The article focuses on the approach of conducting a world disarmament conference because of the increasing arsenals of nuclear weapons. Negotiations related to arms control failed to stop the arms race between the United States and the Soviet Union because the pace of negotiations was surpassed by the rate of innovation in military technology. The opposition of China in the world disarmament conference caused United Nations members to opt for the Special Session of the General Assembly which would provide opportunity to discuss approaches related to disarmament, identify priorities, and make preparations for an ultimate world disarmament conference. Several tables related to the U. S. delivery vehicle, Soviet Union missile delivery, and arms suppliers are also presented.
