimed to identify common barriers and facilitators related to addressing the health and health inequality impacts of climate change in local governments. Methods: Using Normalisation Process Theory, we developed a two-round survey for people working in local authorities to identify the barriers and facilitators to including the health and health inequality impact of climate change in their climate action plans. The survey was delivered online via Qualtrics software. In the first-round respondents were able to express their views on barriers and facilitators and in the second round they ranked common themes identified from the first round. Two hundred and fifty people working in local government were invited to take part and n = 28 (11.2%) completed the first round of the survey and n = 14 completed the second round. Thematic analysis was used in Round 1 to identify common themes and weighted rankings were used to assess key barriers and facilitators in Round 2. Results: Key facilitators were the need to save money on energy, and successful partnership working already in place including across local government, with local communities and external stakeholders. Key barriers were insufficient staff, resources and lack of support from management/leaders, and lack of local evidence. Conclusion: To mitigate and adapt to the health impacts of climate change, local government must nurture a culture of innovation and collaboration to ensure that different departments work together This means not just working with external partners, but also collaborating and co-producing with communities to achieve health equity and mitigate the debilitating effect of climate change on public health. The vehicle emissions testing programme was conducted by the UK Department of Transport in 2016 in response to emissions tampering exposed in the Volkswagen (VW) emissions scandal. The programme identified large emissions discrepancies between real-world and in-lab testing across a range of Euro 5 and Euro 6 diesel passenger vehicles. The large vehicle test fleet reflects the current challenges faced in controlling vehicle emissions. This paper presents the following findings: NOx emissions are altered due to exhaust gas recirculation mismanagement. A new Real-Life Emissions methodology is introduced to improve upon the current Real Driving Emissions standard. A large and concerning emissions divergence was discovered between the achieved NOx improvement and deterioration of CO2. The findings act as catalysts to improve vehicle emissions testing beyond standards established since the VW scandal, aiding in the development of better climate change mitigation strategies and bring tangible air quality improvements to the environment. • Many local authorities are preparing climate actions plans. • Policies to increase distributed energy generation such as PV are likely. • As capacities increase, PV can dominate system variability and predictability. • Predictive demand side response (DSR) may be too coarse to address this. • More granular techniques such as using system frequency may be required. Since 2018, over three quarters of UK local governments have signed climate emergency declarations signalling a new phase in local climate action. Many areas are developing climate action plans and considering what policies could be adopted to increase the use of distributed energy resources, such as building-integrated photo-voltaic (PV) generation. In this paper we demonstrate how city-scale backcasting can be used as a tool to go beyond technical feasibility and explore the policy, market and governance implications of decarbonisation pathways across the local and nation scales. Using urban PV as an example we model three scenarios for increasing installed capacity in the UK city of Bristol and demonstrate how, in each case, PV switches from being a minor 'negative load' on the energy system to being the dominant factor determining the volatility and predictability of the energy demand during daylight hours. Current approaches to integrating distributed energy resources into the wider system tend to focus on predictive modelling and half-hourly pricing to drive demand-side response. Our analysis indicates the risks of relying on these non-real time methods and suggests that more granular techniques such as triggering local DSR based on changes in electricity system frequency could better manage the variability of high levels of PV deployment at the local scale. We also demonstrate the importance of developing new local approaches to system integration that bring together network operators, local authorities and other local actors to deploy renewable generation and flexibility assets in coordination. Subtidal seabed sediments are one of the planet's biggest organic carbon stores, but have been poorly considered in nature‐based climate change mitigation. Protection of the seabed is predominantly through establishment of marine protected area (MPA) networks, but their emphasis on biodiversity may limit their carbon value. The United Kingdom has one of the most extensive networks of MPAs in the world, yet damaging human activities are excluded from only a small portion. We calculate that full protection of the MPA network would offer limited carbon benefit, due to below average organic carbon stocks and disturbance from mobile fishing gears when compared to the entire U.K. seabed. We find that inshore exclusion zones (where mobile gears are restricted from nearshore areas to benefit biodiversity and low‐impact fishers) could offer greater carbon benefits compared to MPAs. However, neither of these biodiversity‐focused protection strategies are as effective for seabed carbon as targeted protection. [ABSTRACT FROM AUTHOR]

Soils have the potential to sequester and store significant amounts of carbon, contributing towards climate change mitigation. Soil carbon markets are emerging to pay farmers for management changes that absorb atmospheric carbon, governed by codes that ensure eligibility, additionality and permanence whilst protecting against leakage and reversals. This paper presents the first global comparative analysis of farmland soil carbon codes, providing new insights into the range of approaches governing this global marketplace. To do this, the paper developed an analytical framework for the systematic comparison of codes which was used to identify commonalities and differences in approaches, methods, administration, commercialisation and operations for 12 publicly available codes from around the world. Codes used a range of mechanisms to manage additionality, uncertainty and risks, baselines, measurement, reporting and verification, auditing, resale of carbon units, bundling and stacking, stakeholder engagement and market integrity. The paper concludes by discussing existing approaches and codes that could be adapted for use in the UK and evaluates the need for an over-arching standard for soil carbon codes in the UK and internationally, to which existing codes and other schemes already generating soil carbon credits could be assessed and benchmarked. Tree planting now forms a major part of the UK climate mitigation strategy, with targets to increase the forest cover from the current 13% to 17%–20% by 2050. A tree planting strategy on this scale requires a significant amount of planning, bringing together expertise from a wide range of practitioners. We highlight four key reasons why fungi should be considered in tree planting strategies: 1. Fungi can cause severe tree disease. 2. Fungi can cause significant human health burdens. 3. Forest soil carbon and nutrient cycling is controlled by fungi. 