The current work analyzes uneven regional economic development in Poland, Spain and Ukraine. It was determined that the unevenness of the economic development of the regions of the studied countries can be assessed by comparing statistical indicators, namely the index of the unevenness of the economic development of the countries, the dynamics of changes in the population of the studied countries and the comparison of regional economic statistics, in particular the indicators of the gross regional product. In order to identify the unevenness of regional economic development and justify the possible ways of their smoothing or levelling, the article uses such integral indicators as the coefficient of variation or Williamson’s coefficient of variation, weighted coefficient of variation, relative mean deviation and Theil Index. The study of the indicated indicators made it possible to reveal contradictions in their analysis and the need to calculate additional indicators, as well as the influence of factors of direct and indirect influence on the economic unevenness of the regional development of the studied European countries. The problem of financial inclusion of the population is relevant in developing countries, including Ukraine. Analysis of the state of financial inclusion demonstrated a fairly low level of financial services provided to Ukrainians. The purpose of the article is to assess the level of financial inclusion of households in the regions of Ukraine in the market of bank loans in the pre-war period using cluster analysis tools and justify the possibility of their application for the formation of an effective state-regional policy for the restoration and development of the affected territories, in particular, in the context of ensuring access to bank loans. Cluster analysis was the methodological tool of the study. An algorithm of clustering of regions of Ukraine by the level of financial inclusion of the population in the market of bank loans was designed, taking into account such indicators as the number of bank branches, amount of a loan for one person, interest rates on loans to individuals in the regions. As a result of cluster analysis, four clusters were formed with low, middle, high and advanced-level regions by the level of financial inclusion of the population in the market of bank loans. Most Ukrainian regions (15) were determined as having a low level of access to the market of bank loans. This made it possible to conclude that these regions need special attention from the central and local authorities, as well as from financial institutions in terms of facilitation of public access to banking services. The need to strengthen the financial inclusion of the population in Ukraine during martial law and in the post-war period, taking into account the needs of de-occupied and front-line territories, as well as regions with a large number of internally displaced persons, is substantiated. The increase in the unevenness of indicators of regional socio-economic development in Ukraine is causing changes in regional economic security, in addition to the deterioration of national welfare. Therefore, there is a need to develop new theoretical and practical approaches for assessing such disparities and forecasting their dynamics. In this article, a toolkit for modelling crises and catastrophes in disparities of regional development is presented, using the example of Ukraine. The purpose of this study is to create models that assess the crisis dynamics in regional disparities in Ukraine, in order to develop tools for ensuring economic security in the region. To achieve this purpose, the following tasks have been identified: to evaluate convergent-divergent processes and the long-term interaction of regional disparity indicators; to simulate possible crises and catastrophes in various spheres of socio-economic development of regions according to the levels of their disparities; and to demonstrate the mutual dependence between disparities of the regions and levels of their economic security. The result of the crisis dynamic assessment is a set of predictive models of possible catastrophes that may occur in Ukraine's regions. This allows for obtaining reliable results for the qualitative analysis of stability factors of disparities in the socio-economic system, accounting for different time intervals that determine the peculiarities of the country's development. The array of constructed models is an effective tool for researching crisis processes in the dynamics of disparity indicators, as they allow for identifying and more thoroughly investigating non-linear cyclical processes in regional economic development, as well as predicting changes in levels of economic security. Intensification of cross-border cooperation in border regions of Ukraine and Poland should be one of the priorities in the wartime and post-war period. This is primarily substantiated by the significant problems in organizing international logistics of international trade due to the blockade of the sea ports. The paper presents a comprehensive approach to assessing the effectiveness of international logistics and its organization in Poland and Ukraine. The approach utilizes a set of indicators that characterize the current conditions of the transport-logistics system in terms of infrastructural support. Namely, indicators include the Logistics Performance Index, logistics costs, 3PL revenues, export of goods, import of goods, export of transport services, import of transport services, the balance of export-import operations, export-import coverage ratio, volumes of cargo transportation by various modes of transport, cargo turnover by various types of transport, volume of direct Ukrainian investments in Poland, volume of direct Polish investments in Ukraine. The diagnostics results make it possible to identify the key barriers inhibiting the effective organization of foreign economic logistics in the foreign trade of Ukraine and Poland. Restoration of Ukraine's economy requires a flexible logistics system capable of quickly responding to external threats and adapting to them. For this reason, the