With limited phosphorus (P) supplies, increasing P demand, and issues with P runoff and pollution, developing an ability to reuse the large amounts of residual P stored in agricultural soils is increasingly important. In this study, we investigated the potential for residual soil P to maintain crop yields while reducing P applications and losses in Canada. Using a P cycling model coupled with a soil P dynamics model, we analyzed soil P dynamics over 110 years across Canada's provinces. We found that using soil residual P may reduce mineral P demand as large as 132 Gg P year−1 (29%) in Canada, with the highest potential for reducing P applications in the Atlantic provinces, Quebec, Ontario, and British Columbia. Using residual soil P would result in a 21% increase in Canada's cropland P use efficiency. We expected that the Atlantic provinces and Quebec would have the greatest runoff P loss reduction with use of residual soil P, with the average P loss rate decreasing from 4.24 and 1.69 kg ha−1 to 3.45 and 1.38 kg ha−1, respectively. Ontario, Manitoba, and British Columbia would experience relatively lower reductions in P loss through use of residual soil P, with the average runoff P loss rate decreasing from 0.44, 0.36, and 4.33 kg ha−1 to 0.19, 0.26, and 4.14 kg ha−1, respectively. Genetic counseling is a fast-growing profession worldwide, with genetic counselors taking on increasingly comprehensive and autonomous roles in the healthcare sector. However, the absence of appropriate legal frameworks could potentially create risks of harm to the public. Legal recognition serves to protect the public from risk of harm by regulating the safe and competent practice of healthcare professionals. Genetic counseling is not legally recognized in most world jurisdictions. Examination of the legal status of genetic counseling in different jurisdictions and whether existing legal mechanisms are adequate to address potential risks of harm is therefore timely. This paper examines the different roles of genetic counselors in the Canadian province of Quebec and the state of Qatar, the authors’ respective jurisdictions. It considers the types of harms that may be created where appropriate legal mechanisms are lacking, considering the socio-political and legal differences between the two jurisdictions. Moreover, it examines the legal status of genetic counseling in Quebec and Qatar to determine whether these statuses appropriately address the identified risks of harm. The authors argue that existing legal frameworks are inadequate to address these risks and recommend that additional regulatory mechanisms be implemented to properly protect the public from risks of harm. This study presents typical values of electrical resistivity for common saturated and unsaturated sediments in Québec in the form of a resistivity chart. The database for this study consists of surface geophysical investigations [i.e., transient electromagnetic (TEM) surveys] together with stratigraphic and hydrogeological data from boreholes drilled among five regions of the Province of Québec in Canada: Mauricie, Abitibi-Témiscamingue, Saguenay-Lac-Saint-Jean, Charlevoix and Haute-Côte-Nord. TEM stations were selected near the sites where boreholes, stratigraphic cross-sections and piezometric surveys were acquired to derive an empirical and local petrophysical relationship and establish a resistivity chart of the sediments. This chart proposes ranges of resistivity applying to fourteen classes of common sediments, seven of which have never been included in previous studies: silty clay, clay with sand/gravel/pebbles, unsaturated clayey silt with sand, saturated and unsaturated silty sand and saturated and unsaturated clayey sand and gravel. A standardization method was developed and used in this study to produce an accurate and representative chart, and to eliminate outliers that might distort the results and reduce their relevance. This method was designed with the aim of mitigating the impact of outliers and ensuring a reliable and consistent dataset. The findings from this study may provide scientists and practitioners with precise electrical resistivity characteristics of typical saturated and unsaturated sediments, enabling a more accurate assessment of groundwater resources. Objective: In 2018, the sale of non-medical cannabis was authorized in the province of Quebec in Canada, within a public monopoly under the Société Québécoise du Cannabis (SQDC). The objective of this study was to offer a description of the cannabis-using population regarding the sources of cannabis supply and to explore whether at-risk individuals are purchasing cannabis at SQDC. Method: We used data from a cross-sectional, representative population survey (age >18 years, n = 1799), the Enquête Québécoise sur le Cannabis, which was completed between February and June 2019. Analyses involved adjusted binary logistic regressions, incorporating population weights, to assess 7 potential indicators of harm. Results: The vulnerability profiles of SQDC consumers (47.8%) and those acquiring their cannabis elsewhere (52.2%) were similar in terms of frequency of cannabis use (adjusted odds ratio [aOR] = 0.46; 95% confidence interval [CI] = 0.12-1.67), motivation to use (aOR = 0.62; 95% CI = 0.16-2.46), concomitant consumption of other substances (aOR = 0.80; 95% CI = 0.14-4.75), cannabis-impaired driving behaviours (aOR = 0.93; 95% CI = 0.26-3.36), psychological distress (aOR = 0.99; 95% CI = 0.26-3.79), and problematic cannabis use (aOR = 0.46; 95% CI = 0.13-1.64). However, SQDC consumers were more likely to be aware of the cannabinoid content of the product purchased compared to those who acquired their cannabis from other sources (aOR = 4.12; 95% CI = 1.10-15.40). Conclusions: No association was detected between the source of cannabis supply and potential vulnerability indicators of cannabis-related harms, but SQDC consumers were more aware of the cannabinoid content of the products purchased. These results suggest that the regulated government supply in Quebec is reaching a substantial portion of those with potential high vulnerability to harm. A growing literature shows that earnings differentials are explained in part by the fact that workers from different groups sort differently into high-paying and low-paying firms or are paid differently within the same firm. In this article, we explore whether any differences exist in how those two different channels contribute to earnings differentials between immigrants and native-born Canadians in the provinces of British Columbia, Ontario, and Quebec, which account for more than 80 percent of all immigrants in Canada. We find a surprising degree of similarity across the three provinces in the way in which firms contribute to the immigrant–native-born earnings gap. [ABSTRACT FROM AUTHOR]