4. Climate change is already affecting fungi. Following from these four reasons, we explore the ways in which the negative effects of fungi, such as plant and human disease, can be mitigated against, whilst also protecting and promoting the benefits of fungi in carbon storage and biodiversity. Based on this, we outline seven guidelines which should be integrated into existing tree planting guidelines and UK policy: A. Monitor tree fungal disease emergence and spread, including in source material trade (e.g. seeds and saplings). B. Choose tree species combinations appropriate to the specific habitat and appropriate for biodiversity and carbon storage goals. C. Develop and implement a widely accessible fungal spore forecast to complement existing pollen forecasts. D. Protect existing ancient and mature woodlands. E. Promote planting on suitable land types, avoiding grasslands and wetlands. F. Assess proposed and existing forest sites, ideally using a combination of fungal fruit body surveys and eDNA techniques. This paper uses game theory to examine the efforts of public sector actors in the UK to integrate climate change interventions within development processes. Drawing on desk-based analysis and interviews, we identify instances where private-sector developers act strategically to exploit public-sector imperatives to deliver economic growth and housing. We find these imperatives constrained the agency of planners to effectively reconcile climate mitigation/adaptation objectives within wider priorities of economic growth. Yet, we identify instances whereby strategic planning frameworks, informal networks and bespoke development frameworks were effective means to build trust between actors and foster co-operation, better enabling development which meets climate change mitigation/adaptation objectives. In doing so, we illustrate the practical and theoretical value of game theory, whilst highlighting how careful use of strategic planning can support achieving climate change mitigation/adaptation objectives at a local scale. The production of fruits and vegetables is expected to increase in the United Kingdom (UK) as a response to increasing consumers' demand, coupled with impacts of Brexit on the imports from the European Union (EU). Retailers and consumers are more aware of the environmental impact and provenance of food and are demanding to their suppliers to implement sustainable agricultural practices. Seven horticultural farmers and farm managers across the UK were interviewed to investigate the implementation of sustainable practices, and the motivations and enablers for adoption, as well as perceptions on sustainability and climate change. Factors influencing adoption mainly were efficiency and cost reduction, regulations, and market demand, even though, environmental, and social consciousness also played a role in adoption. There was little evidence that participation in knowledge networks or the perception of climate change and impacts, and of carbon footprint assessments influenced the adoption of sustainable agricultural practices, but this finding deserves further investigation. Farmers' awareness of the importance of soil was clear and governments should encourage farmers' involvement in the monitoring of soil health, as a mean of engaging them in the wider discussion about the implementation of sustainable land management, including climate change adaptation and mitigation. This paper reports on tensions between decarbonisation and energy poverty priorities in Great Britain's liberalised electricity markets. Switching electricity suppliers in this market can result in significant benefits for those on bad deals. Further benefits are determined by the regulator. However, many of the energy poor lack the capabilities to switch and access these benefits. Community organisations play an important role in providing such access through remedial action. Using the capabilities approach, this paper combines quantitative and qualitative organisational data analysis at a community level to reveal an increasing share of the population who could benefit from switching and who agree to switching. At the same time, eligibility for one-off discounts on electricity bills to support the energy poor has increased sharply in recent years. This data points towards climate mitigation policies and market structures which benefit wealthier groups at the expense of more deprived groups who lack capabilities. At the micro scale, data access and intermediation at various levels and scales can help support more targeted interventions that facilitate well-being and enhanced capabilities. At the macro level, liberalised retail electricity markets need to be accommodated by safety nets and supportive institutional arrangements to avoid competitive pressures translating into complexity and opacity for consumers. Collective efforts of the world community are required to mitigate global climate change. Understanding oneself as part of this world community might be crucial for individual behavior change reducing carbon emissions. We examined whether a global identity (i.e., the identification with all humans and a concern for their well‐being) is related to self‐reported climate‐protective behavior in two studies. In a German quota sample (N = 498), global identity was positively related to the personal and societal relevance people attributed to the issue of climate change and self‐reported climate‐protective behavior directly and indirectly through personal and societal relevance attribution. In a U.K. quota sample (N = 400), global identity was positively related to the relevance people attributed to a received news text on climate change. Moreover, global identity was positively related to three observed indicators of climate‐protective behavioral intentions after reading the news text, either directly or indirectly through relevance attribution. These results affirm the importance of a social identity perspective on climate protection. We suggest that the causal effects of global identity and ways to promote its cultivation should be investigated in more depth in future research. [ABSTRACT FROM AUTHOR]

Maximising resource‐use efficiency, productivity and environmental sustainability are all fundamental requirements to raise global food production by ~70 per cent in order to feed a world population of ~9.7 billion people by 2050. Perhaps the most vital resource within our capacity to achieve this goal is our soil. Broadly, the fundamental question concerns whether or not satisfying this production demand will accelerate soil degradation, climate change, and the loss of soil carbon stocks. This paper builds upon the outputs of the UK Charity 'Food & Farming Futures' (chaired by Lord Curry of Kirkharle) virtual workshop held on 23 March 2021, entitled 'Capturing the Potential of Soil'. The event focussed on the link between soil health, primarily soil organic carbon (SOC), and agricultural productivity. Supported with commentaries by Professor Pete Smith (University of Aberdeen and Science Director of the Scottish Climate Change Centre of Expertise) and Professor Steve McGrath (Head of Sustainable Agricultural Sciences at Rothamsted Research), specific focus will be given to the research challenges within the UK's ability to improve soil health and functionality, the implementation priorities that must be held in order to improve soil management by 2050 and what the potential co‐benefits could be. These co‐benefits were scattered across environmental, economic, social and political issues, yet they may be summarised into six primary co‐benefits: developing natural capital, climate change mitigation, carbon trading, improvements in crop yield, animal performance and human health (nutrition). Additionally, the main barriers to improved soil management practices are centred on knowledge exchange‐regarding agri‐environmental techniques—whilst the most impactful solutions rely on soil monitoring, reporting and verification. This article argues that rhetorical analysis is a method particularly well-suited for the study of political disputes and introduces commonplaces as a tool to conduct such analysis. Commonplaces function as key reference points that produce and organise social meaning; they can thus help to clarify the terms of the dispute and illuminate how these are linked to broader debates within the political community. Commonplaces call into attention sedimented views and point to alternative norms of action pursued by agents of change and therefore to entry points for recontestation. The article substantiates this claim through a case study that maps arguments for climate action in party manifestos in the 2019 General Election in the United