Gall midges are reported for the fi rst time in Late Eocene Rovno amber from the Olevsk, Zhitomir Region. Th is is the second amber locality to yield gall midges in the Zhitomir Region, aft er Gulyanka. Rovnoholoneurus gen. n. and two new species, Rovnoholoneurus davidi sp. n. and R. miyae sp. n. are described. Bryocrypta laqueata Fedotova, 2005 is transferred to the genus Rovnoholoneurus, and Rovnoholoneurus laqueatus (Fedotova, 2005), comb. n. is established. Dipteran insects constitute 51 % among arthropods of the Rovno Amber. There are 99 species and 23 genera of the Diptera described from the Rovno Amber; however, to date only 32 species are shared with the Baltic Amber fauna, including two species that are treated in this paper. Triphleba schulmanae Brown, 2003 (Phoridae), originally described from the Baltic Amber, is recorded in the Rovno Amber for the first time and its amended description is supplied. Genus Prosphyracephala Hennig, 1965 (Diopsidae), earlier known from the Baltic and Saxonian ambers, the Upper Eocene of Ruby River (Montana, USA) and the Lower Oligocene of Céreste (France), is recorded in the Rovno Amber for the first time. Prosphyracephala aff. s uccini (Loew, 1873) is the first diopsid record from Ukraine. A second specimen of Prosphyracephala kerneggeri Kotrba, 2009 is found in the Baltic amber; the complete wing venation is described for the first time for this species. Vast majority of the Old World Diopsidae are strictly thermophilous. In fact, all of them but the five species of brevicornis group of Sphyracephala Say (three Palearctic and two Nearctic ones) frequent tropic and the warmest subtropic areas, however the thermophilous Diopsidae are known in the New World neither in past nor in contemporary fauna. Disogmus rasnitsyni Kolyada & Perkovsky, sp. n. is described from a fossil inclusion of Late Eocene amber (Ukraine). The new species is most similar to D. basalis (Thomson, 1857), in particular, in the shape of the tyloids and the general shortening of the segments of antennae, but distinctly differs from it and the other species of the genus by having tyloids on flagellar segments 2-4 compared to 3-6 and 4-7 in other species. Cryptophagus alexagrestis Lyubarsky & Perkovsky, sp. n. is described based on a fossil inclusion in Late Eocene Rovno amber (Ukraine). The new species is similar to the extant Cryptophagus skalitzkyi Reitter and C. dilutus Reitter, differing from the latter by having a very transverse, short and dilated 10th antennal segment, and from the former by the very elongate segments of the flagellum.