This article examines the fiduciary property through a historical and comparative analysis of the legislation and doctrine of Québec, France and Romania. The contemporary fiducia ought not to be confused for the Roman fiducia, whose name it borrowed. As a result of the reception of the Anglo-American trust in the mixed legal system of the Canadian province of Québec, the fiducia has been the subject of subsequent legal transplants into the continental tradition. The Romanian legislator, inspired by its French counterpart, took over the restrictions brought to the fiducia in said legal system. In the matter of real rights, this legislative option also meant the rejection of the doctrine of an ownerless patrimony, an innovation of the legal system of Québec, in search of a continental instrument to replace the division of title between the legal holder (trustee) and the equitable one (beneficiary), as enshrined in the Common Law tradition. Commenting on the solutions proposed within French legal literature (including the classification as a method of ownership or even as a result of dismemberment), the author argues that only a combination of them may fully explain the mechanism of the fiduciary ownership. In essence, the fiduciary owner acts like a true owner, but by virtue of a title held under a resolutive condition, while the beneficiary enjoys a virtuality of law in his capacity as an owner under a suspensive condition. However, the constraints to which the right of ownership transferred to the trustee is subject, in terms of its exclusivity and perpetuity, may be explained by the fiducia contract itself, the effects of which are assimilated to the conventional limitation operated, for example, through an inalienability clause. In other words, the fiduciary owner may be considered an owner under a resolutive condition, yet he remains subject to the conventional limitations brought upon by the very nature of the fiduciary operation. This article explores the development of aspirations among young people in residential care who are on the cusp of adulthood, and the relationship between their aspirations and their educational experience. We examine the specific aspirations of young people, what shapes those aspirations, and how they interact with their educational experience. This article is based on a qualitative study that aimed to better understand the educational experience of young people in residential care in the Canadian province of Quebec. Biographical interviews were conducted with 35 young people aged 14 to 18. Our analysis demonstrates that, while many seem quite able to project themselves into the future, some appear to see their placement situation and its accompanying uncertainty as an obstacle to doing so. It also suggests that educational and professional aspirations can transform young people's educational experiences and the meaning that they attribute to formal education, as well as influence their intention to pursue further education. Finally, our results offer a critical look at how youth construct their aspirations, and demonstrate the importance of providing conditions that allow and encourage youth in residential care to develop and pursue varied aspirations. It is well known that many consumers believe local foods are more expensive than comparative products coming from other markets. The aim of this study was to measure the price competitiveness of products certified by the Aliments du Québec program, a well-known program in the Canadian province of Quebec. Using machine-learning, artificial intelligence and targeted data mining, the report identifies local products and comparator products, to consider whether locally certified products are more expensive than comparative products coming from outside Quebec. Uncertified products used as comparative products come from anywhere around the world, outside of the province of Quebec. For this study, a total of more than 350,000 discrete price data points were analyzed in the Winter 2022. Local product prices were examined relative to the prices of comparator products. In total, there were 48 subcategories considered. In 70.83% of the subcategories, the local product was either as expensive (similar price) or less expensive than the comparator product. Environmental short amplicon sequencing, or metabarcoding, is commonly used to characterize the bacterial and fungal microbiota of cheese. Comparisons between different metabarcoding studies are complicated by the use of different gene markers. Here, we systematically compare different metabarcoding molecular targets using V3–V4 and V6–V8 regions of the bacterial 16S rDNA and fungal ITS1 and ITS2 regions. Taxonomic profiles varied depending on the molecular markers used. Based on data quality and detection capacity of the markers toward microorganisms usually associated with the dairy environment, the ribosomal regions V3–V4 and ITS2 were selected and further used to evaluate variability in the microbial ecosystem of terroir cheeses from the province of Quebec in Canada. Both fungal and bacterial ecosystem profiles were described for 32 different ready-to-eat bloomy-, washed- and natural-rind specialty cheese varieties. Among them, 15 were studied over two different production years. Using the Bray–Curtis dissimilarity index as an indicator of microbial shifts, we found that most variations could be explained by either a voluntary change in starter or ripening culture