Kingdom. A rhetorical analysis of the material highlights the emergence of a number of insurgent commonplaces that seek to disturb the dominance of 'economic growth' as principle that informs climate action. Commonplaces can provide a more nuanced understanding of public debates, help to identify sedimented ideological views, and illuminate openings for recontestation and the pursuit of alternative socio-ecological arrangements. What makes a climate story effective? We examined if short fiction stories about everyday pro-environmental behaviours motivate climate policy support, and individual and collective climate action in a nationally representative experiment (N = 903 UK adults). The story featuring protagonists driven by pro-environmental intentions (i.e., the intentional environmentalist narrative) increased participants' support for pro-climate policies and intentions to take both individual and collective pro-environmental actions, more so than did stories featuring protagonists whose pro-environmental behaviours were driven by intentions to gain social status, to protect their health, and a control story. Participants' stronger feelings of identification with the protagonist partially explained these effects of the intentional environmentalist narrative. Results highlight that narrating intentional, rather than unintentional, pro-environmental action can enhance readers' climate policy support and intentions to perform pro-environmental action. Therefore, the intentions driving pro-environmental action may have implications for the extent to which observes identify with the actor and take pro-environmental action themselves. Universities and research centers are major producers of greenhouse gas emissions. There are growing calls from within the university sector for more proactive approaches to reducing the emissions associated with research and teaching and to contribute more to climate change mitigation. These debates have considered both the campus-based emissions of universities with large estates and the travel-related emissions associated with international staff and student communities. There is therefore an increasingly acute tension between universities' imperative to foster international networks and expand research and teaching on the one hand and their moral obligations to decarbonize on the other hand. In this article, we consider how academic departments can navigate this challenging paradox. Our study is based on an analysis of the Department of Geography at Durham University in the United Kingdom. We examine the major sources of emissions associated with this department and find that by far the largest contribution comes from air travel for staff research and student field trips. We then explore student perspectives and consider potential pathways toward a low-carbon model of research and teaching. Overall, we find a high level of support for decarbonization in the academy and potential for significant emissions reductions with minimal impact on quality of research and teaching. 1. Many national governments have incorporated nature-based solutions (NbS) in their plans to reduce net greenhouse gas emissions. However, uncertainties persist regarding both feasibility and consequences of major NbS deployment. Using the United Kingdom as a national-level case study, we examined the potential contribution of three terrestrial NbS: peatland restoration, saltmarsh creation and woodland creation. 2. While there is substantial political and societal interest in these three NbS, they also have strong potential for competition with other land uses, which will be a critical barrier to substantial deployment. We conducted a national mapping exercise to assess the potential area available for woodland creation. We then assessed the combined climate change mitigation potential to 2100 for the three NbS options under a range of ambition levels. 3. In line with the most ambitious targets examined, 2 Mha of land is potentially available for new woodland. However, climate change mitigation benefits of woodland are strongly dependent on management choices. By 2100, scenarios with a greater proportion of broadleaved woodlands outsequester non-native conifer plantations, which are limited by regular timber harvesting. 4. Peatland restoration offers the greatest mitigation per unit area, whilst the contribution from saltmarsh creation is limited by the small areas involved. Overall, the contribution of these NbS to the United Kingdom's net zero emissions target is relatively modest. Even with the most ambitious targets considered here, by 2100, the total cumulative mitigation from the three NbS is equivalent to only 3 years' worth of UK emissions at current levels. 5. Policy implications. Major deployment of nature-based solutions (NbS) is possible in the United Kingdom but reaching 'net zero' primarily requires substantial and sustained reductions in fossil fuel use. However, facilitating these NbS at the national scale could offer many additional benefits for people and biodiversity. This demands that policy-makers commit to a UK-wide strategic approach that prioritises the 'nature' aspect of NbS. Credible commitment is central to regimes for climate mitigation policy. In the climate policy literature, it is widely argued that the solution to the credible commitment problem is legislation and delegation of goal-setting to a technical body insulated from political incentives, and the UK's Committee on Climate Change is in part modelled on this approach. However, drawing on the comparative politics literature, this paper argues that the focus on legislation and delegation as the solution to the credible commitment problem is too narrow. Seen within the context of comparative political institutions, it is a response that fits the political logic in countries with majoritarian electoral systems. By contrast, in countries with electoral systems based on proportional representation, while legislation plays a role, an important element in the creation of credible commitment comes in the form of negotiated long-term agreements between political parties. This contrast is explored through a comparison between the Climate Change Act and associated Committee on Climate Change in the UK on the one hand, and a series of Energy and Climate Agreements in Denmark over the 2010s. Both approaches appear to have worked to date. However, while negotiated long-term agreements typically have an internal process for managing conflicts that inevitably arise after the respective mechanisms have been put in place, disputes arising following legislation and delegation must be resolved within the more informal processes of intra-party politics. Mechanisms of accountability also differ between the two approaches. Key policy insights Legislation and delegation is widely seen as the key route to credible commitment for climate policy, but other routes are possible. Legislation and delegation is particularly suited to countries with majoritarian, or first-past-the-post electoral systems and resulting political dynamics. In countries with proportional representation, an alternative route to credible commitment is possible via formal agreement between political parties. Both routes can work well, but political agreements tend to have internal mechanisms for mediating conflicts that subsequently arise, whereas delegation relies on intra-party politics. Scope 3 emissions from the UK higher education sector are globally significant, and long-distance air travel and catering are particularly emissions-intensive aspects of workplace routine. They each present complex problems, as transition to low-carbon alternatives requires the reconfiguration of professional practices. This paper examines the sustainability policies of 66 UK universities to establish the extent to which planning and action in these areas are commensurate with climate emergency declarations. The findings indicate that universities recognize their role in creating demand for long-distance travel and sustaining high-carbon diets. However, few have specific emissions reduction targets or action plans that would rapidly and substantially reduce emissions in