Digital transformation has become a desire for states due to its real benefits to society. Public sector employees must prepare professionally to successfully implement digitisation projects of public services. In this context, the issue of digital skills of civil servants is a priority for the public administration. In this study, we performed a comparative analysis of institutions that provide professional training in the digital field for public sector employees. The purpose of this work is to analyse which are the models of good practices to follow when we talk about the digital transformation of public administrations in Europe. At the same time, the objective of the comparative analysis is to establish a set of priorities regarding the digital skills that must be pursued through the professional training processes of civil servants. The work offers interesting insights on how these institutions are sharing their responsibilities. Collective bargaining, as a component part of the social dialogue, which is the main way of achieving social peace, is possible both for the private system and for the public services and the budgetary system. The legal situation of employees in the private system, but also that of workers in the budget system and public services can be improved by concluding collective labor agreements. If in the private system, the negotiation agenda is very rich, in the public system, it has particularities depending on each state. In the present study, the author will analyze the legal regime of collective bargaining for the public services, including also the public servants, starting from the relevant legal provisions, both in Romania and in other European countries. The analysis will reveal aspects related to the evolution of the institution of collective bargaining and their relevance in improving the service relations of civil servants and other employees in the public services system. Although the glass ceiling (the under-representation of women in top management and decision making positions) is largely connected in the academic literature with the private sphere, such practices are often (consciously or unconsciously) omnipresent in the public sphere as well. Beside setting an unfortunate example for private entities, gender discrimination in the public field can lead to unbalanced public policies as female values are less represented than male values (in both design and implementation phase). Using official data from the 2012 Romanian national (parliamentary) elections, our results show that women are consistently underrepresented as potential candidates for public decision making positions, while the ratio of females elected officials is significantly lower than that of males. Furthermore, a glass ceiling phenomena can also be observed regarding appointed officials with decision making positions at the national (ministries and subordinated institutions) level. The present research aims to analyze the difficulty of achieving a career in the Romanian local public administration (LPA). This study is part of a broader research on career and working in LPA. Based on questionnaires applied to public servants working in a city hall, county residence, and through statistical analysis that have been pursued, the study focused on the difficulty of having difficulty of achieving a career in LPA, the feeling of capability the public servants have to achieve a career in LPA and the satisfaction felt by its achievement. Dialogue is considered to be the opposite of rhetoric. This is true, especially when it comes to social dialogue, meant to prevent conflicts and to ensure social peace. But is social peace a goal? And which are its particularities when it comes to public servants? The paper aims to analyze the participation of public servants to social dialogue and their right to collective bargaining, under Romanian law. There are taken into account, in a comparative context, the success of collective bargaining, which is the conclusion of collective agreements, and the failure of collective bargaining, which leads to the possibility of strike. The paper contains a number of de lege ferenda proposals, meant to create a special regulation of social dialogue in case of public servants, and to eliminate the application of common law in this regard.
