The relevance of the problem under study is due to the need to modernize the professional training of future teachers in the context of the implementation of the competence approach. One of the most effective methods for improving the training of a modern teacher is his subject and methodological training. In modern times, competitive teachers are in demand, possessing the necessary and sufficient types of professional activity, a high level of pedagogical culture. In the process of studying the formation of pedagogical culture, there was an elected teacher of mathematics. In the focus of the problems of the formation of the pedagogical culture of the future teacher, the problems of the formation of the pedagogical culture in the context of the implementation of the competence approach, associated with the specificity of the formation of the pedagogical culture of the teacher of mathematics, remain insufficiently studied. The article shows the content of the structural components of the teacher's pedagogical culture, developed and implemented the conditions for the formation of the pedagogical culture of the future mathematics teacher in the context of the competence approach. The leading research technologies are metacognitive technologies of a reflexive character with the means of information and communication technologies. The following methods were used in the study: theoretical (analysis of philosophical, psychological and pedagogical literature on the problem of research, study of mass and generalization of advanced pedagogical experience, pedagogical modeling), empirical (pedagogical observation, conversation, questionnaire, interviewing, testing). The materials of the article can be useful to future mathematics teachers, graduate students, teachers of higher educational institutions interested in the formation of teacher's pedagogical culture, and professional training of subject specialists.

This article presents an analysis of the functioning of the leading Russian television channels in March - May 2020, during the coverage of the problem of coronavirus infection. The informational priorities of channels and the linguistic aspects of presentations are investigated. The stages of coverage of the problem are determined, as well as the actors that dominate the information space. Attention is drawn to the application of event interpretation techniques, the implementation of new forms of television broadcasting in Russia under the influence of a new virus pandemic. Analyzed the information issues that appeared on television channels: "First", "Russia 1", "Russia 24", "NTV". The reports of Murat Zaripov on Rossiya 1 channel, Mikhail Chernov on NTV channel, which touched upon current issues of the pandemic in Russia and the central problem are rather clearly presented: the restrictions of the authorities introduced to save the lives of citizens and people's unwillingness to comply with the restrictions are analyzed. A personality protest aimed at realizing one's own desires and ignoring social norms has become one of the most characteristic phenomena during the coverage of the topic of coronavirus infection. The most frequent images are distinguished: "doctors - rescuers", violators, volunteers. New terms are formulated and updated: medical authorities, plateau, self-isolation index, self-isolation, self-preservation. The determination of these and other data allows us to better understand the specifics of coverage of the topic of a new coronavirus infection by leading Russian television companies.

Thematic justification of the problem under study: growth of social stratification in the present context of social and economic transformations and emerging forms of social inequality, which is creating serious obstacles for the younger generation's social adaptation, specifically among those social groups that are dealing with difficulties due to specific circumstances. First of all, it concerns children with special needs. Specifically, processes of modern public reform and how they often lead to the violation of social integration and adaptation for this group of children. Such a process poses a problem of an independent living arrangement, juxtaposed with the background of low efficiency of realization of educational and habilitation technologies. It has been observed that educational institutions have not yet been able to fully counteract these negative factors. Growth of the number of children with special needs, on the one hand, and humanization of public life, wide circulation of ideas, increases the importance of social and rehabilitation activity. The purpose is to enhance the social and educational training and increase maximum achievable adaptation of life, granted to children with special needs, a chance to develop skills for social orientation, ethics and cultural social attitude. This data and analysis of such is relevant to the esthetic education of children with special needs as conditions of formation of a socially valuable personality.

Distance education in a professional higher school is of particular importance in terms of fundamental changes in modern educational institutions. This form of training together with the expansion of information technologies can effectively solve the problem of training students and life-long learning. Distance education is able to solve the problem of teacher training more effectively than any other method of education. In the same context, the opportunities of distance education to develop verbal and cogitative activities and information culture are considered. As a result of the use of network principles, the integrity of educational institutions can be effectively guaranteed and realized in continuity of principles and approaches to the management of different functional and territorial subsystems, and in the more distant future - its equitable integration into the world community.

The relevance of the research problem is reasoned by the need to create conceptual grounds of life organization variants in the rural school as a resource of intellectual and labor potential formation of rural society taking into account the socio-economic realities of Russia's development in the beginning of the twenty-first century, as well as by the need to maintain the competitiveness of Russia in the agricultural sector. The aim of this article is to present the theoretical and methodological substantiation of the model of the rural school system "school-employer-society", to disclose terms and principles of its construction. A leading approach to the study of this problem is poly paradigm approach implying a dialectical unity of systematic, integrative and differentiated, activity and competence, technological and axiological approaches, the totality of which is directed on problem solving how to transform a rural school into building and strengthening resource of intellectual and labor potential of rural society. The article reveals the author's understanding of the concepts "intellectual potential of rural society", "labor potential of rural society", presents the formulation of the theoretical and methodological terms, conditions and principles of constructing a model of the rural school as a resource to form intellectual and labor potential of rural society, reveals the peculiarities of the model, which first of all is oriented on rural school student's comprehensive training for independent activity in the conditions of market economy in agrarian society.

The thematic justification is due to the fact that the problem of inclusive education implementation in the modern period is very popular and requires close examination. Object of the article is to determine the conditions of formation of social successfulness of students with disabilities in the system of continuous inclusive education on the basis of value approach. Basic methods of research are the study of research and methodological materials and regulatory documentation, analysis and synthesis, interpretation of findings; main research approach is axiological value approach implementable based on the principles of continuity, consistency and purposefulness. The study revealed and tested the conditions of formation of social successfulness of students with disabilities on the basis of value approach: ensuring the continuity of formation of social successfulness of persons with disabilities within the multilevel system of inclusive education "family-preschool education--general education--additional education of children--secondary professional education--higher professional education--further professional education"; creation of the system of continuous inclusive education taking into account the peculiarities of the medical and social models of disability in students; organized work of a teacher with the use of special methods and means of education that correspond to the individual peculiarities of students with disabilities; activities of an educational organization related to the creation of special conditions for training and education of students and ensuring the mutual understanding between the subjects of educational process; focused training of future and practicing teachers for fork with students with disabilities in the mode of inclusion implementation. Materials of the article can be useful for teachers of the system of training and further training of pedagogical personnel and provide the basis for the concepts on implementation of inclusion in multilevel and continuous educational system of Bashkortostan.

Public-private partnership (from now on - PPP) in the field of healthcare is quite well-known in the Western world (Great Britain, Germany, USA, etc.) interaction and is relatively "young" for Russia. But despite this, the PPP sphere is widely discussed in the public field of the Russian political establishment, and the need to use PPP tools in the implementation of investment projects is reflected in government programs and development strategies.
