The Arctic Zone of Russia (AZR), due to its significant potential, for the implementation of which infrastructure projects and strategic plans are envisaged, is of great importance for the country. Particular attention is paid to the transport and related infrastructure development. The implementation of such projects requires the creation and implementation of modern integrated solutions based on new technical and technological solutions. The development of new territories is accompanied by problems such as urbanization and the disruption of ecosystems, which will have a particularly negative impact on the Arctic zone. The situation is complicated by the fact that the work must be carried out in difficult conditions, which are associated with a large number of risks, including environmental ones. Currently, many types of businesses are characterized by a transition to the implementation of the concepts of green and blue economy, as well as ESG principles when building strategic development plans that include risk reduction. Achieving this goal is possible through an environmental risk management system. To create a suchlike system, it is necessary to identify the most significant risk characteristics of each type of activity, taking into account their negative impact on the environment, after which it will be possible to plan measures to either prevent risks or minimize their consequences. Taking into account the above, we plan to develop the concept of an environmental risk management system (ERMS) as part of the region's development strategy implementation. To reach this purpose, identifying the main groups of environmental risks depending on the danger source based on the scientific article review results, systematizing concepts aimed at improving the environmental situation under different types of anthropogenic impacts on the environment, developing an algorithm for implementing an environmental risk management system depending on the risk type, and proposing a concept for building an environmental risk management system are needed. The scientific novelty of the work lies in the fact that the main directions of negative anthropogenic impact on the environment are systematized, and possible ways to reduce environmental risks are outlined. The practical significance of the work lies in the fact that when implementing such a system, it will be possible to manage not only risks of a certain category, but also monitor the situation as a whole, identifying the consequences for related areas. The Arctic zone of the Russian Federation is of strategic importance for the country. Considering the fragility of Arctic ecosystems, special attention needs to be paid to the sustainable development of transport and related infrastructure within the framework of the "blue economy" concept, which is relevant for Arctic waters. At the same time, it is necessary to identify the main factors and tasks of creating transport and port infrastructure, building a modern fleet, and organizing fisheries and tourism in an environmentally sound manner. The purpose of the study is to consider the problems of anthropogenic influence for seaport facilities and to create a conceptual model of an environmental risk management system. The existing problems of Arctic ports and infrastructure are analyzed and existing business processes are considered, taking into account the peculiarities of their functioning in Arctic conditions. To systematize environmental assessments and establish dependencies between the main indicators describing the impact of port activities on elements of the natural environment, ontological domain engineering is proposed. It systematizes the basic terminology used within different subject areas of ecology and risks and allows one to visualize the relationships between elements of the natural environment, objects, port systems, their parameters and impact factors to assess the impact of the seaport on the natural environment. The results of ontological engineering (design and development of ontologies) in the field of risk management are presented. Future research will be aimed at developing the applied aspect of applying the results of ontological engineering in terms of specific engineering studies related to the assessment of anthropogenic load on the Arctic territory using simulation modeling. The article outlines the current issues of environmental security in the context of the escalation of the Russian-Ukrainian war. The purpose of the study is to assess the risks associated with environmental hazards in the context of the escalation of the Russian-Ukrainian war. The article provides an overview of implementations of the economic mechanism of environmental risk assessment and provides quantitative characteristics of integrated threat assessments that characterize the environmental security of the regions of Ukraine. According to the results of the assessment of the integral indicator of ecological danger, the regions of Ukraine are grouped according to the level of safety. Estimated values are identified according to the proposed numerical range of environmental risk values. The obtained results indicate that the regions of Ukraine differ in terms of the integral indicator of ecological danger. Now environmental protection is a priority in managing problems at the social, legal, economic and political levels. The authors set the task based on the importance of the role of the state in this aspect - to analyze the state policy of Russia and a number of foreign countries in the direction of environmental