these areas. Discussion focuses on two core points; first, how greater cohesion in reporting and target-setting can be achieved across the sector to raise the ambition of targets and intervention; and second to identify opportunities for institutions to disrupt and reshape professional practices to reduce emissions in these areas. Key Policy Insights Reducing emissions in the higher education sector requires organizations to foster low-carbon academic practices by engaging with the systemic cultural and material conditions that support high-carbon academic practices. The establishment of robust targets, action plans and monitoring processes would further support sector-wide decarbonization, and require consensus across HE institutions and governing bodies. Sector-wide agreement on the level and pace of emissions reduction will help to accelerate ambition regarding Scope 3 emissions reduction and determining the appropriate contribution of different institutions will help identify where action is most urgently required. Findings suggest a need for absolute targets for emissions reduction associated with long-distance travel, and that food policies focus on achieving a volumetric reduction in the weight of meat served so that absolute levels of greenhouse gas emissions are reduced. Travel and food provision are complex aspects of university emissions, but a climate emergency framing requires all organizations to use their full range of influence to rapidly and substantially reduce emissions. Harmonious coexistence between humans, other animals and ecosystem services they support is a complex issue, typically impacted by landscape change, which affects animal distribution and abundance. In the last 30 years, afforestation on grasslands across Great Britain has been increasing, motivated by socio-economic reasons and climate change mitigation. Beyond expected benefits, an obvious question is what are the consequences for wider biodiversity of this scale of landscape change. Here, we explore the impact of such change on the expanding population of common buzzards Buteo buteo, a raptor with a history of human-induced setbacks. Using Resource-Area-Dependence Analysis (RADA), with which we estimated individuals’ resource needs using 10-day radio-tracking sessions and the 1990s Land Cover Map of GB, and agent-based modelling, we predict that buzzards in our study area in lowland UK had fully recovered (to 2.2 ind km−2) by 1995. We also anticipate that the conversion of 30%, 60% and 90% of economically viable meadow into woodland would reduce buzzard abundance nonlinearly by 15%, 38% and 74%, respectively. The same approach used here could allow for cost-effective anticipation of other animals’ population patterns in changing landscapes, thus helping to harmonize economy, landscape change and biodiversity. The Glastir Monitoring and Evaluation Programme (GMEP) ran from 2013 until 2016, and was probably the most comprehensive programme of ecological study ever undertaken at a national scale in Wales. The programme aimed to (1) set up an evaluation of the environmental effects of the Glastir agri-environment scheme and (2) quantify environmental status and trends across the wider countryside of Wales. The focus was on outcomes for climate change mitigation, biodiversity, soil and water quality, woodland expansion and cultural landscapes. As such, GMEP included a large field survey component, collecting data on a range of elements including vegetation, land cover and use, soils, freshwaters, birds and insect pollinators from up to 300 1 km squares throughout Wales. The field survey capitalised upon the UKCEH Countryside Survey of Great Britain, which has provided an extensive set of repeated, standardised ecological measurements since 1978. The design of both GMEP and the UKCEH Countryside Survey involved stratified-random sampling of squares from a 1 km grid, ensuring proportional representation from land classes with distinct climate, geology and physical geography. Data were collected from different land cover types and landscape features by trained professional surveyors, following standardised and published protocols. Thus, GMEP was designed so that surveys could be repeated at regular intervals to monitor the Welsh environment, including the impacts of agri-environment interventions. One such repeat survey is scheduled for 2021 under the Environment and Rural Affairs Monitoring and Modelling Programme (ERAMMP). Data from GMEP have been used to address many applied policy questions, but there is major potential for further analyses. The precise locations of data collection are not publicly available, largely for reasons of landowner confidentiality. However, the wide variety of available datasets can be (1) analysed at coarse spatial resolutions and (2) linked to each other based on square-level and plot-level identifiers, allowing exploration of relationships, trade-offs and synergies. Background: The anthropogenic increase of atmospheric CO2 concentration (ca) is impacting carbon (C), water, and nitrogen (N) cycles in grassland and other terrestrial biomes. Plant canopy stomatal conductance is a key player in these coupled cycles: it is a physiological control of vegetation water use efficiency (the ratio of C gain by photosynthesis to water loss by transpiration), and it responds to photosynthetic activity, which is influenced by vegetation N status. It is unknown if the ca-increase and climate change over the last century have already affected canopy stomatal conductance and its links with C and N processes in grassland. Results: Here, we assessed two independent proxies of (growing season-integrating canopy-scale) stomatal conductance changes over the last century: trends of δ18O in cellulose (δ18Ocellulose) in archived herbage from a wide range of grassland communities on the Park Grass Experiment at Rothamsted (U.K.) and changes of the ratio of yields to the CO2 concentration gradient between the atmosphere and the leaf internal gas space (ca – ci). The two proxies correlated closely (R2 = 0.70), in agreement with the hypothesis. In addition, the sensitivity of δ18Ocellulose changes to estimated stomatal conductance changes agreed broadly with published sensitivities across a range of contemporary field and controlled environment studies, further supporting the utility of δ18Ocellulose changes for historical reconstruction of stomatal conductance changes at Park Grass. Trends of δ18Ocellulose differed strongly between plots and indicated much greater reductions of stomatal conductance in grass-rich than dicot-rich communities. Reductions of stomatal conductance were connected with reductions of yield trends, nitrogen acquisition, and nitrogen nutrition index. Although all plots were nitrogen-limited or phosphorus- and nitrogen-co-limited to different degrees, long-term reductions of stomatal conductance were largely independent of fertilizer regimes and soil pH, except for nitrogen fertilizer supply which promoted the abundance of grasses. Conclusions: Our data indicate that some types of temperate grassland may have attained saturation of C sink activity more than one century ago. Increasing N fertilizer supply may not be an effective climate change mitigation strategy in many grasslands, as it promotes the expansion of grasses at the disadvantage of the more CO2 responsive forbs and N-fixing legumes. In this work, we construct a multi-decade analysis of passenger car emissions in the UK based on real driving emissions data. An important part of the study is the use of extensive vehicle emission remote sensing data covering multiple measurement locations, time periods, environmental conditions and consisting of over 600,000 measurements. These data are used to consider two scenarios: first, that diesel fuel use was not promoted in the early 2000s for climate mitigation reasons, and second, that there was not a dramatic decline in diesel fuel use following the Dieselgate scandal. The strong growth of diesel fuel use coincided with a time when diesel NO x emissions were high and, conversely, the strong decrease of diesel fuel use coincided with a time when diesel vehicle after-treatment systems for NO x control were effective. We estimate that the growth in diesel car use in the UK results in excess NO x emissions of 721 kt over a three decade period; equivalent to over 7 times total annual passenger car NO x emissions and greater than total UK NO x emissions of 681.8 kt in 2021 and with an associated damage cost of £5.875 billion. However, the sharp move away from diesel fuel post-Dieselgate only reduced NO x emissions by 41 kt owing to the effectiveness of modern diesel aftertreatment systems. [ABSTRACT FROM AUTHOR]