authorities, business, academia and researchers, the public, and the international community must direct their efforts at overcoming the challenges created by the war. Current logistics infrastructure must be reoriented and all export flows must be redirected from the southern seafaring ports to western land ports. Finally, there should be sufficient institutional basis for the emergence of a cross-border transport and logistics cluster as a tool for territorial development of Ukraine and Poland. Purpose: the main purpose of this paper is to analyse the new infrastructure project in western Ukraine, show its main characteristics and to forecast how it will improve the socio-economic life of this region and how it will rise tourist flows in cross-border territories. Design/methodology/approach: The Small Carpathian Circle was chosen as it is the biggest infrastructure project in western Ukraine that covers three oblast (regions) of Ukraine and will have a cross-border impact. Literature sources, statistical information and estimates data used in this paper were gathered from various international and Ukrainian official sources and websites. Personal knowledge about Carpathian region was also used as the author comes from Lviv oblast of Ukraine. Findings: the outcome of this paper is that the Small Carpathian Circle has to be implemented in the nearest future in order to provide the efficient mobility in Carpathian region of Ukraine on the basis of sustainable development. The main reasons for its slow implementation in 2022 were highlighted. Originality/value: it is the first research paper about the Small Carpathian Circle, as it wasn’t analysed properly by scientists yet. For Ukraine, the digital economy is of great importance and will allow it to take a worthy place among the developed economies of world countries. The authors of the article analyzed the issues of public management of the regional economy of Ukraine in the context of the COVID-19 pandemic and digitalization of the economy, and also studied the experience of foreign countries in resolving this issue. The aim of the study was to investigate the negative processes that accompany Ukraine's economy at the regional level in the context of the coronavirus pandemic and the global economy in this situation, as well as the potential of regional digital instruments to overcome and eliminate the harmful economic consequences of the COVID pandemic. 19. The authors of the article paid special attention to the study of the negative impact of the coronavirus pandemic on the banking system, investment activities, and small business. Based on the study, the main mechanisms of economic development at the regional level with the introduction of digital economy technologies in the context of the COVID-19 pandemic, taking into account its negative consequences and preventing them in the future. The result of the study was the generalization of foreign experience in regulating public governance of the regional economy in the COVID-19 pandemic, taking into account Ukrainian realities, and providing proposals for developing mechanisms for digital economy development at the regional level, taking into account the world by finding practical solutions to overcome and eliminate the negative consequences of the COVID-19 pandemic. Informatization of the economic space causes an increase in the role of consulting in the financial and investment support of the economic development of the regions of Ukraine. Based on the results of the regional measurement of the level of localization of consulting activities in Ukraine, the presence of disparities in the development of management consulting in 2014— 2019 was established. It is stated that the consumption of consulting services in the regions is discrete, fragmentary. Regions are divided into groups depending on the level of demand for consulting services. It was found that the peculiarities of the concentration of consulting are due to the economic situation of the regions, their specialization, territorial concentration of business in large cities, the presence of fierce competition among consulting firms. An obstacle to the growth of the market of consulting services in the regions is the weak understanding of the heads of territorial authorities and business structures of the effectiveness of professional consulting in solving specific socio-economic problems. For the dissemination of consulting in the regions of Ukraine, it is proposed to create regional centers for the development of the consulting community on the basis of organizing a network of branches in the direction from the center of the regional consulting market (regional centers) to nearby territorial entities. The improvement of the consulting climate in the regions will be facilitated by the formation of an effective system of legal regulation of consulting activities, the development of mechanisms for effective interaction of consulting structures, the activation of the activities of professional associations of consultants, the formation of a unified system of reference information about consulting firms, publication of the results of the activities of consulting firms in the media, improvement of the consulting activities of banking institutions. The current state of the implementation of digital technologies in Ukraine and the world in the context of the information economy development is studied. The key differences are identified, the need for systematic action at both regional and national levels for the effective implementation of digitalization is substantiated. Data on the level of the digital economy development in Ukraine in general, and in the regions in particular, as well as examples of successful implementation of digitalization in some countries, are presented. It is investigated that Ukraine is one of the first places in Europe in terms of population with the Internet access. It is established that the process of digitalization of Ukraine’s economy is qualitatively different from that in developed countries. In the context of rapid development of information economy in order to bridge the existing gap with