composition, or by changes in the cheesemaking technology. Overall, our results suggest the persistence of the microbiota between the two years studied—these data aid understanding of cheese microbiota composition and persistence during cheese ripening. In many Western societies, support for policies concerning the secularization of the public sphere or the state often seems to be driven by secularized majority populations considered to be largely homogeneous. In this article, by contrast, I draw on the case of the Canadian province of Quebec to show that, as a fundamental element of conflicts over secularism, secularist activism emerges from particular generational dynamics, especially those of the so-called 'baby boomers'. My main argument is that while the baby boomers' collective experiences have shaped their secularist outlook, there are a variety of biographical trajectories and engagements with spirituality that the public image of this generation tends to hide. Summary: Visual inspections provide direct information about the deterioration states of each structural element within a bridge. However, when managing a network of bridges, it becomes necessary to aggregate the deterioration information from the element‐level to the bridge‐level or even the network‐level. Deterioration models that are based on state‐space models (SSM) have the capacity to model the deterioration based on visual inspections and structural attributes. Nonetheless, the application of such models has been demonstrated at the element‐level only. In this study, the SSM deterioration framework is extended to provide overall estimates for the deterioration states of bridges and of an entire network. The proposed approach also includes a framework for handling missing data and interventions. The framework's capacity is demonstrated using data from individual cases of bridges, with and without interventions, in addition to a network of B ≈ 7000 bridges in the Canadian province of Quebec. The deterioration estimates for bridges can aid in examining the effectiveness of previous interventions, the long‐term trend of the network's condition, as well as laying the groundwork for planning future maintenance actions. Introduction: Inadequate pregnancy monitoring for pregnant migrant women without medical insurance (PMWMI) exposes them to severe complications during childbirth and consequences for the health of their child (e.g. preterm delivery, low birth weight, etc.). This scoping review aims to identify existing interventions globally to improve access to perinatal care for PMWMI. It will also highlight the strengths, weaknesses as well as the costs of these interventions. Materials and methods: The methodological framework developed by Arksey & O'Malley (2005) will be used. An electronic search of studies from 2000 to 2021, published in French or English, will be conducted in 12 databases. Publication in Websites of non-governmental organizations working on migrant women without medical insurance issues will be also searched. All articles related to perinatal follow-up and care of PMWMIs, regardless of design, will be included. Editorial comments will be excluded. Outcomes of interest will focus on the impacts, strengths, weaknesses, and cost of interventions. Selection of articles and data extraction will be done by two independent researchers following the Tricco et al. (2018) reporting guide. Finally, a deliberative workshop with experts will allow to identify the most promising and appropriate interventions that can facilitate access to perinatal services by PMWMIs in the Quebec province of Canada. The purpose of this article is to show that since the 1980s, educational inequalities in Quebec have gradually been reconfigured through the school market. The results obtained from a sample (N = 24,085) of a cohort of students who entered their first year of secondary school in 2002–2003 and who were observed for up to ten years (2012–2013) show that the influence of social origin on educational inequalities operates in large part via mediation of the type of institution attended. The results indicate that enrollment in selective schools, whether public or private, is closely associated to the social characteristics of the students: socioeconomic and ethnocultural origin, gender and mother tongue. In addition, there is a strong association between attendance at these same institutions, access to higher education and graduation. We conclude that the persistence of the reproduction of social inequalities in education is the result of the interactive and combined effects of social power relations related to class and ethnicity, and the current organization of public policies in education. This reveals a paradox as school markets have been promoted by public policies in the name of strengthening democratization and improving the quality of education. [ABSTRACT FROM AUTHOR]

Routing regular and dangerous commodities in railway freights transportation is discussed in this paper. Based on a link-based modeling approach, a mixed integer nonlinear programing model is developed. The model takes into account weather stability conditions of urban and rural areas and spatial distribution of risk at yards and around links as it impacts these zones along the routes. This paper also discusses the advantages of using bifurcation of flows on risk-cost tradeoffs and route planning decisions. The widely used nonlinear risk function is linearized and then the problem was solved to optimality using a commercial software. Results of the experiments on two hypothetical networks and one based on the rail network of the Province of Québec in Canada are presented and analyzed. Routing decisions associated with both variants of the proposed model with bifurcation of the material flows are compared to obtain managerial insights on the model in solving hazmat freight routing problems. White chanterelles (Basidiomycota), lacking the orange pigments and apricot-like odour of typical chanterelles, were found recently in the Canadian provinces of Québec (QC) and Newfoundland & Labrador (NL). Our phylogenetic analyses confirmed the