The UK Government has pledged to achieve net-zero carbon emissions by 2050 but also champion open multilateral trade and pursue new trade relationships with geographically distant partners. The dynamism of policymaking in both areas, as the UK leaves the EU, provides a useful case study for the larger question of how to reconcile liberal trade policy with a net-zero target. After setting out the relevance of trade policy to the climate target, we examine areas at their intersection: current and proposed UK green subsidies, regulatory trade barriers, potential carbon border adjustment, fossil fuel subsidies and free trade agreements. We apply two analytical tests: compliance with relevant World Trade Organisation obligations and coherence with the net-zero climate target. The analysis is hindered by uncertainty, primarily regarding the extent of future global climate ambition, but there are clear areas in which the UK could strengthen its approach to climate change mitigation without undermining its commitment to open trade. Barring a major increase in global ambition, achieving the net-zero target will, however, likely require new trade restrictions. The implication is that, rather than being situated at the margins, the climate target must comprise a central objective of trade strategy. [ABSTRACT FROM AUTHOR]

Aim: We compare the performance of habitat suitability models using climate data only or climate data together with water chemistry, land cover and predation pressure data to model the distribution of European grayling (Thymallus thymallus). From these models, we (a) investigate the relationship between habitat suitability and genetic diversity; (b) project the distribution of grayling under future climate change; and (c) model the effects of habitat mitigation on future distributions. Location: United Kingdom. Methods: Maxent species distribution modelling was implemented using a Simple model (only climate parameters) or a Full model (climate, water chemistry, land use and predation pressure parameters). Areas of high and low habitat suitability were designated. Associations between habitat suitability and genetic diversity for both neutral and adaptive markers were examined. Distribution under minimal and maximal future climate change scenarios was modelled for 2050, incorporating projections of future flow scenarios obtained from the Centre for Ecology and Hydrology. To examine potential mitigation effects within habitats, models were run with manipulation of orthophosphate, nitrite and copper concentrations. Results: We mapped suitable habitat for grayling in the present and the future. The Full model achieved substantially higher discriminative power than the Simple model. For low suitability habitat, higher levels of inbreeding were observed for adaptive, but not neutral, loci. Future projections predict a significant contraction of highly suitable areas. Under habitat mitigation, modelling suggests that recovery of suitable habitat of up to 10% is possible. Main conclusions: Extending the climate‐only model improves estimates of habitat suitability. Significantly higher inbreeding coefficients were found at immune genes, but not neutral markers in low suitability habitat, indicating a possible impact of environmental stress on evolutionary potential. The potential for habitat mitigation to alleviate distributional changes under future climate change is demonstrated, and specific recommendations are made for habitat recovery on a regional basis. Since the UK introduced a Climate Change Act (CCA) in 2008, similar legislation has followed in a number of states, with each having a slightly different take. What unites these examples is that they all represent framework legislation that aims to facilitate climate change mitigation by creating continuous policy processes whereby mechanisms for the reduction of greenhouse gas (GHG) emissions are developed and implemented. This article is concerned with the extent to which they are living policy processes or rather symbolic gestures. We analyse seven European CCAs with regard to GHG emission reduction targets, planning/implementation mechanisms, and feedback/evaluations prescribed by the laws. These three features correspond with three aspects of climate policy integration (CPI): interpretations of CPI as a norm; CPI as a process of governing; CPI as a policy outcome. We show that CCAs address all three aspects of CPI and constitute living policy processes, although to varying extents. However, CCAs are also policy processes in that they are part of a political system, affected by political forces external to the legislation, positively and negatively. Key policy insights CCAs can provide a normative basis for policymaking on climate change at the national level, especially through quantitative emission reduction targets. Whilst CCAs can bring some stability and predictability to policymaking on climate change (mainly because legislation is more difficult to amend or remove than policy strategies), they are still vulnerable to political developments. Most CCAs lack either short/medium-term (Denmark, Finland, Ireland, Sweden) or long-term (Austria) targets. Given EU Member States' aim to decarbonise in the next three decades and the Paris Agreement's global goal of pursuing efforts to limit warming to 1.5°C, states need to find ways to guide this process. One approach could be the inclusion of short-term, medium-term and long-term targets in their CCAs. Since sanctioning mechanisms are lacking across all the CCAs analysed here, it is not clear what will happen if legally binding targets are not met. Just as it is difficult to imagine speed limits and speed cameras without accompanying penalties, it is hard to imagine how CCAs without sanctions can deliver decarbonization. [ABSTRACT FROM AUTHOR]

Projections of UK greenhouse gas emissions estimate a shortfall in existing and planned climate policies meeting UK climate targets: the UK's mitigation gap. Material and product demand is driving industrial greenhouse gas emissions at a rate greater than carbon intensity improvements in the economy. Evidence shows that products can be produced with fewer carbon intensive inputs and demand for new products can be reduced. The economy‐wide contribution of material productivity and lifestyle changes to bridging the UK's mitigation gap is understudied. We integrate an input‐output framework with econometric analysis and case study evidence to analyse the potential of material productivity to help the UK bridge its anticipated emissions deficits, and the additional effort required to achieve transformative change aligned with 2 and 1.5°C temperature targets. We estimate that the emissions savings from material productivity measures are comparable to those from the Government's planned climate policy package. These additional measures could reduce the UK's anticipated emissions deficit up to 73%. The results demonstrate that material productivity deserves greater consideration in climate policy. Mobilizing climate finance for climate change mitigation is a crucial part of meeting the 'well-below' 2°C goal of the Paris Agreement. Climate finance refers to investments specifically in climate change mitigation and adaptation activities, which involve public finance and the leveraging of private finance. A large proportion of climate finance is Official Development Assistance (ODA) from OECD countries to ODA-eligible countries. The evidence shows that the largest proportion of climate finance for climate change mitigation has been channelled to the development of renewable energy, with a much smaller proportion flowing to other crucial