management. The research focus concerned the classification of the main policy areas of environmental management regulation and the identification of problems related to special state activities in this area. As a result of the study, the authors concluded that the terminology in the field of environmental management is insufficient elaboration, a generalized international law enforcement practice and an effective security mechanism are absent and there are many resulting contradictions related to the above in public policies in the field of environmental management at various levels. The object of research is traditional mining technologies and technical means in combination with underground block leaching (UBL) of metals from rock ores with their preliminary crushing with explosives in installations mounted in mine workings. One of the most problematic areas is the difficulty of achieving a given crushing quality, as well as the required height of ore storage in the chamber for the subsequent leaching of metals and a loosening factor, taking into account the control of the energy of explosive destruction of rock ores.The study used:–data from literary sources and patent documentation in the field of technologies and technical means for UBL of metals from ores in energy disturbed massifs, substantiation of technological parameters of operational blocks;–laboratory and production experiments;–physical modeling of metal extraction from ores from the average linear size of a piece of blasted ore.Analytical studies, comparative analysis of theoretical and practical results using standard and new methods were carried out with the participation of the authors. It was found that the most intensive infiltration leaching occurs when the size class of ore lumps is –100+0mm. Metals are extracted from fractions –200+100mm less intensively and for a longer time. To neutralize and flush the spent ore mass, it is recommended to treat it with lime solution and mine water through wells for supplying leaching solutions (irrigation system). The protection of the hydrogeological environment is carried out by silting the bottom of the chamber for collecting productive solutions with clay solution and by constant monitoring of mine water pollution in the zone of UBL influence. On the basis of the positive results obtained from the study and implementation of technologies for UBL of metals from rock ores during the development of block 5–86, in accordance with the recommendations issued, the same approach was used for blocks 5–84–86 and 5–88–90, as well as industrial experimental block 1–75–79. Due to the involvement in the production of substandard ores, the raw material base for the extraction of metals, at the operating mines, can be increased by 1.4–1.6 times.The research results can be used in underground mining of ore deposits of complex structure in Ukraine, the Russian Federation, the Republic of Kazakhstan and other developed mining countries of the world. These papers consider the fundamental principles of methods for intensifying basic processes in various industrial technologies, the scientific fundamentals of the development of energy- and resource-efficient chemical and other processes, innovative developments in this field, issues of the environmental safety of technological processes and equipment, effective systems for increasing technosphere safety, the theory and calculation of heat and mass transfer processes in technosphere protection systems, the issues of digitization as an intellectual and technological factor for increasing the energy and resource efficiency of chemical-manufacturing processes and plants, and the results of studies aimed at developing the theoretical fundamentals of energy- and resource-efficient industrial machinery and equipment. The economic development of the Arctic and the related disturbances in the natural equilibrium of northern ecosystems have become a source of environmental problems that have now become global. In this regard, the urgent question is about finding an affordable and effective learning technology aimed at developing, humanistic, personality-oriented education. In order to discuss the technology of environmental education, as a means of ensuring environmental safety, environmental management and sustainable development of the Arctic, we proposed a questionnaire for obtaining primary environmental and health information, the key point in which is the relationship of ecology and health. Approbation of the problem-dialogue technology of learning allowed, on the basis of clarifying environmental opinions and assessments, value orientations, attitudes, dispositions and stimulating cognitive motivation on the substantive content, to achieve competences to ensure the environmental safety of northern ecosystems during the economic activities of enterprises of the fuel and energy complex. This is especially important in the conditions of the Far North with difficult climatic conditions (geomagnetic background, sudden temperature changes, strong wind loads, the presence of permafrost, etc.) and the rapid development of the oil and gas complex (in particular, high accident rate associated with the complexity of technical devices, the use of extreme operating conditions, strong environmental influences, flammability and explosive hazards of mined products, human factor). Now the special urgency is got effective legal regulation of ecological safety in the Russian Federation, which is directly related to the formation of a consistent system of legal acts in this sphere.