developed countries in the digitalization process, Ukraine needs to implement a number of measures, including: creating a regulatory framework for digital economy, introducing and promoting digital platforms and services for business and population, establishing education systems in order to effectively train specialists in the digital age, creating an effective digital infrastructure, promoting the implementation of Industry 4.0 technologies in industry, etc. The implementation of the proposed actions will bring Ukraine closer to the digitalization level of developed countries and increase social and economic development of the state. The article outlines the components of digital transformation of the regions of Ukraine, among which the emphasis is on creating an effective digital infrastructure; the introduction of Industry 4.0 technologies in industry; e-government and training of the workforce according to the requirements of digital economy. Motivation: In the context of sustainable development, it is objectively conditioned to base the social infrastructure development on the transformations and digitalization of the regional economic space. The transformation of the potential of social infrastructure involves changing not only the quantitative parameters of its components, but also transforming the objects of the infrastructure complex of the region, restructuring the connections between them and moving to a qualitatively new level of development. The determinant of social infrastructure that provides quality human development is education. High-quality educational infrastructure provides comprehensive human development through the formation of a complex of services necessary for the qualitative development of human potential. Aim: The purpose of the research is to analyse the structural and dynamic features of the educational component of social infrastructure at the meso level in Ukraine and Poland, to work out practical recommendations for its transformation and digitalization. Results: An author's methodology for assessing the educational infrastructure development is developed. The methodology includes, in particular, the calculation of the synthetic index for the educational infrastructure development using the method of linear ordering by Julian Perkal. The negative trend of decreasing in the number of Ukrainian educational institutions between 2010 and 2020 is detected. It is established that the dynamics of the number of students in vocational schools and higher education institutions in Ukraine reflects, first, the demographic trends that have taken place and are taking place in the country, as well as society's attitude to vocational and higher education. The proposed modelling of the construction sector and its impact on the economic system of Ukraine based on fuzzy logic methods allowed to optimize the value of industry components due to changes in gross regional product. High adaptability of the used models confirms probability to make a choice of the best strategy of development of the state taking into account the construction potential in particular regions in Ukraine. The scientific value of the research lies in the use of dynamic models of the system to study the relationships of the elements of the micro and mezolevel subsystems. The author of the article has carried out statistical analysis and has made some forecasts concerning the main indicators of economic entities in ecotourism, taking the Dnipropetrovsk region as an example. The correlation coefficients suggested by Pearson, Spearman and Fechner have been calculated to determine the correlation between revenues received from the provision of tourist services and operating expenditures of tourism businesses (tour operators and travel agents) in the region. Strategic directions of the intensification of ecotourism activity development in the Dnipropetrovsk region have been determined, namely: creating appropriate institutional conditions and legal environment, meaning the design and adoption of the Law of Ukraine On Rural Green Tourism, a regional program of ecotourism development, changes and amendments to the Strategy development for the period up to 2027 and the Road Map for its implementation in 2021- 2023; economic support of ecotourism development through public-private partnerships, which would attract private investment and crowdfunding, guarantee preferential lending to farmstead owners to modernize their lodgings, receive training or run promotional campaigns; the implementation of stimulating and encouraging mechanisms to ensure the work of ecotourism infrastructure facilities; creation of an effective quality assurance system for ecotourism services, which will be based on the consumers’ needs, guarantee fundamental standards, include environmental protection criteria. In this paper we present our research about the economic situation in Eastern Slovakia based on official data and on own surveys in the region of Rožňava. We also present our results concerning the economic situation in Uzhgorod region, Ukrainian Transcarpathia. Additionally we discuss the migration trends in Eastern Slovakia and the Ukrainian migration to this part of Slovakia, and especially the one originated from Transcarpathia. Our results with students at the Universities of Košice and Prešovshow the interest of the Ukrainian young people to stay in Slovakia or to emigrate to neighboring EU countries in order to have more professional opportunities, compared to Ukraine. The article is devoted to the research of the information service of open data in the context of influence on the development of the regional economy. The concepts of "ecosystem", "open data", their essence and significance as endogenous and exogenous factors are considered. The state of development of separate elements of the open data ecosystem formed in Ukraine is characterized. The foreign experience of organizing such information resources has been analyzed. The main problems are identified, such as weak integration of regional information resources into a single open data system, insufficient use of the potential of domestic IT professionals.