forms of clean energy-related measures, such as demand-side management (DSM) (particularly sustainable cooling) and carbon capture, usage and storage (CCUS). This forms the rationale and aim of this synthesis paper: to review the role of climate finance to develop clean energy beyond renewables. In doing so, the paper draws on practical policy and programme experiences of some donor countries, such as the UK, and Development Finance Institutions (DFIs). This paper argues that a greater amount of climate finance from OECD countries to ODA-eligible fossil fuel-intensive emerging economies and developing countries is required for sustainable cooling and CCUS, particularly in the form of technical assistance and clean energy innovation. Key policy insights Demand-side management (DSM) and carbon capture, usage and storage (CCUS) are underfunded in climate finance compared with the promotion of renewables. Climate finance for sustainable cooling, in particular, represents just 0.04% of total ODA, despite cooling projected to represent 13% of global emissions by 2030. Public investment in CCUS is limited at US $28 billion since 2007, despite the costs of meeting the Paris Agreement estimated to be 40-128% more expensive without CCUS. Climate change is projected to increase the frequency, intensity and unpredictability of extreme weather events across the globe and these events are likely to have significant mental health implications. The mental health literature broadly characterises negative emotional reactions to extreme weather experiences as undesirable impacts on wellbeing. Yet, other research in psychology suggests that negative emotional responses to extreme weather are an important motivation for personal action on climate change. This article addresses the intersection of mental health and functional perspectives on negative emotions, with a specific focus on the potential that reduced negative emotional responses to extreme weather may also translate to diminished motivation to undertake climate change mitigation actions – which we term the 'resilience paradox'. Using survey data gathered in the aftermath of severe flooding across the UK in winter 2013/2014, we present new evidence indicating that self-appraised coping ability moderates the link between flooding experience and negative emotions and thereby attenuates the indirect link between flooding experience and climate change mitigation intentions. We conclude that support for flood victims should extend beyond addressing emotional, physical and financial stresses to include acknowledgement of the involvement of climate change and communication of the need for action to combat future climate risks. Key policy insights Psychological resilience to flooding and other extreme weather events can translate to diminished motivation to mitigate climate change Negative emotional reactions need to occur at an optimal level to enable people to respond appropriately to climate risks. Flood victims' subjective appraisal of their ability to cope does not necessarily encompass consideration of the role played by climate change. Therefore, support for victims of extreme weather should include explicit acknowledgement of the involvement of climate change and the need for action to mitigate future climate risks. The saltmarsh carbon storage potential is a key topic in blue carbon research and climate policy. Ecosystem service valuations provide valuable information to policymakers for habitat management and climate change mitigation policies. Yet, only few saltmarsh valuation studies have included the carbon storage service in the UK context. This paper investigates how the public values saltmarsh ecosystem services, focussing on the carbon storage service. We used a choice experiment to elicit the willingness to pay (WTP) of a representative sample of the Scottish public to support interventions that would maintain or improve the provision of these services. Furthermore, we tested the effect of information on individuals' preferences and WTP with a split sample approach where one group received a treatment in the form of additional information. We found that (i) all attributes had a significant influence on individuals' choices; (ii) both groups had, on average, a positive marginal WTP for all presented ecosystem services; (iii) the treated sample had, on average, no significantly different marginal WTP for carbon storage than the control group. This paper adds to the limited literature on the saltmarsh carbon storage ecosystem service and demonstrates a developed nation's public's openness to nature-based climate change mitigation solutions. Food systems contribute 23–42% of global greenhouse gas emissions. Reducing food system emissions is an essential component of climate change mitigation, and a system-wide approach, including production, processing, trade and demand-side transformations, will be needed. Long-term analysis of greenhouse gas (GHG) emissions of food supply is crucial for informing this transformation, and understanding the processes contributing to existing trends can reveal opportunities for future mitigation strategies. To address these needs we used data on food supply, trade and emission intensity to quantify changes in GHG emissions between 1986 and 2017 resulting from food supply in the United Kingdom (UK). Uniquely, the relative contributions of supply-side and demand-side changes to historical trends in food emissions were assessed, and the gap between current UK food consumption and EAT-Lancet recommended diets was used to estimate the additional GHG emission reductions that could be achieved by shifting to the Planetary Health Diet (PHD). It was estimated that in the UK, per-capita GHG emissions from food fell by 32% (from 4.6 tCO 2 eq/capita to 3.1 tCO 2 eq/capita) between 1986 and 2017. Of this 32% reduction, 21% was due to supply-side changes (a fall in emission intensity per unit of production due to increased efficiency of farming practices), 10% was due to demand-side changes (including dietary change and waste reduction), and 2% was due to changing trade patterns. Relative to the PHD, however, the average UK citizen still greatly over-consumes beef, lamb and pork, tubers and starchy vegetables and dairy products, and under-consumes vegetables, nuts, and legumes. It was estimated that by adopting the PHD, UK per capita food emissions could be reduced by a further 42% to 1.8 tCO 2 eq/capita. These results expose the historic contributions of both supply- and demand-side changes to reductions in GHG emissions from food, and highlight the underutilised potential of dietary change in contributing to mitigation of GHG emissions from food. Community-owned energy projects are viewed as compelling contributors towards renewable energy targets. They contribute to curtailing the use of carbon intensive energy sources, consequently aiding mitigation of climate change, and can contribute towards a sustainable, localised economy. The success and expansion of the sector varies. However, there is a lack of knowledge regarding the development of the sector between sub-state nations. This qualitative, comparative study looks at the sector in the sub-state, devolved nations of Wales and Scotland within the UK. Through a series of in-depth interviews with community energy practitioners in four case study sites in Scotland and Wales, this study shows how policy and governance practices can influence the sector and those working at grassroots level. The UK has been one of the few countries that has successfully decoupled final energy consumption from economic growth over the past 15 years. This study investigates the drivers of final energy consumption in the UK productive sectors between 1997 and 2013 using a decomposition analysis that incorporates two novel features. Firstly, it investigates to what extent changes in thermodynamic efficiency have contributed to overall changes in sectoral energy intensities. Secondly, it analyses how much of the structural change in the UK economy is driven by the offshoring of energy-intensive production overseas. The results show that energy intensity reductions are the strongest factor reducing