identification of all white chanterelles from NL and QC as Cantharellus enelensis; we name these forma acolodorus. We characterized carotenoid pigments, lipids, phenolics, and volatile compounds in these and related chanterelles. White mutants of C. enelensis lacked detectable β-carotene, confirmed to be the primary pigment of wild-type, golden-orange individuals, and could also be distinguished by their profiles of fatty acids and phenolic acids, and by the ketone and terpene composition of their volatiles. We detected single base substitutions in the phytoene desaturase (Al-1) and phytoene synthase (Al-2) genes of the white mutant, which are predicted to result in altered amino acids in their gene products and may be responsible for the loss of β-carotene synthesis in that form. This article presents partial results of the research-creation developed by a group of universities and partner schools to discuss the possibilities of using immersion technology (360-degree video) in the development of educational and artistic projects. It has as a starting point the appreciation of the point of view of adolescents aged between 14 and 19, from different origins, enrolled in public schools in the outskirts of the state of Rio de Janeiro and the province of Quebec in Canada, to present their perspectives on their territories through the use of immersion technology. In this article, we present the various modalities of research-creation around a 360-degree video development project, which establishes a dialogue between different territories. We identified the different educational territories permeated by subjects in their cultural, political, economic, and social diversities, under the aegis of technologies and social inequalities. The purpose is to present some of the challenges of this collective production and the spaces for meetings created from new technologies, in a path that required revisiting the memory of a territory -- when it was limited by sanitary measures in the context of the COVID19 pandemic -- and the unveiling of other territories, more intimate and unique, resignifying the circulation spaces from the re(construction) of stories, values and ways of perceiving the world. Labour-controlled investment is often touted as an alternative, pro-worker form of finance. Since 1983, the province of Quebec in Canada has experimented with workers' participation in the form of workers' funds controlled by the two major trade union federations. Drawing on research from secondary sources, archival material and semi-structured interviews, this article offers a comprehensive portrait of one of Quebec main workers' funds, the FTQ Solidarity Fund. To date very little has been said about the impact of workers' funds on firm governance, employment quality and labour relations. The article argues that any attempt to use investment to shape firm behaviour in the interests of workers and local unions is a limited and contradictory project. The argument is sustained through a discussion of the historical formation and institutional practices of the Solidarity Fund. The presence of large union-controlled investment funds offers local firms an alternative source of capital investment, protecting small and medium-sized firms from more aggressive financial actors. However, the main results show persistent tensions and contradictions between the Fund's social goals and financial logics, as well as unintended effects on workplace union practices and power. Building from Blum and Dobrotić's conceptual framework, this paper shows that the decisions to reopen childcare centres and schools in the Canadian province of Quebec in 2020 were influenced by four goals: (1) protecting public health, (2) promoting academic success / fostering early education, (3) addressing social inequalities, and (4) helping parents to reconcile employment and care activities. Although the first three objectives were considered in the sequence of reopening, the government quickly chose to prioritize work-family reconciliation above other objectives. Quebec's tight sequence of reopening childcare centres and schools is not simply a consequence of evolving research showing lower risks associated with COVID-19 for young children, it also reflects the province's cultural norms toward mothers' employment and the high legitimacy of the state in subsidizing childcare. Stem rust is a major disease on barley, oat, and wheat crops worldwide. The primary means of control is by host resistance genes that are incorporated into commercial varieties and have been effective against most races of Puccinia graminis Pers., the causal pathogen. Since this pathogen continually mutates, analyzing the population virulence structure is crucial to detect new races with increased virulence. Stem rust samples were collected from 2015 to 2019 from the Canadian provinces of Manitoba, Ontario, Quebec, and Saskatchewan to find the prevalence of stem rust in barley (Hordeum vulgare L.), oat (Avena sativa L.), and wheat (Triticum aestivum L.) fields and the virulence dynamics in the two pathogen populations. Stem rust was absent in cultivated wheat and at trace (<1%) levels of incidence in barley and oat fields in all years. While the dominant races of P. graminis f. sp. tritici were MCCDC (54.5%) and TPMKC (27.3%) in 2015, and TMRTF (29.2%) in 2016, race QFCSC was dominant in 2017 (52.0%), 2018 (88.4%), and 2019 (81.3%). The dominant race of P. graminis f. sp. avenae was TJS from 2015 to 2018. Race TJS declined in frequency across the years, from 89.5% (2015) to 73.7% (2016), 42.6% (2017), 49.1% (2018), and only 14.3% in 2019. The dominant races in 2019 were SGB (51.7%) and TGN (19.6%). One new race (TJQ) of P. graminis f. sp. avenae was detected in 2016 at one location near Emerson, Manitoba, which may have arisen from a single-step mutation to avirulence to Pg15 from race TJS. In 1998, the Canadian province of Quebec introduced a $5 per day before- and after-school care program targeting primary school children. Using the National Longitudinal Survey of Children and Youth, we employ a difference-in-differences analysis to study the effects of after-school care on child care arrangements and child development. Our results show an increase in the use of after-school care by 6–10 percentage points, mainly replacing self-care and care provided by a sibling. We also find an increase in indirect aggression, a deterioration in reading and writing skills, and a decrease in the incidence of the child getting injured. [ABSTRACT FROM AUTHOR]

