The war in Ukraine has challenged the nuclear safety of Ukraine, Europe and the world. This article examines the problems of nuclear safety in Ukraine and outlines some solutions to this ongoing crisis, as well as improvements to international norms where required. In addressing these issues, there is a critical need to revise the existing standards of nuclear safety to prevent nuclear terrorism, create and authorise a special United Nations (UN) Commission to mediate between the warring parties, and hold an international summit on nuclear security to oversee the fulfilment of obligations by member states of the International Atomic Energy Agency and the UN. The ongoing conflict in Ukraine has had a profound impact on both the local population residing in the affected regions and individuals worldwide. Several analysts, reporters and organizations believe the Russia war in Ukraine has enough probes of terrorist activities from attacker, Russian formations. It's not only Wagner militia but regular Russian armed forces implicated in terrorist attack. Consequently, numerous cases are now subject to tribunals, focusing on charges related to terrorist crimes. Schools, hospitals, civilian infrastructure, and vulnerable groups such as children and women have become primary targets of Russian attacks. The failure to address these concerns necessitates a re-evaluation of the available tools within international law to prevent wars or facilitate their peaceful resolution. This paper aims to examine the parallels between the processes, instruments, and tactics employed in warfare and terrorist attacks. It delves into the underlying concept behind various international legal norms, which seek to render the military option less appealing than peaceful alternatives. The case of Russian aggression in Ukraine serves as a tangible example, shedding light on the shortcomings of international law in deterring violations and acts of aggression. However, it also underscores the significance of ongoing development and enhancement of international legal frameworks. In this paper, we will explore the complexities of the conflict and examine whether the actual war in Ukraine can be classified as a terrorist act. Despite its inherent limitations, through this paper we conclude that human international law remains indispensable in confronting terrorist attacks and must be continuously assessed and reinforced to effectively address intricate challenges. The starting thesis of the article is that there is no mistake: the only way out of the war in Ukraine is a negotiated settlement. Attempting to resolve war on the battlefield is not only useless, it prolongs the suffering of those who suffer from the conflict. Based on personal experience, regarding the war that devastated Central America, the conclusion is that negotiating directly with the leaders involved is the only possible way out. Türkiye’s latest success, in bringing the warring sides of Ukraine and Russia to an agreement on the export of grain out of Ukraine’s ports, is due to Ankara’s long time rational strategy of having access to both capitals by keeping the dialog open even during times of conflict. At last, the newly signed grain deal is going to be effective in helping to avert the anticipated worldwide food shortages. This commentary aims to understand the details of this grain deal by focusing first on the Turkish diplomacy that has been on track before and during the Ukraine war, with the Russian and Ukrainian governments. The article provides an overview and comparative analysis of the effectiveness of the response of international governmental and non-governmental organizations to the full-scale invasion of the Russian Federation in Ukraine in 2022 and the effectiveness of measures taken within their competence. Based on the analysis, examples of extremely ineffective actions of international organizations to stop or hinder the actions of the aggressor state are revealed, fundamental shortcomings in the decision-making mechanism of European and world security and political systems are revealed. The paper analyzes the main aspects of the formation and activities of the diplomatic service of Ukraine in 1950-1970. The peculiarities of the work of Ukrainian diplomats in international agencies and institutions are shown. The significance of the diplomatic activities of the heads of the Ministry of Foreign Affairs of the USSR in the context of forming a positive image of identification of the Ukrainian SSR was revealed.
