The article discusses the possibility that U.S. foreign relations can be assisted by the emergence of Brazil, India, Indonesia, and Turkey as democracies that can support the global order begun after World War II. It is said that institutions such as the United Nations (UN), International Monetary Fund (IMF), and World Trade Organization (WTO) represent a global order in the areas of trade, finance, maritime law, nuclear nonproliferation, and human rights. The article claims that the rise of China is part of the possible fragmentation of this global order.