Given that added knowledge and deeper understanding are needed with regard to regional variations in the creation of new firms, this study seeks to answer the following two research questions: What are the variables that explain entrepreneurial dynamism and how may they be apprehended under the four necessary and complementary dimensions of this phenomenon, namely the demand, supply, institutional and spatial dimensions? And how should the nature and interrelatedness of these dimensions and their associated variables influence regional policymakers and other regional stakeholders in their efforts to stimulate entrepreneurship in their region? In order to do so, we used mixed methods to collect and analyze regional data, first doing a regression analysis of quantitative data on 97 small regions in Canada's province of Québec, followed by a qualitative survey of regional stakeholders on eight matched pairs of regions. A phenomenological qualitative analysis was then effectuated in order to gain a deeper understanding of the research variables' effects and thus grasp the complex socio-economic reality of entrepreneurial dynamism in a region. The results of the study confirm the importance and interrelatedness of the four dimensions of entrepreneurial dynamism in providing new insights into these questions. Moreover, the findings that results from these quantitative, qualitative and holistic analyses have implications for the policies of regional authorities and for the actions of other regional stakeholders. In 2006, Quebec became the first Canadian province to offer non-transferable paternity leave to fathers. The availability of this five-week leave distinguishes the province from the rest of the country, where only maternity and parental leave are available. Using data from Statistics Canada's 2011 General Social Survey, the authors investigate to what extent the availability of reserved paternity leave and couples' conjugal union type affect the probability of fathers taking leave and the duration of leave. Among couples in which at least one parent took leave, descriptive analysis shows that 75% of Quebec fathers took leave, whereas only 50% of fathers elsewhere in Canada took leave. Both parents received wage replacement benefits in nearly 60% of cases in Quebec, but in only 8% of cases in other provinces. Multivariate analysis confirms that the availability of paternity leave is positively linked to the higher likelihood of Quebec fathers taking leave compared to fathers in other provinces. However, paternity leave is negatively associated with fathers' duration of leave, as well as that of mothers. Married fathers were more likely than cohabiting fathers to take parental leave in provinces outside Quebec, but not in Quebec. Among other variables, we find that education levels of mothers, gender-role attitudes (approached through sharing of housework), number of children, and family type significantly affect the likelihood of fathers taking leave. Duration of leave appears more closely associated with differences between partners in terms of age and income for mothers, and of education for both parents. [ABSTRACT FROM AUTHOR]

• We examined self-harm death counts during COVID-19 in four Canadian provinces. • Observed self-harm death counts were generally lower than predicted self-harm death counts. • Differences between observed and predicted self-harm death counts were not statistically significant. • Lockdown stringency and COVID-19 case numbers were not associated with observed self-harm death counts. Governments implemented lockdowns and other physical distancing measures to stop the spread of SARS-CoV-2 (COVID-19). Resulting unemployment, income loss, poverty, and social isolation, coupled with daily reports of dire news about the COVID-19 pandemic, could serve as catalysts for increased self-harm deaths (SHD). This ecological study examined whether observed SHD counts were higher than predicted SHD counts during the pandemic period in the Canadian provinces of Alberta, British Columbia, Ontario, and Québec. The study also explored whether SHD counts during the pandemic were affected by lockdown severity (measured using the lockdown stringency index [LSI]) and COVID-19 case numbers. We utilized publicly available SHD data from January 2018 through November 2020, and employed AutoRegressive Integrated Moving Average (ARIMA) modelling, to predict SHD during the COVID-19 period (March 21 to November 28, 2020). We used Poisson and negative binomial regression to assess ecological associations between the LSI and COVID-19 case numbers, controlling for seasonality, and SHD counts during the COVID-19 period. On average, observed SHD counts were lower than predicted counts during this period (p < 0.05 [except Alberta]). This article sheds light on the complexity of international climate change negotiations in a federal country, like Canada, where there is no clear attribution of full power over international negotiation concerning this issue. Climate change is a multi-level and multi-stakeholder issue, one that can only be tackled successfully if all actors, at all levels of government, are involved in the process. In recent years, Canadian provinces, especially Quebec, have become intensely involved in climate change paradiplomacy. That situation has led to a Canadian paradox where the Government of Quebec worked to respect the Kyoto Protocol and act accordingly, while Canada opted out of the Protocol in 2011. Over the past decades, western societies have been confronted with immigration on a considerable scale. As a result, they have become more pluralistic, particularly as far as religion is concerned. This paper seeks to analyze the response to these developments in