energy consumption. However, only a third of the energy savings from energy intensity reductions can be attributed to reductions in thermodynamic efficiency with reductions in the exergy intensity of production making up the reminder. In addition the majority of energy savings from structural change are a result of offshoring, which constitutes the second biggest factor reducing energy consumption. In recent years the contributions of all decomposition factors have been declining with very little change in energy consumption after 2009. This suggests that a return to the strong reductions in energy consumption observed between 2001 and 2009 in the UK productive sectors should not be taken for granted. Given that further reductions in UK final energy consumption are needed to achieve global targets for climate change mitigation, additional policy interventions are needed. Such policies should adopt a holistic approach, taking into account all sectors in the UK economy as well as the relationship between the structural change in the UK and in the global supply chains delivering the goods and service for consumption and investment in the UK. Providing children with a clear understanding of climate change drivers and their mitigation is crucial for their roles as future earth stewards. To achieve this, it will be necessary to reverse the declining interest in STEM (Science, Technology, Engineering and Mathematics) education in schools in the UK and other countries, as STEM skills will be critical when designing effective mitigation solutions for climate change. The 'Heat-Cool Initiative' was co-designed and successfully implemented in five primary/secondary UK schools, as a playful learning tool to unleash student interest in STEM subjects. 103 students from two cohorts (years 5–6 and 7–9) participated in five Heat-Cool activity sessions where they used infrared cameras to explore the issue of urban heat. Their learning was evaluated using a multi-functional quantitative assessment, including pre- and post-session quizzes. Climate change literacy increased by 9.4% in primary school children and by 4.5% in secondary school children. Analyses of >2000 infrared images taken by students, categorised into 13 common themes, revealed age-related differences in children's cognitive development. At primary school age, images of the 'self' dominated; secondary school children engaged more with their physical environment. This novel approach demonstrated the importance of developing tailored technology-enhanced STEM education programmes for different age cohorts, leading to a high capacity for improving learning outcomes regarding climate change. Such programmes, embedded in school curricula nationally and internationally, could become a much-needed positive contribution to reaching the United Nation's Sustainable Development Goals, especially Goals 4 (Quality Education) and 13 (Climate Action). Grasslands account for ∼30% of global terrestrial carbon (C), of which most is stored in soils and provide important ecosystem services including livestock and forage production. Reseeding of temporary grasslands on a 5-year cycle is a common management practice to rejuvenate sward productivity and reduce soil compaction, but is physically disruptive and may reduce soil organic carbon (SOC) stocks. However, research to date is limited, which impacts on the ability to optimise grassland management for climate change mitigation. To determine whether extending the time interval up to 20 years between grassland reseeding can increase stable SOC stocks, a soil survey was conducted across three UK grassland chrono-sequences comprising 24 fields on contrasting soil types. We found that grassland SOC stocks (39.8–114.8 Mg C ha−1) were higher than co-located fields in arable rotations (29.3–83.2 Mg C ha−1) and the relationship with grassland age followed a curvilinear relationship with rapid SOC stock accumulation in the year following reseeding (2.69–18.3 Mg C ha−1 yr−1) followed by progressively slower SOC accumulation up to 20 years. Contrary to expectation, all grasslands had similar soil bulk densities and sward composition questioning the need for traditional 5-year reseeding cycles. Fractionation of soils into stable mineral associated fractions revealed that coarse textured grassland topsoils (0–15 cm) were near-saturated in C irrespective of grassland age whilst loam soils reached saturation ∼10 years after reseeding. Fine-textured topsoils and subsoils (15–30 cm) of all textures were under saturated and thus appear to hold the most potential to accrue additional stable C. However, the lack of a relationship between C saturation deficit and grassland age in subsoils suggests that more innovative management to promote SOC redistribution to depth, such as a switch to diverse leys or full inversion tillage may be required to maximise subsoil SOC stocks. Taken together our findings suggest that extending the time between grassland reseeding could temporarily increase SOC stocks without compromising sward composition or soil structure. However, detailed monitoring of the trade-offs with grassland productivity are required. There is an increasingly urgent need to remove CO 2 from the atmosphere. Increasing C storage in soils has been discussed as a possible method of achieving this. Regardless of whether increasing soil C would result in reduced atmospheric C or not, increasing the amount of organic carbon (OC) stored as organic matter in soils is widely regarded as leading to agronomic benefits such as increased water retention and resistance to erosion. Fe oxides adsorb OC in soil, protecting it from degradation. In this study we investigated the use of waste ochre (Fe oxy-hydroxide) that precipitates from the drainage of former coal mines as a soil amendment to increase C storage in soils via reduced C lability. In preliminary batch experiments, ochres reduced the release of OC from soils into solution. In plant growth experiments with wheat (var. Skyfall, RAGT) 5 wt% amendments of ochre to soils significantly reduced the concentration of hot water extractable OC by approximately 16% and OC lost from the soils in leachate by approximately 43%. Above ground plant biomass was significantly reduced by approximately 50% in the amended soils. There was no evidence for increased uptake of potentially toxic elements in the plants from the ochre-amended soils compared to the study controls but Olsen P extractable phosphate was decreased by the ochre amendments. In subsequent experiments with agronomically realistic additions of KH 2 PO 4 there was no difference in plant biomass between the study controls and the ochre-treated soils suggesting that reduced plant growth was due to reduced P availability; C lability was still significantly reduced. Furthermore, the ochre amendments helped retain th added phosphate in the soil. These results indicate that Fe oxide amendments to soil may be a viable way of changing soil chemistry in order to increase the amount of OC retained in soils. Further experiments investigating the impacts of the ochre amendments on greenhouse gas emissions and soil biology are required followed by field trials where the impact of more variable soil moisture and temperature effects can be assessed and crops grown to harvest. In the face of a changing climate, a growing number of construction firms are adopting carbon reduction targets on individual projects and across their portfolios. In the wake of the Paris Agreement, some firms are seeking a means of aligning their targets with sectoral, national and international mitigation commitments. There are numerous ways by which such an alignment can be achieved, each requiring different assumptions. Using data from the UK construction industry, this paper reviews current company commitments and progress in carbon mitigation; analyses the unique challenges in aligning construction targets, and presents a series of possible sectoral decarbonisation trajectories. The results highlight the disparity between current company targets and the range of possible trajectories. It is clear that a cross-industry dialogue is urgently required to establish an appropriate