The recent years witnessed significant growth for acts of piracy and armed robbery against ships off the Somali coast – due to both internal and external factors- These illegal acts represent a real and a constant threat to the freedom of navigation and the safety of international trade. To deal with such a phenomenon, the Security Council has adopted many decisions authorizing countries cooperating with transition federal government in Somalia to take all necessary and appropriate measures within the territorial waters of Somalia, whether individually or under the auspices of regional organizations, in order to fight acts of piracy and armed robbery.