France, Italy, and the Canadian province of Quebec. The law on face-covering clothing was introduced in France, the privileged position of the Catholic religion was strengthened in Italy, and a debate about the proposed "Charter of secular values" took place in Quebec. After having been in power for just a little over a year and a half, the Parti Québécois government led by Pauline Marois decided to call an early election in the hope of getting the majority of seats that had evaded them the last time around. That bet was lost as the 2014 election campaign resulted in the worst showing for the PQ since 1973. The inter-election period was dominated by the debate over the PQ’s proposed Charter of Quebec Values. The Charter also influenced the debate during the campaign, as did the issue of Quebec’s sovereignty due in part to the arrival of Pierre Karl Péladeau as a star candidate for the PQ. The objective of this text is to present a reflection on the link between local initiatives to combat food insecurity and actions adapting to climate change. To this end, two case studies of ongoing experiments in the Canadian province of Quebec will be presented and compared. While these two cases are very different in terms of location, production and people involved, they share the objective of bringing fresh and healthy food, produced locally, to the population of their territory and of rethinking the relationship of the community to nature through food production. Despite their significant differences, each of these two cases features actions for responding to problems that have a common cause: an agro-industrial food system that, by decoupling the locations of production and consumption, in order to maximize the economic profitability of the capital invested, has compromised both the health of citizens and the ecological balance. This article incorporates recent developments in the literature to quantify the amount of interprovincial risk-sharing in Canada. We find that 29% of shocks to gross provincial product are smoothed by capital markets, 27% are smoothed by the federal tax-transfer systems, and about 24% are smoothed by credit markets. The remaining 20% are not smoothed. Our results bring to light the critical role that Alberta plays in trading-off credit market smoothing for more capital market risk-sharing with the rest of Canada. Our pairwise risk-sharing analysis has brought up some interesting questions and arguments that are often neglected in discussions of regional risk-sharing. This paper asks the question, 'What is the current status of provincial moral education polices in the five Canadian provinces which have mandated or optional moral education programs: Saskatchewan, Ontario, Quebec, British Columbia, and Alberta?' It then offers a response through an analysis of the relevant policies in those provinces that draws upon Sanger and Osguthorpe's Moral Work of Teaching Framework. It concludes with the finding that there is a lack of clarity, consistency, and coherence in those policies which could be addressed through their ongoing examination, combined with the development of standardized terminology, and clearly stated definitions and assumptions. Objectives: The study sought to measure the prevalence, disease burden, and determinants of mortality in geriatric adults with congenital heart disease (ACHD). Background: The population of ACHD is increasing and aging. The geriatric ACHD population has yet to be characterized. Methods: Population-based cohort study using the Quebec Congenital Heart Disease Database of all patients with congenital heart disease coming into contact with the Quebec healthcare system between 1983 and 2005. Subjects with specific diagnoses of congenital heart disease and age 65 years at time of entry into the cohort were followed for up to 15 years. The primary outcome was all-cause mortality. Results: The geriatric ACHD cohort consisted of 3,239 patients. From 1990 to 2005, the prevalence of ACHD in older adults remained constant from 3.8 to 3.7 per 1,000 indexed to the general population (prevalence odds ratio: 0.98; 95% confidence interval [CI]: 0.93 to 1.03). The age-stratified population prevalence of ACHD was similar in older and younger adults. The most common types of congenital heart disease lesions in older adults were shunt lesions (60%), followed by valvular lesions (37%) and severe congenital heart lesions (3%). Type of ACHD and ACHD-related complications had a minor impact on mortality, which was predominantly driven by acquired comorbid conditions. The most powerful predictors of mortality in the Cox proportional hazards model were: dementia (hazard ratio [HR]: 3.24; 95% CI: 1.53 to 6.85), gastrointestinal bleed (HR: 2.79; 95% CI: 1.66 to 4.69), and chronic kidney disease (HR: 2.50; 95% CI: 1.72 to 3.65). Conclusions: The prevalence of geriatric ACHD is substantial, although severe lesions remain uncommon. Globally, the mix of private- and public-sector involvement in health care delivery is a focus of political concern. This concern in Canada takes place within the parameters of the federal Canada Health Act. Private for-profit activities in the health care sector in Canadian provinces have moderately shrunk the definition of ‘necessary medical and hospital services’ that must be provided by the public administration system under the federal Canada Health Act. In this article, we argue that the development of new technologies, pharmaceutical innovations, competing (non-health) demands on the federal dollar, and an aging population together create an environment where pressures for economic and political sustainability have led to some erosion of necessary health services in the provinces. Such pressures have, in turn, led to the growth of private commercial-sector health services. Within Canada’s federal system, provincial negotiation of the role of commercial health care organizations has developed in different ways in Ontario and Quebec. Abstract: This study evaluated the importance of burned habitat characteristics as well as the likely dispersal from specific habitats in the distribution of saproxylic beetles the same year as