response that delivers both a widely-accepted target trajectory and a plan for its delivery. This paper is intended to stimulate and support this necessary debate by illustrating the impact of different methodological assumptions and highlighting the critical features of an appropriate response. The reality of anthropogenic climate change is increasingly apparent, with significant implications for railway and other infrastructure networks. As a transport mode with a relatively small environmental impact, rail has a potentially valuable role to play in climate change mitigation. However, this potential can be realised only if railways are adapted to withstand the effects of the increasingly extreme weather associated with climate change. This requirement is widely acknowledged by governments and the railway industry, and the required responses to the specific potential effects of climate change are well known and understood. However, a review of the literature indicates a need for a decision support system to prioritise the interventions required for the adaptation in the face of uncertainty about both the frequency and scale of future extreme weather events and the nature and the levels of future passenger and freight traffic on the railways. This paper proposes a seven-step framework for the classification of the UK railway network, the assessment of the economic value of traffic using the network (and thus the economic costs of weather-related disruption), the identification of appropriate remedial measures and their costs and thus the prioritisation of these measures by means of cost-benefit analysis. The winter of 2013/2014 saw a series of severe storms hit the UK, leading to widespread flooding, a major emergency response and extensive media exposure. Previous research indicates that experiencing extreme weather events has the potential to heighten engagement with climate change, however the process by which this occurs remains largely unknown, and establishing a clear causal relationship from experience to perceptions is methodologically challenging. The UK winter flooding offered a natural experiment to examine this question in detail. We compare individuals personally affected by flooding ( n = 162) to a nationally representative sample ( n = 975). We show that direct experience of flooding leads to an overall increased salience of climate change, pronounced emotional responses and greater perceived personal vulnerability and risk perceptions. We also present the first evidence that direct flooding experience can give rise to behavioural intentions beyond individual sustainability actions, including support for mitigation policies, and personal climate adaptation in matters unrelated to the direct experience. Waste-related methane (CH 4) emissions could account for 31% of total UK CH 4 emissions. Waste management strategies in the UK have recently changed as more waste is diverted from landfills to anaerobic digesters (AD) and composting facilities, which can be significant sources of CH 4. In this study, we combined mobile CH 4 emissions data from waste treatment facilities to perform a life cycle assessment of current biowaste treatment and potential future mitigation, including AD, in-vessel composting, incineration, and landfilling scenarios. We found that diverting biowaste from landfill to AD is an effective strategy, but it is not enough to eliminate emissions. The fugitive CH 4 emissions from anaerobic digesters have a significant impact on the environmental sustainability of waste management strategies, with upgrading the biogas into biomethane being the best option for climate change mitigation, in the case where natural gas is replaced. A change in the biowaste strategy can also reduce CH 4 emissions from the waste sub-sector analysed, from 58.2 to 30.3 kilotonnes per year, an emissions saving of approximately 52%. However, with these technologies, net-zero emissions is challenging unless the absolute minimum emissions from the treatment technologies is consistently achieved. Therefore, we strongly recommend a focus on mitigating CH 4 emissions from AD to achieve the goal of net-zero waste management. A successful carbon capture and storage (CCS) policy and programme is widely considered essential to curbing carbon dioxide emissions. What explains the strikingly different policy outcomes in two key European Union political heavyweights and coal economies, the UK and Germany? The UK has decided to contract two specific CCS projects, with explicit timelines for realisation; Germany has made no such decisions. From scrutiny of official documents and in-depth high-level interviews, it was found that the UK has more favourable structural capacity, including offshore storage capacity (which evokes less conflict) and significant oil-industry expertise, and thus an easier task. Moreover, this structural capacity has interacted with a solid political commitment to bring CCS forward in the UK, including specific, multistage funding and a high-level drive to develop CCS, especially after 2009. Mitigating climate change is driving the need to decarbonize the electricity sector, for which various possible technological options exist, alongside uncertainty over which options are preferable in terms of cost, emissions reductions, and energy security. To reduce this uncertainty, we here quantify two questions for the power system of Great Britain (England, Wales and Scotland): First, when compared within the same high-resolution modeling framework, how much do different combinations of technologies differ in these three respects? Second, how strongly does the cost and availability of grid-scale storage affect overall system cost, and would it favor some technology combinations above others? We compare three main possible generation technologies: (1) renewables, (2) nuclear, and (3) fossil fuels (with/without carbon capture and storage). Our results show that across a wide range of these combinations, the overall costs remain similar, implying that different configurations are equally feasible both technically and economically. However, the most economically favorable scenarios are not necessarily favorable in terms of emissions or energy security. The availability of grid-scale storage in scenarios with little dispatchable generation can reduce overall levelized electricity cost by up to 50%, depending on storage capacity costs. The UK can rely on its domestic wind and solar PV generation at lower renewable shares, with levelized costs only rising more than 10% above the mean of 0.084 GBP/kWh for shares of 50% and below at a 70% share, which is 35% higher. However, for more than an 80% renewable generation share to be economically feasible, large-scale storage, significantly more power imports, or domestic dispatchable renewables like tidal range must be available. Recent research on climate change mitigation has emphasized decision-making within tourism businesses is vital for sustainable futures. However, there has been little consideration of how the age of buildings and (historic) property frames, modifies or constrains the sector's response to climate change. Through surveys of accommodation providers in South-West England, this paper explores relationships between property age, energy performance and pro-environmental innovations requiring adjustment to the fabric of buildings. Findings are presented from empirical research with small- and medium-sized tourism enterprises occupying properties often well over a century old. This paper's large-scale data-set and series of intensive case histories demonstrate that property age does not play a straightforward role in encouraging or hindering efforts among accommodation providers to tackle climate change. Some (but not all) businesses with the oldest buildings performed and responded strongest, successfully introducing the latest renewable energy technologies, although adapting older buildings was not without complications and cost implications. Conceptually, this research points to the limits of calls for greater pro-environmental behaviour change without clearer understanding of the contexts and settings in which such behaviour takes place.
