Law 7/2023, of March 28, on the protection of the rights and welfare of animals, establishes the basic legal framework in Spain for the protection of companion and captive wild animals. The law seeks to guarantee the rights and welfare of animals, defining a regulatory framework that allows for their maximum protection. Administrative mechanisms are established to promote animal protection, a new Central Registry System is regulated, and instruments for monitoring and implementing public policies on animal protection are created. In addition, obligations and prohibitions are established for owners or caretakers of companion animals and captive wild animals. The law will come into effect on September 29, 2023, and will affect other laws related to land transportation, animal health, and animal care. [Extracted from the article]

In the present work, it is proposed to investigate the particularities that the Spanish housing problem assumes, emphasizing the experience of struggle and work of the Platform of People Affected by Mortgage. From a research stay developed in the city of Madrid, the centrality that the platform assumes will be addressed to stress the hegemonic narrative regarding the housing crisis and enable collective processes so that the people who participate can stop blaming themselves, conceiving themselves as victims. In this way, it is interesting to analyze the ways in which this category is mobilized in the claim of the right to housing and in the generation of a political commitment with housing demands that are inscribed in the public scene. The aim of these introductory remarks is to offer the frame of the monographic revision about the rights of the elderly population, which you will have the opportunity to read in this paper. There are two previous points we must take into account. First, that elder population has been permanently increasing all along last century. Moreover, according with the demographic previsions this tendency will persist within the next decades. Second, that we are talking about a colective that must be considered victime of this new form of agression named ageism. In addition to stereotypes and preiuices, age discrimination is an extended and badly recognized phenomenon. Elder rights have been emphasized by supranational institutions, like United Nations or the World Health Organization, through calls and oficial declarations along last years. This work studies the freedom of movement and circulation recognized to people with disabilities, which is key to building a 'mobile citizenship' that allows their social inclusion, facing the disadvantages of mobility in transport. The exercise of this freedom must be guaranteed with measures of universal design and, if necessary, with reasonable adjustments that do not imply a disproportionate burden. The main outcome is to show that, in Spain, people with chronic kidney disease who perform automated peritoneal dialysis face a set of barriers that prevent the enjoyment of freedom of movement and circulation on equal terms with other people with disabilities requiring the use of mobility equipment. The added value of this work lies in the fact that it raises a new face of universal accessibility, the right to mobility, compatible with the security and reasonable accommodation approach. Immigrants in Spain are in a situation of vulnerability at different levels and for multiple reasons. This condition, understood as precariousness and defenselessness, is consolidated from three circles of vulnerability. Firstly, the administrative situation in which the immigrant finds himself, which graduates his legal status. Secondly, the limits on the exercise of rights, which is indicated by the absence of material equality, especially with regards to social rights. Finally, the consolidation of the anti-immigration discourse, which sustains and reinforces the two previous circles from racism, xenophobia and populism. "Inclusiva Sí, Especial También" is an organization made up of people and institutions grouped in response to a climate of opinion auspicious to a foreseeable closure of Special Education Centers in Spain, generated in turn by different official bodies (United Nations, Spanish Government, Political Parties, Third Sector). This paper makes an approach to the behavior and interactivity of promoters and followers of the initiative "Inclusiva Sí, Especial También" in the social network Twitter, taking as reference the publications generated around the demonstration gathered on February 23, 2019 in Valladolid (Spain) against the closing of the Special Education Centers. The qualitative analysis of the Tweets shows two main plot categories and a common narrative strategy of the agents and actors in action on Twitter. The structural tensions accumulated in the long and unfinished process of inclusion of people with disabilities in the mainstream education system, has crystallized into a movement of resistance in front of the fear of losing segregated services, as the only source of specialized support. This paper aims to investigate the engagement of community communication initiatives and their constitutive organizations in the regulatory process of di-gitization at different countries like Brazil and Spain. It is a comparative case study between these two countries, their differences and similarities of their political and cultural aspects that need to be highlighted: they're at different moments of the transition to the digitalization of TV transmission; they have different structure and involvement from constituted organizations of community communication initiatives and have different and complex governments in regard to the proximity of community communication questions. Objectives: Collecting conceptual lessons for the initiatives on mental disabilities and determining what methodological interventions elements contribute the most to the inclusion of the group. Materials and Methods: Research focused on the Cacap case, Toledo, Spain2. We integrated qualitative tools (review of documentation and interviews performed to intervention subjects, among others), and quantitative tools (AHP), data studied with content analysis. Results: the "specificity" that conceptually and methodologically guides the intervention of