a fire occurred, in burned black spruce stands (Picea mariana [Mill] B.S.P.) in the northern boreal forest of Québec. The distribution of early post-fire saproxylic species was mainly driven by burned habitat attributes at the plot scale (0.04ha), especially fire severity, suggesting that the effect of environment attributes can act at a relatively fine scale. Some xylophagous and most predaceous species were more abundant in severely burned stands whereas fire severity had the opposite effect on several common mycophagous species. The amount of newly fire-killed trees that could be used as breeding substrates in the burned stands had only a weak positive influence on these functional groups. The great majority of early saproxylic species were weakly associated with the distance from unburned forests or other recently burned patches that could act as potential “source habitats”. Indeed, these variables were of lesser importance than the attributes of the burned habitat. Woody debris that were already present in plots before the fire, potentially serving as local of source-populations for early colonizers, had virtually no influence on the local abundance of species. Many saproxylic species, including some true pyrophilous, clearly showed higher abundance as distance from unburned stands increased. This unexpected relation may reflect that dispersal of insects toward the burnt landscape very shortly after fire could be driven by the higher amount of volatiles released by severely burned forests, which are more likely as distance from unburned forest increased. The work of Boadway and Hayashi (2001) and Smart (2007) tends to confirm the hypothesis that provinces who are the beneficiaries of equalization payments adopt strategic behaviours that reduce their tax capacity and thus increase these payments. In this study, we analyze the impact that a new hydroelectricity royalty paid by Hydro-Quebec to the Quebec Treasury has on total equalization payments received by the province; to do this, we consider the equalization formulas used before 2004 and after 2007. This royalty, which generates approximately $600 million each year, reduces Quebec's equalization payments by just over $100 million, using either formula. Under the terms of the current equalization formula, Quebec loses 38 cents in equalization rights for each additional dollar of income received from natural resources. The new hydroelectricity royalty and the increase in the dividend rates applied to this government-owned corporation have made it possible for the Quebec government to benefit from a transfer of $1.15 billion; on the other hand it loses $437 million in equalization payments. In this study, we provide and describe an important counter example to the hypothesis concerning the strategic behaviour of provinces that benefit from an equalization scheme. [ABSTRACT FROM AUTHOR]

In 2007, the village of Hérouxville attracted a significant amount of media attention after adopting a controversial code of conduct for living in this municipality. This code of conduct, commonly referred to as the Hérouxville Standards, constructed the community's collective identity in ways that were positioned against several "Others," including women, children and (most notably) immigrants. The construction of "Us" and "Them" evident in the Standards points to ongoing contestations over the definition of nationhood in Quebec. In particular, the Standards reflect a reassertion of exclusive concepts of the nation. As such, the Standards must be read, not as an isolated case, but as part of a larger debate about national identity, immigration and multiculturalism in Quebec. [ABSTRACT FROM AUTHOR]

Objective: Retail availability of cannabis has the potential to influence demand for both legal and illegal cannabis. The aims of the study were to: 1) estimate the percentage of consumers who report purchasing dried flower legally; and 2) examine the association between purchasing dried flower legally and retail availability, where retail availability was represented as: a) Canadian province; b) 'objective' retail proximity; and c) self-reported retail proximity.Methods: Data come from Canadian respondents in Wave 2 of the International Cannabis Policy Study (ICPS) conducted one year after non-medical cannabis legalization in September-October 2019. Respondents were 18+ years in Alberta/Quebec and 19+ years elsewhere and had purchased any dried flower in the past year (n = 2506). Respondents were recruited through commercial online panels. Weighted binary logistic regression models examined likelihood of purchasing dried flower legally.Results: Overall, 47.7 % of past-year dried flower purchasers reported last purchasing dried flower legally, with variation across provinces (range = 40.5 %-81.2 %). Likelihood of purchasing dried flower legally was greater among those who lived closer to a legal retail store based on Euclidean distance (<3 km vs. > 10 km: AOR = 1.56, 95 % CI: 1.20,2.02), and who had shorter self-reported travel time to a retail store (<5 min. vs. > 15 min.: AOR = 2.24, 95 % CI: 1.56,3.21).Conclusion: One year after legalization, retail availability was associated with last purchasing dried flower legally among past-year dried flower purchasers. To our knowledge, the current study is among the first to examine the legality of purchase source used for dried flower and retail availability of cannabis in Canada post-legalization. • Hydro-Québec can provide annual storage ranging from 3 to 6 TW h for high VRE markets. • Price arbitraging with high VRE markets leads to sustainable changes for hydropower. • Hydropower maintenance flexibility will gain more value with VRE growth. • Revenues from price arbitraging with high VRE markets remain low. Northeastern North America is transitioning rapidly from fossil fuel generation to variable renewable energy (VRE) sources such as wind and solar. Their integration into electricity grids poses challenges in terms of matching supply with demand. Once VRE represent a large share of installed capacity, intermittency and variability of their production will become a major issue. Hydro-Québec, the