The crisis has been perceived as a tsunami wave starting from the United States and gradually affecting the countries in Europe and all over the world and advancing kilometer by kilometer. "When the crisis reaches Romania", "finally the crisis will hit us as well" or "the climax of the crisis will be reached in X month" are some of the useless phrases which we have heard and keep hearing daily in mass-media. Nevertheless, a closer analysis will reveal the fact that the economic disturbances generated by the subprime crisis in the United States are nothing but a facet of a much more complex relationship combining the external economic factors with other factors exclusively related to the Romanian environment. Within the European Union, Romania detains the last place as regards the share of health allocated incomes within the Gross Domestic Product (GDP). Romania which allocates a small percent of its GDP faces a chronic financing deficit that has as a result a low performance of the system and requires the searching of solutions capable to increase the incomes to be used for health purposes. The article discusses the global financial crisis and banking system in Romania for 2009. It mentions the evolution of the Romanian financial system which is influenced by the occurrence of the said crisis. It also notes the development of banks in the country under foreign investors and conditions entering the European Union.

Romanian system of education is confronted today, and even more in the future, with real challenges that regard quality, performance and competitiveness. In this way, through this paper, an analysis was made regarding the improvement of the financing strategies for the higher education, starting from a series of methodological aspects proposed by CNFIS for years 2008 and 2009.