Cecap, in dialogue with the c i F - o M s, the social model and the rights approach, understands the group as people with specific and differentiated characteristics, exactly as people without disabilities. Methodologically, working from individual intervention plans has the top priority for inclusion. The secular model of the State is propounded, among other countries, by Spain and Turkey, both of which played a decisive role in the defense of an ambitious and alluring "Alliance of Civilizations", forged as an alliance between the Islamic and Occidental civilizations. Here we will demonstrate how these countries, so closely linked to the objective of achieving an "Alliance of Civilizations", would come to defend religious principles diametrically opposed to this goal. The possibility that the Statutes of Autonomy regulate rights has been a matter that constitutionalist has turned out to be specially polemic in the last years. The STC 31/2010 concludes this topic proclaiming the effective constitutionality of the regulation of statutory rights and establishing his limited scope. The Constitutional Court has added that the statutory rights are not actually civil rights but simple mandates to the autonomous public power. This supposes that only they will be exigibles when the autonomous legislator has developed them. The statutory rights are materially linked to the own area of the autonomous community. This article discusses the relationship between the Argentine government and the indigenous population living in the Río de la Plata viceroyalty from the 18th century until the Argentine Revolution beginning in 1810. It examines the social and economic activity of the people in this region, as well as the labor conflicts that arose during this time period. The author analyzes the influence of these labor and civil rights conflicts on the natives' participation in the revolution, using historical documents, newspapers, and laws written at the time.

This article posits the idea that the recognition of Same-sex marriage, which have been achieved by the Spanish (LGTB) movement, is a non-reformist reform. That is to say rather than a conservative assertion, which modifies the naturalized character of marriage by imposing it on new subjects (homosexuals), it is a deinstitutionalization mechanism. This means that while affirming the full citizenship of the LGTB groups, in other words their social recognition, it also deconstructs marriage in two ways. Firstly, through the understanding of this institution as culturally and socially constructed and therefore subject to subsequent modifications throughout its history. Secondly, Same-sex marriage being a contradiction in itself (from the point of view of an integrated network of meanings and practices) reveals the 'overflow' of that same institution. Proactive policies, giving people the tools to face this social change with peace of mind, from knowledge; policies aimed not just at immigrants, but at everyone living in our towns and cities. At the Department of Equality and Citizenship of the Diputación de Barcelona, we are committed to citizenship policies. Those that put everyone at the centre of public action, with the objective of working towards better living together and social cohesion. Background: Students with intellectual disability need good practices under holistic approaches regarding assessment and intervention for guaranteeing their right for inclusive education. These practices are settled in Spain by the state-level educational policies which are specified via the regulations developed by each autonomous community. The variety of regulations existing, demands its individualized and critic review with the aim of knowing if regulations offer scientifically-updated frameworks that support the decision making-process. Method: state-level educational policies and their developments in the regulations-in-force in each autonomous community that regulate attention to diversity have been analyzed using a checklist that includes the variables that define each stage of attention to diversity process and also the research-based models for assessment and intervention within the field of intellectual disability. Results: the attention to diversity aims assessment and intervention at organizational and curricular aspects and there is a lack of strategies regarding assessment and intervention in self-determination and quality of life, which are transcendental in the inclusion of students with intellectual disability. Conclusions: understanding of special educational needs in the regulations and the lack of developments related to the UN Convention on the Rights of Persons with Disabilities are barriers for inclusive practices regarding students with intellectual disability, being necessary adopting scientifically-based models of assessment and intervention in the development of legal frameworks that guarantee the inclusion and are aimed at the full development and improvement of quality of life of students with intellectual disability. After the approval of the Constitution there have been major improvements on the juridical status of the patient in general and specifically of the mental kind. Nevertheless the regulation of the rights regarding the mental patients has been less thorough. Consequently there are significant deficiencies regarding this matter, being the existing regulations minimal, those which do not take on account the most relevant international reference tools. With the approval of the New York Convention major legal reforms have been introduced regarding the sensory and physically handicapped. However not the same has happened with the case of those with mental conditions. On this subject exists a sizable delay on the adaptation of our juridical application to this Convention. Furthermore major problems arise for its implementation. This changes the traditional assistance model (towards rehabilitation) for the social model and uses new concepts brought by the Convention (legal capacity) which do not coincide with other ones characteristic of the Spanish legislative tradition. The interpretation of the Convention done by the Committee on the Rights of Persons with Disabilities adds difficulties to validate our regulation to the Convention.
