The absence of zoning was believed in the past to have no effect at all to a city and its people. So, it is the purpose of this research to resolve these issues. The article has set forth pertinent facts about Houston, Texas and compare them with those found in zoned communities. The experience of the city should not be ignored by those seeking to solve problems stemming from property use and development by the use of zoning techniques. Instead newer and stronger controls, the reverse approach may be in order. About 40 years have elapsed since the Commerce Department persuaded state legislatures to enact legislation authorizing zoning ordinance in the 1930s. The changes that have occurred since then have often not been for the better. The example of Houston, Texas is sufficiently clear, however, to warrant at least an exception to the rule in the area of zoning.