public electric utility in the Canadian province of Québec, has a large hydropower generation fleet. Its storage capacity enables adjusting hydro production, when the system needs it, to support VRE integration. In this paper, potential impacts of VRE growth within neighbouring grids are simulated through operational production management models. The results show that Hydro-Québec has the potential to facilitate this energy transition but that the current electricity market structure does not provide incentives for an optimal contribution. Have public enterprises become obsolete policy instruments? Should they be privatized or can their governance be radically transformed so that they could still be used as policy instruments? The world around them has changed and forced governments to move. After a discussion on the arguments in favour of privatization, this article suggests an analysis of three cases in the Canadian province of Quebec. Considering the pressures linked to the liberalization of trade resulting from NAFTA, this article suggests that the governance of public enterprises can be transformed and adapted and that consequently, it is not useful or necessary to privatize them. In Canada, the provinces do not automatically enforce the international treaties that are concluded by the federal government. The situation became more complicated in 2002 when the Quebec government unanimously adopted legislation that forces ratification by Quebec's National Assembly of any federal treaty that concerns Quebec's areas of jurisdiction. By this legislation, the Quebec National Assembly becomes the first parliament modelled on the British type of parliament to be so closely associated with the central government's process of making international commitments. Given this unstable situation, which has a significant impact on the ability to conclude new free trade agreements, for example, it is useful to examine how things work in other federations in order to propose ways to enhance the sharing of roles in matters of international relations in Canada. In the province of Quebec (Canada), the phytocide Garlon 4®, whose active ingredient is triclopyr, is often used to prevent trees from reaching electrical conductors. The object of this paper is to assess the potential health risks in workers coming into contact with Garlon 4®. Ten workers collected their urine during the 22 h following the beginning of a work shift. Measured urinary amounts of triclopyr varied between 1 and 13 mg. The absorbed daily doses were estimated from the amounts of triclopyr in urine through the use of a kinetic model that links the rates of triclopyr elimination to absorbed doses. These estimated doses were compared with the no-observed-effect level (NOEL) observed in rats: 5 mg per kg of body weight. The upper-bound estimations of the worker's daily absorbed doses were found to be 13.3% or less of the rat NOEL. [ABSTRACT FROM AUTHOR]

• A novel optimization model to maximize energy for short-term hydropower unit commitment is proposed. • A MILP formulation based on the efficiency curves is established. • The optimized solutions can be directly implemented in practice. • A real case study in Canada shows benefits of optimal solutions compared to historical decisions. This paper presents a linear mixed-integer formulation to solve the short-term hydropower unit commitment problem. It uses the pair of maximum efficiency points of water discharge and the power produced at the maximum storage for all possible combinations of turbines. The goal is to maximize total energy production for all periods. The objective function is calculated using the correction between the power produced at the current volume and the maximum storage and penalizes unit start-ups. Constraints on the maximum number of turbine changes are imposed to find a viable solution. Computational results are reported for 65 instances with two powerhouses of five turbines each located in the Saguenay-Lac-St-Jean region of the province of Quebec in Canada. [ABSTRACT FROM AUTHOR]

A basic requirement of statehood is a territorial base. The secession of a regionally-focussed minority within an existing state will necessarily require territorial separation. But to what territory is a seceding people entitled for a new state? This is not an easy question to answer, for until territorial secession occurs, the territory in question is part of the existing state. A case study of Canada and Quebec is presented, with reference to the historical growth of the Canadian and the Quebec provincial territorial limits, to claims by Quebecois separatists and the federal counter perspective, and to proposals for territorial restructuring if Quebecois ever want to negotiate secession from Canada. The situation of Québec has always been considered unique amongst the 10 Canadian provinces and in the case of regional and urban planning there is no exception to this rule. Thus, in 1979, Québec was the last province to adopt a planning law after 20 years of previous attempts. Québec is often portrayed as a special case. It is too easy to explain the situation in Québec by making reference to its particular cultural context, to the detriment of other equally important factors such as the historical context, class relationships and political control over planning. The paper emphasizes on specific conditions within which social relationships are established and to underline the ongoing dialectic which brings together national and international trends, on the one hand and on the other, the internal dynamics of a society, the aim being to set out the conditions within which social practices and policies occur. Changes in Québec society from 1950-60 occurred within narrow limits circumscribed by the state. Following a Keynasian approach, the central state took responsibility for economic development and division of powers of intervention amongst institutions involving sharing out of spheres of influence between local and national factions of the bourgeoisie. Urban planning did not escape this trend leading to a vertical distribution of government responsibilities.
